one in san jose, one in oakland. both of them are closing down because of accreditation problems. alex sav ing joinsidge is live with more. >> reporter: well, students feel like they've had the rug pulled out from under them, after spending money and time. among other things, they talked about how to recover tuition money. this is all happening because this for-profit college, the institute of medical college, is closing. they were not licensed, one thing. students were met by state regular laters when they came to school this morning. they were informed the school is closing down. >> i'm terribly disappointed.

they put their trust and money into them. >> reporter: this school is not an acreditted institution. still, more than 200 students spent tens of thousands of dollars pursuing degrees in nursing and dental hygiene fields. >> they are criminals. they found the perfect crime. they've taken everybody's money. they've targeted single mothers. >> reporter: many of these students signed up for classes at the institute after losing some other jobs, some came from the nummi plant. this woman was hoping to become an ultrasound technician. >> i don't have a degree. i'm out $30,000. now i have to find another place to still pursue my dreams. >> i mean, i came here because it was -- you get in, you get out and you get a job. but i guess now you just get in and you just get your money

taken. >> reporter: at one point things got so heated this morning, a couple of oakland police officers were even called in. we tried several times but couldn't reach anyone from the institute who would comment on this sudden shutdown. but this letter that we just got our hands on this morning from a school manager, it was sent this week. it urged students to keep paying their tuition. although state regulators told me this morning, students should hold onto their money. we're live in oakland, alex savidge, "mornings on 2." an earthquake, 3.5, hit at 9:15. it was centered halfway between vallejo and crockett. b.a.r.t. stopped the trains, following procedure. the same area was hit at -- 6:09 yesterday evening.

the kelley house sits inside kelley park. part of the roof and interior collapsed. there are no reports of injuries. park officials say it was once used as an office but it is not used for that anymore. the park sits on land that was part of a 600-acre estate, at one point covered with fruit or charreds. president obama will be spending time in san francisco as part of another fund-raising swing through the west coast. claudine wong joins us live to show us what the streets look like ahead of the president's arrival. claudine? >> reporter: well, tori, the barricades are up, security has really picked up all in agency of the president's visit. i want you -- i want to take

you live. crews are waiting for air force one to land. that's expected to happen at 12:50. he will be in san francisco for less than 24 hours. but he's hoping to raise $3 million for his campaign. president obama's first stop will be at 2:00 p.m. at the top of the mark hopkins hotel with the reception for about 20 people who have paid more than $35,000 for the meet and greet. >> it's ridiculous. >> it's reality. what can you do? >> reporter: from there another high-priced private event, 70 people also paid $35,000 people with dinner with the commander- in-chief. >> i think those are private houses. >> yes. >> reporter: what do you think about those? >> those are things i don't know about. >> i think thats like a lot. but there are less high-profile

there were 348,000 new unemployment claims. it's the fourth drop in five weeks. the smallest number of claims since march 2008. economists say when the number of claims is below 375,000, it usually results in a trop in the unemployment rate. a job fair is underway at the double tree hotel on gate weigh. it continues until 2:00 p.m. the companies involved include sleeptrain and crews will be onhand for interviews. anally can'ts are encouraged to bring a resume and dress professionally. investigators in san joaquin valley are facing criticisms over their search methods. some say evidence may have been destroyed by using a backhoe. the sheriff's office has dug a

>> i saw the big guns. i was like what are they doing? i don't want any bullets coming to me. i went inside the car. >> the suspect was last seen running at interstate 680. officers have searched the area but have not found the suspect. he got away with an undisclosed amount of cash. the chp is investigating a fatal accident. officers say it began with a minor one-car crash just before 6:00 a.m. on southbound interstate 880 just north of the alameda. a honda afford spun out of control and ended up in the fast lane. a second car stopped for the accident but as a woman passenger got out of the honda, a third car hit the second car and pinned the woman under the accord. she was dead at the scene. this weekend, b.a.r.t. is expanding its service to help people get into information while the upper deck of the bay bridge is shut down. b.a.r.t. will be providing 4-hour

to rein dash-board technology. in recent years, high-end automobiles have been loaded with features such as internet browsing, gps navigation and phone dialing. the national traffic highway administration warns these gadgets are distracting drivers. the agency proposes that this technology be automatically disabled when the vehicle is in motion. however, electronic systems that alert motorists of potential klisss or lane changeses are exempt. the guidelines are aimed at passenger cars and suvs but not trucks. a disturbing trend among teenagers who drive according to the governor's highway association. deaths of 16 and 17-year-old drivers have increased a little -- have increased 11% from the first half of 2012, to the first half of 2011. it says this number could rise further since the second half of the year includes summer and holiday driving. this is the first increase

. oakland it looking to bring new life to the downtown. the idea is to bring back street cars similar to the ones used in the first half of the 20th century. the city wants to make it easier to go from jack london square and uptown and the macarthur b.a.r.t. station. oakland has a $300,000 grant to study the possibility of butting -- putting street cars back on broadway. there have been two similar studies in the past. we're following developing news out of detroit. we've just learned the so- called underwear bomber has just been sentenced. umar farouk was sentenced to life in prison without parole. he pleaded fillety in october to trying to blow up a plane bound for detroit on christmas

day 2009. federal agents say the nigerian man had a bomb hidden in his gund wear -- in his underwear. a ruling by a court could cost contra costa county millions of dollars in property tax revenue from oil refineries. the rule cog force the county to give back $104 million to chevron. that's after the court tossed out a state rule determining how property tax values are set for refineries. the county could join a state appeal of the court decision. bar and restaurant owners in walnut creek are threatening a lawsuit over a nuisance ordinance being drafted by the city. the business owners say the ordinance would likely give the city more control over bars. in a letter to the city council, the group threatened legal action if forced to change the hours in which they serve alcohol. this comes after the city ordered lift lounge to end bar service an hour earlier. the final draft of the ordinance is expected to be

released on march 29th. san francisco list are trying to -- police are trying a new way to crack down on bicycle thrift -- thechts. last month, 31 bikes were reported stolen with an estimated total value of $40,000. so far, this month, 15 bikes have been reported stolen. now police are posting videos online of thieves in the act conducting sting operations and scouring craigslist ads. meanwhile, bicyclists say they are being more careful. >> i sealed the wheels on with special bolts that you need a unique key to unlock. police are posting pictures of stolen bikes in an effort to generate leads. they say that's helped them recover some of the stolen bicycles. a new report tells us how much trash is dumped into san francisco bay every year "the mercury news" calls it the

first comprehensive study on the amount of trash flowing into the bay. there is enough trash annually to fill 100,000 kitchen garbage cans. half of the litter tossed consists of plastic material, such as candy bags and chip bags, paper, grocery bags, styrofoam, cans, bottles. environmentists worry cutbacks will worry the lives of beachgoers. the environmental protection agency just announced it will cut $10 million in water testing. california receives about $500,000 an uply. the state -- annually. swimming in polluted water can cause illnesses, and staph infections. plenty of sunshine across the entire bay area after a
