as we move into wednesday. >> we are feeling the effects of the winter weather all over the area. we will start in the search gentleman and show you pictures taken this afternoon. a lot of snow fall and crews saying take it easy. also moving on over to the bay area we will start this north of the golden gate. we took these pictures at the creek this afternoon. this is the creek that flooded, several years ago around now year's, ve. its been so dry this year there is no chance it'll flood. let's head just a bit south to sfo. these were the sign that greeted a lot of disappointed travelers, some up to three hours, now let's head just a bit farther south and go to the santa cruz mountains, robert honda is standing by and it's always a problem there. >> reporter: i will tell you here on the summit you can take a look, bill was talking about the driver problems w he are

seeing it here, bumper to bumper traffic. take a look at the seas, very little movement. that's because the wind has not kicked up here today as it has in other areas and that's -- increased the number of power outages, wind and rain has created other types of hazardous areas, we saw a lot of emergency vehicles, one scary crash took place near the southbound highway one exit where a driver spun off the wet roadway and smashed into several heavy wooden road signs. >> it's a person from out of town. they were coming, south on 17 and taking the hook here and going to fast. not sure of what roadway to g went off the road. >> reporter: a tired tow truck driver said it's not just those unfamiliar with the road. he has been helping daily drivers and trucker who seem to be ignoring the rain. >> they are used to driving hill, going back and forth to silicon valley and everything

like that. they just don't realize this hill is dangerous. >> reporter: some we talked to agree but have mixed feelings. they know driving will be an adventure but are still glad to see rain. >> tomorrow i will have to deal with it and go through the 8:30 log down 17 and you know i'm not looking forward to that but today we are just enjoying the rain and just -- glad it's here. >> it'll be easier to enjoy the rain after drivers start adjusting to the conditions, the lack of wind is helping. pg&e had only 23 customers loose power here today. live robert honda. >> the north bay has seen some of the heaviest rain today and is showing no signs of letting up. eric is live tonight, where crews are taking precautions to stop potential flooding. >> reporter: that rain coming down, the district said its storm patrol has been watching

about 20 flood prone areas, obviously no major problems so far but this weather proved almost a disaster for one hiker. as the rain filled gutters all over the north bay and had people looking for cover, it was coming downsideways. marin county search and rescue said the conditions contributed to a hiker getting lost. >> said he looked up and it was suddenly dark and the weather closed in. this building was less than a hundred feet and he was not able to locate it all night. >> reporter: the weather was getting worse when the rescue team found him this morning. the water is moving quickly in the creek that runs under part of the gift shop. >> little less water, things hit the building and it got lifted off it's pilings but, i don't think it'll happen again. not this area. >> reporter: out of her front window morris has reminders of

somewhere look at this live picture of 880. you are thinking maybe i used 580 but they cleared a crash there just in the last few moments, getting here to there, especially in the drive direction is not doing very well. if you know some of the side roads maybe you can use international but only if you are an expert in the oakland area. let's move along. this would be 80 westbound and eastbound. you can see some slow traffic in the eastbound direction. also coming down west on the left there, coming down to the 580 interchange. i want to move through the maps, we have had slow traffic on highway four where you would expect but the freeway between haywood and union city very slow, the northbound direction as silicon valley drive empties out to the east bay. speaking of silicon valley 85 is just a mess and you heard robert talking about highway 17, that's tough driving and a lot of fender benders all over

they start coming in which should be in a moment >> gingrich made several stops in alabama. he talked about unemployment and the need for job training. >> i believe we should make unemployment compensation modern so we give you money, you get trained to have a new job skill in return for the money we give you. >> reporter: ron paul has been focusing on today's primary in hawaii where he is hoping to win 17 delegates. santorum took a break from the campaign trail to spend time with his family. he plans to end at a rally in louisiana where he hopes to celebrate a prayer of primary victories. he spent the last week campaigning, 217 delegates going into the races. we will continue to follow the race for president on our website. just look for our politics page. >> despite the rain there is a protest going on in san francisco right now.

rob roth tells you why teachers so angry about what the district plans to do later this week. >> reporter: angry, noisy san francisco schoolteachers out here protesting filling up the sidewalk. the teachers upset, the administration is sending out more than five hundred layoff notices this week. teachers say they are disgusted. here visitation valley she was teaching science to the 4th graders. school has 16 teachers and four of them are expecting layoff notices this week. >> it's devastating on the morale of the teachers, on the confidence of the parents, to send students to a school where they don't know if the teachers coming back. >> reporter: the district must tell teachers of possible layoffs by march 15th. the superintendent said the district is looking at a short fall of 80 to $120 million over the next two years.

>> we had furlough days, if we did more of those we will minimize how many get laid off. >> reporter: each year for the past several years the district has sent out hundreds of layoff notices but has been able to keep most of the teachers but there are no guarantees. figures show san francisco has the lowest number of residents under the age of 18 than any other major country. families fleeing san francisco. >> when it comes to furloughs, losing teachers every year and leaves a legacy that they don't matter. >> we can't sustain public education with cuts after cuts after cuts. i think the public fleds to be outraged. >> reporter: the protest where teachers frustrated along with administrators but the cut education keep getting deeper.

>> berkeley chancellor will give up his role at the end of the year. he announced today that he will step down as chancellor december 31st but will remain at cal as a professor and researcher. activists celebrating at nounment saying him resigning has been one of their top demands after a violent clash between police and protesters. >> the fact he has announced he will resign, this is a real victory for the movement on this campus and beyond. >> reporter: he became university's 9th chancellor in september of 2004 and planned on serving for just seven years. he said he stayed a year long tore help get the university through the economic crisis. >> coming up here it is really coming down up in the sierra and wait until you see what's happening to ken pritchett who is live in the sierra, the pictures are incredible. we will have them for new a couple of minutes. >> a deadly mistake when a car

. there were still traffic problems at this hour in the aftermath of a big rig accident. started about 10:15 this morning in oakland on southbound 880. a big rig slid inia safety barrier. no word on the driver's condition. crews are on the scene now to repair the barrier and that is causing a back up. >> a man was killed in concord when his van went off an off ramp and landed near a shopping center. the driver lost control and veered right from the willow pass road on-ramp to interstate 680. the vehicle went down the bank and hit a light pole and tree coming to rest at the evening of the parking lot of the willow's shopping center. >> the weather obviously it is raining out here.

it definitely could be a factor. this is a great opportunity to remind people to slow down. >> the driver was the only person in the van. no other vehicles were involved. >> investigation now underway in fairfield tonight into another deadly shooting in that city. this one claims a 47-year-old man. police say the victim was shot several times in front of his home on hey street last night. he was taken to the hospital where he died. investigators say they don't believe the shooting was a random crime. >> could it be a stranger it could be but we don't believe that somebody just is robbing people on the street at that hour in front of their homes. the man had just gotten home and something happened. >> police said there is no indication that the incident is gang related or connected to the shooting in the same area, last the month that killed a 20- year-old man. oakland police say they may have solved their oldest cold

case ever. dna collected in 1974 from the t-shirt of a 13-year-old was matched to a 63-year-old man. the 6th grader was found dead in her home beaten and raped, tuck you was arrested thursday in connection with the case and is now facing charges including murder, burglary and molestation. if convicted he could face the death penalty. >> early morning fire displaced almost 20 people and destroyed several cars. the fire started inside a vehicle parked in a car on adam street. the flames then spread to five vehicles in that carport. this with -- is cell phone video taken by a woman in that complex. they woke up to a wall of black smoke. >> i tried to call the police and it didn't work. it didn't work. we started yelling fire.

whoa. >> reporter: it remains dangerous. >> we are stuck on a sheet of ice. i'm hugging the tire, trying to talk. >> reporter: business has been slow all year for them, this being tuesday it was a slow day despite the snow but there were many accidents to report. >> they just cleared up a six car pile up with in ten minutes ago because people are driving to fast even with chains. >> reporter: just past blue canyon we found this three car pile up. a jeep and suv spun out and a third suv joined the collision. >> usually a chain reaction when someone spins out and has a accident usually the car is behind it, they are also involved, that's what happened here. >> reporter: tim brown said speed was a factor but even with three cars crashed, and just one lane open we saw plenty of drivers fly past this accident not even slowing. take a look. >> yeah if -- you know one thing i just would wish is that

everybody would slow down when it is snows. it's really dangerous and people don't understand. >> reporter: let's take a look at westbound interstate 80. you can see blue canyon the interstate has been cleared to some extent. there is snow and ice on the roads, the chain controls are in effect from baxter up over the summit past here in blue canyon all the way over to the truckee area. that's likely to change as the snow levels move up and down. if you head up this way check the caltrans website. check to see where the chain controls are in effect. that blue canyon ken pritchett. channel 2news. >> a lot of snow up there, a lot of rain down here. what are we looking at for coming hours? >> more rain headed our way. we will see more in the morning. that winter storm warning, ken is talking about stays in effect over night. they will get another foot and a half. going around here is tough because we have wet roadways

basically on all the major highways as people head home. the big bridges action you have the san mateo bridges, mill valley. one of the most significant things i have seen with this storm is the amount of rain in the north bay and coastal hills of the santa cruz mountains, most has received a quarter of an inch. san jose a trace amount. in the north bay nearly three inches or over three inches of rain and? the santa cruz mountains over three inches of rain. its been hitting the hills and that's because you get the hills -- the lift and all this low level moisture -- here is santa cruz, rise up over 2,000 feet. it lifts the air up. you get rainfall accumulations today from one to three inches, up and down the coast and tomorrow we can see another one to three inches in the coastal hill. coming up on four inches rain.

five. >> you are looking at interstate 80 at berkeley and you can see it's wet and traffic is moving extremely slow right now. these aren't the only travelers who have been slowed down by all the rain. we have on storm watch tonight with the impact of the first of a series of storms headed to the bay area. the rain caused three he to four times the number of accidents compared to an average day and delays at one point were up to three and a half hours. sal is in the traffic center. >> reporter: it's not good. especially in the east bay. in marin i want to show you 101 which is very slow up to nevado. we have a picture of it here. you can see how central rafael is good -- we have stop and go traffic. let's go to interstate 880 in oakland. it seems to be dryer here on the way south. i want to put up the map.

continue our storm watch cove rage. you can get the weather by logging onto ktvu.com and click on the weather tab. >> reporter: in the wake of the sheriff's guilty plea to a charge of false imprisonment a lot of people are wondering what's wrong with the sheriff. while his troubles in court appear to be settled there could be more problems in score. we asked the mayor if he is considering anything. >> reporter: we just can't accept the fact that this was sitled in court. that charge is a serious charge we lated to that office. the way it's defined in the code. >> reporter: the mayor's sentence will include three years of probation, domestic violence and parenting and one hundred hours of community service of the. a trial held for a soldier accused in a shooting rampage. officials say the 38-year-old was deploy from joint base louis mccord in washington

state. today's hearing found probable cause to keep him in detention. hundreds of students in afghanistan organized a first protest today in response to that. they are demanding a public trial for the soldier and his execution done by the victim's relatives. the president said the killings outrage outs. >> i have directed the pentagon to make sure we spare no effort in conducting a full investigation. i can assure the american people.afghanistan people that we will follow the facts wherever they lead us. we will make sure that anybody who was involved is held responsible with the full force of the law. >> reporter: the incident has put more pressure on the united states for troop withdrawals but the secretary of defense said the plan to get troops out of afghanistan is still on track for 2014. >> pg&e today announced

another major change to its natural gas system. they say they will soon close it's current center housing its headquarters. they say it's in the process of build the most advance, high tech and central eyed natural gas control center. it'll control the system that it stretch itself bakersfield to the oregon border. >> it'll be more cohesive. we will have elements wall nut, on cord and san francisco. >> reporter: pg&e said the new center in the east bay will be up and running by the middle of next year. >> san francisco is expanding its life sciences industry for a new partnership with canada. >> all right. that is the mayor and the canada ambassador cutting the ribbon on a new accelerateer at the uc mission bay campus. the new partnership brings growth to the life sciences industry but it said it represents something more.

>> we aren't just creating a mission bay for the bay area, we want this it to be reflective of what our city is good at which is international. >> reporter: four canada companies are scheduled to set up shop at the new center. there are new signs that the country may be benefiting the improving job market. the unemployment rate fell in 45 states in january. nationwide it was 8.3%. down from 8.5% the previous month. california had among the highest rate at 10.9%. it was lower than the 11.2% from the previous month. new york was the only state to see it rice. the rates in four other states were unchanged. target, violent sports fans, a plan to keep those who want to fight in the stands out of the games.

. california has one of the highist gas prices in the country. our state's average for region leaded has hit $4.36 a gallon.

it's the second highest only behind hawaii. here in the bay area prices went up from yesterday in some areas, aaa said in oakland the average for regular is $4.34 a gallon. san francisco's average is about $4.41 and it's 4-dollar practice in san jose. >> gas prices may be up but the obama administration says the united states is still on track to meet the president's long term energy goals. a report released yesterday said there has been major progress in cutting foreign oil and boosting american oil and gas production. last year the president aimed to cut american depending on foreign oil by a third in ten years. >> double in fuel -- something we were able to do this past year. it'll make such a difference over the long term that will save about $8,000 at the pump. >> reporter: the president said gas prices won't get lower overnight and the only way they will improve is by using alternative and clean energy.
