we have developing news to report out of washington, d.c. federal agents say they have arrested a suspected terrorist

who allegedly planned to blow up the u.s. capitol. the just physical is a 29-year- old more rocken man. the fbi had -- moroccan man. the fbi had conducting -- conducting a sting operation prevending to be al qaeda. agent the gave the man an inoperable gun and deactivated explosives. he was arrested near the u.s. capitol wearing a vest that agents say he thought was packed with live explosives. this morning there was a gathering to discuss a safety plan. new at noon, low rain blanco joins us live with reactions about why this effort is so important. good afternoon, low rain. >> reporter: good afternoon. you know, people in in community today wore these stickers to show they are united against the violence. just yesterday, a 17-year-old was shot and killed a few

blocks that way. neighbors are terrified and charge are traumatized. in enenglish -- and their children are traumatized. in english and spanish, people in east oakland asked city leaders and police would they be satisfied living in a neighborhood that feels like constant crime. >> too many homicides, and vandalizing in this community. >> reporter: last night a 17- year-old was shot and killed near 82nd and burch. that's just a few blocks from the library where dozens of neighbors are meeting to organize. >> i understand the fear of crime and how precious children are. and our need to protect them. >> reporter: councilman reed says thursday's violence was the 17th of oakland in just the first two months of 2012. >> residents are concerned. they want to make sure that

they can live and raise their children in a safe environment. >> reporter: the area commanders of the city has limited resources. they need the public to help out and these meetings are a great start. there will be another meeting next month. reporting live in oakland, low rain blanco, kut kut. and we are following another violent crime that took place this morning in oakland. it happened a little less than two hours ago on the 9600 block of east. street in east oakland. oakland police say a man was shot in the shoulder. there's no word on the man's condition and no information on a suspect or a motive for the shooting. oakland city attorney barbara parker is back in kowrkt today asking a judge to shut down a second oakland hotel. if successful, the economy inn on east 12th street could be forced to close for a year. the city attorney's office says the hotel is a hub for prostitution and other criminal activist. last week the city asked the

court to shut down the national lodge on international boulevard because of similar issues. president obama is in the pacific northwest this noontime, the last stop on his west coast tour. he arrived in seattle around 10:45 this morning. the president is visiting a boeing assembly plant in everette washington this noontime where he's promoting foreign trade and manufacturing. and we want to go live now to where the president is speaking and let's stop and listen in to what he has to say. expected to raise about $3 million. congress this morning approved the continuation of a payroll tax cut for $160 -- 160 million american workers. it also extends unemployment benefits for millions of others and it passed on a bipartisan vote. nancy pelosi called it a victory for the middle class. >> it's important to those families because they -- because it puts $40 more into a paycheck to buy groceries, to buy gasoline to make ends meet. >> president obama is expected to sign the measure returns from his trip to the west coast this evening. several people are displaced after a fire at an alamo triplex. it breck out at -- broke out at 1:00 on danville boulevard. investigators say it started in the kitchen and was spread. the fire was possibly sparked

by a wall heater but the cause has not been determined. the firefighters were able to put the fire out in about 40 minutes. most of the residents were home when the fire started and got out safely. >> they came in spraying full blast 57 drenched the place and got it out. it was pretty bad. luckily, everyone got out and was safe. >> damage to the building and property is estimated at about $75,000. the red cross was called in to help the residents. >> we are now less than eight hours away from the scheduled westbound closure of the bay bridge. the at 8 clbltion tonight, traffic will no longer be allowed to cross from the east bay into san francisco and it will stay that way until approximately 5:00 tuesday morning. kod joining us live with preparations now underway. good afternoon, claudine. >> this becomes a very different place. you are still going to have traffic moving as usual coming into the city.

but at this side, the traffic moving into the city that's gonna go away. everything is shut down. why? take a look. you can see why the -- where the brand-new bay bridge touches down in oakland. that all needs to be expected -- connected to the existing roadway and crews can't do that with all of this traffic. a big part of what they will do this weekend is move all of that traffic over here so they can work over there. crews know that once the bridge shuts down, they will be on a running clock. they have until tuesday at 5:00 a.m. to get the job done but the earlier the better. >> there are several hours of cushion -- if we have perfect weather we could open a day earlier. >> reporter: while they work, people say they will avoid the area. >> i will not go near there. because of what's going on at 8:00. >> i was going to work but i -- i can't go there tomorrow. i could take the b.a.t.r --

they say there were 18 protesters only seven were students. they all complied with orders to leave and no arrests were made. the nonstudents were issued stay away orders. the protesters had been at that location since tuesday. uc davis faculty members are voting on chancellor linda katahi's leadership. her handling of the pepper spraying from police incident has been widely criticized. the "the sacramento bee" will vote on whether or not they are confident on her leadership. that vote is nonwinding. so it's basically symbolic. most likely no action against the chancellor will be taken. a growing threat to california sea otters that has some scientists surprised. rosemary o-- orozco is tracking a possibility of sprinkles and she will tech the -- check the sierras for the weekend.

a . the investigation continues into a fatal shooting at a southern california federal building. the fbi says it was a case of

workplace violence with one immigration agent shooting his supervisor yesterday evening in long beach. the shooting reportedly took place during a disciplinary hearing. police say a third agent then shot and killed the shooter. the agent who was injured underwent surgery and is in stable condition. investigators at a mask -- dash at a grave in sawa keen grave brought in dogs to search for bodies killed by a serial -- by two serial killers. investigators say they've nearly completed their search at one of two abandoned wells on the property and the dogs will help them wrap things up from hear. >> we want to make sure we haven't overlooked any remains. we're gonna run them through that at the first well. as far as the first well and any more digging, we're done with that. >> investigators plan to lower a camera into the well today to make sure they have not missed anything. they will then ask the county's

environment health department for permission to seal the well. concord police hope surveillance photos will help them catch a bank robber. they say a man walked into a bank of the west branch on diamond boulevard around 10:00 yesterday morning and handed a threatening note to the teller. we first brought you this story of the robbery yesterday at noon. investigators say the man took some cash and took thom -- and left in a brown vehicle. he was driving to northbound interstate 680. we're learning more about the plans for whitney hun's funeral tomorrow. the invitation-only funeral will be held at new hope baptist church in houston's hometown of newark, new jersey. some of the stars will be performing and speaking with aretha franklin, stevie wonder, oprah winfrey and her co-star in "the bodyguard" kevin costner. bobby brown will be there as well, her ex-husband.

the funeral is private but it will be live streamed and you can watch it all live at ktvu.com starting tomorrow at 8:00 a.m. hundreds of immigrant workers who lost their jobs at a berkeley plant held a march for dignity this morning. >> about 200 people marched from city hall to the pacific steel casting plant. the workers say they were laid off from the company after a federal immigration sweep a few months ago. they say the employer was subjected to an i.c.e. audit and was ordered to provide documentation for the workers. the workers used their union of taking a passive stand on the layoffs and say they feel abandoned. the clerk of the new jersey state assembly has delivered a bill to governor chris christie that would legalize same-sex marriage. but the republican governor has prompt missed to veto it. the bill pass thed in the assembly -- passed in the

assembly yesterday. christie has 45 days to sign or veto the bill. he's promised swift action. christie said the question should be decided by the state's voters not by the legislature. hayward saint rose hospital could become part of the eaton township healthcare district. the board has set up a committee to hire a consultant to explore acquiring the hospital. st. rose is a nonprofit hospital and is losing a million dollars a month. if the district took it over, it would become eligible for more government subsidies. two bay area men who survived a fishing boat accident off mexico's baja coast are talking about their scary experience. a violent storm capsized their boat in the sea of cortez in july of last year. seven men on board have never been found. charles gibb son and michael ing were rescued after more than 12 hours in the water.

their ordeal will be featured on the "i survived" series. they say it's a way of coping and draw attention to their missing story -- missing friends. marine biologists say sharks are the biggest threat to california's sea otter population. marine biologists say the number of attacks on otters has skyrocketed in the last few years. in the mid-1990s, about 10% of the dead sea otters found along the california coast had shark bites. today, it's about 30%. researchers are not sure why the number has increased. if you ever wanted to see a giant octopus? now is your chance. the giant octopus dropped into this exhibit this morning. starting today the aquarium says it will be educating visitors about the species. >> more than anything, giant pacific octopus like to eat

dungeness crab. it's their favorite thick in the world. we recovered the -- thing in the world. we recovered them from the fishermen because they snuck in and had a free meal. >> the visitors can get an upclose look at the octopus. there are concerns that the san francisco bay area is not properly prepared for the effects of climate change. "the new york times" says the bay area has not come up with a comprehensive plan to deal with issues such as rising sea levels. the newspaper says individual cities have taken some steps but there was no organized regional plan in the works. scientists warn that climate change is expected to cause flooding, shoreline erosion, heat wave. san francisco suiters could decide the future of the hetch hetchy reservoir in yosemite. the examiner says the opponents will sign a measure to place on
