a huge show of force outside a home in hayward. the s.w.a.t. teams surrounded the home, believed to have an armed man inside. and in the past 20 minutes, officers decided there was nobody in the home and cleared the scene. and the fbi announcing almost three dozen arrests in the massive drug bust on the peninsula. ktvu had the only camera there when agents raided the home there in the park. and ktvu has more on what they found. >> reporter: all right, frank, the announcement came about four hours ago about the big bust of a huge drug-running family in east palo alto. it is all laid out in the six federal indictments unsealed total. and we're standing in the primary targeted area by the park and east palo alto on the other side. a ktvu camera captured this exclusive video as agents served more than 35 search warrants in a massive operation, across nine bay area cities yesterday. including at this home in the

bellhaven neighborhood. >> it is a good time now for in area. the police are coming in all around, all the time. >> reporter: more than 900 agents met before dawn yesterday to execute the warrant after a two-year investigation, involving wire taps and undercover drug purchases. the sweep resulted in 34 arrests, most in east el paso and the park, including the men and women between the ages of 19 and 55. 11 firearms were taken, along with 1,100,000 in cash and drugs. >> the focus of the investigation was an associated group of individuals who supplied cocaine and meth to multiple gangs in east palo alto and the park area. >> reporter: today, the fbi announced the drug trafficking organization was led by joe, vince and joseph williams of east palo alto, 48 years joey is one of six defendants who are still on the run, the fbi says, and considered armed and dangerous. the chief says that yesterday's busts will have a huge effect on the other crime operations. >> we need to make sure that

whatever vacuum was created, somebody doesn't want to take their place. >> reporter: this is incentive for this mom to move her four- year-old daughter. >> a quiet neighborhood, a better one. >> reporter: here is a list of the defendants, who were from east el paso and made their unusually court appearances on federal drug charges, reporting live, marin naylor. and a federal prosecutor to file more chances against a danville police officer in a wide ranging corruption deal. the man worked to set up drunk driving arrests of men in divorce and child custody cases, and now pled not guilty to the charges. according to the contra costa times, new charges will be filed before tanabe's next court day on march 20th. and new at 6:00. the family of a san francisco man filing a wrongful death lawsuit following his disappearance and death last

year. ken chen suffered from dementia, the family says he was dropped off at the wrong location in san francisco, left stranded in the cold for days and died of hypothermia. >> he was required to receive care by his care giver, he was not, ultimately running around the city, and found dead 10 days later. >> the lawsuit names the drivers, para transit, and jewish family and children's services. they have not commented on the lawsuit. and san francisco sheriff mirkarimi granted limited visitation rights with his son, on a court order to stay away from his wife and two-year-old son ever since he was arrested last month on domestic abuse charges. today, he was allowed to see his son for two hours each day, and up to six hours on a weekend day. >> i am -- i get to see my son.

>> reporter: and sure enough when the oakland resident checked the internet, there she was, her personal information, she says posted by the group anonymous for all to see. >> in a way it is a threatening format, which they're targeting individuals that are standing up for what is right -- in their city. >> reporter: she says she organized the occupy oakland counter protest on monday. a day later, her life, highlighted and criticized in this post. the author of it questions her motives for organizing the stand for oakland protests, asking her how many of those who showed up to support her are on the city's payroll. one person, the author of the post mentioned, the developer. >> i think you have somebody playing anonymous as a tactic to attempt members of this community -- to stop speaking outle. >> reporter: in november, during an occupy protest, he defended the downtown building, standing at the doors with his loaded gun in hand. he says on monday he attended

her counter-protest. >> knowing a lot of the people that they have mentioned, i think that they will find a pretty resilient hearty group of people who will protect and defend not only their freedom of speech but respect the freedom of speech of others. >> reporter: just yesterday, anonymous released personal information of certain city leaders, calling for the removal. she says she is part of the mayor kwan recall effort and the author of this new post calls her a hypocrite. >> you know something, i had nothing to be a hypocrite about. i am speaking the truth. >> reporter: she says another counter protest is scheduled for next friday, live, ktvu channel 2 action news. and in less than an hour, oakland mayor kwan is set to deliver her state of the city address, coming after a difficult first year in office, due to the occupy oakland protests, and a growing effort to recall her from office.

kwan is expected to give the address at 7:00 at city hall. and a bar losing the appeal to have the alcohol service hours restored. last night the city council denied a request by the lift lounge to allow it to keep serving drinks until 12:30 in the morning. instead they were required to roll back the bar hours. lift can re-apply to extend the hours in 90 days, it followed several drunken fights downtown. and the san francisco first responders handling an attack today on the city's water supply. it was a full-scale drill. the city personnel were told that the alarm was looking at the contaminating incident. they set up a mobile command center to deal with the mock threat. the organizers say the purpose is to test emergency procedures to handle any potential threat to the water supply. >> it could be a security breach. it could be a consumer complaint. it could be -- for a number of consumer complaints or a report from our public health

department. about illness. >> tomorrow, participants will get together to review the response. the two-day drill was funded by a grant from the u.s. environmental protection agency. and san francisco city controllers warning that the organizers need to do significant fundraiser work to meet the costs. the nonprofit organizing committee has 800,000 in cash, they say out of 8 million due to the city in june. the organizers responded by saying they're well positioned to bring in the money needed for the race in 2013. and still no decision from major league baseball and a possible move to an joe. lou wolf said the league's indecision on whether or not the club can move is very difficult, but he believes the three-year process is finally coming to an end. >> i think we're getting close to a yes or snow no decision,

but a couple of months could be great. >> they need approval from the league's owner to move to the bay, because the giants own the rights there. and cisco systems today announcing quarterly earnings that beat wall street. their net income was 2.2 billion, compared to one and a half a year ago. they saw a rebound following last year's massive layoffs and restructuring. san francisco based visa said the quarterly profit jumped 16% as the quarterly numbers increased in the united states and abroad. the visa card use rose 10% driven by increased spending. stocks finishing slightly higher today in an up and down day on wall street, the dow gaining 5 points, closing at 12,000, the nasdaq up nearly 12 points. and catching a break, the new plan to make california universities more affordable for some students.

. more now on the developing news from castro valley, what you see here is the scene of a shooting involving an officer from some department here in the bay area, not clear which department the officer was involved with. but what happened is a man at this intersection of grove and center in count throw valley, not far from 580 was shot. earlier, news chopper 2 captured a picture of a man being taken -- by stretcher into an ambulance, we're not

sure if this was the victim who was shot by the officer, or if this was the officer, because we understand an officer was also injured in this situation. we did just hear from the sonoma -- excuse me, the alameda county sheriff's office, they say it was not one of their officers who was involved. instead it was an officer from another undisclosed department. as we get more information, we'll bring it to you. and a couple indicted on charges regarding trade secrets from dupont. the federal indictment claims that walter and christina lu obtained information on a pigment widely used in manufacturing. and a suspicious death in alameda county ruled a homicide. the sheriff's office says the body of an african-american man was found near hampton road and western boulevard in hayward. the remains were discovered near the bar tracks at about

7:00 this morning in an area where homeless people sometimes camp out. the man's identity and exact cause of his death are not yet known. and authorities today identifying the man who allegedly shot a federal agent in newark. authorities say that the eye glass worker, dennis bagwell will be charged in court tomorrow of attempted murder, accused of shooting an off duty customs officer yesterday. the motive may have been personal, investigators say. we talked to tenants that lived in the apartment complex where bagwell managed. >> i don't know what the incident was, but i have only found him to be a very nice and honest person. >> authorities say the federal agent remains in the hospital tonight. his name is not released. and an antioch man under arrest for allegedly trying to sell stolen copper and brass. christopher day took two water valves to the pittsburg cycling

center. they tried to get around the waiting period for point. they linked to values to properties in pittsburg and antioch. and a woman came forward, claiming she was touched inappropriately by a man posing as a doctor. 49-year-old carlos guzmangarza pled not guilty to charges of performing surgery on a woman without a medical license at a clinic on mission street. a second woman later accused him of inappropriate sexual contact. and today, the district attorney filed new charges based on similar allegations by a third woman. and transportation secretary ray lahood in sacramento today promoting manufacturing jobs and products made in america. he toured the manufacturing plant that employs 800 people. they plan to hire about 200 more. lahood met with the workers there, discussing the obama policies on rail development.

and being called a middle class scholarship. the idea to cut tuition for students by two thirds. ken pritchett live at uc berkeley tonight, with why cutting college students a break may not be so easy. >> reporter: well as the name implies, the proposed legislation is aimed at the middle class students hearing, if they qualify they could save 8000 a year off their tuition. and the csu students could save half of it. >> reporter: it could pass for a hospital, but in the class, the students who could benefit from the proposed legislation are here because they are middle class. >> i get like multiple student loans so it would really help out. >> right now i am receiving funds from the government on the gi bill. and as soon as those go away, i'll be left with a little bit of a gap to fill. >> reporter: much of the rising cost of tuition for lower income students has been absorbed by increased financial

aid. >> this middle class family grant is really meant to -- meet the needs of those who don't qualify for anything else. >> reporter: one supporter says it would cut tuition for students whose families make less than 150,000 by two thirds. how to pay for it? by closing the tax loophole used by out of state businesses saving a billion with that money directed to higher education. >> we are looking at reversing and closing a loop hole that has frankly benefitted out of state businesses and allowed them to pay a lower tax rate for the last three years. >> reporter: but legislators have tried and failed before to tap into that cash. what democrats call close ago loop hole, the republicans label a billion tax increase and they have the numbers to block it. the assemblywoman believes they can get the votes to pass this, this year. the republican leaders are already blocking it. the taxpayer's association also calls it a one billion tax

increase, saying another group is already looking at this money, this loop hole to pay for green technology. in berkeley, ken pritchett, ktvu. and the city of hercules looking at the increased taxes, or the tax on utilities are likely measures, officials say they have a 1.5 million budget deficit. voters would have to approve the taxes before they take effect. and the go-ahead to a christian school to move forward with an expansion plan. during the packed meeting, the council voted to deny appeal to the project. the campbell christian school plans to expand by putting together the 26,000 square foot building. the opponents say they're concerned about traffic and the nighttime use of the gym. heavy fog blamed for 11 chain reaction crashes today on highway 37 in sonoma county. the highway patrol says that 31 vehicles were involved in the

collision just before 8:00 this morning. several people were transported to the hospital with minor injuries, all the eastbound lanes were then shut down for about three hours. and chief meteorologist bill martin has more from the weather center. you're tracking conditions bringing more fog? >> i don't think there will be as much as there was this morning. but more valley fog, especially in the low-lying areas, causing problems on the roads. tomorrow, with fog and low clouds in the early morning hours. today's highs look like this. lots of 60s out there. and we got into tonight, looking at the valley fog, reforming, fair skies, fog develops overnight. mid--morning fog in the early morning hours, tomorrow the warmest day of the week with temperatures going into the 60s. and even low 70s. clouds and sun, a few sprinkles as we head into the bay area weekend as well. you can see as we look out there, there is the fog area here on highway 37, and you can see the light winds contributing to that. and we'll see fog in this areas

again. not as much as we had this morning. but certainly areas of fog, which will be a problem as you travel. give yourself a little extra time as you go there through the day. the valley fog out to marysville, redding, yuba city as well. and quarter mile visibility, certainly the norm in places, in the 39-degree reading for antioch, 37 santa rosa, and 48 in san francisco. so there is the fog as it lays out in the central valley tomorrow. warmest in the afternoon. tomorrow with temperatures in the upper 60s,s low 70s. high pressure over the top of us now. and that high pressure will give way on friday to this weather system which will increase the clouds, dropping temperatures just a bit of course bringing a slight chance of a sprinkle. that is on friday, is it a big deal. not a big deal. tomorrow will be a warm day, friday, numbers cooling down because of the system coming in. thursday, high pressure firmly in charge, watch the clouds increase, weak sprinkles moving into our area, friday afternoon

and then into friday evening. not a big deal at all. it wouldn't slow you down or be a project stopper if you have outside activities or plans. 11:00, maybe snow flurries if you're driving to lake tahoe. but again, no issues with the passes, 68 in concord, 65 in brentwood. and 66 in antioch, south, 69 in san jose, 70 in morgan hill, the five-day forecast looking like this, pebble beach forecast, how about that, chinese new year this saturday, pebble beach, nice down there with temperatures in the 60s. the five-day forecast, checking out like this in the bay area weekend in view. a nice one, but -- very dry. fog the story, next couple of days. all right, chinese in year's parade, looking good on saturday. >> thank you bill. and pebble beach, a lot of fun here today but they made pretty good golf shots. a live report coming up in

involved shooting in the east bay, a man shot in castro valley at grove and center. we just spoke to the alameda county sheriff's office, and the officials there say the berkeley police officer, not an alameda county deputy shot the suspect. the officer was injured. we're told he will survive. we don't know the condition of the man or what triggered the violence. we have our crew out there trying to get more information. we'll have more on the 10:00 news, more on the latest from castro valley
