north. chilly lows. highs 50s to low 60s. out of the 70s. awhile. it will get much, much colder toward the end of the week. here is sal. good morning, steve. right now traffic is moving along pretty well around the bay area with no major problems. we will start off with looking at the freeway here on 80 westbound. it's not too bad coming out to the mccarthur maze. if you are driving in oakland, you will see construction work in the downtown oakland area. some lanes are closed but it's light traffic any way. this is a look at san rafael highway 101 through 580 looks pretty good. this mornings drive on northbound 280 that looks good getting up to highway 17. let's go back to the desk. this morning police are investigating an overnight shooting at an oakland apartment billing. two people were wounded. allie rasmus joins us live with the very latest. >> reporter: we've been in touch with oakland police trying to get more information on this shooting. here's what we know.

around 11:00 last night when gunfire broke out at an apartment complex. police arrived to find shell casings scattered across the driveway of that apartment building and found two men have been shot. one of the shooting victims was sitting upright and appeared to be alert. both he and the other shooting victim are described of having nonlife threaten injuries. police had not revealed the shooting victims age or identity. at this point investigators are trying to determine a possible mote i and put together the -- motive and put together the circumstances that lead up to the shooting. u.s. soldier of a deadly killing spree is in custody. the president called karzai yesterday to of ever his condolences for the 16 deaths.

increase attention in afghanistan and leave an opening for the taliban. berkeley's police chief could face more scrutiny this week. tara moriarty is live outside police headquarters. tara. >> reporter: today city council woman susan plans to meet with the city manager to discuss the police chiefs actions. this controversy all stems from an incident that happened thursday after midnight when berkeley police chief michael meehan decided to send an officers to a reporters home. doug oakley had written a story about a heated community meeting earlier that night. meehan had apologized for the departments slow response in connection with the february 18th killing of berkeley hill resident. meehan said he never apologized but instead said he was sorry for not releasing information

about the homicide earlier. the police officer knocked on oakley's door while they slept. she told oakley she was mortified to be at oakley's home but was asked to give a direct order to ask him to change the story. he says he does not plan to sue and will report to work today. live from berkeley i'm tara moriarty ktvu channel 2 news. jury selection continues in the trial of san francisco sheriff ross mirkarimi. 144 potential jurors will be answering questions today. the someone will also consider a change of venue request. mirkarimi is charged with domestic violence and child endangerment. a concord woman is facing dui and child endangerment. the truck they were in crashed

into a utility pole on market street around 4:30 yesterday morning. that knocked out power to 4,000 pg&e customers and damaged two cars. no one was hurt. police say the woman was the driver but witnesses tell us they saw a man behind the wheel jump out and run away. >> i thought he was the only one in the car. and three or four minutes later here comes that lady and the little kid. >> witnesses say the womyn child left the scene in a taxi. police later arrested the woman at a nearby apartment complex. as for the power several people are still in the dark. the alameda coroners office is investigating a grim discovery in hayward. police found the mans body on the rocks. at this point, it's not clear how the man died but investigators say there is no sign of foul play. the coroner hopes to identify the man later today. 4:35. police are asking for the publics help in the search for a missing marine from san bruno

that vanished ten days ago. that is centered near the sharp park golf course. 27-year-old john mchenry told family members he planned to go rock climbing and camping on the pacifica shoreline. police found his car parked outside the golf course. >> we are searching the ocean bluffs as well as the inland areas from the bluffs. that is an area indicated he would go camping. >> authorities want everyone to take a good look at this picture here. anyone with his whereabouts is asked to call san bruno police right away. air national guard rescue team is helping two injured sailors off the coast of new mexico. they left moffett field yesterday. they left to provide medical aid to the men that were burned by the diesel power. they plan to send helicopters

to retrieve the injured men and the troops. according to bay area news group former assistant vice chancellor dianne liet pushed for five pay hikes. in 2007 he was earning $70,000 a year. by 2010 he was earning $110,000. the raises reportedly started in 2009 when the two began dating. occupy protestors are planning several demonstrations today. this time they are targeting county recorder offices. protestors are expected to gather outside county orer offices in san francisco, sonoma and other counties starting at 9:30 this morning. they will ask them to conduct audits of foreclosures. occupy protestors say too many

incidents of foreclosure fraud are taking place across california. 4:37. as many drivers can tell you gasoline prices continue to climb. the lundberg survey shows prices have jumped 12 cents in the last two weeks. but aaa reports modest prices in the bay area. a gallon of regular is $4.41. that is up two cents from last week. in the southeast and north bay the average is $4.34 cents which is just up a penny. coming up in 11 minutes the busy interchange where solo drivers will be able to pay a fee to use the car pool lane. speaking of traffic. let's check in with sal castaneda and see how things look on the interstate 80 area. >> you are throwing me off guys. what who are these people? i actually do know these very nice people here. let's take a look at what we have here.

traffic is moving along very nicely. ken mentioned interstate 80 and it looks good as you drive in from vallejo. no major problems as you drive out there. also the morning commute looks good at the bay bridge toll plaza. we had road work on 880 near downtown oakland. i want you to watch for that. it's early enough it's not causing a big traffic jam. this mornings commute with 280 looking like all the other freeways nice and light. let's go to steve. thank you very much, sal. we are waiting for the system that will be here tomorrow. we start off billion mostly clear. system is developing. not only is it developing for what looks like decent rain once we get going but a very, very cold pattern for the upcoming weekend. much, much colder for what we have seen. projections this week north bay 3-6 inches of rain. elsewhere 1.5-4. lesser amounts

we go south. system is really two speeds slow and stop. today mostly sunny. 30s on the temps and 40s. 37 fairfield and also santa rosa. the rain continues to paint itself up toward crescent city and north. temperatures held in check with 50s and 60s. there is plenty developing here it will take awhile to get here. winter storm warnings are out. it starts at 11:00 tonight. winter storm warning for the sierra snowfall will be measure measured in feet. snowfall will go up a little bit and come down later in the week. you till have a ways to go here. the system won't crank up until tomorrow morning. more clouds in the north. chilly lows here. extended outlook is active for once. mostly sunny. rain will hold on into wednesday. we will get a break thursday. more rain moves in friday night into saturday. sunday night will be really

good morning, skies are mostly clear. patchy fog. it will be mostly sunny today. looks like rain comes in tomorrow. today 50s and low to mid 60s. time is 4:43. tanker plans were called in to fight a southern california fight that was started by a light plane that crashed in northern los angeles county last night. the pilot tried to land on a road but wasn't able to do that and crashed. the pilot was not hurt. his passenger had minor injuries. federal investigators will goat go out to the remote site to look for the cause of the crash. three bodies have been recovered by a capsized boat off the southern california coast. today the search will receive soup for a fourth body that was floating nearby. they reported the boat missing.

the bodies were spotted from the air but by the time rescuers on the boat reached the area. they were only able to recover three of the four bodies. none of the men were wearing life jackets. one year after a deadly earthquake japanese leaders are pledging to rebuild their country. the emperor and president lead a memorial yesterday. and one of the hardest hit areas thousands of people filled a baseball stadium to mourn their loss. 300,000 people across the country are still living in temporary housing. much of the debris remains piled up. only 6% has been incinerated. san francisco's penn town -- a moment of silence at 2:46:00 p.m. to mark when the magnitude 9.0 quake hit north eastern japan. it concluded with people

scrawling personal messages on paper scripts those will be sent to survivors. >> he doesn't like to be deemed at sea or anything. still shook up. it's hard. >> one person back from the disaster zone says many survivors are dealing with post- traumatic stress disorder. bay area relief has raised $4 million to help japanese recovery efforts. dozens of nuclear protestors marked the anniversary by demonstrating against nuclear power in san francisco. state facilities are similar to the japanese power plant that melted down. a southern california nuclear plant was taken offline last month after a precaution that a leak was detected. the violence continues in syria. syrian activist groups say progovernment gunman killed more than a dozen people in the

city of holmes last night. syria state media confirmed the deaths but blamed armed terrorists. both reports say the dead include a number of children. the continued violence comes despite optimism expressed by a -- a funeral for war correspondent marie is being held this morning in her home state of new york. a wake was hill over -- a wake was held over the weekend. she was culled while covering the violence in syria. she lost her left eye back in 2001 after an explosion covering the civil war in sri lanka. it was a deadly weekend on bay area train tracks. on friday morning 39-year-old papal executive erik was hit and killed by a train. cal train officials say he was standing on the tracks when he was hit. and 39-year-old angela patton

was hit by a train track. 24 hours later a man was hit by a different amtrak train. the three incidents are still under investigation. republican presidential candidate newt gingrich has the most at stake in tomorrow's primaries in mississippi and alabama. so far gingrich has won only two states georgia and south carolina. he's been campaigning heavily in mississippi and alabama. if he doesn't win there, it would be considered a real blow to his campaign. rick santorum has been spending time in the two southern states. he is confident of his chances tomorrow. >> both are very competitive states. gingrich is trying to stake his claim here. we think folks in mississippi and alabama will vote for the conservative who represents their values that can present the best con transfor president

obama. >> mitt romney and ron paul have not spent much time campaigning in mississippi or alabama. looks like oakland school children will not have to change schools afterall. the oakland tribune reports the second wave of school closures has been canceled. toneny smith told a group of teachers he doesn't think more closing is needed. five schools are still slated to close in june. this morning san jose will celebrate the $900 million funding commitment for the bart expansion to the south bay. city leaders will hold a signing ceremony at san jose city hall to commemorate the grant from the federal transit administration. ground breaking rather on the ten mile, $2.1 billion line from the fremont station is set for next month. bart hopes to have the project completed by 2016.

4:49. new express lanes in the south bay opened this week. they are expected to provide relief for some commuters. some 300,000 drivers use the 880 interchange every day. starting thursday solo drivers will have the option to pay a fee to use the car pool lane on a four mile stretch. but some drivers say they don't plan to use the new lanes. >> i commute a lot of times. i have a little trick that i do. i usually go in the right lane. i go back in and out. that's how i fish through. >> toll fees will range from 30 cents to $6 and be collected electronicically by using fast track. cars will have to recover their responders to avoid unnecessary charges. lanes open thursday at 5:00 a.m.. >> i see that guy every day. >> i said you're one of those drivers huh? >> he said yeah. it's march madness time. two bay area teams are in.

there is a big set back for the petaluma little league. they have to replace $3,000 worth of equipment after a theft. police broke in between 5:30:00 p.m. on saturday and 9:00 yesterday morning. the suspects got away with two motorized pitching machine and chalk machine. 4:53. march madness is here and it's time to begin feeling out your bracket. we were there with the st. mary gales as the team found out

they are the number seven seed in the midwest region. that will face 11 seed purdue in nebraska. cal bears are a 12 seed but are in one of the playing games. they have to beat south florida and dayton ohio on wednesday to join the field of 64. today the ncaa womens bracket will be announced. stanford is expected to be a number one seed. and cal is expected to be in the field. exciting times. sal golden bear we know who he roots for. >> i've had up and down days. good morning, everybody. let's take a look at the commute now. traffic is moving along pretty well if you are daveing to any of the bay area bridges. let's start off with the golden gate bridge. southbound 101 traffic looks good getting up or down to the toll plaza i should say. coming down to san francisco from marin. westbound bay bridge that is a nice looking drive. passing through the pay gates

no metering lights on right now. this mornings drive on the san mateo bridge looks good. in fact all the bay area bridges starting off the morning pretty well. let's go to steve. thank you, sal. we do have mostly clear skies. a little breeze picking up the higher elevations. everything is good to go. we are waiting for this system. it will be in here starting late tonight into tuesday and then the pattern will evolve into a colder one. we've had a lot of false hopes in the last three to four months. everything is looking better this week for rainfall. north bay per usual should get the most out of this. elsewhere an inch and a half to four. things will start tomorrow and pick up again late friday into saturday. system though is still developing very, very slow. today it will be mostly sunny. we are starting off with 30 east side and 40s. temperatures will cool off here with mostly clear skies. we are waiting for that system to develop. still it's getting itself up toward the north coast.

scout meeting. there are 3.3 million girl scouts and guys around the area. the whole organization started with 18 girls meeting in savannah, georgia. several bay area troops are marking the occasion with special celebrations all day today. time is 4:56. san mateo congresswoman jackie spear has been chosen by news week magazine as the most fearless women. the edition comes out today. spear was chosen because she helped expose a problem with rape and sexual assault in the military. she is joined by camera -- cam la harris. berkeley's police chief is on the fallout today. plus two people shot overnight in oakland. the unanswered questions police are looking to answer this morning.
