america's biggest banks, banks that were rescued by taxpayer dollars will be required to right these wrongs. that means more than just paying a fee. these banks will put billions of dollars towards relief for families across the nation. >> blunt words from the president. some of the reaction to a national deal to force banks to help clean up some of the fallout from the mortgage mess.

good afternoon. i'm tory campbell. today, u.s. states reached a landmark settlement with the nation's biggest mortgage lenders. the $25 billion deal addresses the foreclosure abuses that occurred after the housing bubble burst. ktvu's tara moriarty joins us live now with local reaction to this plan. tara? >> reporter: if your home lone was written between 2008 and 2011 and written by wells fargo, j p morgan, bank of america, you could be getting a check. attorney general pamela harris held a news con frefnlts settlement will provide relief. about one million homeowners who are under water on their mortgages will have their loans reduced and thousands of homeowners kicked out of their homes will receive about $2000. we spoke to a realtor in hayward who said that today's settlement is a start but it

won't go far. >> really, is $2000 going to make a difference? yes. short term. no it a not going to help somebody keep their home if they already lost it. it's after the fact. the focus should be more on people who are in their home and looking to keep them. my first sting is this is an election year. there is a lot of political will. >> i think that's a good idea to try to keep the economy going, keep people their homes. >> i feel it's way too late. i have too many friends already who lost their homes and these guys actually made their payments. >> reporter: this settlement targets underwater homes that are owned by those particular banks that we mentioned. bank of america, wells fargo, j p morgan chase, citigroup and allied financial. not fretty mac and fanny mae.

officer and a suspect both in the hospital. that's after an undercover berkeley police officer shot the suspect yesterday in castro valley. the suspect's family identifies him as steven moore. investigators say that two officers were attempting to take moore into custody when he pinned one of the officers between his vehicle and the officer's unmarked car. that's when the other officer shot moore. we spoke to moore's brother today. he says that his brother may not have seen the officer. >> whatever the situation was, i don't know what it is, how the police got caught between his car and their car, i don't know i mean, what were the police doing between his car and their car. maybe he didn't see the police there. >> the officer suffered serious injuries to his leg and hand. moore underwent surgery last night. his condition is not yet known. three san francisco police officers are recovering from the injuries they suffered during a violent confrontation with a suicidal man. it happened last evening in an

apartment in the south of market area. investigators say that the man attacked the officers after repeatedly trying togoad them into shooting him. police were finally able to subdue the man. one of the officers suffered serious hand injuries and the other suffered facial cuts. the man accused of seriously wounding a federal police officer is due in court. dennis bagwell is accused of shooting custom agents robert suplik outside of his home. today's chronicle reports that the federal agent's wife recently graduated from an optical school and roberts bagwell is an optician.

angelic cisneros is facing five counts for possession of marijuana for sale two counts of childendangerment. she was using a butane tank to manufacture drugs when the tank exploded blowing out the windows of the apartment. the blast sent cisneros and a 12-year-old boy to the hospital. she was treated and released and taken to jail. the boy is still in the hospital. demonstrators gathered outside of an apple store to protect what they call horrific conditions. a handful handed walked into the apple store demanding that apple make more ethical iphones and other products. ones that do not exploit it

factory workers. the protesters cited exposis by the new york times and npr claiming that workers are working in horrible conditions. >> workers in one of the biggest factories in china are standing so long that their legs are swelling up. they are doing so many repepative motions with their hands that they are losing the use of their hands. >> apple officials in san francisco did not comment on the allegation. today was part of a global protest taking part in apple stores worldwide. >> a rare brain illness linked to mad cow disease may be showing up in marin county. the marin i. g. says that the patients showed up with something called kreutzfelt gentleman could be disease. one of the ways to contract the

disease is eating the meat of a cow contaminated with mad dow did i sees. the college of marin has been given a warning that it risks losing its accreditation. the report says that the college has failed to make improvements. that includes improving distance learning. the college is required to issue a followup report on its progress by october 1524. san jose mayor chuck reed is preparing to deliver his state of the city address. he is expected to be upbeat for the first time in years. it comes as san jose continues to struggle to deal with financial problems, including budget shortfalls and job cuts. reed says a major priority is to reform a pension system that's costing city $245 million a year. he told ktvu news he recognizes the sacrifices city workers

have already made. >> it's been a tough year for the city staff. they have taken pay cuts. shall has taken a 10% pay cut and they soldiered on as good professionals, doing the work for people of san jose. we're going to recognize that today. >> reed is scheduled to deliver his states of the city address at 6:30. last night, oakland mayor jean kwan delivered her state of the city address and tried focus on the positive. >> oakland is a city that faces diversity and adversity and comes back stronger. >> she claims a boost in revenue of 12% and having money in reserve but she says more needs to be done to bring down oakland's homicide rate. she calls for more support for her program to put oakland

police. but critics are calling for more solutions. >> every time it's the same talk. we don't need the police, we need programs for these kids. >> mayor kwan did not address the elephant in the room, the occupy movement which has cost the city millions. occupy pro terses had threatened to disrun the speech but security was increased and no problem was reported. the controversy continues to heat up by an obama administration rule concerning birth control. you'll hear arguments on both sides ahead. looks like spring on this february day. mark tamayo says that will not last. and even big-name actors are feeling that theicollars are getting a little tight when they rub shoulders with the pro

take a look at this crash on southbound interstate 680. it happened at 9:15 this morning at the junction with vargas road in fremont. a big rig hauling a crane collided with a car pinning the car under the truck.

it created quite a traffic backup but there are no reports of anybody being injured. however, it took cal tran two hours to clean up the mess and get the roadways cleared again. overnight, two people survived a rollover near claremont avenue and el dorado road. the driver lost control and flipped over. the two people inside were shaken but otherwise okay. alcohol was not a factor in the wreck, police say. a woman is expected to enter into a plea for running red light and hitting two women killing them. john harris will take the plea. the okay pants of the car were killed. prosecutors claim that harris knew he could have seizures at any time. republicans in congress are looking to overturn president

obama's controversial requirement that employers, including catholic institutions, provide birth control coverage. the requirement is part of the 2010 health care law. it calls for health insurance plans to cover basic preventive care for women. one requirement is that religious oriented group the such as charities, hospitals and universities but not churches, provide coverage for birth controls. democrats are defending the requirement saying it has to do with the health and well-being of women while republicans say it's about religious freedom. >> the federal government does not have the power to force religious organizations to pay for things that this organization thinks it wrong. >> this rule in no way stops the church or any religious affiliated organization from discouraging women from using contraceptives based on moral arguments. >> most employers and health plans have until august 1st

time. the new rule. however, 28 states, including california, already require institutions that offer health insurance to cover birth control. the latest report from the labor department is out today and it is better than most analysts expected. 358,000 people filed for new jobless benefits last week and that's down 15,000 from the week before. it's also near a four-year low. economists had forecast an uptick in unemployment claims. the pentagon is changing its rules to allow women to serve in more jobs closer to the front lines. under the new rules, expected to be announced today, women will be able to serve in roles at the battalion level which used to be considered too close to combat. women will still not be allowed to serve in infantry combat units. the new rules will likely go into effect this summer if congress agrees with the changes. underground electrical

problems in oakland kept pg&e crews busy earlier today. neighbors reported hearing two explosions about an hour and a half apart at the intersection of 10th and aviline. when firefighters arrived, smoke was coming from a manhole. the cause of the explosion and power outage is still under investigation. a concord man is facing charges after police say he blocked traffic and barricaded himself inside a car. police say that they saw 32- year-old makiam robinson blocking traffic. robinson threatened to kill them and led them on a short chase when they approached the car. the chase ended at an apartment complex where officers tried to get him to surrender. he eventually was tasered and

he surrendered police say a victim was stabbed nearly the elbow on 47th street. he described the attacker as 5'11" tall wearing white jacket. a man accused of stealing copper is now behind bars. 30-year-old christopher day of antioch was arrested after a medical recycler reported him. he faces charges of possession of stolen property and grand theft. organizers expect a record number of people to come out and watch the at&t pebble beach. the big draw is tiger woods who is playing for the first time in this tournament since 2002. but as claudine wong reports, he is not the only celebrity. >> reporter: jim harbaugh, head

little bit of a haze, patchy fog this morning but clearing skies already for this afternoon and temperatures already beginning to warm up. here is a look at some current numbers, just updated. san raphael lagging a little bit. on track to reach the 60s this afternoon. concord, 64. for today, high pressure strengthens and that ensures a dry weather forecast for your showers. as i mentioned, today, temperatures peaking in the warmer locations approaching the lower 70s for this afternoon. here are the changes as we take a look at the pack, the wider view. the weather system is here, not here yet but approaching the coast line. as a result, temperatures easily a good five to ten degrees cooler than today. more cloud cover and we bring in the possibility of a few sprinkles, even the chance of a very few very light showers targeting the north bay. not a major storm but this will change our weather pattern as we do head into your friday.

in fact, that picked up nicely here with the cloud and rainfall model. we'll take this into other areas. a little bit of activity with the light cell here with a few sprinkles and light showers. just some clouds for friday afternoon into the evening hours and we could have a few lingering sprinkles or very few light showers for saturday morning but not a big deal. today, sunny and warm at 3:00. temperatures 60s to lower 70s. by 6:00, mostly clear skies. readings back down into the 50s. by 9:00, partly cloudy, some patchy fog could reform. here is a look at some of the numbers this afternoon and look at the warm readings. upper 60s, a few low 70s coming up. san jose topping out at 69. look at morgan hill and gilroy in the lower 70s and the chinese new year parade on ktvu. no rain, expected for this, a few sprinkles in the morning

stocks are up thanks to the unemployment numbers that we mentioned. and greece is not out of the woods. dow up 15. s&p up 2. caltrans has set a target date to wrap up construction on the new eastern span of the bay brimming. the bay area toll authorities says it hopes to have a new span on or just after labor day in 2013. cal tran says before the grand opening, crew also have to close the bridge for about four days to make some final reconfigurations and a reminder that there is a major closure of the upper deck next friday through tuesday morning. a car commerce film had a close call. it shows the driver in a closed course when, outs of nowhere a deer jumps in front the car. luckily, the driver missed the animal tonight at 5:00, new information coming out about steve jobs which comes in a
