what other officials are saying. a group is blasting the berkeley police chief for trying to persuade a reporter to change his story. the police chief apologized for the incident. now the police association is joining the course of critics who say he went too far. >> police association are outraged, embarrassed by the actions. >> he hasn't commented on the orcs today by the police -- remarks today by the police association. governor jerry brown wit meet with police chiefs across california. pg&e will pay the city of san bruno $70 million. ktvu's ken pritchett is live with why the money does not cover the physical damages to the neighborhood. ken? >> reporter: this settlement is

unusual. pg&e already pledged money to repair the streets and the damage. the money announced today is set apart, to be spent by the city as it pleases. >> reporter: 8 lives lost, 38 homes destroyed, dozens more damaged duing to the explosion. >> we lost 8 souls, friends, family, neighbors. >> reporter: the san bruno mayor said the city was also harmed. that money is not intended to compensate homeowners but to be spent by the city on undecided projects. >> that will be decided by the people of san bruno. >> reporter: the money is separate to pay for repairs. >> we committed on that day that we would work with the city and with the victims to do

whatever we could to help them in the rebuilding and healing process. >> reporter: several homeowners have lawsuits against pg&e but city can only sue for physical damages, which sets the settlement apart. >> the city got a punitive damage award from pg&e in recognition of the damage that it has done to the community. >> reporter: san bruno may receive additional comp scission. the public utilities commission is expected soon to level a fine against pg&e and the city could receive some of that money. ken pritchett, ktvu channel 2 news. >> in addition, pg&e previously set up a support fund to meet emergency needs after the disaster and pg&e wrote checks checks to each homeowner who home was damaged or destroyed.

some of the homeowners separate lawsuits spending against pg&e. the agreement cap as $50 million fund that was set up to pay for repair to infrastructure. collision caused a big delay this afternoon on a freeway. the crash happened after 1:00 today on interstate 680. it caused a big traffic back up. you can see it there. officers opened the freeway an hour later. only minor injuries. later, this san francisco a crash caused another back up. this happened in danville before 3:00 this afternoon on the freeway overcrossing. traffic was backed up for miles. a bicyclist who killed a pedestrian in san francisco last summer pleaded guilty to

misdemeanor manslaughter. a judge sentenced him to three years probation for the accident that killed a woman. he must complete 500 hours of community service and pay $15,000 to the family. dog walkers are being extra coshes in berkeley hills because of a mother lurking in the trees. ktvu's alex savage is live where he found the nesting owl that is creating quite a stir. alex? >> reporter: signs are posted at this trail head warning people to keep their dogs on leashes because of an owl nesting in one of these trees that has gone after some pets. >> reporter: a hiker points out the tree where this owl has made its home. a nest made of tree bark,

perched above a popular hiking tree. this is where she likes to let her dog roam free but because of this owl, rangers are warning people to keep their pets close. >> i usually take her off but i didn't. >> i basically just try to keep the dogs on the leash through the areas indicated. >> reporter: they have seen the owl swoop down on dogs. the owl is defending her nest and the eggs inside. >> she does not make a distinction between a coyote or dog. >> reporter: keeping your dog on a lease will keep them from becoming prey. >> there is more reluctance for the owl to confront humans. >> she is very alert.
