well good morning. welcome to "mornings on 2", i'm dave clark. i'm torry campbell. tuesday, february 28th. the highway patrol has confirmed they are getting ready to shut down a homeless camp near a major interchange. kristin cap continue joins us near highway 280 and the interstate, morning christian? >> reporter: morning, in just the last 10 minutes we confirmed through highway patrol caltrans will be out here again at 9:00 this morning clearing this particular area. we're right near 87 and i-280 but you can see this is right next to the glad lineupy river and it is clearly posted no camping. that's one of the concerns, we're going to bring you around through this area over the willow street bridge to show you some of the concerns people have had. this is an area that neighbors

say has been inhabited by groups of homeless people and if you look down the river, there, you can see that there seems to be a big garbage pile there and that's one of the issues that neighbors say is that homeless in the area have actual damned up a portion of this rafer and are using it as a bathing area. they confirmed last week, and highway patrol confirmed, they began clearing the area yesterday. commuters have complained about the high population here, and their concern is that homeless people are crossing the busy freeways in the area which clearly poses a danger for drivers and people crossing this to the traffic. neighbors we spoke with this morning say they have seen homeless in the area. >> interview: this bridge right here, i saw that kind of people going that way and then going under the bridge yoo and the big danger is that people say it's dangerous because they cross the freeway and the road, is that -- have you seen them out on the roads too or --

>> interview: i never seen them on the freeway but i see them on the road and on the road by the creek. >> reporter: and coming back out to our live shot again, this is the area that that gentleman was just talking about, as we come you can see he was talking about a bridge, we're actually standing on that bridge and we have heard from various people, including taz highway patrol and that resident that this is in fact one of the areas where a lot of the homeless people were. we will continue to monitor, we'll hear again from caltrans, we'll try to find out if there were other areas, we have heard reports of some homeless people living in the crawlspaces under the freeway so, clearly, that also represents a danger as well. we'll continue monitoring the story and bring you the latest developments, christian kva tan, ktvu news. another person has died. they announced the person is

brain dead. the shooting apt yesterday morning 30 miles outside of cleveland. police say a student walked into the cafeteria and opened fire. he appeared to target a table of four students, hours later, students, parents and others gathered for a prayer vigil to remember the victims and one student is now sharing details about what he saw. >> interview: my back was turned, i heard one shot, i turned, i saw another one pointed towards the victim, and then i went under the table and i heard two more. >> reporter: police have not released the suspect's name or any motive but multiple media reports identify the teenager as t.j. lane. they say bullies targeted lane, who attended a nearby high school. stay with "mornings on 2", we'll go live to ohio for an update on this story in our next half hour.

>> david: your time, 7:04. uc berkeley investigating the death of a student, they did a welfare check on the apartments near chad wick. friends of the student reported him missing. we don't know the students' name yet but officials say there doesn't appear to be evidence of foul play. a man suspected of shooting at oaklands police officers and then causing a three-hour search and the lockdown of a school is now behind bars. this all started around 11:00 yesterday morning, police responded to a burglary call on 17th avenue. and saw a man with a gun in each hand outside the home. police say the man started shooting at police and ran when they shot back. no one was hurt, but the search for the gunman prompted a lockdown at nearby roosevelt middle school. almost three hours later, a chp helicopter spotted the man not far from the shooting scene and

he was arrested. [ ♪ ♪ ] 7:05. voters are casting ballots in the republican presidential primaries there. mitt romney has a comfortable lead in the polls in arizona but in michigan, which is his home state, he is tied with rick santorum. coming up at 7:15, why mitt romney is upset about some tactics used by santorum. jury selection is set to begin in the domestic violence trial of san francisco sheriff ross mirakaremi. ali rasmus joins us live with reaction to the judge's decision. good morning ali? >> reporter: the legal battle yesterday was over a 55-second video of san francisco sheriff ross' wife elan a lopez. we have some still pictures from that video to show you. in it, lopez is crying and showing off a bruise she allegedly received at his hands during a domestic violence incident on december 31st.

yesterday judge garrett wong ruled the video can be shown to the jury as evidence in this case, even though the video was recorded by one of lopez's friends the day after the abuse allegedly took place. that ruling is seen as a victory for prosecutors because, without it, without this video, most analysts say it would have been very difficult for prosecutors to continue their case against him. yesterday we also learned the jury may also be hearing from his ex-girlfriend. cristina flores claims she was physically abused and yesterday the judge ordered prosecutors to bring flores here for more questioning before he decides whether or not she can testify against him. if she does, that will be another win for prosecutors and another setback for his defense. analysts have also commented on how challenging it may be to find a members of a jury that haven't already made up their mind about this case. nonetheless, the jury selection process is slated to continue, later this week. as early as tomorrow.

200 potential jurors could be heading to the hall of justice to fill out questions airs. live in san francisco, ali rasmus. the. >> dave: well the wild par rots of telegraph hill are apparently moving. some of the birds have fled the big city and headed for the suburbs. about 100 of the birds are now on san bruno mountain in brisbane. residents there say they first spotted the parrots about 3 years ago but there are still around 100 or so of the birds around the northern edge of san francisco. rear-view cameras may soon be standard equipment in all new cars. the new york times reports federal regulators announced this week that all new cars must have the rear-view cameras by 2014. a final version of the regulation could go to congress as early as tomorrow. now, on average, more than 200 people die every year after being hit by cars that are

backing up. adding those rear-view cameras are expected to cause car- makers between 160 and $200 for every new car that they make. >> but if it saves lives. >> that's right. things are moving especially at the bay bridge toll plaza. >> reporter: yes. did you know that one of the most dangerous things you can do is back your cars in? when they have to leave in a hurry, they are facing out. a lot of guys do that too. let's look at the commute. do you back your car into the driveway? westbound bay bridge looks like a lot of slow traffic and a tow truck with some lights on over there near the 880 ramp coming down. someone has either stalled out or the bridge is helping them out. bay bridge backed up for a 10 to 15-minute delay. no major problems if you are driving in oakland. southbound looks good, so does 880 over to 224.

visit to his campaign headquarters in michigan. he thanks supporters and volunteers and he said he just wasn't sure how the vote would go today. he is facing a fears challenge from rick santorum, it is a dead heat. santorum is supporting robo calls that urge republicans to vote against him, meaning voters of all political parties can vote in michigan toot. romney told his supporters this morning to only call republicans. >> interview: the santorum campaign is making calls to democrats. [ boos ] >> we want to make sure we get them out to vote, we want this to be a process where republicans choose the nominee, we don't want democrats to choose the candidate they think they can beat. >> reporter: he says he is reaching out to those who can help in the election.

reporting live from washington, d.c., allison burns, ktvu news. >> tori: thanks allison, and a new national poll sews rick santorum keeping a slight lead. he is favored by 36% of the republican voters in the split eye company washington university poll compared to 34% for romney. newt gingrich is third at 13% and ron paul has 7%. the secret service is investigating a security scare involving newt gingrich. police arrested a man who tried to meet face to face with the republican canada at the oakland city airport last week. investigators say 53-year-old james hidabr ek claimed done a c.i.a. member who needed to deliver top secret documents to din grgurich. they arrested him when he tried to get into a secret area. gingrich was slated to be in

the city that same day for an election stop. >> dave: you are looking at video coming from syria, you can see rebel fighters in the town of sarmine, you can hear the shelling from army tanks in the background. the united nations is calling for an immediate cease-fire to allow medical aid in the country and aid for the wounded. but the syrian government has refused. it's been almost a year now since the deadly quake and tsunami hit japan. now we're hearing they considered evacuating tokyo at the height of the disaster. they quake and tsunami caused a melt-down at the fukushima dai- ichi, they are worried that could cause melt downs at similar plants and if that happened an evacuation of tokyo would have taken place. it sent large waves all the way

czar mean, syria >> tori: it is 7:30. mountain view. more people could be allowed to return home this morning following an apartment fire that caused major damage. ktv's paul chambers joins us from where firefighters are still keeping a watch. morning paul. >> reporter: good morning tori. you can take a look, the ladder truck is still out here so they can have a birds eye view. investigators did arrive on the

scene 40 minute ago to try to determine what caused this four- alarm fire. we can take a look at some video. cell phone video shows smoke blowing out of the apartments at mountain view, it started at 3:30 yesterday afternoon. all 26 units in building c was affected. no one was able to stay in their homes overnight. 5 units were completely destroyed and at least another 4 on the lower level received heavy smoke and water damage. 60 firefighters from five different apartments took an hour and a half to get things completely under control but good news for some of the residents who will be able to return home in a little more than 2 1/2 hours from now. >> interview: at 9:30 we'll be meeting with the residents at leandre's residential school and bringing them over as a group to see the damage to their unit and, if possible, go into their unites. >> reporter: no residents were injured. a firefighter sustained minor injuries. once again, investigators are still here out on the scene but

as of right now there is still no cause of the fire. live in mountain view, paul chambers, tv obviously u channel news. >> tori: in san jose an apartment fire forced more than two dozens people out of their homes. it happened at 8:00 on 4th and empire streets, the fire started in a first floor unit but the cause is still under investigation. no one was hurt. >> dave: time now 7:31. san francisco police investigating an overnight stabbing. the unidentified man was stabbed on mission street about 1:30 this morning. we still don't know what led up to the attack. the victim's injuries are not life-threatening. a search for suspects continues. well b.a.r.t. service is back to running normally this morning after a train hit and killed a man in oakland. this happened right about 7:00 last night at the mcarthur b.a.r.t. station. the service was disrupted for two hours. the spokesperson for b.a.r.t. says foul play is not suspected. the only eyewitness was the

train operator. >> interview: it is 7:32. today a, trial date could be set for 6 people accused of shooting and killing a german tourist in san francisco. 50-year-old m ek. the el trower was killed while walking with her husband near union square. prosecutors say he was caught in a gun battle between rifle gangs. two other innocent people were wounded. a better teen oh, man is in jail accused of renting out four closed homes. alfonso salsa where are is a former licensed real estate agent. police say he would post a note on a former foreclosed home claiming it was owned by the national alliance of homeowners for justice where he worked. if no one octobered, salazar would change the locks and rent out the home. authorities say at least 20 households were affected but there could be more victims.

a san francisco hardware store is now banned from doing business with the city. the district attorney says an employee of coal hardware and six city workers con fired spirit to submit phony invoices to the city. they would then buy lumber and other items for their personal use. the owner says he didn't know anything about the scam but has agreed to pay $50,000 in restitution. the hardware employee faces criminal charges and 6 city workers have pled guilty to the scheme. >> dave: time is now 7:34. a second student has now died after that school shooting yesterday in ohio. the doctors announced earlier today the 17-year-oldst brain dead. our reporter steve san danny is joining us from chardon, ohio, this morning with more about the victims and what we now know about the suspected student gunman. steve? >> reporter: well, dave, the

sadness has been compounded by the death of a second student when that young man opened fire and he killed two and left three others seriously injured. last night to deal with the grief in this community there was a candlelight vigil in one of the churches downtown. grief counseling is available. the school is closed for the time being as people try to grapple with this magnitude of this tragedy here. as you know yesterday, we have pictures of the scene just after it happened, the young gunman broke into the cafeteria, pulled a gun, seemed to be targeting some students sitting at a cafeteria table. then chaos ensued, students were running in every direction. the student ran down the street and pursued by teachers and police and a police dog. he was taken into custody where he is now. he is identified as 16-year-old t.j. lane and he'll be aooh peering in juvenile court later on today for a detention hearing. we also have pictures of the two young victims, russell king jr. was the one pronounced

brain dead today, doctors say he has no chance of recovery. danny parmatur was pronounced yesterday. two young victims of this shooting, 5 hit by bullets, three fighting for their life, one in serious, one in stable and one in critical condition. back to you. >> interview: thank you. two states, michigan and arizona, hold republican presidential primaries today. coming up a at 7:45 we'll have a live report out of michigan where mitt romney and rick santorum are tied in the latest polls. why a poor showing for romney in michigan could be a turning point in the campaign. >> dave: time now 7:36. a popular bike storage area near cal train's 4th and king street station in south africa may stay open. the free bike valet service had faced possible closure because it's privately funded and the

operator said he couldn't keep together that. his request last october for a subsidy was turned down. on thursday, cal train's board of directors will vote on a compromise deal. cal train may be willing to compromise on a planned fare hike as well. the san mateo county district wanted to encourage riders to switch to the regional clipper card by raising prices for a single ticket. it has now modified that proposal and cut those fare hikes in half. however, if clipper card usage doesn't increase by march of next year the district may consider reconsider the original fare hikes. >> tori: 7:37. checking in again, what's happening on the roads this tuesday morning, bad weather heading our way? >> reporter: yeah, i think that tomorrow or maybe tonight we'll have bad weather and driving is going to be tough and maybe tomorrow. i'm going to ask steve about that, see if tomorrow morning's commute may be affected by this. steve is coming up right after me here. let's go out and take a look at the commute as you're driving

across the bay area and i want to show you the peninsula traffic looking pretty good on 101 and 280 with a little bit of slowing on the bay shore freeway, 92, san mateo. 880 southbound at 8th street a crash and the traffic is going to be slow and go on the way down to fremeont and in the south bay where we have 85 -- pardon me, an earl yes crash on 85 northbound and 17 that has been removed but you can see 85 and 2830 are pretty slow getting into the west valley cupertino and sunnyvale. 80 northbound, some stop and go near high street, 580 a little bit slow already from the lake shore curve and to the toll plaza, backed up for about a 20 minute delay. b.a.r.t. and ac transit, also's train are doing okay without any major delays and so is muni according to muni dispatchers. 7:38, let's go steve. >> reporter: sal, you and i will be busy tomorrow morning. >> tomorrow morning? >> reporter: clouds and sunny. we had the clouds for a while, we'll get a break before the

christian? >> reporter: they say it's a safety concern. we're assumption under the bypass. we have managed to locate one of the camps, you can see some folks living over there. you might also be able to see a shopping cart in the -- to the right there. we have learned that chp and caltrans -- we learned this morning rather from chp caltrans will be out today starting at 9:00 moving out the homeless that move here between 2820 and highway 87. there is a sizeable population here and commuters have complained that they have seen homeless people crossing the freeway which clearly presents a danger to them as well as to people driving in the area. to caltrans started posting orders last week ad viewing the homeless in the area to move out. caltrans crews will be here today to clean out these areas and the california highway patrol told me this morning they will be on standby to acts as security if need be. >> interview: typically, we just, we always show up as they

that could be used as evidence. a judge yesterday ruled that it can be used as evidence and now it will very likely be that that video will be seen by a jury that in case. now these are some still pictures of that video. in it you can see lopez crying, she is showing off a bruise that she allegedly received at the hands of meek reamy on december 31st. they argued that the statements she makes in the video are hearsay and they recorded the day after the alleged abuse took place. he says lopez looked sincerely disastronaut in that video and thoughting about it appeared to be staged. the ruling is seen as a victory for prosecutors because, without this video, most analysts say it would have been very difficult for the prosecution's case to continue. some san francisco residents who have been following the trial closely were split on whether the sheriff should be on trial for domestic violence at all. >> interview: i think that he is just should automatically get a bum rap. you know. people go through domestic violence problems all the time

>> tori: a controversy involving a photo, a mountain lion and the head of the fish and game department. now gavin newsom and his dad are part of the story. that story is coming up at 8:18. a muni bus driver was fired last fall after he allegedly sexually harassed a 13-year-old passenger, that is according to a report in the bay citizen. the girl's mother says the driver gave his phone number to her daughter and told the girl to meet him after work. the alleged incident happened last july on the 44 bus line while the girl was headed to school. months later, the driver was let go. soy say because of the incident, but no charges were ever filed. >> dave: time is now 8:06. looks like the sacramento kings will stay in sacramento. the team and the nba announced a tentative deal to finance a new arena. the city council votes on the plan next week. reportedly, the city will kick in 200 to $250 million for the estimated $387 million arena. the kings almost moved to

annaheim last year, before the nba was persuaded to give sacramento one last chance to finance a new arena. well tonight the santa clara city council is due to vote on another measure designed to speed up the building of the new 49ers stadium. the council is expected to approve a lease authorizing the construction work begin, the next four months. the 49ers plan to finish work on the billion dollars stadium in time for the start of the 2014 season. and san rafael's albert park is a step closer, now, to getting a pro baseball team. a marin county judge expected to finalize a ruling today in favor of bringing the pro ball team to this park. the marin ij reports the judge issued a tentative ruling yesterday saying bringing pro ball would not have a significant effect on the environment. now critics of the plan had sued, they said they are worried about traffic, parking

we have been outside the apartments so paul the damage continues. >> reporter: that's correct. but them going inside may be on hold. investigators have been out here. but you can see that part of the building, they say it's structurally not sound. and can prove it. 20 minutes ago part of the roof fell straight to the ground, crashing to the ground 20 minutes ago, so firefighters say it's going to be a while wildlife they are able to go back into the building to find out what caused this four-alarm fire. cell phone video shows flames and smoke bill league out of the apartments in mountain view. all 26 units in building c were affected. no one was able to stay in their homes overnight. and we're told 5 units were completely destroyed and at least another four with a lower level received heavy smoke and water damage. it took 60 firefighters from five different apartments about an hour and a half to get things completely under control but there is good news for some

that they may be -- and they are hoping this can still happen -- return home after a little more than an hour. >> interview: at 9:30 we'll be meeting are the residents at the elementary school and bringing them over as a group so they can see the damage and, if possible, go into their units. >> reporter: no one was injured, however, a firefighter did suffer my snore injuries. as of right now the fire is still not able to be determined what caused it. once again you can seawright there on the ground, part of the roof came crashing down 20 minutes ago, right there, so firefighters and investigators say it is going to be a while before they can go back in with part of the building folding. they want to make sure the build is structurally sound, to make sure no one is injured, as it devils, they are going to have a meeting at 9:30 to determine if they are going to be able to come back over here. that's still on hold but we'll never know -- that's still on hold and excuse me we'll let you know. paul chambers, ktvu channel 2

news. >> dave: in san jose an apartment fire forced a dozens people out of their homes. this happened on 4th and empire streets. firefighters say it started in the first floor unit but the cause of the fire still under investigation. luckily, no one was hurt. >> tori: 8:32. uc berkeley police are investigating the mysterious death of a student. officers found the student's body sunday night during a welfare check at the manville apartments on channing way near shadegg. friends of the student had reported him missing. we don't know the student's name but officials say there is no evidence of foul play. a man suspected of shooting at oakland police officers and causing a three-hour search and a school lock-down, is now behind bars. we first brought you this story on ktvu channel 2 news at noon yesterday. police responded to a burglary call on 70th avenue at 11:00 a.m. and saw a man with a gun in each hand. the man started shooting at

officers and then ran when they returned fire. no one was hurt but the search for the gunman prompted a lockdown at nearby roosevelt middle school. nearly three hours later, a chp helicopter spotted the man not far from the shooting scene, and police arrested him. >> dave: your time now 8:33. a mars martinez man is in jail this morning accused of using craigslist to rent out foreclosed houses. alfonso salazar used to be a lie associationsed real estate agent. he would put a note on an empty foreclosed house claiming the property was owned by the national alliance for homeowners for justice. that's where he worked. if no one objected, prosecutors say salazar would change the locks and then rent out the house. authorities say at least 20 households were affected but there could possibly be more victims. a san francisco hardware store is now banned from doing

business with the city. the district attorney says an employee of coal hardware and 6 city workers conspired to submit phony invoices to the city. they would then buy lumber and other items for their own personal use. the owner of coal hardware says he didn't know anything about the scam but has agreed to pay $50,000 in restitution. the hardware store employee faces crim 2458 charges. 6 city works workers have pled guilty to that scheme. >> tori: morgan hill police have a warning for drivers after a man rammed a woman as care and beat and robbed her. police release this had sketch of the suspect who is still on the loose. they say he rear-ended the victim's car at the intersection of watsonville and monterey roads wednesday night. after the two pulled over police say the man punched the victim in the face, grabbed her purse and took off. he is described as latino in his early 20s with black hair.

police say he was driving a stolen car that was later found in san jose. el is a right oh police plan to hold a community meeting about a rash of home burglaries. that will be held at madeira elementary school. they'll answer questions as well as give safety tips. several residents have complained about a spike in burglaries and other crimes in recent months. >> tori: it is 8:36. wild par rots of telegraph hill are apparently on the move. according to the san francisco chronicle, some of the birds have fled the big city for the suburbs. reports say about 100 of the par rots are now on san bruno mountain in brisbane. residents there say they spotted the parrots about three years ago but there are still about 100 or so birds around the northern edge of san francisco. the east contra costa fire protection district beard has decided to put a 10-year limit on the parcel tax it is asking voters to approve.

now. christian kaflan the blow the camp on highway 87. why is caltrans moving? >> reporter: they are moving in because they say this constitutes a danger issue. let's show you some of the camp. we're underneath highway 87. you can see that, obviously, it's a very extensive freeway system here but there is also a very large homelessen campment here. you can see off in the distance one gentleman there, and around that big brick, big concrete barricade, an even larger camp. as you said,chp told us this morning caltrans will be here in 15 minutes or so to start moving the homeless who live here, move out the homeless who live here under i-280 and highway 87. this is a sizeable population here, we have video from the other side of that barricade and commuters have complained that homeless people are crossing the freeway which clearly presents a danger to them and other commuters socal transstarted posting orders last week advising homeless in the area to move out.

caltrans crews will be here to clean these areas out and the highway patrol told us this morning they will be on standby to acts as security if need be. chp say so far there haven't been any province. one of the problems we have heard about is garbage and debris in the river. there are reports that some of the homeless have damned up parts of the river to make use of a bathing area. coming back to our live shot, just to give you a look at how extensive this problem is, we're at one location there a moment ago. if you look out over here across the road you can see that there that there is another camp over there. people now just waking up. these homeless people just target to go wake up and a very good indication they may very well be leaving in the next 15 minutes or so. we're live, we'll continue to monitor the situation. christian kaflan, ktvu news. >> tori: we'll check back at noon. thank you christian.

it's been just about a year sincee the sioux name sent waves crashing on the california shoreline. why the future disaster is danger it. >> reporter: the waves that hit the coast after the earthquake and tsunami in japan did $58 million and had people worried up and down our coastline. we're in pacifica. however this morning the proposed budget for 2013 from the white house would cut 4 1/2 million dollars in funding for the agency that oversees tsunami warnings. now that warning system includes sigh rents like the ones you see in pacifica and along the coast. there's one there in the foreground there. if they confirm, also along with a series of buoys, if a tsunami is headed our way, how big, and when it would hit. people like mike kennedy, who has owned carey's coffee shop feel a warning system is crucial. >> interview: and being on the

coast like this, we're very, we're very close to sea level. >> interview: i actually saw the sioux name here at the beach, it came bump four times and hit the coast actually here in pacifica it hit it. i saw it fall and rise about 3 or 4 times. >> reporter: now the warning programs were actually expanded back in 2004 after the indian ocean tsunami that killed 230,000 people. now some of the country's top scientists have weighed in and say getting rid is not the place to cut. dave? >> dave: 8. a1. pg&e is part of a save our trees battle. they plan to cut down thousands of trees under its power lines all over the county. they want to prevent power outages since new federal rules will fine them for every preventible outage.

however, some say they are going overboard to protect the local power grid. thee worry that the natural beauty of sonoma county will be damaged. well the death of a 10-year- old girl who died in long beach after a fight with a classmate has now been ruled a homocide. joanna ramos would have turned 11 in two weeks. she died of blunt force trauma to the head 6 hours after fighting with an 11-year-old girl. the fight happened on friday. it only lasted less than a minute. ramos died while undergoing emergency surgery for a blood clot on her brain. >> interview: 8 minutes now before 9:00. the debate over food trucks in san francisco heats up. the new proposals that could ease restrictions around schools. >> dave: also, we're looking live at the morning traffic. sal is watching everything. he'll be back to tell you what's happening around the bay bridge toll plaza.
