saturday, february 4th. i'm claudine wong. >> good morning, i'm mike mibach. warming in the daytime, cool in the early morning hours. let's check in with rosemary nor the saturday forecast. >> good morning to you! pleasant weather today. widespread 60s for your afternoon, this morning off to a chilly start, some of us dealing with patchy fog. we'll show you where, show you who may be dealing with 30s at this hour. and we've got rain to talk about, coming up. east bay neighborhood flooded overnight, water gushed out from a main near highway 680 in fremont and allie rasmus is live there this morning, where streets turned into streams. >> reporter: that happened before midnight last night and more than 7 hours later it's still a big mess. this is where this happened, there's still a little bit of water flowing even though they've got the water shut off now. but there's a lot of mud and rocks and dirt, just spread out across the street. it's closed off to traffic this

morning and there are two department of water resources trucks on either end of the street. there, and then over on this end of the street. we just talked to one of the representatives from the department of water resources. he says the plan this morning is to bring assessors out to assess some of the damage. they're the agency in charge of cleaning up this mess, because it was one of their water pipes that flooded this neighborhood. now, this is what is looked like after it happened. waters gushed down waters and sidewalks, turning the street into a river. the pipe that was leaking was 72 inches in diameter and connects to the reservoir. four homes had serious flood damage on the street. the fremont fire department came out to help the residents. 12 people had to be evacuated from their homes. >> woke me up and the water by the side of the patio. so now the water went into my yard, mud and dirt and everything else. >> here's what appears to have been the problem.

we talked to the department of water resources representative here, and also fremont fire officials say it appears that they were to go some regular maintenance work on this water main. the department of water resources was. and one of the caps on that main was not completely tightened back on. so later in the evening, when the water started gushing out of it, and flooded into the neighborhood. now, that pipe where the source of the problem runs between the row of homes you're looking at and interstate 680, which is just on the other side of these homes. water main is no longer flowing. they've got the water shut off, but again there's a big mess to clean up this morning. some homeowners who had to evacuate last night and expected to come back this morning to assess the damage. allie rasmus, ktvu channel 2 news. occupy protestors are calling tonight's march in oakland a militant action. the demonstration starts at 7 p.m. at frank ogawa plaza. the protestors' website discourages peaceful protestors from participating. it was exactly a week ago that a rally led to demonstrators

breaking into city hall. more than 400 people were arrested, and tonight occupiers plan to march from city hall to police headquarters to accuse officers of harassment and abuse. >> we have no control of other people and what they tend to do. we only have control of ourselves. if another person -- venting that's not the right thing to do but i can't lead him to the water and make him drink it. >> planners have actually requested non-peaceful, violent individuals to come out, specifically to commit acts of violence, vandalism, arson. >> police will bring in extra officers. occupiers say their weekend marches about continue indefinitely. residents plan a counter- protest supporting the city and police on monday. ktvu has obtained the pictures of the 12 occupy protestors the judge banned from the plaza. four have been charged with

violent felonies, while the other eight face misdemeanors for the violence last saturday. in overnight news, u.s. park in washington, d.c. raided one of the nation's last remaining occupy camps of dozens of officers placed barricades around a federal park near the white house. occupiers were not technically evicted. officers enforced the ban and removed wood and other supplies arm a statue in the center of the park. federal regulations allow people to protest there 24 hours a day, but they are forbidden to camp or lay down bedding material. there are reports at least three people were arrested for refusing to leave the statue. it now appears there's no link between a shooting in vallejo and one in berkeley. show you video of january 26th, a shooting on shadduck avenue. a few days later 38-year-old dorian walls was killed on rice avenue. the two men were friends at one time but had not been in contact for years and there's no connection between the two

homicides. sonoma county individuals saying this man attempted to kidnap three young girls, allegely grabbed a 10-year-old girl by the arm and tried to force her into a car but she was able to escape. police say he is between 5-8 and feet tall. he has a thin build and speaks with an accent. they say he drove off in a red compact car similar to a ford focus. he is also the suspect in two similar incidents. a fairfield woman convicted in the deaths of her four children is now free. and 2010 she was charged with. involuntary manslaughter after unattended candles started a fatal apartment fire. >> mama is sorry for the mistake she made, but i know my babies are looking down on me and telling me they love me regardless. >> police say james had left her children in the apartment with the candles burning. now that she's free, she wants to visit her children's' gravesite. >> i owe them that because they

deserve to still be here today. but because of my bad judgment call, they're not here today. and i'm a -- can stand here today and admit that. >> the terms of her probation stated she will be living in a recovery home and she will not be allowed around children unless it's supervised. james says she now wants to go back to college. we are now learning that an explosion near marine base that killed one person was caused by a propane gas distribution system. a spokesman says the blast was reported at 9 last night at a military housing area in colville. that's near highway 395, about 30 miles from the actual base. the marines say one person was killed and two others wounded in that explosion. they were airlifted to local hospitals with third-degree burns. overnight the coast guard suspended its search for a missing fisherman whose boat was found capsized in half moon bay. search crews found a boat yesterday morning, they

searched 3800 square nautical miles of water, twice the side of rhode island but did not find any sign of the missing firstermen. san francisco firefighters rescued a man in the waters overnight. he foal in at pier 28 right by the high dive bar. the man managed to hold on to supporting beams until rescue crews got him. firefighters say the victim was checked out after the rescue and appeared to be in good health. tens of thousands of giants fans will flock to at&t park this morning for the team's annual fanfest. the gates open at 10 a.m. and more than 30 players and coaches will attend, signing autographs and participating in question and answer sessions. parking and admission to the fanfest are free. and individual game tickets also go on sale today. well, let's go to rosemary. and the weather is looking pretty good right now. and rosemary, it looks like another good day? >> it is going to be another nice day. of course, the big complaint, when will we see the rain?

address, president obama is pushing a new housing program. he wants congress to pass. it would allow americans with underwater mortgages to refinance at a lower rate. but the president admits not everyone will benefit. >> i want to be clear. this plan will not help folks who bought a house they couldn't afford and then walked away from it. it won't help folks who bought multiple houses just to turn around and sell them. >> the speaker came out against the bill this week, saying he does not understand why this plan would work when others have failed. in our election 2012 coverage, the nevada caucuses are taking place today and the polls are predicting the winner. reporter casey steigel is live in las vegas with more. casey. >> reporter: good morning to you. the latest winner according to the polls, mitt romney. we'll see what the day holds. we're coming to you live from the largest caucus site here in clark county, a high school in las vegas. and the doors open in less than an hour at 8:00, and then the

caucus gets underway at 9:00. and end the whole process won't take very long, only 60 to 90 minutes. yesterday, three of the four g.o.p. presidential candidates spent their final hours campaigning around this state with the exception of rick santorum, who is actually in missouri ahead of the primary there on tuesday. mitt romney, the clear front- runner here in nevada, was in the northern part of the silver state while newt gingrich and ron paul focused their events down here in and around vegas, where three-quarters of the state's population resides, by the way. gingrich spent much of yesterday trying to liken mitt romney to president obama, calling him obama lite and again trying to use romney's not caring about the poor people gaff earlier in the week to his advantage. take a listen. >> my goal -- is not to ignore or forget the poor. my goal is to turn the safety

[cheering] >> despite all of that, the former massachusetts governor is wildly popular here in nevada. remember, he won this state back in 2008, with 51% of the vote. and again, all of the indications point to a very similar outcome today. that's the latest. we're live in las vegas, casey steigel, ktvu channel 2 news. no candidate has won back- to-back states yet so it will be interesting to see if mitt romney can do that! thank you, casey. time is 7:17. let's look at where everything stands right now. we are just ramping up this caucus and primary season. so let's take a look at where everyone stands right now. as you can see, romney with 71. newt gingrich 23 delegates. rick santorum with 13. and ron paul has 3. keep in

mind there are a lot of delegates left to be had to win the republican nomination a candidate needs to have 1144. so we do have a ways to go. but let's look at the map of the country so you can see which states have been had already. romney taking new hampshire and south. and santorum won iowa. nevada their first trip to the west coast. so let's look at what is up for grabs there. nevada, 28 delegates to the winner. mitt romney again is considered a front-runner and wants to increase his lead with those delegates. but a busy month ahead. february 4 through 11, maine caucuses. february 7, colorado, minnesota, missouri. february 28, arizona and michigan. and then march 3, they head on to washington. so we have a lot in front of us is so they're focused on nevada but they're also focusing on the long haul still to go, and we'll follow it all for you. stay with ktvu news for

francisco's ruby sky nightclub. people who attend can sign up for this year's walk, learn about fund-raising and meet some of the people the money benefits. and facebook is losing a lot of friends, all because of the company's policy on breast- feeding. on monday women all over the world will protest the policy by breast-feeding outside facebook offices. they say the issue is with facebook's photo policy. when women post photos of them breast-feeding their children, facebook flags them as inappropriate. removes them and suspends the users' account. the mothers say this is discrimination because breast- feed something a part of life. this follows a similar protest held at target stores in december. kids in alameda county can have free screenings to dental care today. kids ages 4 to 14 are eligible. more than 80 dental health professionals have volunteered their services for the event from 9 a.m. until 1:00 this afternoon. on monday pleasant hill city councilmembers will

consider dropping their free health insurance program. free people take advantage of that now and according to the contra costa times, having those councilmembers pay 50% of their insurance costs would save the city at least $25,000 a year. officials who decline the health insurance completely could still get $400 a month extra. the proposal would eliminate free coverage for the city clerk and treasurer but they would get a bump in pay. a united nations report shows last year was the deadliest on record for the citizens of afghanistan. the report says the war tilted more than 3,000 civilians. that's an 8% increase from 2010. this was also the fifth straight year the civilian death toll rose. the u.n. attributes most of the deaths on insurgents. iran's revolutionary guard has begun naval exercises near the strait of hormuz, a critical route that iran has threatened to close in retaliation for western sanctions. iran says its warships will conduct maneuvers for a month. iran has made no attempts to

disrupt shipping and the u.s. says it will not stopped to any blockade. it's the route four one fifth of the world's crude oil. tensions increasing between iran and israel. the leader called israel a cancer that needs to be cut out. and the ayatollah warned against any military strikes against iran's nuclear program. that may refer to a comment by leon panetta, who suggested israel may strike iran sometime this spring. israel is concerned iran is trying to develop a nuclear weapon. san francisco and sacramento are two of the city's holding a war protest today. activists including cindy sheehan and daniel else burg will speak at the san francisco event. there are going to be demonstrations in at least 56 cities worldwide, including the countries of england, canada and the u.s. organizers wand western nations to lifted economic sanctions and oil embargoes against iran. a tragic loss for the tech

the national transportation safety board is expected to release a preliminary report next week on a plane crash that killed the chairman of the a major semi-conductor company. 51-year-old steve appleton died yesterday when his single- engine experimental plane went down at the boise airport. he was the head of micron technology, the youngest person ever to become the ceo of a fortune 500 company. a 16-year-old boy was arrested for allegedly pointing a laser at a san diego police helicopter. this is video from the helicopter. you can see the laser beam

underway in morning. good morning. welcome back to mornings on 2. the water came rushing through the neighborhood at about midnight. authorities believe crews working on a water main near 680 did not tighten a cap, and it took hours to get the water to shut off. allie rasmus is live in fremont with the latest. >> reporter: this is near gable now, and the water main that caused this problem runs behind this row of houses you see here. interstate 680 from the other side of the hill. and the water started leaking in the backyard of this house. and apparently the homeowner kicked out the fence to prevent the water from collecting in his backyard. but then you can see the path of water took when it started gushing. it went across the driveway, out into the gutter. you can see it a river of mud and rocks. all the way down the street. this is what it looked and sounded like after it happened. water gushed down sidewalks and driveways, turning the street. >> a virtual river.

the pipe that started leaking was 72 inches in diameter, and it connects to the reservoir. >> there's a large main that services water to santa clara county, running water out at a high rate or capacity. too much for the storm drains to handle. if flooded through backyard, through approximately five houses, to a lower section of homes along row banna, flooding four houses. >> 12 people living in the four homes had to be evacuated. they spent the night with family and friends. fremont fire officials say the department of water resources was doing symptom regular maintenance work on the water main earlier in the evening and it appears one of the caps on the main wasn't completely screwed back on. so later in the evening the water started gushing out of it. that's the preliminary idea of what may have happened here. there's going to be a full investigation into what went wrong. back out here live, you can see the street is closed off to traffic and there's a department of water resources truck on either side of the

closed out section of the street. workers with the department of water resources are here, in charge of the clean-up because it was their water main that had this problem, and they have the street closed off and later this morning some assessors will be out here to get an idea of the damage and talk to some of the homeowners affected. allie rasmus, ktvu channel 2 news. the state has a suspended the license of a contractor connected to a deadly construction accident in milpitas. a trench collapsed last saturday, killing 39-year-old carpenter raul. the contractor did not have workers compensation insurance. meanwhile, cal osha found the company failed to apply for a permit to dig a deep trench. right now two lanes of 280 in daly city are open after a fatal accident. a person was hit and killed before the eastmore exit. the person was standing in the highway when they were killed. they're not releasing any more

details about the crash. so far no word on when the rest of the lanes are going to open. it was a violent night in oakland with six people injured in three shootings. the halt wall street just before 11 p.m. on international boulevard near 45th avenue. police say four people were shot. this is video of those people being brought to highland hospital. one person who was more severely injured was transported to eden medical center. so far there's no word on their conditions. one man we spoke to says oakland has become a war zone. >> i came from palestine, so this is things happen to us before and we've been -- israeli gunshots and we used to these things some we're here now. >> earlier last night a man in his 20s was found with several gunshot wounds also along international boulevard. before that, police investigated a shooting on macarthur and hyde streets where a van was hit at least one person inside the van was injured. coming up in just about 10 minutes, oakland's new police

chief is in the building, we will get his thoughts on the recent violence and occupy protests. a live interview with chief howard jordan, in just 10 minutes. imb reports the city of san jose has too many police officers and firefighters. the mercury news reports mayor chuck reed ordered the ibm analysis. it states since 1980 the city could eliminate 400 police jobs and save up to $60 million. but police and fire question the motives, saying the company wants the city to cut jobs while buying their computers to predict better crimes and fires will occur. the city council is going to consider that report next wednesday. san francisco sheriff ross mirkarimi returns to court on wednesday for an expedited hearing on whether he is can see his two-year-old son. a family court judge denied his request for immediate visitation rights. the sheriff could not have any contact with his wife and son due to three misdemeanor domestic violence charges against him. mirkarimi was visibly upset

after the court hearing. >> i miss my son terribly and he misses me. >> right now we have a little boy who has no idea where his daddy is. >> mirkarimi's wife attended the hearing and supports visitation rights. she refuses to cooperate with investigators and insists he did not abuse her. attorneys for the los angeles dodgers have asked a bankruptcy judge to disallow claims against the team filed by lawyers for bryan stow. two men have been charge with beating stowe outside dodger stadium last march. the giants fan and his family filed suit against the dodgers last year. they claim by reducing security in 2008 the dodgers created an environment that allowed the attack to happen. the dodgers owners have since filed for bankruptcy protection. copper thieves strike again in the bay area, digging around the benicia state park for the past eight months. they're going after abandoned underground at&t cables,

damagened to the state park estimated at $30,000. there are holes six feet deep and four feet wide. in recent months thieves have targeted copper wiring a belonging to pg&e, bart and even public schools. this morning a 54-year-old woman is in jail after leaving her grandson on the side of a road. yesterday police in sacramento arrested her on charges every child endangment and public intoxication. she left her infant grandson in his car seat on the side of of a road while she went to a motel. people spotted the baby about cared for him until police arrived. >> it's one thing to see something and call it in and go about your business. but obviously the circumstances warranted several of them staying put. so god bless them for doing that. >> police say an open bottle of brandy was found in the car seat under the baby. they say the area where the baby was found is known for drugs and prostitution, but it's not known why she was at the motel. no word on who is now caring

for the infant. later today a memorial barbeque is being held for an 18-year-old skated boarder taken off life support early this week. family members say tyler demar tinney was skateboard he when he was hit by a car monday night. he suffered a major head injury and when he never regained consciousness he was taken off life support on wednesday. police say he was not wearing a helmet when the accident occurred. the barbeque is being held at 2 p.m. at the berk hawaii skate park. walnut creek police are cracking down on nightlife and even more action is expected after a series of recent fights. this is the exclusive video we obtained of a fight in the elevateddor of a parking garage early last sunday morning. this was just one of three fights that erupted last weekend in total nine people were arrested and one man severely beaten. >> later times and you get enough people together and they have the conflicting issues, and they're going to butt- heads. >> the city is now considering an ordinance to gain more control of the bars and

be there. we're going to give them every opportunity to exercise their first amendment rights and freedom of speech. however, we're not going to tolerate any acts of vandalism, any acts of violence, any acts of violence towards the community or our police department. >> some of these protestors have claimed that officers have been abusive during some of these riots and protests in the past. tonight when you're downtown at headquarters, what do you tell your officers? to restrain themselves or do you tell them to turn it up a notch and face aggressions with aggression? >> no, we tell our officers that we will react to what the crowd or how the crowd reacts. we don't go out there and purposely try to do anything differently. if the crowd is being peaceful, i expect my officers to facilitate marches and allow people to exercise their first amendment rights. if they decide to act differently, aggressively or disobey the law, break the law, i expect my officers to act appropriately. >> how is the impact that

occupy oakland is having on the rested of the department and their patrolling every city streets? i know recently just this morning on mornings on 2 we talked about four people being shot, three overnight shootings. is iting having an impact on your officers and what they're supposed to be doing in east oakland, all over the other parts of the city? >> yes, this has been a tremendous strain on our organization. obviously with the limited resources that we have, there are so many other things that are happening at oakland that i would like to deploy my officers in a more strategic manner. but this does impact the way that we do our business. we have asked for help from the federal government, as well as our state and local partners, and we have received that help. but every time we ask for help it's also a drain on their limited resources so this has become a very taxing event for us. but our officers will show up, they're going to do this their jobs, and our job is to maintain law and order, preserve life and proper. and we'll continue to do that.

>> we know chief batts took off not so great terms with mayor quan. what is your relationship with the mayor, and will she have a role in how you do your job as the top cop in the city? >> i have a good relationship with the mayor. we have known each other for about 20 years, and i'm not going to comment about chief batts' relationship with the mayor. the mayor is the ceo of the city. and she gets to be involved in all aspects of city government. that not just police but public works, fire, everything else, because really at the end of the day the buck stops with her. and i'm just one of the 19 or so department heads that work for the city of oakland. >> don't you have to fight for your fellow officers? i know the buck stops with her, but you're the head of the police department as well. >> yes, in terms of day to day operations, i intend to put forward my best effort in terms of making sure our officers have the proper resources, the things necessary. that is the job the police chief and the person that

to borrow from existing government funds. comptroller john chung could take up to $865 million from various accounts that would buy the state time until it has enough tax revenue on hand. the comptroller says he does not expect to issue iou's or delay tax refunds. republicans in congress have put up a roadblock to california's high-speed rail project. a measure passed by a house committee includes an amendment blocking federal money for the rail system. the vote went along party lines, republicans said yes and democrats opposed it. republicans said the estimated cost so far, $98 billion it just too much. employment numbers are increasing, and the proof acrossing bay area bridges. yesterday the employment statistics were released reporting an increase of 243,000 jobs and transportation officials say that increase is being felt by bay area commuters. for the past six months bridge traffic has been increasing. and in december an extra 75,000 vehicles used the bay bridge

compared to the same time last year. >> we've got more people going to work in san francisco, downtown san francisco. there's more traffic into the silicon valley during the morning commute period. hopeful signs for economic rebound all around the region. >> for the rest of the seven state-owned bridges, traffic grew by more than 195,000 vehicles last year. the metropolitan transportation commission did not say how much additional revenue this is creating, just that drivers should not expect a toll increase any time soon. and in two weeks the upper deck of the bay bridge will be closed for construction. caltrans is already warning drivers with electronic signs the upper deck will be closed all of president day weekend from 8 p.m. on friday, february 17th until 5 a.m. on tuesday, february 21st. the closure will allow crews to build a detour near the toll plaza. the lower deck taking drivers from san francisco to the east bay will remain open.

the u.n. security council is gathering to draft a resolution pressuring syria to stop its crackdown on its citizens. a human rights group says more than 200 civilians have died in the latest uprising. more than 5400 protestors have been killed since the crackdown began nearly a year ago. they have been demanding reforms and a regime change. last night about 30 people gathered outside the syrian embassy in washington to protest government abuses. they were no reports of any problems. however, demonstrators broke into the syrian embassy in berlin yesterday and destroyed furniture and scrolled graffiti. in egypt security forces clashed with protestors in the wake of the deadly soccer riots. at least eight people have died in skirmishes today. demonstrators want an end to military rule and retribution for the 74 people killed during

good morning. welcome to mornings on 2. it's saturday, february 4th. rain is in the five-day but first we'll enjoy a nice weekend. let's get to meteorologist rosemary and that saturday forecast. >> good morning you to! it's become the same old, same old. we start out with chilly conditions in the morning, a little bit of patchy fog. northeasterly breeze continuing for the afternoon. it's going to be a light one. sunny and mild, and mike mentioned it, we've got rain in the forecast for tuesday. we'll show you that model and what you can expect outside your door this morning as well as the afternoon highs, coming up! the clean-up is underway in the east bay after a neighborhood was flooded overnight. it happened after water gushed out from a main near highway 680 in fremont. and allie rasmus is live with the mistake that left serious damage behind. >> reporter: that water-main break happened before midnight last night, and eight hours later there's still a big mess to clean up. if you look on the street, the pavement is still wet, there's

still huge put us in the middle of the street. some of the homeowners are just getting up and kind of taking a look at some of the damage here. let's show you a closeup look at some of the damage further down the street. there's a river of mud and rocks running through a lot of driveways and seahawks. the gushing water even took out some bushes and trees. four homes had serious flood damage. 12 people in the four homes had to be evacuated and you can see the water line still on the garages of some of those flooded homes. one of those four families came back to their house just about 10 minutes ago, talked to them briefly. they didn't want to be on camera. they are stressed out about what happened last night. but they said the water a so deep that firefighters had to carry them out of their homes so they could evacuate safely. the department of water resources is in charge of the clean-up because it was their pipes that flooded the neighborhood. >> this is what it looked and sound like when it all

happened. water gushed down driveways and sidewalks, turning the vote into a river. the pipe that leaked was 72 inches in diameter. and it connects to the hetch hetchy reservoir and just about the residents here were taken by surprise. >> fire department knock on my door and i did not know what happened. lot of water noise, so i thought it was raining. i didn't know if that was happening. >> so you heard him say that the gushing water was so loud he thought it was a rainstorm that had come through. back out here live, you're looking at some of the department of water resources crewmembers out here, in charge of clean-up. fremont fire officials say the department was doing some maintenance work on that pipeline, located behind this row of houses here. they were doing work on it in the day earlier, it appears one of the workers may have not tighten the screws or caps on

one of those water mains earlier in the evening and that's how the quarter started leaking. that's a preliminary theory but there is an investigation underway to pinpoint what caused all this. and people from the department of water resources will be out here later this morning to assess the damage and talk to the homeowners affected. allie rasmus, ktvu channel 2 news. just about 10 minutes ago, all lanes of southbound 280 in daly city were reopened after a fatal accident there. just after 4:30 this morning the california highway patrol says a person was hit and killed before the eastmore exit. police say the person was standing in the highway when they were hit and killed. they're not releasing any more details about that crash. new information on an explosion near a marine base that killed one person. a spokesman for the marine says the blast was caused by a propane gas distribution system. it was reported at 9:00 last night at a military housing area in colville. that is near highway 395, about

30 mimes from the actual base. the marines say one woman was killed and two others wounded in the explosion. they were airlifted to hospitals with third-degree burns. overtime the coast guard suspended its search for a missing firsterman whose boat was found capsized in half moon bay. search crews found the boat yesterday morning. he called the coast guard thursday and said his father did not usually take night trips on his boat. crews say they searched 3800 square inadequate call miles of water but did not find any sign of the the missing man. overnight u.s. park police in washington, d.c. raided one of the nation's last remaining occupy camps. dozens of officers placed barricades around a federal park near the white house. occupiers were not technically evicted. officers enforced a ban on camping and removed wood and other supplies around a statue in the center of the park. federal regulations allowed people to protest there 24 hours a day, but they are forbidden to camp or lay down bedding material. police say four people were

an east bay neighborhood was flood overnight forcing a evacuations. a crew was work on a water main in fremont. the line supplies water to santa clara county. authorities tell us the crew may not have tightened up a cap which allowed massive amounts of water to gush through around midnight. storm drains couldn't handle the overflow causing an area around romanna street to flood. >> woke me up and the water running by the side of the patio. so now the water went into my yard but it is all mud and dirt and everything else. >> it took several hours before crews could stop the water. about 12 people were evacuated as four homes were flooded. water also ran to the backyards of five other houses. this weekend police are increasing their street presence after a series of recent fights in walnut creek. this is a fight in the elevator of a parking garage last sunday morning. this was just one of three fights that took place last

will not tolerate any violence or vandalism. an ibm report suggests the city of san jose has too many police officers and firefighters. the mercury news reporting mayor reed ordered the ibm analysis. it states with crime falling since 1980, the city could eliminate 400 police jobs and save up to $60 million. police and fire question ibm's metroives, saying the company wants the sit to cut jobs so officials will buy there are computer to better predict where crimes will occur. the city council will consider the report next wednesday. a federal jury is rejecting a discrimination lawsuit against the san jose police department. former lieutenant glen harper claims the department repeatedly overlooked him for promotions because he was african-american. city officials testified that was not true. and the promotions were decided based on merit. yesterday the jury found in the city agrees favor. harper had asked for more than half a million dollars in lost

wages and benefits on top of damages for emotional distress. 28 delegates at stake today in the nevada caucuses. the latest poll suggests another win for mitt romney. ken pritchett is live in reno for us. good morning, ken. >> reporter: good morning. we are outside galena high school, which is one of 15 caucus sites here in reno and surrounding washoe county. it's the nature of the caucus vote that turnout is low, 44,000 people roughly participating 2008 out of a population here in nevada of close to 3 million. in about half an hour, people will start lining up here outside of the high school, one inside they will perhaps at times hotly debate the merits before casting their ballot. we talked to the university of nevada reno about the caucus and who participates. >> it requires a greater commitment from the individual voter. you go down on a saturday morning and you're probably going to be there a couple hours.

the state has suspended the license of a contractor connected to a deadly construction accident in milpitas. a trench collapsed last saturday killing 39-year-old carpenter raul. the contractor did not have workers compensation insurance. meanwhile, cal osha found the company failed to apply for permits to dig a deep trench. a memorial barbeque today for an 18-year-old skateboarder taken off life support earlier this week. he was hit by a car monday night. he suffered a major head injury and when he never regained consciousness, he was taken off life support on wednesday. a barbeque is held at 2 p.m. at the berkeley skate park on fifth street. copper thieves strike again. thieves have been digging around the boesch state park for eight months and they're going after abandoned

underground at&t cables. damage to the state park is estimated at $30,000. there are holes six photo deep and four feet white. thieves have recently targeted copper wiring belonging to pg&e, bart and even public schools. employment numbers are on the rise and the proof is apparently on bay area bridges. yesterday the employment statistics were released reporting an increase of 243,000 jobs. and transportation officials say that increase is being felt by bay area commuters. for the past six months, bridge traffic has been increasing. in december, an extra 75,000 vehicles used the bay bridge compared to the same time last year. >> we've got more people going to work perhaps in san francisco downtown san francisco. there's more traffic into the silicon valley during the morning commute period. those are hopeful signs for economic rebound all around the region. >> and for the rest of the bridges, traffic over the past few years has grown by more

although it's tough to find at this point. afternoon highs, widespread 60s in the forecast. what you can expect outside your door this morning, what to expect this afternoon, and the possibility of some rain in the extended forecast. more on that, coming up. . new this morning, cleanup efforts are under way in fremont after a water main break flooded a neighborhood. it is all due to a possible mistake from water maintenance crew. >> reporter: and claudine, just in the last 5 minutes or so, we've seen department of water resources utility trucks and heavy equipment they just towed in, some sort of john deere equipment they will use to plow away some of the mud that is still in the middle of the street. now, over here to our left, you can see and hear these department of water resources crews with their brooms and shovels, cleaning up some of the dirt and mud caused by this water main leak last night. now, the water main that caused this problem is actually behind this row of houses you see here. and when it started leaking just

before midnight last night, it flooded the backyards of these homes. here at this house, you can see where the fence is broken. that's because the guy who lived here kicked down the fence so the water would stop collecting in his backyard. you can see the path the water took as it went down the driveway, down the sidewalk, and all the way down the street, where it all happened. here's a close-up look at the mess further down the street. the gushing water spread mud everywhere. it took out some bushes and small trees. four homes had serious flood damage. you can see the water line in the garage of some of those homes this morning. 12 people living in those four homes had to be evacuated and spend the night at a hotel. one of the families came back to their home about an hour ago. their kids were still in their pajamas. and the mom told us firefighters had to carry her and her kids out of their home because the water was so deep. now, this is what it looked and sounded like when it happened. a pipe that started leaking last

night was 72 inches in diameter and it connects to the reservoir. the department of water resources is in charge of the cleanup, because it was their pipe that flooded the neighborhood. >> this is like a river. it's like deep, coming out from both sides. >> reporter: crews at the department of water resources have been out here all morning. the agency is in charge of assessing the damage. we saw some of them talking to homeowners who were affected, taking photos among the mess. as for what caused this water main leak, that is still under investigation, but fremont fire officials say yesterday the department of water resources was doing regular maintenance work on that leaking water main and it appears one of the caps on the main wasn't completely tightened back on so that later in the evening, the water started gushing out. right now, you're looking at the cleanup under way. these are cleanup crews with the department of water resources. that agency is the agency in charge of the water main that started leaking here last night. so they are in charge of the cleanup this morning.

missing fisherman whose boat was found capsized in half moon bay. crews found the man's body yesterday this morning. they searched 3800 square nautical miles, twice the size of rhode island, but were not able to find any sign of the missing fisherman. san francisco firefighters rescued a man who fell into the frigid bay waters overnight. that happened at pier 28, right by the high dive bar just before 12:30. the man did manage to hold on to the supporting beams until rescue crews got to him. firefighters say the victim was checked out after the rescue and appeared to be in good health. sonoma county sheriff deputies are looking for a man they say attempted to kidnap three young girls. we want to show you a sketch of the person they are looking for. they say this is the man who allegedly grabbed a 10-year-old girl by the arm, then tried to force her into a car, but she was able to escape. police say he is between 5' 8 and 6 feet tall, thin build, and speaks with an accent. they say he drove off in a red compact car, similar to a ford focus. he is also the suspect in two

similar incidents. walnut creek police are cracking down on night life in the city and even more action is expected after a series of recent fights. want to show you exclusive video obtained of a fight in the elevator of a parking garage early last sunday morning. this was one of just three fights that erupted last weekend. in total, nine people were arrested and one man severely beaten. >> you get to the later times and you get enough people together and they have the conflicting issues, and, you know, they are going to butt heads. >> the city is now considering an ordinance to gain more control of bars and restaurants. on monday, the business community is also planning on holding a news conference to outline its plan to keep the city safe. in the meantime, police say they plan on increasing their presence on the street, especially near closing time. well, we are now learning that an explosion near a marine base that killed one person was caused by a propane gas distribution system. a spokesman for the marines say the blast was reported at 9:00 last night at a military housing area in coleville, near highway

later this year. part of zuckerberg's compensation at facebook includes stock options that he received seven years ago. and we're learning more about the pay package for hp ceo meg whitman. she was hired last year on a $1 salary with stock options. new filings show those stock options are worth up to $16.5 million. but whitman will only get to cash in on those options if she's able to lift the company stock prices. hp stock closed yesterday at 28.31. a california company is recalling prepared sandwiches that can cause a fatal infection. those sandwiches are being recalled by michael foods, inc. they contain hard boiled eggs that could be contaminated. the eggs could cause an infection that could be fatal for young children, sick people and the elderly. the recalled products come in a cellophane wrapper and were sold at wal-mart. one of the nation's last remaining occupy camps is raided overnight by police.

. people in colorado are digging out this morning following a massive snowstorm. in some areas, up to 44 feet of snow accumulated, closing several major roadways. one driver had to get help after she lost control and crashed right into a snowbank. about 600 flights were canceled yesterday because of those whiteout conditions. the storm is expected to taper off and more delays are expected today. time now is 9:24, and it was really cold when we came in this morning. expected to warm up a bit, and then rain in the forecast later, right? >> yes, temperatures are rebounding. thankfully we have some rain in the extended forecast, but for the weekend, boy, it is just going to be mild.

they say she left her infant grandson in his car seat on the side of a busy road while she went to a nearby motel. people spotted the baby and cared for him until police arrived. >> it's one thing to see something and call it in and go about your business, but obviously the circumstances warranted several of them staying put. so god bless them for doing that. >> police say an open bottle of brandy was also found in the car seat, underneath the baby. they say the area where the baby was found is known for drugs and prostitution. it is not known, however, why samuel was at the motel. no word on who is now caring for that infant. a memorial barbecue is being held today for an 18-year-old skateboarder taken off life support early this week. family members say tyler di martini was skating in the berkeley skate park when he was hit by a car. he suffered a major head injury, and when he never regained consciousness, he was taken off life support on wednesday.

early this morning. ktvu has been live there, talking with homeowners who right now are assessing the damage. >> reporter: we are at gable street in fremont where this happened. the water main that caused the problem is located on the other side of this row of houses. if we turn the camera around, you can see the cleanup is well under way. the workers you see here with their shovels and brooms and that john deere loader in the background, they are all with the california department of water resources. that's the agency in charge of the cleanup, because it was their water main that flooded the neighborhood. now, here is a close-up look at this mess earlier this morning before the cleanup crews got here. four homes are serious flood damage and you can see the water line on the garage of some of those houses. 12 people who lived in those four homes had to be evacuated and stay in a hotel. one resident who returned this morning, told us firefighters had to carry her and her kids out of the house because the

water was so deep. now, this is what it looked and sounded like right after that water leak happened. the pipe that leaked was 72 inches in diameter. it connects to the reservoir. now, some of the evacuated residents came back this morning to check out the damage in their home. >> it's full of mud, you know, couple inches of mud on the ground. it's terrible. >> reporter: now, cleanup crews with the department of water resources have been out here for the past hour or so. the agency also has representatives here, assessing damage, talking to homeowners who are affected. as for what caused this water main leak, that is still under investigation, but one possible cause, according to fremont firefighters, is that a cap on that water pipe wasn't secured tightly enough after crews did some maintenance work on it yesterday afternoon. but again, that is just a theory at this point. the exact cause is under investigation. live in fremont, ktvu channel

2news. well, earlier this morning, we spoke live with oakland's new police chief howard jordan. he says the recent occupy oakland protests are stretching the department's resources thin. >> this has been a tremendous strain on our organization. obviously, with the limited resources that we have, there are so many other things that are happening in oakland that i would like to deploy my officers in a more strategic manner. but this does impact the way that we do our business. there is another occupy protest planned for tonight and some protesters are calling for militant action. chief jordan says police will allow people to express their first amendment rights, but will not tolerate any violence or vandalism. san francisco sheriff ross mirkarimi returns to court wednesday for an expedited hearing on whether he can see his 2-year-old son. family court judge yesterday denied mirkarimi's request for immediate visitation rights. the sheriff cannot have any contact with his wife and son due to the three misdemeanor

domestic violence charges against him. mirkarimi was visibly upset after the court hearing. >> i miss hi son terribly and he misses me. >> right now we have a little boy who has no idea where his daddy is. >> mirkarimi's wife, ileana lopez attended the hearing and supports visitation rights. police say she refuses to cooperate with investigators and insists that her husband did not abuse her. a second teacher at a los angeles elementary school has been arrested on child sex charges. 49-year-old martin springer was taken into custody four days after allegations surfaced against the first teacher. it's unclear if these two cases are connected. the first teacher, mark berndt, is accused of committing lewd acts on 23 children. springer is accused of fondling two girls in his classroom. >> they were approximately 7 years old at the time of the incident, which were alleged to have occurred during the past three years. >> springer is being held on $2

million bail. berndt remains jailed on $23 million bail. officials at miramonte school -- facebook is losing a lot of friends, all because of the company's policy on breast feeding. on monday, women all over the world will protest the policy by breast feeding outside facebook offices. they say the issue is with facebook's photo policy when women post photos of them breast feeding their children, facebook flags them, removes the pictures and spends the user account. the mothers say this is discrimination because breast feeding is a part of life. this follows a similar protest held at target stores in december. federal prosecutors are closing their 2-year long doping investigation on lance armstrong. officials were looking into whether armstrong was part of a doping program along with his teammates. armstrong says he's gratified that no charges will be filed. he maintains he has never used

performance-enhancing drugs. prosecutors did not disclose their reasoning for closing that investigation. super bowl kicks off tomorrow at lucas oil stadium in indianapolis, and as you can expect, the city has gone all out for this event. here's an aerial view of the area, the super bowl xlvi roman numeral. about 70,000 people will pack the stadium, while 100 million people are expected to watch on television. and he won't be playing in the game, however denver broncos tim tebow remains a fan favorite. a new poll shows he could make the switch from pig skin to politics. a reuters online survey finds more than a quarter of those polled would vote tebow for president, followed by giants quarterback eli manning and patriots quarterback and san mateo native tom brady. there are constitutional questions about whether tebow could toss his hat into the ring. his mother is an american missionary who gave birth to him

people head into the city for that. in two weeks, the upper deck of the bay bridge is going to be closed for construction. cal trans is already warning drivers with electronic signs. the upper deck is going to be closed all of president's day weekend, from 8:00 p.m. friday, february 17th until 5:00 a.m. on tuesday, february 21st. that closure is going to allow crews to build the detour near the toll plaza. the lower deck taking drivers from san francisco to the east bay is going to remain open. employment numbers are increasing and the proof is crossing bay area bridges. yesterday, the employment statistics were released, reporting an increase of 243,000 jobs, and transportation officials say that increase is being felt here by commuters. for the past six months, bridge traffic has been increasing. in december, an extra 75,000 vehicles used the bay bridge compared to the same time last year. >> we've got more people going to work perhaps in san francisco, downtown san
