>> reporter: yeah, quite windy over there, those reese are getting blown around quite a bit, so are the cars out here. that's why there is a wind advisory in effect on the bay bridge, also a wind advisory on four other bridges, the dumbarton, san mateo, richmond and car teen as bridge all with wind advisories in effect right now. rain has been spotty out here all morning but it's expected to pick up later today and that's why the san francisco public works department is offering free sandbags for potential flood issues, you can pick them up at the operations yard, 2323 caesar chavez street. they will be available all this week from 7:00 a.m. to 4:00 p.m. a limit of 10 bags per household. back out here live now, the chp is reminding drivers to slow down, use extra caution out here and make sure you give yourself some extra time on this morning's commute. reporting live 0 the on the bay bridge, lore rein blanco, on

the bridge? a. the storm is causing problems from the road ways to the runways. they tell us flights have been taking off on time but the airport will go into its weather delayed mode at 7:45 this morning, the flow control procedures, that means arriving planes will be late. delays to last up to 3 hours so call ahead. oakland and san jose airports report no problems at this time but, again, people flying through those airports are asked to check with airlines throughout the day during this stormy weather. a reminder, you can check for airport delays and windy conditions at ktvu.com. you can also sign up to get the information send to your phone for signing up for mobile ktv obviously tomorrow.com. the investigation is underway into an early morning car port fire in october. it started oakland. tara more reartie joins us live and we now have home video

of the big flames, tara? >> interview: that's right. 18 parents and their children will be out of this apartment building for the next 2 to 3 days. that's because the power has been cut off. you can see how dark it is. the fire actually smellinged the neaters here. you can see where it started right in the carport inside one of the cars. a woman who lives here said she woke up to a popping noise, there was a wall of smoke so they ran out the back. this is cell phone video leah mad doc shot here where the fire broke out. maddock says she couldn't get through to 911 on her cell phone or the land line. >> interview: i stood in the courtyard and starting running fire and everybody woke up and started banging on everybody's

doors and got out. it was really close. the fire trucks showed up, and the flames broke out in the front, it's out of the front there. but right now we're all out of the front there. >> reporter: it took firefighters 20 minutes to get the flames under the control. red cross is helping those affected by the fire, luckily no one was hurt. now an investigator will try to pin point exactly what caused this fire but she does tell me it is indeed accidental. tara moriarty, ktvu's news. the sheriff's trial ended before it began, after a surprising 11th hour plea deal. >> interview: for the last two months this case has caused my family, my department, the sheriff's department, and the city, great turmoil, pain, and

disappointment. >> yesterday prosecutors agreed to drop a domestic violence charge and two other misdemeanor charges. he pleaded guilty to two other charges filed by his wife. ed lee has to decide to force charges, which could result in removal from his office. he'll get three years of probation, domestic violence classes, parenting classes and 1200 hours of community service. the stay away order that blocks him from contacting his wife will remain in effect until he completes some of those domestic violence classes. we have unedited video of his response, you can find it on

will be slow. pretty slow on the span on the bay bridge because of the windy conditions as you heard us mention here at the top of the show. give yourself at least a 20- minute window here, maybe a bit more, before you can actually drive on the bridge, past those metering lights. also the morning commute looks okay on southbound and northbound 101. northbound 101 near south airport boulevard near 380 there's an injury crashing. let's move along and take a look at this video of an earlier ramp closure southbound 3820 to 280. a lot use it to get to the airport, it was shut down for an hour and a half after a truck jackknifed. this was video taken just before they re-opened the road, the lanes are open, but again, tough driving town to the peninsula. it's 7:09, let's go to steve. our system is moving through. you kei a, rain, toll solid rain, santa rosa, san jose says

cloudy but windy across the board, not only the coast but some of the higher elevations and maybe where you live as well. our system is on its way and as it does move south it's going to slow down and put on the air brakes and stall out. if you missed this yesterday, some of the possible projections, rain this week through at least sunday, to the north no doubt, heavy rain, mendocino county county in the 1" categories, around 5, senttral bay 3, but santa cruz mountains could have 6 to 7 as well. system is moving, you can see where the line is, there has been some light stuff east- south, but going through marin county, parts of san francisco, oakland out towards the east bay with heavier amounts to the north. in fact i'll show you some totals where we are now. observer greta has had 1.30, an lin 80, and a half inch of rain, some reports of 1" in

windy conditions for some, rain for others, a combination of both, this system is now sliding south, the rain has moved into san francisco over a lot of the bridges, very bumpy ride on some of the ferries from vallejo to san francisco. windy conditions with rain picking up in intensity. 7:15. new this morning the taliban is call for revenge after an american soldier allegedly killed 16 have a fan civilians. taliban militants attacked an afghan delegation visiting a village in the kandahar province where the shootings occurred. a security guard was killed in today's assault. they vowed revenge after an army staff sergeant allegedly went on a shooting rampage sunday. also in afghanistan the first protest over the killings of those civilians are taking

place. hundreds of students are gathered in the eastern part of the country demanding that the u.s. soldier accused of the killings be put on public trial. and afghan forces are now stepping up security in kandahar where the shootings happened. soldiers are also searching cars and questioning passengers. president obama is also condemning the violence. >> president obama: it's a situation where, although we're still doing the investigation, it appears you had a lone gunman who acted on his own in just a tragic tragic way. >> reporter: the u.s. soldier in custody is from joint base lewis mcchord near seattle in washington. he is described as being 38 years old, married with children. we have also learned he served three tours in iraq before deploying for one mission to afghanistan. we'll have a live report coming up from afghanistan in about 12 minutes. it is 7:16. a showdown in the deep south with republican primaries today

that's right. >> reporter: that's right. the recent violence happened around 8:30. the man who lived in this home had just gotten home last night, pulled into the driveway, someone came up to him and shot him several times before the victim even had a chance to make it to his front door. neighbors on the 1100 block in fairfield called police when they heard the gun shots and when police arrived they found him suffering from multiple gunshot wounds in the drive waive. he was airlifted to the hospital where he died but before he went to the hospital he was able to tell investigators he didn't recognize the guy who shot him. police don't think this was a completely random crime, they say that it's possible there is some sort of connects between the victim and the gunman but at this point police say they don't know the motive for this shooting. >> interview: we're not sure what led up to this, if this was some type of an altercation with a stranger that happened out in front of the house, or if some words were exchanged or what the the circumstances are. >> reporter: now witnesses say

they saw a man wearing dark clothing running away from the home and police say there have been other crimes on this same street, most of them gang related, but they don't believe the victim in this case had any gang ties, they don't think this was a gang-related shooting. they also don't believe this shooting was connected to any of the other homocide that have happened in fairfield so far this year. detectives are planning to come back out to this street later on this morning, canvass the neighborhood and hopefully find some more witnesses as to what happened. a sunnyvale woman visiting hawaii for a spiritual teacher's conference died after falling into a rushing stream. the body of 58-year-old san fang shank was found in the ocean. she was hiking towards an inland water fall on saturday when she fell while trying to cross a stream. he is survived bye her husband and two adult sons. 7:32. teachers in san francisco are planning to protest against the school district this evening, they are upset that the board

is waiving seniority and is in the process of sending 500 layoff notices to teachers and other staff. however, the district voted to keep 70 teachers in 14 low- performing schools. some of those educators were hired just last year. a mediator will now come into help resolve a labor dispute at mount diablo school district. [ people chanting ] teachers rallied before last night's school board meeting in concord. there are two main sticking points, the length of their contract and furlough days. the district wants furloughs in the ooh vent of more budget cuts but they claim the district has more than $30 million in reserves and does not need furlough days. >> interview: they can afford it, they have got 17% reserves when they are required to have 2%, and they have been building them every year. i mean we need to put something in, look at it, make sure it's

equitable to all and move forward. >> the recent years the district has closed two schools, increased class size and created a completely parent- funded sports program. teachers say a potential strike is still a few steps and many months away. time now 7:33. san francisco police could soon have new rules when it comes to its working relationship with the f.b.i. the board of supervisors will consider legislation today prohibiting the use of racial profiling when the police department works with the f .b.i.'s joint terrorism task force. ethnic groups have complained the task force is unfairly targeting them. police want muni riders to be smart when holding their smart phones. muni is seeing an increase in the number of mobile devices ripped from the hands of passengers. this afternoon the san francisco police chief and the transit agency will announce a new safety campaign. riders will be reminded to stay alert and aware of their surroundings. 7:34.

rowdy fans could soon be band from attending sportsy events anywhere in california. now the sacramento bee reports state lawmakers are considering making a so-called ban list. that would prohibit anyone convicted of a misdemeanor for filing from attending a pro sports event around the state. no pro team or league has taken a position, yet, on the proposal. a long-time medical marijuana advocate is vowing legal action against the san francisco hospital after she says they kicked her out for using cannabis. ucsf admitted angel raish to help monitor her seizures. she tried to use a vaporizer. she claims she had permission to use the vaporizer from a doctor but said a pharmacist told her she had to stop. she refused and said the hospital then kicked her out. >> interview: they had two cops and a security guard physically kicked me out.

in the pongy district of kandahar, saying it will behead any americans who is on afghan soil. following that, we saw protests in jalalabad which is in eastern afghanistan, fairly far from kandahar which is in southern afghanistan, but still 4 to 500 people took to the streets there screaming slow governance such as "down with america" and"down with obama" upset obviously over the killing of 16 civilians allegedly by a u.s. army staff sergeant who opened fire on civilians in the middle of the night as they slept in their homes. we also heard from the village it, from some of the villagers there, and a local official because today, during one of the funerals for one of the victims from that attack there in the district, there was a rocket propelled grenade that was fired twice, and some small arms fire, and this is as there were several people from the afghan government, high-level

let's take a look at interstate 880, getting slow passing the coliseum. now it looks like northbound 080 is going to be slow until at least you pass high street and after that it does pick up a little bit. 580 is also slow from high street as well. and this morning in bay point, highway 4, pretty heavy traffic on the way out to concord. 680 it is going to be slow as well. remember we have that crash on westbound highway 4 near willow pass road. 7:39, let's go to steve. >> really start to go pick up towards north bay and men data seen oh, 1" amounts have been very, very common. the heaviest will be tonight into tomorrow morning. that may be after 6:00 p.m. to 6:00 a.m. deal as it really slows down but steady rain most of the day. the wind has been a big story. life stormtracker 2 shows how this system is just now inching towards san jose, i was looking at the webcam, they have a

couple now, they really do a great job overlooking san jose and can look towards the santa cruz mountains, it's on its way. if you don't have the rape yet it's really getting close. william out in vallejo about the same, 11/100ths, not too much yet, to the north solid totals, men data seeny. there's 1 1/2 to approaching 2. an lin almost an inch of rain. near santa mean a, and you kei a has a half inch of rain. a lot of potential with this system. first part of this week long event, next week looks quieter, will be the rain and the wind. the second or latter half will be the cold air, that won't be until saturday and the weekend. possibility of thunderstorms then, from then until tomorrow, really more rain, 2 to 6" of rain possible and really windy

as this marches south albeit slowly. yesterday a lot of 30s, the cloud cover in that really strong south breeze/wind has really sent temperatures up to mild to the south. the cold air still bottled up but it's on its way and will start to filter in. get out of the way so you can see this. once the low sets up and carves it out it sends in a series of systems so it will keep going and going. this is a projection on the rainfall through thursday morning, it continues to update i believe it's thursday morning, yes. 2.75 in napa. 2 1/2 in santa rosa, 2 and two bits for san rafael. now easily boulder creek, between 2 and 4, but look at san jose, .32, livermore, concord, .82, these are changing constantly but sue fist it to say everyone is going to get rain, some heavy rain. wind warning out for the mountains, some snow, should go up a little bit and come way down. snow totals will be measured in feet between now and the

a very rainy day. all right. thank you steve. 8:02. new this morning the investigation is underway in 0 an early morning car port fire in oakland. it start add few hours ago not far from lake merit. tara moriarty joins us live from the keen with home video of the big flames. tara? >> >> reporter: now that it is getting light out you can see the damage in the car port behind me. we did speak to a fire investigator and she told ktvu this appears to be accidental and started inside one of the cars right here. the damage is extensive, 6 cars total. the flames leapt up so high it forced 18 parents and children out of the apartments above. [ ♪ ♪ ] >> reporter: a woman who lived in one of the units said she and her teenaged son escaped

and started yelling to get everyone out. this is video she shot where the fire broke out just after 4:00 this morning. >> interview: i just woke up, i smelled smoke, and heard popping sound, and i tried to open my front door and it was just a wall of black acrid smoke. electricity is out, it just basically melted our entire pg&e meters off the wall and the connections. >> reporter: it took 30 firefighters 20 minutes to get these flames under control. they did not have to perform any rescue but they did escort some folks out. red cross is helping those parents and children affected by the fire. luckily, no one hurt, but these families will not be able to get back into their homes for at least 2 to 3 days until pg&e restores power. now a fire expert tells me that parked cars don't normally catch fire unless someone is charging a battery or the fire is deliberately set. so we still have to determine the official cause of this fire. live from oakland, i'm tara

moriarty, ktvu channel 2 news. some firefighters are being commended for their bravery. i got it right here. come with me, man, let's go. >> this helmet cam video shows them rescuing two women from a fiery concord home last year. three firefighters will be honored at concord city council chambers tonight at 6:30. san francisco police are asking for help in trying to find out what happened to a man found badly injured inside of a b.a.r.t. station. the man is in a coma after being found near some pay phones on the core course level of the pacific center station around 12:30 friday afternoon. a station agent told investigators he heard a thump and found the man on the ground. police have identified the man but are not releasing his name. investigators are looking for anyone who may have seen what happened to the man, the man is described as white, 6 feet tall with brown hair and hawaii el eyes, he was wearing a red shirt, blue jeans and white

shoes. the uc berkeley faculty association wants charges dropped against five people in connection with an occupy protest. back in november, thousands of people gathered at a plaza for the protest. it ended with a confrontation where police used batons on some of the protestors. 39 people were arrested. four cal students and a professor are now being charged with resisting arrest and other misdemeanor crimes. hundreds of animal lovers and their pets are expected to rally in oakland this morning to protest jerry brown's proposal to repeal the hay den law. this gives the public 6 days to find lost animals before they are euthanised at local shelters. the governor's proposal would cut that time down to 3 days. the governor has also proposed cutting veterinary care. the rally is at 10:00 this morning, right before the alameda county board of supervisors meeting. the meeting will include the opportunity for public comment. you might want to call it a last-call lawsuit involving a

popular san francisco bar. the landlords of the building that is home to the gold dust lounge in san francisco have filed a lawsuit against the bar's owners claiming they have ignored an eviction order. the owners were first told to clear out in december. they have had several rallies in a campaign to keep the gold dust lounge open. san francisco is scaling down a plan to build a shim erring skyscraper located next to the transbay terminal. the tower is about 130 feet shorter than the previous proposal but would still be the tallest tower in the city. it would stand 60 storeys high. republican voters in mississippi and alabama are voting in those states primaries todays. >> interview: morning y'all. good to be with you. i got it started right this morning with a biscuit and some cheese egrets, i'll tell you. >> candidates are using their southern charm to appeal to voters. coming up at 8:15, the one canada with the most at stake

next step in the case. ali. >> reporter: fairfield police detectives plan to come back to this neighborhood to talk to neighbors and try to get some information. we talked to a couple of neighbors informally off camera and they told us the guy who lived in this house behind us seemed to be a nice normal guy, didn't appear to have problems. his hobby appeared to be working on some of the cars he owned right in the driveway of his home. the driveway of this house is where the man was shot last night. it happened around 8:30. police were called to the scene after neighbors recalled hearing gunfire in the area, and when they arrived they found the victim, a 45-year-old man, in the driveway of his home suffering from multiple gunshot wounds, the man died from his injuries at the hospital but, before he passed away, he was able to tell investigators that he didn't recognize the man who shot him. police don't know the motive for this shooting yet but they also don't think this was a completely random crime. >> interview: could it be a stranger, yoo, it could be a stranger. but we don't believe that somebody is just robbing people on the street at that hour in

front of their homes. this gentleman had just arrived home and something happened. >> reporter: now witnesses say they saw a man wearing dark clothing running away from the house. police don't think this was a gang-related incident even though police say there has been some gang activity on this street, they say this victim in this case just does not fit the profile of the victim of a gang- related crime. police also don't believe the shooting is connected to any of the other homocide that have happened in fairfield, so far there have been five homocide in fairfield this year. live in fairfield, ali rasmus, ktvu news. thank you ali. those looking to pick up someone might have to pack their patience. the airport duty manager tells us they went to their weather delay mode at 8:00 this morning, the program will run through midnight. flights from atlanta and chicago are delayed, flights from denver and vancouver are either delayed or canceled.

a woman who lived in one of the units said she and her teenaged son escaped out the back door. this is video that leah maddock shot here just after 4:00 this morning. she said she heard some popping noises, a wall of black smoke at her front door, so she ran outside and then saw the cars on fire. >> interview: and so i tried to call 911 from my home phone, it didn't work. tried 0 call from my cell phone, it didn't work, i started yelling fire in the courtyard and everyone woke up and started banging on doors and trying to get everybody out. >> reporter: it took 30 firefighters 20 minutes to get the flames under control. crews did not have to perform any rescues, they did escort some people out. red cross is helping those adults and children affected by the fire. but luckily no one was hurt. these families will not be able to get back into their homes for at least 2 or 3 days until

pg&e restores the fire. but fire experts say usually parked cars don't catch fire unless someone is charging a battery or the fire is deliberately set so again, we're going to have to wait on the official cause later today. live from oakland, tara moriarty. we're learning more about a surfer who died in the waters off capatola, he was found face down in an area known as the hook. other surface first have identified the victim as scott woodworth of ben low manned. although the coroner's office has yet to determine a cause of death the sheriff's office says woodworth may have suffered a blow to the face and head. oakland could be getting ready to make changes when it comes to its contract with wells fargo bank. the tribune reports that, today, a city council committee will consider changing who has authority to extend the contract. the council wants more input in the contract extension in the hopes of getting some concessions from wells fargo.

council members say they have been frustrated over wells fargo's unwillingness to provide them information on foreclosures. 8:35. rowdy fans could soon be banned from attending pro sports events anywhere in california. you'll recall several fights at candlestick park including last august during a 'niners/raiders game. now the sacramento bee reports state lawmakers are considering creating a so-called ban list. it would limit anyone who is convicted of a misdemeanor for fighting from attending any professional sports event around the state. no team has taken a position on this. dog owners who use a popular trail in berkeley are being warned about an over protective owl. the owl has made its home in clermont canyon park. some hikers say they have seen the owl swoop down on dogs. none have been hurt. park rangers say the owl is defending her nest and the eggs inside. the rangers put up signs

an investigation is underway into a late-night shooting in contra costa county, it happened in the 1700 block of garameda street near richmond, a 42-year-old man was shot, he was taken to the medical center, no word on his condition. police interviewed him but said he was uncooperative. they say the shooting appears to be a drive-by. it's going to cost you more to take a ferry to alcatraz. starting next month they approved a rate increase from $17 to $19 for adults, although this is the first rate increase in more than three years, the fee hike is scheduled to go into effect april 18th. new this morning, the attorney for former penn state coach jays says he will file a motion next week to decision miss all charges against his clients. the announcement comes after a judge ruled today prosecutors in the case do not have to turn
