a tragedy this morning on be a east bay road and how a police stop played a role in what happened. good afternoon. i'm tori campbell. an investigation is underway into a fatal accident this morning in oakland. a pedestrian was hit and killed on could middle drive near the oakland airport. this started with a traffic stop.

>> reporter: for four friends a joyride turned deadly off this road. we're off doolittle. that's where the accident happened. this took twists and turns last night that no one could have predicted. one man is dead. the victim's friends are pointing the finger at alameda police. four people were pulled over at 5:00 p.m. off otis street for speeding. the police officer cited roberts for a suspended license and had the car towed. the police officer offered to call the group a tanky but they didn't have any money so they began to walk away. after a half-hour james was struck and killed by a driver in a silver mercedes near langely street. he was walking on the shoulder and thrown about 100 yards into a ditch. he says he doesn't understand why police left them like they did. >> we told numerous people, numerous times and we could not get in contact with nobody. there wasn't no reason for us to be towed because our safety is first. it's like he left us stranded

where we was. >> reporter: the driver says it was dark and never saw james. obviously the fact that it's still under investigation. the area where the group was pulled over was apparently well lit and had sidewalks. once they turned around the corner, there were no sidewalks and the lighting was poor. james has a brother who works for the district attorney's office in alameda county. we're not sure if a civil lawsuit will be filed. alameda police are consulting with their legal department before they release any statement. we're told that police departments are not taxi social securities. if they drove people home all of the time, that they wouldn't be able to perform their jobs. we'll watch this story and continue to monitor it for you. we'll have much more at 5:00. back to you. >> thank you. an autopsy is set tore today following the killing of an oakland couple. their 15-year-old adopted son is in juvenile hall accused of

the crime. the bodies of 55-year-old robert cayman and his wife were found stuffed in the back of the family car friday night. the scene is on atoll avenue near lake merit. police believe the teen strangled his foster parents and tried to set the car on fire. "the san francisco chronicle" reports the couple had argued with their sewn over the amount of time he was spending at the occupy oakland encampment. days after talking about ways to stop violent bar brawls, walnut creek is investigating a series of fights resulting in nine arrests and several injuries. the first one happened around 1:30 a.m. sunday morning. this is exclusive video of the fight beginning between three men and a parking garage elevator on locust street. one person suffered a head injury. he is seen on the tape throwing the first purges. all three could face charges. a few minutes late pliers responded to another fight involving at least 15 people at the restaurant about a block

away on locust street. following that, a third fight broke out at nearby hub caps diner. san francisco city leaders have announced a new effort to fight crime. the city's attorney and police chief are filing lawsuits over a pattern of illegal conduct that impacts parts of san francisco's tenderloin neighborhood. we're live from that area to explain what the lawsuits are about. >> reporter: the city filed these two lawsuits against two tenderloin businesses this morning, one you see behind me the deli and grocery, the other a few blocks away, a market. the city is trying to shut down both businesses for what they call illicit drug trafficking and other illegal activity. san francisco police worked together with the city's attorney's office to bust the two establishments. the city worked undercover for more than two years documenting several instances in witness stores bought and resold stolen merchandise. they say it also operated as a safe haven for the sale of

cocaine, heroin, crack and prescription painkillers. >> on at least one occasion, the store owner himself solicited a drug dealer to come over and vouched for the undercover officer to make the sale. so this was absolutely shameless. >> i never seen any of that. i don't know what goes on out here on the street, but a lot of that might go on in the streets. when i'm here during the day i don't see any of that. >> reporter: the lawsuits seek to to shut down both markets for a period of one year. it also calls for civil penalties of almost $30,000 for both establishments. the city attorney says their illegal activities show contempt for the health and safety of neighbors especially nearby children and seniors. back to you. >> thank you. kaiser nurses are preparing to stage a one day strike tomorrow starting at 7:00 a.m. the strike is in support of the

national union of health care workers which represents mental health and optical employees. union leaders say they're protesting proposed cuts to health care coverage and retirement benefits and what they call the short staffing of mental health services. kaiser has hired replacement workers to work during the 24 hour strike which beginses and at 7:00 a.m. tomorrow. all of the power is back on for pg&e customers in downtown san francisco an overnight outage. the lights went out around 7:00 last night for 300 customers in the area north of civic center plaza along larken and hyde streets. the power outage affected traffic lights along eddie, ellis and o'farrell streets. pg&e used generators to power back on by 9:00 a.m. today. it's one day before the florida primary. the top two republican presidential candidates are

duking it out for the undecided vote. mitt romney is trying to bounce back from a tough loss to newt gingrich in south carolina. he's continuing his barrage against newt gingrich by aggressively answering rig regular's attacks and hitting him for his ties to mortgage giant freddie mac and calling him a washington insider. >> he's been selling influence in washington for the last 15 years. if people believe that you can change washington by just electing the same people and putting them in different chairs, why, he's your guy. >> we cannot beat the dishonesty of his campaign by ourselves. we need witnesses who are prepared to go out and stand for conservatism and tell the truth. >> the two other candidates rick santorum and ron paul have all but skipped florida. rick santorum plans to campaign in missouri and minnesota this week. ron paul is looking ahead to nevada and colorado. president barack obama will be in the bay area next month. he will be in san francisco on

february 16 to attend a $35,000 a plate dinner for 50 guests at the pacific heights home of novelist robert mailer and his wife. that will be followed by large reception at a pub rick venue. this will be the president's fourth visit to the bay area in a year. his last trip in october was also to raise money. ahead, why some bay area experts say a new government role is making it harder to fight mosquitoes and west nile virus. the bay area is schooling down. we may have another shot at some rain. >> maybe. oakland city workers make their way back to city hall after a weekend protest led to some vandalism inside the building. we'll tell you --

for the first time in more than 50 years, the oakland raiders have a new head coach who was not chosen by al dais. they're introducing dennis allen to the media right now at the team's headquarters in alameda. let's go there live. >> he has won 17 division titles in 41 years in the nfl. that's a great tradition and a great building block for to us build on and what we're trying to get accomplished here. al davis was a big part of

be just that. it's going to be a tough, smart, disciplined, committed football team. >> you have been listening to the raiders new head coach dennis allen, the former broncos defensive coordinator hired to replace hi jackson. he is the raiders 7th head coach since 2003. investigators are trying to determine if a brushfire was intentionally set before a deadly pileup yesterday on florida highway. fog and heavy smoke from the fire caused zero visibility oi- 75 in gainesville. at least ten people were killed. about a dozen cards and six big rigs were involved in the crash. some burst into flames. the florida forest service says the fire began saturday and that there were no controlled burns or lightning in the area. the city of oakland is assessing the damage from a violent and chaotic weekend. police say occupy protesters

stormed city hall, vandalizing the inside. more than 400 people were arrested. city residents are becoming increasingly fed up. >> the front doors reopened at oakland city hall this morning, 36 hours after protesters stormed the building. >> i heard about what happened but i don't like it. >> after day long occupy oakland demonstration on saturday, protesters and city hall toppled city displays and shattered windows. they took an american flag and burned it. city workers were called in sunday to help clean up. >> this is not protesting. this is -- when you protest, you protest. this is madness here. >> some oakland residents today said they sympathize with the occupy oakland movement at first but seeing stuff like this, makes them change their mind. >> i live here. i work here. it's just discouraging. it's gotten to the point where they're breaking into city

buildings and they're just losing respect. >> on saturday afternoon occupy oakland supporters had tried to take over a vacant building at the convention center. protesters said they wanted to convert it into a community center. >> they're trying to do something good, something different and change because things aren't working and they're met with violence by the police. >> more than 400 people were arrested at the demonstrations on saturday. police used tear gas and bean bag guns to control the crowd. this morning occupy protesters built a float on lake merit referencing the unemployment and foreclosure crisis. occupy oakland's planned another protest for next monday. >> message is people have had enough. enough is enough. >> white says he's had enough, too. his message to the protesters who did this? >> go home. stop trashing oakland. a deadline came and went three hours ago for occupy washington, d.c. protesters to vacate macpherson square north of the white house. they are still there. police threatened to enforce

the no carving rule in the square but so far they have not moved in. some observers say they might be waiting for nightfall. about 40 protesters are under a tarp they draped over the statue of the major general james b. macpherson. we have continuing coverage of the occupy protesters on ktvu.com. look for the link at the top of the page. buying a new home in san francisco could become more expensive because of a proposed construction fee. according to the san francisco examiner, the fee would require residential developers to pay almost $6 per square foot of work. the fee is being proposed by muni and the money would go to funding transportation projects. the residential builders say it will be a huge cost burden and most builders will not be able to afford it. state and local mosquito experts are meeting in burlingame today to discuss how a federal court ruling could affect their efforts to curb

west nile virus. the ruling last fall requires mosquito abatement agencies to abide by the clean water act when they use pesticides. that would restrict how they rotate the pesticides they use in some creeks in contra costa county because they already show high levels of some of them. mosquitoes resistant to certain pesticides could survive the spraying. the price tag for bart's future fleet of cars is raising eyebrows, mainly because the work will be done outside the u.s. bart will buy 775 rail cars, the "the san francisco chronicle" reports the base price for each car is $3.7 million. it will cost an additional $850,000 to inspect the quality of work during visits to canada, france, and south korea. no domestic companies bid on the project. federal law requires at least 60% of u.s. materials be used. the port of san francisco

hopes the america's cup race will help boost a proposal to add water taxi service. san francisco will be the home of the 2013 america's cup finals and two america's cup world series evens later this year. the san francisco examiner reports that port officials will seek bids from potential taxi service providers in the months ahead. port officials tell the newspaper they hope to have a plan in place for the finals. good afternoon to you. we are cloudier throughout this afternoon. we're cooler in many areas. we didn't get that rain we were hoping for. now that the system has passed through, we'll continue with clouds. that chance of rain is be gone for the next day or so. so clouds continuing to stream through over the area. we'll be right about where we should be when it comes to our numbers, well above average over the weekend, felt like spring. that rain will stay north of us

we saw a few scattered showers over the bay area. most of it was virga. this zonal flow will last through about wednesday. it does look like with this patter in place for the next couple of days, we will see another weak system pass through early wednesday morning. that may bring us maybe a few scattered showers. we have partly cloudy skies in store. by tomorrow morning we wake up to a few light clouds, by the afternoon we're dealing with an increase in clouds. wednesday morning the possibility of maybe a few light showers, could be over the north barks could amount to a lot like what we saw this morning, clouds and not really the rain. mostly cloudy for today. cooler temperatures, we do have better air quality. onshore flow has returned to the area. our afternoon highs in the 50s to mid-60s. right now 57 degrees santa rosa, 53 in oakland, 59 move

a stocks started date significantly lower, while financial markets around the world waited for greece to nail down a deal to reduce its crushing debt. but the focus on greece has shifted attention away from what's going on in the u.s. so some investors are focusing back on domestic issues. companies reporting stronger quarterly earnings and hiring is picking up. the dow is down only ten. the nasdaq is down 3. s & p is down 3 1/2. new figures leased today show consumer spending remained flat despite a rise in household incomes. the commerce kept reports spending was unchanged in december following two months of slight gains in october and

november. economists watched consumer spending closely as it accounts for 70% of economic activity. there was better news for incomes which rose a half a percent. that's the strongest gain in almost a year. if you are looking for a new job thrcialtion be plenty of companies hiring today in the east bay. there is a job fair right now in imoryville at the hilton garden i north carolina n on powell street. it started at noon and continues until 4:00 p.m. bart, ikea and prudential insurance are some of the companies that will be be there. career advisors will be there to help people with their resumes. this is graduation dade for some formerly homeless people who create add job training program in alimmediate all of the they gated third morning at the alameda point collaborative on the old naval air station property. the graduates received job straining as part of the supportive housing program. those graduation ceremonies were set to get going during the past hour. thank you for trusting ktvu
