the rain creating some treacherous driving conditions for your morning commute. we'll tell you which spots to watch out for. another round of rain and wind for the commute this morning. coming up i'll let you know when we could have a break. we are covering new -- we are uncovering new evidence to an officer shooting here in oakland. new developments out of afghanistan. the clues they are discovering after a top u.s. official makes

a surprise visit this morning. good morning. it's 6:00 a.m. on this wednesday, march 14th i'm ken wayne. dave clark is off this morning. >> good morning, i'm pam cook. thank you for joining us. mark tamayo joining us as well in for steve. how is the weather looking? >> remember the days we couldn't buy a rain drop. we have quite a bit of rain drop. the storm continues to move into the bay area. that will impact your commute. south bay not reporting much at the san jose airport. we have darker shades of green. so the rain and wind couples will be -- coupled will be a big problem for the commute. sal has an update on the roadways. we are looking at this incident that happened here in hayward where this car ran into the light stand. you can tell the air bag was deployed and the person inside the car had to be taken to the

hospital with moderate to severe injuries. nonlife threatening but that person is expected to survive. it was a pretty serious crash here. near the corner of mission boulevard and eighth street in hayward. there was rain falling at the time. police say they think the driver was just going too fast for the conditions lost control and ran into that pole. let's go a live picture of highway 20 westbound. that traffic is under some rain. drive carefully and expect delays. 6:02 let's go back to the desk. we are closely monitoring the bay area road conditions as the rain continues to fall. ktvu channel 2 reporter tara moriarty is in oakland where there are reports of standing water on the freeway. >> the chp is reporting there is standing water at the mccarthur maze. we drove through and couldn't find the six inches of water. so perhaps it's cleared

already. driving is still treacherous. we had a four-car accident about an hour ago in berkeley drivers hydroplaning because of a huge puddle of water on westbound 80. luckily no one was hurt but cars did sustain damage and nerves were rattled. >> i hit a puddle and then i spun around like i was on ice skates. i hit that mini van and then the wall and i tore my car up. it was very scary. >> reporter: a half hour ago cal train clear the coolage onramp. just after 3:00 this morning a 70-foot tree had fallen. crews chopped it up and used the woodchipper to open the highway. the bulk of the rain will be here for your morning commute. and then it will dispate and not return until tomorrow night and mostly strode in the north bay. it's still pretty windy outside. we noticed it die down just ever so slightly. make sure you take it easy.

especially if you are driving across any bay area bridges this morning. live from oakland i'm tara moriarty. it is wet and windy out here there is video from yesterday that rainy weather caused a large oak tree to fall on the house. the couple was inside but they made it outside with no injuries. you can check out the latest weather conditions at ktvu.com and to keep track of airport delays click on the storm watch tab on the front page. in overnight news the investigation into under way in a police shooting in oakland. christien kafton joins us from okay land. >> reporter: we have been trying to find more neighbors in the neighborhood to talk about that shooting. so far the few neighbors i have spoken to didn't know about it. take a look you can still see some evidence of that shooting. there is crime scene tape over here. that neighbor that didn't want

to appear on -- by those stairs right over there. to give you am sense of where we are. we are at the intersection of birch and 90th avenue. this happened last night at 9:00. oakland police officers opened fire on a man they say was armed with a shotgun. there is no word if the man rised the shotgun and took aim at the officers. we -- we do know how -- in stable condition we are hearing he is expected to survive his injuries. police say they recover -- the incident right now is under investigation. we are hearing that place may have been tailing that man. meanwhile we have learn there was another shooting in necessary neighborhood a month ago. a 17-year-old boy was shot and killed just eight blocks from

last nights officer involved shooting. no word if these two incidents are connected. coming back to the live shot. looking down the street. that is where the first incident ha happened. the fatal incident involving a 17-year-old boy who was shot to death a month ago. we haven't tried to contact opd. we've been following their twitter feed and checking out their web page to find out if they have any new updates. so far no updates. we will try to get in contact with them. i'm planning ongoing over to oakland police headquarters to find out if i can find out anything else. for now we are live in oakland christien kafton channel 2 news. defense secretary leon panetta arrived in afghanistan on an unannounced visit. he will try to calm tensions. coming up at 6:15 panetta's message for afghan officials and u.s. troops.

an eight-year-old richmond boy is recovering after being shot and wounded while riding in his families car. richmond shot spotter system recorded the sound of the gunfire in the apparent read rage incident. the shooting happened monday night. police say the boy's father made an abrupt lane change which outraged another driver. >> he got over in a lane and cut this person off inadvertently. the driver of the other vehicle made it known immediately he was upset by the maneuver. >> police say the driver followed the family car for about a mile before firing several shots. striking the child in the backseat. the boy is listed in good condition this morning. no one else was hurt. happening right now at the

white house the formal welcoming ceremony for british prime minister david cameron and his wife will be welcomed with a 19 gun salute. take a look. this is vice president joe biden. live look at the ceremony taking place. this is not an official state visit though just so you know. because the british the queen is considered the head of state in britain. not the prime minister. president obama and the prime minister will hold talks today at the white house though. that will be followed by a formal dinner tonight. we will dip in throughout the morning. there is quite a bit of fanfare at the white house. >> a lot of pomp and circumstances. >> yeah. one of the san rafael police officers is out there. because he tweets. he was overcome with emotion just being there at the white house and hearing everything. >> yeah. it's you know, pretty significant. i was just on the phone there.

already on highway 4 it's pretty solid. the rest of it is okay. mark has been saying the rain will be as tough this morning. if you're worried about the morning commute, it's almost over. as you can see it's pretty obvious the live storm tracker two. come in tighter toward the north bay. not a lot to show you in san jose. they have been reporting mostly cloudy skies at the airport all morning long. current numbers mainly in the 50s it's mild out there. livermore 55. we're talking about all the standing water. look at the numbers over the past 24 hours. santa rosa over 2 inches. san rafael nearly four inches of rain. and look at that ben lomond

number 5.08 inches. just go over the hill in san jose. really squeezing out a lot of rainfall. for this morning periods of rain it will be breezy out there. a lot of activity in the pacific. for thursday rainfall. for friday rain developing in the afternoon hours. sat we could be -- saturday we could be tracking thunderstorms. not a lot to show you by 4:00 or 5:00 but still carry the umbrella. temperatures this afternoon upper 50s to lower 60s. not much of a range be multiple rain clouds. thank you, mark. still a lot of wet weather

time now 6:14. we are following developing news. series of strong earthquakes rattled japan prompting a small tsunami. the first one was a 6.8. it hit at 2:00 a.m. our time. that was followed by a 6.1 quake about 60 miles off the coast of tokyo. a swell of a few inches was seen along the japanese coast. there are no reports of any damage but some coastal communities were evacuated including one that was damaged by last years 9.0 quake and zoonomy me-- tsunami. this tsunami that hit san jose last year is one of the reasons why they are reaching out to president obama. president obama is calling for $5 million in cuts to the tsunami program. the group of senators say this

jeopardizes safety and economic stability. a quick was recorded here near the bay area. it was a 3.1 quake. the earthquake jolted local residence but there are no reports of damages or injuries. leon panetta is in afghanistan amid the uproar over the massacre of afghan civilians. alison burns is in our washington, d.c. with the unusual security precautions the military is taking for the defense secretary's visit. >> reporter: u.s. marines waiting to hear from secretary panetta were told to keep their weapons outside the tent where he was speaking. they usually keep them. these are some pictures of secretary panetta's arrival in southern afghanistan. three bombs exploded around the time of the arrival. killing eight afghans. there have been a number of retaliation attacks since a u.s. soldier killed 16 afghans over the week.

there are reports he's a staff sergeant with the three striker brigade. secretary panetta is emphasizing to afghan officials he is being punished. secretary panetta said the incident is a reminder war is hell. >> they are terrible events. these are not the first of the events. it probably won't be the last. >> reporter: there is surveillance video of the u.s. soldier who allegedly approaching his base and surrounderring after allegedly carrying out these early morning murders. we'll have more on what secretary panetta is saying how the incident will impact u.s.. a convicted serial killer has sent out another chilling letter. wesley shermantine is believed responsible for as many as 20 murders and crimes dating back to the mid 1980s.

he has sent another letter from his jail cell to a sacramento television station. he writes about a possible new location where another body is buried. sacramento bounty hunter leonard says it's a lead investigators can't afford to ignore. so far they have not formally responded to shermantine's latest claim. concord police chief are releasing crime statistic. four increased from 2010 to 2011. they are murder, robbery assault and arson. they are also creating their own pac page to keep it -- castle lake stake -- the money is enough to keep the park open for another year. castle rock was one of 70 parks slated to close on july 1st in an effort to save the state $22

million. 6:18. we've had cars into poles. trees down. standing water on the freeways. sal, is there anything new going on? >> there is a lot of crashes out there that are fender bender. unfortunately we haven't had a lot of major crashes. we will go to san rafael. the last time i mentioned when pam asked me about the white house, there is a group of police officers or one of them from san rafael that is at the white house right now for a sweet up event with the president. that's what i started to say. san rafael looks good. westbound bay bridge here that looks good. so as marked mentioned. it was pretty rainy here. let's move along at one more

here. the suite behas been realtively commute. but it's on the waller sure and these things seem to be not as series. san jose barely picking up any rain fall. just trace amounts. we do have cloud cover and the winds. and on live storm tracker two you can't all the -- moderate downpours. focused in parts of the north bay. sonoma, napa, and vallejo. also from san francisco crossing the bay bridge and the winds coming out of the south. you get an idea that creates a problem crossing the bridge span itself. in the south bay as i mentioned san jose reporting cloud cover. we do have a few light showers nearby. the bulk of the rainfall really has been focused in the santa

cruz mountains. picking up five inches of rain. five inches of rain in the past 24 hours. current numbers in the 50s. hayward 56. livermore in the 50s. the bulk of the activity will be for this morning. in the afternoon hours we will still hold on to a chance for a few showers. and then the bigger perspective in the pacific we have more storms lining up. storm the thursday deal it will take its time getting here. the rainfall develops up in the north bay. especially late to mid afternoon. friday rainfall developing saturday some cold rain and thunderstorms. this morning rain showers out there. a chance into the afternoon hours. you will notice the wide-spread stuff begins to move out of town. today temperatures in the upper 50s to lower 60s for afternoon highs. san jose around 62. a look ahead your five-day forecast. multiple rain clouds. possibly thunderstorms by saturday. >> thank you, mark. this morning the government

reports import prices jumped .4 of a percent. the first increase in import prices excluding future. many hotels around the country may have to close their pools by tomorrow. they need to have lifts to provide disabled guests to the pool area. they face a $65,000 if they don't have it. many hotels say they are not sure which pool lift would meet the requirement so they will wait rather than buy the wrong time. pool lifts cost about $5,000 each. we will show you traumatic video of a chase in los angeles. the reason police were after the driver and how a child was involved. a santa rosa elementary school faces an uncertain future again. good morning, right now

it's backed up all the way out to the 880 over crossing. moot everying lights are on. high speed chase ended with a toddler being taken to a hospital. they say the driver took off and got on several freeways before as you saw officers rammed into the pickup truck. the driver and a female passenger surrounderred that's when they saw there was a toddler in a car seat. no one was hurt in the crash but paramedics took the child to the hospital as a precaution. tonight there will be a vote to close doyle park in santa rosa. they took a similar vote three weeks ago but failed to pass. the district has previously said test scores are poor and school enrollment there is declining. critics say the district wants to close doyle park so they can use the site for a french- american charter school. the latest storm is

bringing serious snow to the sierra. brian hickey is in the middle of it. how are the roads looking? >> reporter: very snowy. you can see the workers that stay here at the lodge digging out. getting ready go to work this morning. digging out now and digging out this afternoon when they come home from work as well. picked up a half a foot of snow last night. and it continues to dump down here this morning. latest system is warmer than the first one. snow lines are -- it's pretty slushy between there. once you get up to donor summit this is what you will find. all snow that continues to pile up. promising to bring as much as a couple feet. all eyes looking ahead to the weekend where if everything lines up, we could see 4-6 feet of snow out of the next system. on top of whatever falls today.

reaction big rally yesterday. nasdaq starting above 3,000 for the first time since the year 2000. looks like a pretty decent opening. >> biggest day of the year yesterday so far. >> yes. thank you for joining us on ktvu channel 2 morning news it's wednesday, march 14th i'm ken wayne. dave clark is off today. >> i'm pam cook. it's now 6:30. we are on storm watch this morning. wet, windy weather is causing flooding in parts of the bay area and taking down some trees in other parts. ktvu lorraine blanco joins us live from the richmond-san rafael bridge where it has been windy there. >> reporter: the winds have been howling out there. the van has been shaking all morning. when i tried to get out of it, it's hard to close the door back up. you can see over here the brush is just rocking and rolling out here on the san rafael side of the richmond bridge. there is a high wind advisory in effect for the bridge and

the bay bridge this morning getting across the richmond bridge is especially tricky in conditions like these. especially if you're in a high profile vehicle. the chp is warning drivers to slow down, correct your steering, and watch out for any flying debris out here. you can see traffic moving pretty smoothly right now. but you should still give yourself extra time. the roadways are slick this morning and there is a lot of standing water. especially on entry ways and exits out here. the wind is a lot stronger on the san rafael side over here. so be extra careful driving east toward richmond on the lower level of the bridge this morning. it is cold, it is windy outside. bring your umbrella and obviously if your driving this morning make sure you give yourself a little extra time. reporting live in san rafael lorraine blanco. >> get back inside that truck. thanks. the rain was causing problems in sonoma county. this four wheel drive truck got

stuck in the road on mark west station road. about a mile down the road two feet of water covered the roadway. if you have any weather pictures, we would like to see them. up load them to photos at ktvu.com. you can send us pictures on facebook as well. we might share some of your pictures during the broadcast. overnight a man was hit and killed on southbound 101 in san mateo. it happened at about 12:30 this morning. just south of the pop her exit. highway patrol said they received several cars about a man staggering in the road and then they received a call that the man was hit. his name has not been released but they say he was a 22-year- old from san jose. investigation is under way in a police shooting in oakland. christien kafton joins us now

from oakland with some new information this morning. >> reporter: in the last 30 minutes have confirm with three more neighbors that this is the scene of the officer involved shooting. there seems to be a real reluctance to come forward and talk about the shooting. evidence of the shooting is everywhere. there is still leftover crime scene tape. we did talk with one neighbor that told us off camera that that's nights officer involving -- around toyth and birch. witnesses tell us they heard shots right around 9:00 last night and saw officers and the suspect. oakland police confirm that officers opened fire on a man they say was armed with a shotgun. there is no word if the man took aim at the officer. the man officers fired on was

taken to high lant hospital -- highland hospital in stable condition. we are hearing police may have been tailing that man for some time before the shooting and he may be a suspect in another incident. meanwhile we learned there was another shooting a month ago. a 17-year-old boy was shot and killed eight blocks from here. no word if the two incidents are connected in any way. coming back to the live shot. let's give you a sense of where we are. that is the street. about eight blocks in that direction that other shooting of that 17-year-old boy happened again. that just happened about a month ago. we are trying to find out from oakland police if the two incidents may be tied together. meanwhile we have been trying to get in contact with oakland pd since last night. we are planning on heading over to oakland police headquarters to try to get more answers about this officer involved

shooting. oakland police are looking for four suspects wanted for the latest violent incident involving craigs list. one man was wounded in a shooting in an apparent setup. the victim drove himself to a walgreens on 82nd and international. police say he was shot in the shoulder after meeting with four men on a street corner. the victim wanted to buy some cell phones that he saw advertised on craigs list. republican presidential candidate rick santorum defies the odds to win the primaries in alabama and mississippi. >> we did it again. >> wins in the two southern states were considered crucial for newt gingrich's campaign. happening right now we want to take you live to the white house where there is a formal welcoming ceremony for british

it calls for the 49ers to pay $30 million a year to the stadium authority. the council also approved a $1.7 billion finance deal for the stadium construction project. contra costa county fire stations could be closed unless voters approve a $90 parcel tax. the fire chief told the board of supervisors six of the districts 28 fire stations could close without that money. supervisors say they were surprised because that tax is twice as high as they were told last year. so far no tax proposal has been put on the ballot. 6:38 is the time. back over to sal for a look at traffic. wet roads out there. >> it has been wet out there pam. we have been following a lot of the slow traffic now. this morning when i got in when we first went on the air at 4:30. it was a little bit worse than it is now. that should make you feel better. it's evening out. there is a traffic collision.

westbound 580 that one popped up two minutes ago. we don't know much about it. the crashes keep coming in. there is a new one on mcglove lin avenue. and there is a new one southbound 280. so they keep coming in. they seem to be relatively minor. people are losing control of the cars. you look at a live picture of highway 24. you can see how busy it is here in lafayette. moving along to another live picture westbound bay bridge that is backed up. pretty solid now. we have been looking at contra costa county now and highway 4. and 80 westbound we had a couple of fender benders on the way through richmond. through the most part it's moderately heavy traffic. for the most part you will drive in wet conditions through the morning commute. 6:39 let's go to mark. hi there sal. the water is accumulating on the bay area roadways. as a result be extra careful on the roads.

especially for this morning. we are adding to the totals right now. as you can see, we are coming in tighter here. we are zooming in. you can see the darker shades of greens and yellows corresponding to heavier downpours. coming in closer to the east of berkeley and around the richmond area. backing the maps out toward san francisco and out in the pacific there are is more developing. there is rain primarily for the morning hours. of course the bulk of the action has been focused in the santa cruz mountains. some of the current numbers. hayward 55 degrees. santa rosa 53. san jose mid 50s. winds having an issue as well. winds coming in around the south at 25 miles an hour. be extra careful crossing the bay bridge. periods of rain for this morning and then into the

afternoon hours we could scale back a bit. still a chance of a few showers throughout the afternoon hours. as you can see the activity developing, more storms lining up. rain developing up in the north bay. especially by mid to late afternoon on thursday. another storm for friday. and then by saturday cold rain and thunderstorms. winter storm warning still in place for the sierra until 11:00 this morning. snow levels have been coming up to around 6500 feet. our forecast models showing you rainfalls. decrease in coverage later on today. temperatures mainly in the upper 50s to lower 60s for afternoon highs. multiple rain clouds on the five-day forecast with your weekend always in view. could be tracking thunderstorms by saturday. >> thank you, mark. kidnapping survivor jaycee dugard said she's looking ahead to the future. >> that is over. nancy and phillip are behind bars. >> what life is like for dugard and her daughter's today.

ktvu channel 2 reporter tara moriarty is in berkeley with new reports of flooding on 580. tara. >> reporter: we are here at the university of avenue overpass just over interstate 80 where you can see just how rain slick these roads are. we found a large puddle of standing water in the slow lanes just before the harrison street off ramp. it's so deep that it's messing up people's cars. one driver had to call the chp office to push his car off the road because it wouldn't start. >> i hit a puddle and then i spun around like i was on ice skates and i hit a mini van and the wall. i tore my car up. >> very scary. >> very scary and dangerous. >> reporter: high winds and rain toppled a 70-foot tree at
