parking lot of the rest area here at donnor summit. we wanted to show you the snow blowing along the ground. that gives you the idea of just how strong the winds are blowing up here. we have about -- a big pile of snow blowing off the road but two feet of this came in yesterday. we could have from three to five in -- in the series ever storms that's coming up. it's much needed because today we learned the snow pack is one of the worst on record. at the site the survey it may have looked like a healthy snow pack but it's not. >> in terms of normal last year we were 178% of normal. this year we are 16%. >> reporter: the upside the dryest winter since 1991 is that more snow is on the way. >> we hear it'll be a big one. >> reporter: they have doubled their snow making over any previous year after the snow

essentially shut down in december. it received two feet of snow yesterday to the delight of visitors today. >> all fresh powder. you know that's a good thing. >> reporter: on a normal tuesday the lifts would be busy but the crowds light. many stayed home worried about the roads and several feet of uncoming snow. >> that's probably a good idea. maybe we should leave now. >> reporter: you can see the snow up in the trees and alongside interstate 80, right now it's wide open, expect that to change later tonight. we are getting some small flurries here right now but the main storm, we are supposed to start seeing it around 10:00. we will be here live at donnor summit to bring it to you. ken pritchett. >> and here in the bay area people are breaking out the umbrellas for that next storm which is now just hours away. bill martin is tracking the conditions and joins us from the weather center. >> we are getting a real winter storm at the end of

a firefighter suffered a minor knee injury but nobody else was hurt. the cause is still under investigation. >> skipping school is about to get more risky for some kids. getting caught could now come with a big fine. new, eric has the new daytime curfew just approved today. >> reporter: repeat offenders could face fines of up to $500 if they are caught during regular school hours. this is one of the areas where they cut class and go to try to avoid getting caught but there there is still debate about if this fits the crime. >> i will do whatever it takes. finding students who have lost their way. >> down in that. >> reporter: the school district is one of the unincop rated areas covered by the new

offenders under this new curfew which takes effect in 30 days, nine other cities in the county already have cur curfews. >> the balance police officer's association said it's backing big cuts to police services to save money. the association said starting next week the traffic unit will be eliminated officers reassigned to patrol. the association said the number of educational programs will end and coordination of neighborhood watch programs. there is a new twist tonight in the sex scandal -- the man linked to locklear was in court. locklear who is married to the straight treasurer is in a rehab center. the staff members said today they don't know when they will return to her elected duty.

>> caltrans this afternoon cleaned up a large homeless camp under a south bay freeway. they gave people 72 hours notice to leave the camp under highway 87 near the 280 interchange. caltrans said the camps are a health hazard. homeless people put themselves and drivers in drink when they walk across freeway rams to get to the camp. others argue they aren't hurting anyone. >> there is a reason they stay underneath the bridge. concrete retains heat. we ain't get up underneath the bridge and it's 50 degrees out, 40 degrees out, that concrete stays 60 degrees. >> reporter: caltrans said it'll clear out two more camps nearby starting tomorrow. >> some youngsters at a elementary school received a special treat today. to honor their work against bullies. buzz light year and woody from

toy story visited the school today. the students demonstrated techniques they use to deal with conflict. >> the chairman of the state university board of trustees has been ousted. republicans let a deadline pass without reaffirming the appointment. the decision to raise tuition lead to clashes last november. republicans were critical of carter's role in hiking tuition while also approving a 400,000- dollar salary for the president of cal state san diego. >> there is word the obama administration is considering cutting back funds for a program some consider essential for tsunami safety. the tsunami following last year's quake in japan caused more than $58 million in damage to the west coast. 39 high tech buoys monitor the ocean. right now ten of them don't work and are waiting to be repaired. budget officials want to cut a million dollars in funding to

a marriage should be between a man and woman. >> turning now to election 2012 it is primary day in arizona and in michigan and the heated race for the republican presidential nomination. today romney accused of santorum of trying to kidnap the michigan election with robo calls urging democrats to vote for santorum. that is allowed in the state's open primary and we are just getting in updated numbers. right now with 20% of precincts reporting romney is a head of santorum, 41% to 31%. ron paul in third, gingrich who didn't even campaign in michigan is in 4th with 7%. based on exit polls, cnn has just called arizona and all of its delegates for romney as the polls there close just about ten minutes ago. the polls as we mentioned the polls closed in arizona just a minute ago and early

. san francisco fire officials today released the cause a two alarm fire that damaged a duplex. they said a cigarette was to blame for the fire on harst avenue. the fire apparently started on the rear deck of one of units and then spread to the other causing about a half million dollars in damage. there were no reports of injury. >> pg&e is coming under fire tonight over its plan to cut down thousands of trees in sonoma. new at six our health and science editor joined us live where he has learned the root of the issue is in the power live lines. >> reporter: in the oak line district of santa rosa and we have been hearing a lot of frustrated residents. trees and power lines, pg&e
