and that just kept -- i just kept hearing the sounds of collisions, one after the other. >> thick fog and dozens of collisions late this morning on a bay area highway. good afternoon. i'm torii campbell. a regular highway that is tough to drive on a regular day is reopened right now. heavy fog is being blamed.

the accident happened just before 8:00 a.m. on the eastbound side. chp officers say that at least 30 vehicles were involved in ten separate crashes. they shut the highway down to milwaukee way for emergency vehicles and tow trucks. drivers say they were going about 45 miles per hour when everyone suddenly stopped. >> traffic just stopped, you know. just stopped, completely. and the only choice i had was going into the rivers i guess. >> cars were all stopped and i pulled to the side and the lady in back of me hit me and pushed me into the car in front of me. then i could just hear a multitude of crashes. >> as many as 13 tow trucks were called. officers say that it appears that all the injuries were minor. the fog also forced drivers to be careful all around the bay area. here is what it looked like on the bay bridge area.

fog advisory were called around several bay areas. meteorologist mark tamayo says that the humidity and the front caused the fog. the duty manager at san francisco airport says that there is a flow control program in place until 1:00 this afternoon. that's been causing up to 45 minutes arrival delays on short haul flights. another court appearance this morning for san francisco sheriff ross mirkarimi. he is trying to modify a restraining order so he can visit his two-year-old son. we are hearing about a new development in just the past hour. tara moriarty joins us outside the courtroom to tell us that, this time, the sheriff was successful. >> reporter: that's right. starting tomorrow, sheriff mirkarimi will be able to see his son every day for two hours

every day and then during the weekend, for six to eight hours. they will be supervised visits. the sheriff was extremely emotional as he left the courthouse. here is what he had to say. >> i -- i get to see my son and i can't tell you how excited and grateful i am. this has been a torture yous a -- tortureous process. in the time that we have been separated, just so that i can get through this, i've been buying little books and toys like this little fire engine. i could not find a sheriff's car, windup car, but i -- you know, i'm just so hungry to see my son that i'm going to gobble him up. that's all i can tell you. >> now, this morning, mirkarimi and his wife took part in a

hearing that talked about the effects of domestic violence. it was a small hearing. a stay-away order has been in place since mid-january, preventing the sheriff from seeing his wife or child. now, again, the family court today modified that order and when both parties came back into the courtroom after working out visitation between his wife and his son, eleana had a huge smile on her face. we caught up with her after the decision came down. >> i just have to say that i am extremely happy that my son gets to see his dad. >> the judge did not even hear the prosecutor's attempt to speak because she is not a party. she has no standing. this is a family law matter. the judge handled it appropriately. like i said, as it relates to the criminal case, i've never seen a d.a. come to family law court. >> reporter: when asked what is the first thing that you're

going to say to your son, mirkarimi simply said, "i love you". as i said, these are supervised visits and a family member will be there. as for the criminal matter on the misdemeanor battery charge, it will start. mayor kwan took office one year ago and was quickly swept out in the occupy movement. as police met protesters with riot gear, flash grenade, the controversy mounted and blame was placed on kwan when occupy camps were allowed and then disbanded. >> first, she let them stay here and then she ran them off, got too strict on them and taken the resource from other parts of the city. >> reporter: kwan is also trying to combat city's crime

problem and named a new fire chief and police chief. there are two recall efforts underway to get her out of office. there were two s&p rat crime scenes tonight happening shortly after 3:00 a.m. friends of the victim brought him to the hotel at 9th and howard immediately after he was shot in the tenderloin. the victim is a man in his 20s. he is expected to survive. it's still not clear what led up to the gunfire. police are still looking for suspects and witnesses. alameda county sheriff detectives are investigating the discovery of a body. a 911 call reported the body around 7:15 near the train tracks and drainage canal at hampton road and westin boulevard. coroner and crime scene technicians were called out but

no word on what they found. >> at this time, we don't know the cause of death but we are treating it as any suspicious death, as a homicide. >> investigators say that the body is that of a black man but did not provide any other detail. a man was struck by a car in san francisco in the south market neighborhood. it happened at 6:30 6:30 at fifth and harrison street. the driver stopped and was not cited. the pedestrian was taken to the hospital. kenneth chin suffered from mild dementia and that a shuttle bus taking him home from an adult daycare center dropped chin off in the wrong place. volunteers mounted an extensive search for chin. his body was found ten days later. the family attorney says he died of hypothermia and that

the transportation company, met sam enterprises was negligent. >> they had an obligation and a written policy that required them to drop him off at his door and to be received by a care giver. they failed to do that. >> we called met sam enterprises at its san francisco offices. they refused to comment on the lawsuit saying they had not yet seen it. two people are in the hospital after a san francisco house exploded. it happened just after eight on capitol avenue in the inc. ingleside district. we talked to a man who lived in the home. he says his fiance and her son were in the back of the home when it exploded. they both were hurt and taken to the hospital. the family living there grow their own medical marijuana and there is a possibility it may

havebeen involved in the explosion. and a lot of people are looking out there at the surf this morning. claudine wong is live. a lot of people looking at the surf? >> reporter: it's quite something to see. you can see the ocean still rocking and rolling. people do tend to get a little too close. they just shut down the pier about 30 minutes ago because people were walking all the way to the end and the water was crashing over that pier. it will do that and also crash over the sea wall. if you take a look down, the sidewalk, can you see people standing very close. they tend to just run away once the waves come. locals will tell you, don't ever turn your back on the ocean. we knew they were coming. we had been watching the big waves, waiting for the big one and, still, 15 feet away from the sea wall, it caught us, leaving our photographer with wet shoes. >> oh, boy. >> reporter: we were not alone. we saw people shaking off and dodging the big waves, all among long. signs were up warning people that, while spectacular, the

big waves are dangerous. the high surf advisory went into effect at 4:00 this morning and even before the sun came up, people were coming to watch. >> i used to drive through pacifica and say, oh, pacificca. but it's one of the most beautiful places that i have ever been to. >> the waves pounded pacifica and it didn't take long for folks to decide there could be too much of a good thing. this man gave up his fishing plans before he even started. >> it's really dangerous. >> reporter: turning around and going back home? >> yeah, that's it. >> reporter: and others who tried also went back and left. >> i think he just wanted to put the pole in the water, that's it. >> yes, i was shaking. it was awful. >> reporter: even these down shore were worried. >> this is protected right here. no big deal >> reporter: while the big waves are exactly what

mavericks wanted, these didn't last long or weren't big enough for the surfers to get the green light. back out here live in pacifica, the waves continue to crash as high surf advisory continue to stay until 3:00 this afternoon. >> turks claudine. help could be on the way for middle class families struggling to keep up with rising tuition costs. state assembly john parris introduced legislation that would give middle class a break. they would pay just 1/3 of it their tuition cost if their families earn less than $150,000 a year. the $1 billion a year program would be paid for by eliminating a 2009 corporate tax break. and tuition will go up for stand formed students in the fall. the university's board of trustees approved a 3% increase

for undergraduate students making the total cost for one year at stand formed $54,506. all the school graduate study programs will have a similar increase trustees say that will help cover the salary increases and health care costs. however, nearly half of the undergraduate students received a need-base financial aid. a surprising sweep in the most recent republican caucus. a candidate many thought was out of the race is celebrating today. and the fog we told you about is clearing. mark tamayo is up soon. that's a situation that's been occurring within the last year. with the economy being down -- >> a giveaway this morning to help the needy. ahead, why you may not see this scene again.

a high-speed chase reached 90 miles per hour earlier today and ended in a crash. it closed the southbound lanes of highway 101 nearpoplar avenue and 101. the chase went through san francisco and ended on the peninsula at about 12:30 this morning. the suspect swerved to avoid another car, lost control and rolled over several times. he was taken to stanford medical hospital with minor injuries. he will be charged once he is released. and prosecutors say that steven tonnaby worked with a private investigator going after men involved in divorce and child custody cases. he is accused of arresting men to dirty up their record in exchange for drugs and guns. he has pleaded not guilty to the charges. the federal prosecutor says that the new charges will be

filed before teniabe's next court date on march 20th. starting this fall, san francisco retails will not be allowed to hand out plastic bags. city's board of supervise size ors approved an expansion of the current ban that applies only to pharmacies and grocery stores. starting in october, it will include all stores. customers will also be charge add dime for paper and compostable bags. next year, the ban will apply to all restaurants as well. republican presidential candidate rick santorum is celebrating the best day yet of his campaign. santorum held a campaign event this morning at a church in the dallas, texas, suburb of mckinney. that came one day after he won the republican caucuses in colorado and minnesota and the nonbinding primary in missouri. so that puts him second in delegates to mitt romney. >> one of the great gifts that i had in my political career is that no one ever thinks that i could ever win anything.

them boxing but operating a hallmark program and teaching financial. >> we have less funding from foundation. we have less funding from individuals. we actually -- it does not take a lot to run this program. it would cost about $360,000 a year to run this program year round. but we are in need of some funding. >> the east oakland boxing association is holding an open house this afternoon from 1:00 to 3:00 at 816 98th avenue. a new program was approved that could provide funding for the homeless. ate a 12-month program that could provide vouchers for the chronologically homeless. the applicants must be disabled and be living continuously on the street for at least one year to be eligible. county officials hope to have it up and running by april and city of oakland is

trying to come up with a last- ditch plan to keep the oakland a's from moving to san jose. the silty would put up a $3.1 billion plan to keep them here. the design would go to the people who designed lucas oil stadium in indianapolis, the site of the super bowl. they they to have a plan near the current oakland a's stadium. the fog beginning to lift and as a result, most of the bay area reporting mostly sunny skies with still a little bit of some haze. here we are, looking towards the north bay, clearing skies, temperatures on track to reach the 60s this afternoon. showing you this and showing you the satellite. we still have lingering patch of fog. and also around hayward. this will continue to be a factor, at least in the short term forecast before this

gradually lifts. this hold down the temperatures to 50 degrees right now but a good portion approaching the 60- degree mark. napa right now, 61. san jose at 60 and mount view reporting mostly sunny skies. we are talking about the high surf and that high surf is still in place, advisory until 3:00 this afternoon with that west-northwest swell kicking up. swell peak and backing off a little bit for us thursday but there is a possibility that the national weather service could extend the advisory or reissue it because there is a possibility it could happen again. for today, mostly sunny skies. temperatures up a few degrees with those readings back up into the 60s this afternoon. but once again, this will be a concern as we do head into the overnight hours. dense fog forming in the inland valleys and also right around the bay, first thing thursday morning. so once again, we could be tracking near zero visibility,

especially from the east bay valleys, right around the delta and also up in the north day but i would not be -- north bay, but i would not be surprised to see a few dense patches develop. at 3:00, mostly sunny skies, temperatures in the 60s. by 6:00, fair skies. we are back down into the 50s. by 9:00 tonight, patchy fog resurfaces, readings back down into the lower 40s, upper 50s. half moon day, right around 62 degrees. here ace look ahead at your extended forecast with the weekend always in view. tomorrow for your thursday, morning fog, temperatures up a few degrees. forecast model bringing a chance of a few sprinkles. not a big deal. as we do head into saturday, possibly some drizzle first thing saturday morning and then a slight chance of a few light showers as we do head into sunday, but, torii, once again, the weather pattern not changing too much in the short

term and we have to keep an eye on the dense fog. you saw what it did this morning and tomorrow could be a concern as well. >> thank you, mark. bike thefts from b.a.r.t. stations are on the rise. bike thefts have been increasing system wide by 20%. the walnut creek the stop station. more than 430 bikes or bike parts were stolen. it's followed by the ashbi and mac are car think station in berkeley and oakland. and a life rescue saving operation here in northern california.
