says would show more. >> you see where the blur is conveniently at right. >> reporter: as many as nine deputies are seen dragging hunter to a cell. a few hours later, he is booked and released. >> this is what they normally do people that they don't like. >> reporter: his claims now of excessive force were denied by the city. but as he goes to federal trial, he's confident these videos and his willingness to pursue them will bolster his case. a spokesman for the city attorney's office says yes the lawsuit has been acknowledged but he couldn't say more about it. now the original charges hunter was brought in on making a threat were ultimately dismissed. we're live in san francisco, debra villalon, ktvu news. more details now, we've learned that derrell hunter was known to prison officials. ktvu was there when he was

released from prison after serving seven years for a murder conviction that was overturned. on a new trial, hunter was acquitted on all charges. prison officials are calling it a riot and say it involves as many as 200 prisoners. it broke out about 11:30 this morning in the exercise yard for inmates who just arrived at the prison. several inmates were slashed or stabs during the riot. meantime death row inmates in three states filed a lawsuit today to stop the drug sodium pazal from being imported into the united states. lawyers for those inmates say the fda's breaking the law to import it because the drug has

gingrich who's been fading. ron paul comes in with 10%. today santorum set his sites on romney accusing him of playing got' cha politics. >> he's interested in trying to pander and make political sauce when there's real substantive issues of how we're going to change the problems. >> santorum said some pet projects were necessary for defense or health problems. the pursuit of the white house was the main topic today at the cpac in washington, d.c. several former candidates spoke mostly against president obama. romney, gingrich and santorum are scheduled to appear there tomorrow. ron paul is not. chuck reed delivered a state of the city address tonight and the issue that dominated the evening is a

devisive one. lloyd lacuesta is live where the mayor was not the only one speaking out tonight. >> reporter: i've been at about every mayor's state of the state speech. and tonight there was something rarely seen. city workers were outside the san jose civic auditorium tonight protesting against the mayor demanding an investigation. one even carried a sign proclaiming no trust for the mayor because of his call for pension reform. >> i think he's exaggerated it in order to declare a fiscal state of emergency just to say there's a massive need for a complete pension overhaul. >> reporter: in his speech the mayor looked forward after a year of lay offs and reducing services. >> that's why the year 2012 will be year of hope, optimism and recovery in san jose. >> reporter: mayor reed is pushing what he calls a fiscal reform plan. to lower the retirement of health care cost paid to city workers. >> every dollar the city pays for retirement cost is a dollar

we can't spend on services for our residents. >> reporter: today several city unions accused the mayor of ethics violations and promoting his pension reform measure for the june ballot. they say members have taken pay cuts or early retirement because he had said retirement cost would be $66 billion by the year 2018. when the actual projection is $430 million. >> moral is at an all time low. the mayor has been beating us with this $650 million as if it were a baseball bat. >> it's not a worse case number, it's a pessimistic number. that's how i explained it to the people. >> reporter: now there's talk of removing it from the ballot because the mayor has allegedly been misleading voters. live in san jose, lloyd lacuesta, ktvu channel 2 news.

flagged me down. >> reporter: police arrested cardoza. he was charged with a felony. >> he was cooperative. he answered all of our questions. >> reporter: the chp tells us cardoza was found with a powdery substance that was believed to be cocaine or meth when he was booked into jail. >> fortunately nobody was hurt. no weapons were found. >> reporter: the chp is lead investigator in this case. the department of veterans affaired sent two investigators to comb this van for evidence. david stevenson. new at 10:00, the principal at a south bay high school is on leave following a dui arrest. mark lodwick was stopped by morganhill police. ktvu spoke to valley christian president tonight who says the school is waiting for more information on the incident before taking any further

action. lodewyk has been principal for seven years. steven moore used his car to pin a police vehicle against another vehicle. police explained why police followed moore to castro valley. >> we really want to focus on last night and what mr. moore was currently engaged in which was selling drugs in the city of berkeley. >> reporter: investigators say they found a half pound of cocaine in a home a few blocks from where that shooting happened. moore is hospitalizeed in critical condition. the officer who was pinned was treated and released. pg & e says repairs to an underground vault may cause a brief power outages tonight in san francisco. smoke was reported coming out of a manhole cover about 3:00 this afternoon on carney street near clay. the fire was sparked by a failed secondary fuse inside the vault.

fortunately no one was injured in the fire. police had to shortly shut down streets in the area. california attorney general camela harris said california is getting the lions share $18 billion of the $25 billion settlement. >> $12 billion is a commitment for reduction of short sale. along with a pot of money that will be available for restitution and also for refinancing. >> nationwide the settlement will help about 1 million households that are under water. but about 11 million homeowners are in that predictment. some 750,000 homeowners who were foreclosed upon improperly will get about $2,000 each. those foreclosure abuses happened between 2008 and 20111. who here in the bay area will benefit from today's settlement? tom vacar breaks down the numbers and tell us why three

my first instinct on hearing this kind of thing. >> i don't have any confidence in getting with this. >> there's a lot of families out there hurting not just fine. >> reporter: but three out of five homeowners will not get any help. that's because their home loans are carried by fannie mae and freddie mac. in the bay area, alameda county will get the largest amount of mortgage relief as $750 million. contra costa will get $651 million. santa clara 548 million, and solano $334 million. the number of americans seeking unemployment benefits dropped again and is now close to a four year low. the labor department says claims dropped by 15,000 to 358,000. the four week average is 366,250. that's the lowest since april

of 2008. economists say when applications are consistently below 375,000 hiring is strong  enough to lower the unemployment rate. despite the encouraging news from the job market and the deal in greece to fix it's stock market. the dow was up six points, the nasdaq was up 11. a mountain view teacher is taking a turn at politics and says he's running for state senate. christopher chang is a teacher at mountain view high school. he's running on the platform of education reform. chang is running for the newly formed 13th district. the new 13th district will run from south san francisco to sunny vale. president obama granted waivers to 10 states allowing them to bow out of the no child left behind program. the only state that applied for flexibility and didn't get it was new mexico. the state's given waivers have to improve how they prepare and evaluate students. california was not on the list

digital says says apple will hold an event in san francisco during the first week of march to announce the new i pad. it's not clear exactly what improvements can be expected but speculation is it'll be faster and will feature an improved graphics display. the report said apple stock higher. the fbi released documents detailing a 1991 background check on apple cofounder steve jobs. during interviews some described jobs as a man of power who distorts reality to achieve his goal. others said he was a person of good character who would make an excellent representative for his country. following the report, the first president bush ended up appointing jobs to his export council. you can read more about those documents at ktvu.com. you will find the story under bay area news. the new billboard taking a swipe of san francisco's sheriff. plus -- >> he's never everyone used a computer -- never even used a

and abroad. the trial is set for early next year. the pentagon is issuing new rules for women in war. the rules will allow thousands of women to take military positions they've been restricted from in the past. the rules reflect the reality that women are fighting and dying next to their male counter parts but women will still be barred from combat. if congress takes no action in 30 days the new policy goes into effect. advocates for domestic violence victims say they've raised enough money for a billboard related to the case against sheriff mirkarimi. that billboard will be put up next week. it reads domestic violence is never a private matter. both mirkarimi and his wife deny there was any violence. a bay area man who was taken off the donor list for a

kidney transplant today has new hope. >> reporter: jesus navarro was all smiles today now that he expects to be around long enough to watch his 3-year-old daughter karen to grow up. >> very, very happy. >> reporter: navarro a 35-year- old undocumented immigrant has the man next to him to thank. don kagan is alive today because of a transplanted kidney. >> one of my big pushes since i had a transplant is that transplants need to be for everyone not just for those who have money. >> reporter: when kagan learned last week that navarro had been placed on inactive status, the berkeley tech executive went to work to help a man who has never used a computer. thanks to social media, 140,000 online signatures, $1,000 in donations and international coverage, today ucsf said it was all a misunderstanding. >> we think he has a reasonable

new information tonight about a recent attack on the stanford campus. police released a sketch of a man they are looking for. take a look here, it's described as a latino in his 20s, wearing a gray baseball catch, red flannel shirt and blue jeans. a woman sleeping says that she woke up to the man in her room. two contra costa counties topped the list for the most bicycle thefts in the entire system. an analysis of crime data by california watch found from 2006 through 2011 those two stations had more than 430 bike thefts. that accounts for almost 17% of the theft in the entire system. >> you see cars pull up late at

budget. a new survey finds americans are planning to spend less on romance and it's not because of the economy. patti lee says one gender is cutting back. >> reporter: that's right it turns the back in spending for gifts related to valentine's day is explained largely by a growing lack of interest among women. florist lydia wall readies for the biggest day of her year. >> valentine's day is the most important flower holiday. >> reporter: she hopes this year will be better than last. but a new survey by visa says americans plan to spend less on valentine's this year. not a big surprise until you dig deeper. turns out men say they are planning to spend 6% more on gifts while women plan to spend less. a whopping 14% less. >> i feel it's a manufactured holiday and i don't want to spend the money that i don't really have on something i don't think matters. >> reporter: does that mean women are less like venus and
