5:00. good evening everyone. i'm heather holmes. >> i'm ken pritchett in tonight forwen wayne. >> the military said a u.s. soldier acting alone opened fire on afghan civilian as they lay sleeping. unidentified soldier killed 16 civilians, including women and children. the u.s. and afghanistan have condemned the attacks, but the massacre does nothing to help the strained relationship relations between the two countries. conor powell with latest from kabul. >> reporter: this is where locals say some of the victims were shot to death before dawn in kandahar province. some lay here an others taken away on the flatbed of a truck. vivalageers are unease y- weeping openly. >> in total 16 people have been murdered. >> reporter: afghan president harmed karzai says, "assassinations happen here. karzai says the intentional

omar talks about the latest violence rocking afghanistan. >> it's not good for the u.s. government, no good for the afghan government or afghan cephallans or those soldiers who put their lives in danger. >> reporter: wais says the killing of so many women and chern is heart- breaking, but viewed this as an isolated incident. sanjoy banerjee is a professor at san francisco state and he doesn't think this attack will set back efforts to turn the country over to afghan security forces. banerjee says this shooting coupled with the repeat burning of qur'ans by u.s. soldiers will likely increase tension and heave an opening for the taliban. but he thinks most afghans will still want the help of u.s. forces to rebuild their country. >> afghans understand that the alternative is even worse and that their best bet is to take whatever suffering that they have to take at the hands of

the devastating earthquake and tsunami that struck japan and today the country marked the anniversary by honoring the thousands of lives lost. a nationwide moment of silence was held at 2:46 local teem, the exact time the 9.0 earthquake struck. the quick triggered a massive tsunami that will destroyed several coastal towns. in tall more than 19,000 people were killed in the disaster. >> all their lives were lost, and i feel their pain and i feel the grieving families' pain, and i cannot express my sorrow enough. >> japan's prime minister promised to rebuild the tsunami- ravaged towns where people today paid their respects. a moment of silence was observed as well in san francisco this afternoon as the community remembrance was held. ktvu's debora villalon is in japan town, which mobilized a year-ago and is still help.

>> reporter: ken, ceremonies ended about an hour ago, but people are lingering here in peace plaza and wishing peace for japan's survivors. prayers washed over the plaza as people came together to remember what was swept away a year-ago. lives, livelihoods, whole communities, and since that day, a local disaster fund has raised more than $4 million for relief and rebuilding. >> we will never forget. we will never forget this kindness. >> reporter: the needs are still great. restoring japan's landscape and human spirit. >> from seniors to little children, it's going to go on for generations. >> reporter: the audience heard today from those recently in the quake zone, how survivors need help with stress and suicide prevention.

expected to be a ten-year recovery. we're live in san francisco, debora villalon, ktvu channel 2 news. the us military was one of many groups to step in to help japan in the aftermath of last year's disaster. coming up, why not everyone was thrilled to see troops help america's closest asian ally. a san mateo search-and- rescue team resumed a search for a missing man. 40 volunteers are scouring beaches and cliffs in pacifica for joseph mchenry. the 27-year-old hiker told friends a week ago friday he was going camping and rock climbing in pacifica, but he never returned. authorities found his parked car on wednesday and then some of his belongings on thursday. >> we did find some gear during our search on thursday. we did find some of his camping gear and his friends have confirmed that similar camping gear he would normally carry. >> mchenri was last seen at

his san bruno home on march 2nd, right before he went camping. anything with information on his whereabouts is asked to call police. >> a blaze started before 4:00 a.m. on market street between sanchez and church streets. the flames worked their ways into the joe's barbershop on the first floor. it took firefighters 15 minutes to put the fire out. no one was hurt. we have some new information about a house fire in alameda we first told you about last night on the 10:00 news. investigators say 59-year-old kenneth chait was found in the hallway of his home last night. weigh was pronounced dead at the hospital. his dog was also killed in that fire which started around 8:30 the officials say it could have been caused by an overloaded outlet. firefighters say an overnight fire in sonoma county claimed the life of an elderly

both. crews arrived at home depot at 12:26 this morning. firefighters say when they arrived at the home on old red roald highway, they kicked down the door to try to rescue the woman, but she was already dead. firefighters say she was just feet from the door and it looks like she tried to make it out herself. the coroner has not released her name. members of the candlelight vigil air national guard are on their way to mexico. their mission to rescue two mish essentialmen stranded on a boat in the middle of the pacific ocean. 700 miles off the coast of acapulco. the chinese fishermen were injured on a diesel fire on their boat on friday. the 129 tmj rescue wing is one of three units in the air national guard with the ability to do rescues in the middle of the ocean. >> the guardian angel pararescue men will jump out of the back and into the water and board an inflatable boat. they will take that boat position it next to the sailing vessel and they will board the

temperatures on cool side. tomorrow sun cloud mix, but get ready, beginning tuesday our stormy weather does begin and we'll be tracking episodes of heavy rain and gusty winds. tomorrow morning, not a lot to track out there. coolest locations will be in the lower 30s for santa rosa, napa, san francisco at 46 and san josi right around 40. so here is the very weak system that moved across the bay area earlier this morning, but bigger changes out in the pacific. storms developing and we're expecting some strong storms over the next few days. tomorrow, at 7:00, partly cloudy skies. you will see what happens as we take this into monday night and into tuesday. the first storm begins to move in from the north. coming up, the one part of the bay area that could pick up nearly 6 inch of rain and when the heaviest double pours are expected to arrive. i palmetto of a smell plane and two passengers walked away from a crash in sacramento county. twin engine aircraft went down in a field a few miles from an

airport. officials say there were three men aboard the plane. all of them suffered cuts to their faces. federal investigators believe that the men were traveling from visalia to sacramento when both engine as apparently failed. hundreds people went car- free in san francisco to welcome back a sunday tradition. the embarcadero was shutdown for traffic for the first sunday's streets events of the year. people walked, ran and biked, enjoying the fresh air and getting active. the sunday streets program started back in 2008. events are scheduled to run once ever month until october. a new report ornretail sales is expected out this week and what analysts are predicting from a high-ranking senator says the numbers don't lie when it comes to í

. san josi city council is getting ready to consider changes to the city's municipal code to try to move businesses to downtown. san josi officials say there is a 25% vacancy rate downtown. the proposal under consideration would allow street level space previously reserved for retail stores to be leased to offices. another proposal also under consideration calls for streamline the permit process for businesses to sell alcohol. expectations are high for a new retail sales report due out this week. the february report is set to be released on tuesday. analysts are predicting the numbers will be up for the month of february by the largest margin in five months. economists contributing large sales demand. economists say it's a sign of an improving job market and that job market is bolstering consumer spending. >> that sticker shock you are feeling at the gas pump is

selection is set to continue in the trial of san francisco sheriff ross mirkarimi, a panel of 144 possible jurors is scheduled to be questioned. mirkarimi is charged with misdemeanorle domestic battery, child endangerment and dissuade a witness. a judge is also considering a change of venue for the trial. tomorrow closing arguments are scheduled in the murder retrial of mohammad haroon ali, accused of killing his 20-year- old girlfriend tracy pilot nickoff. biletnikoff. they ruled that that the d.a. denies any wrongdoing the ali's attorney says it was manslaughter. san ramon police are investigating an attempted sexual assault of a teenager
