as wet, so some of the pro jections on the north ann notarangelo coast, mendocino county, four this system has to come in. the main core is up here. it's going to sit like spokes in a wheel, send in little disturbances and they'll get progressively stronger. this is our rainfall projection for today. the heaviest in the santa cruz mountains. oakland 2 1/3. napa two, santa rosa 1.65. rain and wind. heavier rain will be later this afternoon into tonight, much, much warmer lows as you saw with a lot of 50s and highs today. if the rain doesn't get here soon enough, this south wind will really be mild.

this is one of those rare days where santa rosa looks to be the coolest at 57. here's sal. >> steve, good morning. of course, with the rain the commute is not going to be the greatest. late go outside and take a look at highway 4. looks like the rain hasn't quite reached here yet if enmass, but there is plenty of rain and a wet road in the east bay. this is a look at interstate 880. the traffic here is moving along pretty well coming up past the coliseum. but you can tell that our camera is bouncing beyond. connector ramp to 380 there's a big rig crash there, southbound 280 at 380 a big rig has gone over the embankment. it's a letter letter and if -- sigalert, if you're trying to get to the airport, use 101. san breuno ramp will be affected until they get this truck out of there.

lauren is live near the bay bridge toll plaza which is under a wind advisory. lorain. reporter: good morning, sal. yeah, it is a little windy out here right now. it's a little cold and a little wet. there was actually a wind advisory that went into effect here on the bay bridge just after midnight tonight. it's also on the dunbarton bridge as well as the san matell bridge this morning. we're on the oakland side of the bay bridge right now and the wind is not too terrible. if you take a look at the trees and bushes over here on the bay bridge, you can see they're swaying in the wind right now, but it's not terrible at this moment. of course as you go farther west on the bridge you can expect that the gusts are going to pick up. the gusts on this bridge we're told can get up to 40 miles per hour today. of course, the chp wants to remind you to use caution while you're driving on the bridges today. slow down and don't overreact if your vehicle sways. also, be careful of any high profile vehicles out here. of course they have more difficulty in the winds out

here. we're also expecting it to get a little wetter. you want to slow down as well in the rainy weather situation. we're going to be in the elements all morning and we're going to bring you updates as the morning progresses. for now, we're reporting live on the bay bridge, lorain blanco, ktvu, channel 2 news. mpletion this morning fairfield police are looking for the person who shot and killed a man right outside a home. ktvu's allie rasmus is in fairfield this morning with more on the city's fourth homicide in just less than six weeks. allie. reporter: well, fairfield police say the victim of this shooting was able to give them some information about the gunman before he passed away at the hospital. so investigators do have a very vague description of a suspect to follow up on at least. but this all happened around 8:30 last night on the 1100 block of haight street in fairfield. police got a call about gunshots in the area and when they arrived, they found a 47- year-old man suffering from several gunshot wounds in the driveway of his home. he was airlifted to john miur

medical center where he died from his injuries. the victim was able to tell police he did not recognize the man who shot him. >> he was conscious and breathing when we arrived. he was able to give us some information. reporter: witnesses say they saw a man wearing very dark clothing running from the scene that fits with the description that the victim was able to give police of the attacker. now, police don't know the motive for this shooting yet or at least they're not revealing it to us. they don't know if this was a robbery or some other type of break-in for some other reason. police don't believe the shooting was gang related and they also say it's not related to another homicide that happened in the same neighborhood about a block away late last month. live in fairfield, allie rasmus, ktvu channel 2 news. time now 4:34. in afghanistan, the protests over the killing of 16 civilians are taking place today. hundreds of students are gathering in the eastern part

of the country, demanding that the u.s. kld accused of the killings be put on public trial. now security forces are stepping up patrols in kandahar. soldiers are searching cars and questioning passengers and the taliban once again vowed revenge today. >> war is is hell. these kinds of events and incidents are going to take place, they've taken place in any war. >> the u.s. soldier in custody is from joint base in lewis mcchord in washington state. he's 38-year-old and married with children. he served three tours in iraq before deploying to afghanistan. here in the bay area afghan- americans held a vigil at u.c. berkeley. >> students prayed for the victims of the weekend massacre last night at spraw plaza. several students say they have family in afghanistan and are now concerned the shooting rampage will damage the u.s. and afghan relationship. >> america is over there

everyday. we're basically at war, but no one really knows what's going on over there. stories like this happen everyday and we're just so oblivious to it. >> another vigil is scheduled to take place in fremont this saturday. san francisco sheriff ross mcreasonabley's domestic violence trial has ended before it began. that was after a surprising 11th-hour plea deal. >> it's caused my family, my department, the sheriff's department and the city great turmoil, pain and disappointment. >> yesterday prosecutors agreed to drop a domestic violence charge and two other misdemeanor counts, in exchange the sheriff pleaded guilty to misdemeanor false imprisonment charges stemming from a new year's eve argument with his wife, eliana lopez. now lee must decide whether to file misconduct charges against him which could result in his forced removal from office. for now, the sheriff is getting ready for sentencing which is

scheduled for next monday. he'll get three years probation, also required to attend domestic violence classes, parenting classes and complete 100 hours of community service. the stay-away order that blocks him from contacting his wife will remain in effect until he completes some of those domestic violence classes. on our website we've posted unedited video of the sheriff's response. you can find it on the case tab at ktvu.com. the east bay's largest school district will ask a mediator to try to resolve a labor dispute with teachers. [ chanting ] >> teachers with the mount diablo school district rallied before last night's school board meeting in concord. there are two main sticking points, the length of the contract and furlough days. the district is offering to repay last year's furlough days in return for possible furloughs next year in the event of more state budget cuts. but the teachers union is rejecting the proposal,

claiming the district has more than $30 million in reserves and does not need furlough days. >> it would be fair for us to get something back so that we can start paying our medical bills. we pay for our own medical, the district doesn't pay for that. it takes a long time to do contracts if you don't start until september. we need a two-year deal so they're not wrapped up in it, we're not wrapped up in it, people can get on with their life and know what to expect. >> in recent years, the schools have closed two schools, increased class size and funded a parents sports program. the san francisco school district is facing its own money problems. teachers plan to demonstrate at this evening's board of education meeting. now, they're upset that the district is waiving seniority and is in the process of sending 500 layoff notices to teachers and other staff. however, the board voted to keep 70 teachers in 14 low- performing schools, and some of those educators were hired just

last year. the u.c. berkeley faculty association wants charges dropped against five people in connection with an occupy protest. back in november thousands of people gathered at spraw plaza for the protest that ended up with confrontation where police were seen using batons on protesters. 39 people were arrested, four cal students and a professor are now being charged with resisting arrest and other misdemeanor crimes. a long-time medical marijuana advocate wants to take legal action against a ucsf hospital. coming up in seven minutes what angel rach says the hospital wouldn't let her do and how ucsf it responding. we'll learn more tonight about the high speed rail train set to zoom through the peninsula and the south bay. a hearing is planned in mountainview to go over the state's final business plan for the $100 billion bullet train from san francisco to l.a. the chair of the high speed rail authority board is is set to make a presentation. you can voice your concern or

support at the mountainview center for the performing arts and that is at 7:00 in the evening. time now 4:39. wet weather and traffic, kind of a bad combination. let's check in with sal and see how it looks out there. >> ken and pam, we already have some fender benders out there because of the wet weather and i want to mention that just about an hour ago the chp final le reopened all lanes of the cummings skyway at highway 4 in contra costa county. a big rig flipped over at 10:30 yesterday morning, spilling hundreds of gallons of fuel onto the busy highway. it took them until about 3:30 this morning to clean up the fuel and remove the big rig and you can see it was quite an extensive operation. it was closed for all of yesterday, but, again, this morning it has reopened. let's go out to some live pictures now. this is a look at westbound 80. this traffic looks pretty good getting out to the macarthur maze, but, again, as i look at the list here, we've already had a couple of things going on out there, just a couple of fender benders, just kind of things that you might be able to avoid if you just slow it

down because of the wet roads. and this is northbound 280 getting up to highway 17. i also want to mention that there is a big rig that went over the embankment or partially anyway southbound 280 on the connector ramp to 380. the big rig is up on its wheels, but it's going to be there for at least another -- chp said it's going to be there for at least another 10, 15 minutes. it's been there since 3:00 this morning. at 4:40, let's go to steve. >> sal, thank you. don't even bother doing your hair today unless you're like me and you have the extra hold in there because look at this. already gusts 50. there'll be a lot stronger than that later on this. is a south wind in advance of the system which is on its way. there's been some rain in advance of it. but this is a slow mover. it's not going to arrive for parts of the south bay until maybe this afternoon if then, so the leading edge is just now moving into the north and this is coming in very slowly to the north bay. this is a computer model forecast for the cloud and rain, your timeline is right below the forecast, tuesday

9:00 a.m. look at that, still the north bay. by noon it's just beginning to move to the coast and watch what happens, finally by 5:00 it starts to move south. so san jose cloudy and windy most of the day. parts of the east bay as well. north bay rain. but now this system, watch, it stalls out. it just sits there, sits there. there's 10:00 tonight through tomorrow morning. see? therein lies the key. if that stalls out, that's something we haven't seen lately and that will give us copeious amounts of rain. due to the cloud cover it's really mild out there. very vigorous system, it'll carve itself out, sending in a series of systems and eventually by the weekend we'll dig in with some extremely cold air. it will start off with the rain and then by the end of the week it'll be more cold. the rainfall projections, the heaviest amounts will be along the coast, north bay and santa cruz mountains. this is into thursday and one to two, probably three north bay, not as much for other

areas. still, a pretty good system here. rain and wind, heavier rain comes in this afternoon unless you're in the north bay, then it starts much earlier. warmer lows with the 50s as you saw. 65 morgan hill, 50s to the north, just too much rain and wind up there. morning rain will take us into wednesday, then a little bit of a break thursday. next system rolls in friday into saturday and then really cold, low snow levels and windy on sunday. ken and pam. >> that's a lot of rain there in that five day. yes, it is, and that's a good thing. we need it. >> yes, we do. 4:43 is the time. 90 delegates are up for grabs in the two republican primaries today. the candidate who needs a win and who's being asked to step aside. equipment stolen from general petraeus little league -- from petaluma little leaguers and how the community is pitching in to help. a crash 280 connector ramp to 380 eastbound in san breuno. we'll tell you what that's doing to traffic heading down the peninsula. cçrrú

reporter: go 80 connector ramp to 380 eastbound, on the way to the airport, really, and the truck went down the embankment, they have a tow truck there and we're just minutes away from it being cleared. it's been out there since about 3:00 this morning. again, this ramp is affected, southbound 280 to the eastbound 380 ramp. if you want to get to the airport and you're leaving san francisco, i would suggest not even bothering with 280 and

using 101. of course the conditions for driving aren't good anyway, so give yourself extra time. at 4:46, let's go back to the desk. >> thank you, sal. pg&e has agreed to pay the city of san bruno $70 for that deadly 2010 pipeline explosion. eight people were killed and dozens of homes destroyed in the blast. but the money will not go directly to the victims. san bruno's city manager says the city will set up a nonprofit and decisions on how to spend the money will be made after a public process. the $70 million settlement is on top of a trust set up by pg&e to pay for infrastructure repairs. yesterday state investigators blasted pg&e for keeping disorganized and difficult-to-access records on its gas pipelines. the california public utilities commission has been investigating whether the company's recordkeeping violated any laws and contributed to the rupture in san bruno. pg&e faces millions of dollars in fines for violating safety rules. a long-time medical

marijuana advocate is vowing legal action against a san francisco hospital after she says they kicked her out for using cannabis. ucsf committed angel rach to help monitor her seizures. during her stay, rach tried to use a medical marijuana vaporizer. she claims she had permission to use the vaporizer by a doctor, but a pharmacist told her she had to stop. rach refused and she says the hospital then kicked her out. >> you can't just threaten me. that's just not fair. i have a right to medical care, i have the right to be able to have my medicine. >> rach says she suffered a seizure after ucsf made her leave. she then went to st. mary's hospital. doctors released her last night. ucsf released a statement, saying even a vaporized form of medical marijuana releases particles into the air that are damaging to the lungs. the statement went on to say that that could have an impact on others in the hospital. voting in the primaries in

mississippi and alabama begins in just about 10 minutes. there is a lot at stake for the republican candidates today. analysts say newt gingrich needs to win at least one of the two southern states to prove he's a viable candidate. rick santorum has urged gingrich to consider stepping aside to unify the conservative vote. and mitt romney says it's a bad idea for everyone to stay in the race all the way to the nominating convention in august. >> if we go all the way to the convention, we would be -- we would be signaling our doom in terms of replacing president obama. we need to select someone to become our nominee, get that person nominated and get focused on president obama and get him out of the white house. >> a total of 90 delegates are up for grabs today. the latest poll shows romney and gingrich virtually tied in both mississippi and alabama with santorum coming in third and ron paul fourth. the first lgbt super pac or political action committee is up and running this morning and it's based in san francisco.

pride pac plans to support president obama's reelection campaign through social media. members say their goal is to reach a million people and raise $1 million by summer. pride pac's website features donation links, t-shirts and a link to register to vote. british prime minister david cameron and his wife begin a two-day official state visit at the white house today. tonight president obama and prime minister cameron will travel together to dayton, ohio to watch an ncaa toarmt basketball game. in the meantime, first lady michelle obama and the prime minister's wife will take part in a mini olympics competition with school kids in the washington d.c. area in celebration of the 2012 london summer olympics. tonight the santa clarita city council will hold another meeting on the 49ers' stadium project. the council is expected to sign off on the final budget and funding plan. now, the price tag for the 49er's new home has now jumped to $1.2 billion. but the big project is now on the fast track with cruz set to begin in a few months.

the current goal is to have the new stadium ready in time for the 2014 season. petaluma police are looking for online sales of baseball equipment, anything from pitching machines to chalkers. that is how they hope to catch the thief or thieves who took thousands of dollars worth of equipment from the petaluma little league. someone broke into the league's equipment shed and took everything the kids need for their games, including bats, balls and helmets. the kids say they can't imagine why anyone would do this. >> why did you steal the stuff? >> they should bring it back and let my dad spent $200 on one of them. >> the community is is stepping up so the league can replace its equipment and the games can go on. 4:51 is the time right now. a technology boost in silicon valley, the upgrade san jose city leaders hope will draw people downtown. can you believe it? randy moss is is now a san francisco 49er. what the controversial wide receiver is saying about his

. welcome back to the ktvu channel 2 norng news. the capital of silicon valley is getting a big technology boost by upgrading a system. a new outdoor free wi-fi system is being installed downtown. it will cover 1 1/2 square miles, bordered by st. john street on the north, and almaden boulevard on the west. city leaders believe the $94,000 system will bring more people downtown and keep them there longer. it's expected to be up and running before the end of summer. time now 4:54. traffic a big deal out there because it's wet out there.

sal, what's happening? reporter: it is wet out there and we have one truck that's flipped off the road in san bruno, southbound 280 connector ramp to eastbound 380, that ramp has been affected by a truck that jackknifed on the ramp. chp just recently told us it should be any moment now when they actually clear this. it's been out there since 3:00. i think the police or the chp is just waiting there for them to clear it and then they can pick up the flares or at least direct traffic to drive through this area. southbound 280 on the 380 ramp which a lot of people use to get to san francisco airport. let's go out and take a look at interstate 880. this traffic here looks okay. it's a little windy this morning, as you might imagine. so watch out for some slow traffic in this -- just in general. this is a look at the bay bridge toll plaza that is light so far, but windy on the span. at 4:55, let's go to steve. >> sal, thank you. very windy in advance of this system which is is marching slowly towards us. the key is that it's going to go so slow it looks like it

will not blast through, so the rainfall amounts could really stack up between today and tomorrow morning. but we have to get it going here and it's just now moving into parts of the north. right now there's some stuff out ahead of it, but the core is back here and that's going to take a while to get here. so as it does, this is our computer model forecast. watch out through 9:00, the timeline is right below the forecast. tuesday at 9:00 still not in the peninsula, east bay, there could be a few light showers, but the main band is is still up in the north bay. eventually by 5:00 tonight, the evening commute, i think, will be a bigger mess than the morning commute, that's for sure. watch how this system -- there's 10:00 tonight and watch how it just doesn't move. very slowly sags south by tomorrow morning. this could be a really big rain producer for the santa cruz mountains, also parts of the north bay and along the coast. 50s in the temps due to that south wind. it's really mild out there. you gotta give this system credit, it's holding together. the core of it, though, or the main band of it, the low is staying to the north until the weekend, then it'll dive. but it's going to send in a series of disturbances not only

today but also probably all the way into friday and saturday. so storms are developing, a stormy week. two to six inches of rain looks very, very likely here. north bay, starts in the north bay and it'll spread tonight into wednesday. we'll get a break thursday before the next system moves in on friday. winter storm warnings out for the sierras. heavy snowfall will be measured in feet. very windy. snowing right now at blue canyon and truckee, but it'll probably going up in advance of the system and go back down tomorrow. heavier rain tomorrow, although the north bay will get in on it sooner. it'll be a cloudy day for the san jose area and later on we'll start to see the rain come in. rain off and on takes us to the end of the week. pam, ken. thank you, steve. the san francisco 49ers did not take long to sign controversial wide receiver randy moss. the 35-year-old worked out yesterday and then signed a one- year contract. moss has played on several teams, including the oakland raiders. he's been criticized in the past for arguing with coaches and not being a team player. but moss says it's a bad wrap.
