a high wind advisory in effect for two bay area bricks -- bridges this morning. we're gonna tell you where they are and just how windy it is out here. two powerful quakes rocked

japan last night. the tsunami fears that followed. >> reporter: neighbors are telling us about new information in an officer- involved shooting. and a surprise visit from the top man at the pentagon to afghanistan. "mornings on 2" starts now. good morning. welcome to "mornings on 2." i'm ken wayne. >> i'm tori campbell. it's wednesday, march 14th. it's another wet and windy day. flood, downed trees and slick roads. we have team coverage. we start with lorraine blanco with the windy conditions on the richmond/san rafael bridge. >> reporter: good morning. the wind and rain have been pretty consistent. if you table take a look at my

notepad, you can see how -- it's actually not as soaked as it was a couple of minutes ago. there's a high wind advisory right now for the bridges. getting across the bridges can be tricky in these conditions, especially if you are in a high- profile vehicle. the chp is warning drivers to slow down, continue to correct your steering and be on the lookout for any possible flying debris. the roadways are slick and there is a lot of standing water, especially on those entryways and exits. the wind is a lot stronger on the sab ralph fell side of the richmond bridge. so be extra careful driving east to richmond. back out here live. it's cold and wet and slippery. pack your umbrella and your patience on your way to work

this morning. lorraine blanco, ktvu channel 2 news. >> thank you, lorraine. we'll have more on the rain when we check in with sal and mark in a few minutes. you can always check the "mornings on 2" site. christian kafton is live in oakland with new information on an officer-involved shooting. >> reporter: over the course of the morning, i've confirmed with four different neighbors that this was the scene of the shooting a lot of the neighbors seemed very reluctant to come forward and talk about the officer-involved shooting. you can see some of the evidence here. you can see this is some crime scene tape left from the incident. one neighbor told us that the shooting happened just through this gate right there on those stairs here at burch and 90th avenue. we have video of that suspect being taken to the hospital. witnesses say they heard shots around 9:00 last night and saw

the officers and the suspect. now, oakland police did conconfirm that officers opened fire on a man they say was armed with a shot gun. there's no word if that man raised that shot gun or took aim or not. the man was taken to hot. he's expect -- to the hospital. he's expected to survive. the incident is currently under investigation. we are hearing that police may have been tailing that man for some time before that shooting and he may have been a suspect in another incident. coming out to our live shot, we've learned there was another shooting in this neighborhood about a month ago. a 17-year-old boy was shot and killed just eight blocks down the street in that direction. no word at this point if the two incidents are connected in any way. we've been trying to get into contact with oakland police since that shooting last night. so far have not heard to find out more information about that shooting. in the next hour, we'll be leaving the scene and going to

oakland police headquarters looking for answers. for now we're live, christian kafton. 7:04. leon panetta arrived in afghanistan in an unannounced visit. coming up at 7:15, panetta's message to u.s. troops this morning. san francisco's police chief says he's against a bill that limits the department's relationship with the fbi. the bill would require the department to share more information about its work with the fbi joint terrorism task force. the information comes after interviewing people. a final vote is expected next week, then mayor ed lee has ten days to decide whether to veto it. san francisco's fairmont hotel on nob hill is being sold

for about $00 million. according to bloom -- $200 million. according to bloomberg, a los angeles company is buying it. the buyer is very excited, he says, to own a piece of san francisco history. so far, no word on what he plans to do with the hotel. happening right now, hundreds of customers in san pablo and richmond are without power. the outage is affecting 850 customers. it began at 1:00 a.m. an comim failure is that dash an equipment failure is the cause for the outage. we want to check in with sal. there's a lot of things you are covering. >> yes, including flooding. this is a live picture from our -- or -- yeah. this is a live picture and i forgot to put the live bug up

there. if someone will do that for me. this is highway 12 -- thank you -- at fremont drive near broadway in sonoma. you can see that this is flooding that is so deep that earlier this morning some cars got stuck here so they had to call caltrans to close the road. they can't let people drive on this road in sonoma county. you are gonna come upon a lot of these closures because of the deep standing water. it looks like a little lake there that is cropped up in the middle of this road. highway 12, fremont drive near broadway and sonoma county. let's move along and take a look at the maps here. highway 58 westbound to the 24 ramp. that's shut down. there is an injury accident there. someone was briefly trapped inside the vehicle. paramedics are just arriving there. let's go to a live picture of the bay bridge toll plaza. that's backed up for at least a

25-minute delay and a lot of standing water everywhere. 7:07. let's go to mark. >> hi, sal. we're taking a look outside. moderate to heavy downpours. right now on the maps, we can show you some of the activity out there pushing back into the region and the action will continue to be a factor somewhat, at least in the short term with rainfall rates picking, right around the central portions of the bay and the northern portions of the bay. as you can pick out on live stormtracker2 we'll put this into motion and zoom into a few neighborhoods around fairfield and clayton. those yellow cells out towards pittsburg indicating some heavier downpours. also emeryville and oakland, we have accumulating water. san jose at last check reporting some light rain showers and that action will spread to the south. rainfall totals, look at these numbers. these are numbers ending at 5:00 this morning.

santa rosa over 2 inches of rain. look at ben lomond over 5 inches. compare that to the trace apartments in san jose. but we're adding to some of those totals right now. current numbers are in the 50s we're off to a -- 50s. we're off to a mild start. winds out of the south to around 25 miles an hour. the bulk of the rainfall, heavier rain and then more cloud cover and then a chance of a few showers. this is basically illustrated nicely with today's testimony. we have multiple storms. the next one is set for thursday, especially up in the north bay. by friday increasing rainfall and then by saturday more rain and some thunderstorms. so into the afternoon hours for today, we scale back on the coverage and the probability and then into tomorrow, tracking this system moving in from the north that brings in a chance of rain showers. a better bet by thursday night

and then another system comes marching on shore. that will be for friday evening. forecast highs, mainly in the upper 50s to 60s. and multiple rain clouds in this five-day forecast with your weekend always in view. saturday could be the interesting day with the possibility of thunderstorms and low snow levels right here in the bay area. thank you 7:10. a wall street prediction has people buying up apple stock. a morgan stanley analyst is predicting apple stock could reach $960. that's nearly 80% higher than where the shares are currently trading. i just checked wall street. apple's stock is trading at $582. that's up 2.5%. apple recently released the new version of their ipad. many predict there could be a new ipad -- iphone. >> i can't even afford one share. [ laughter ] >> i know. very expensive.

infineon raceway. we'll have more on the forecast coming up. all right. thank you, mark. 7:13. a series of strong earthquakes rattled japan overnight prompting a small tsunami. the first one, a 6.8 magnitude quake hit at 2:00 a.m. our time, about 150 miles off hikado. that was followed by a 6.1 about 60 miles off the coast of tokyo. there are no reports of damage. however, some small coastal communities were evacuated, including one damaged by last year's 9.0 quake and tsunami. the 2011 tsunami in santa cruz is one reason six new senators are worried about a new proposal by president obama. in the proposed 2013 budget, the obama administration is calling for almost $5 million in cuts to the national tsunami program. the group of senators says this jeopardizes safety and economic stability.

an was reported in -- an earthquake was reported in lake county. the 3.1 magnitude quake struck near clearlake oaks about 11:30 last night. the earthquake jolted some residents but there are no reports of damage or injury. lee on panetta has arrived in afghanistan on an -- lee on -- leon panetta has arrived in afghanistan. alison burns has more on his message to the u.s. troops. >> reporter: the bottom line from secretary panetta is the u.s. strategy is unchanged. he says it's important to stick to the plan of gradual troop withdrawals to bring a responsible end to the war. the trip has been planned for more than a month but it's taken on more urgency in the wake of the massacre of afghan

civilians, allegedly carried out by a u.s. soldier. he's telling afghan soldiers the u.s. soldier will be pushed. >> the reason you are here is to make damn sure that never happens again. and we have day in and day out -- there's been sacrifices. we've made significant progress in that effort. >> reporter: the u.s. soldier accused in the shooting spree was caught on surveillance video walking alone up to his base in afghanistan and allegedly surrendering. there are also more reports this morning that involve was involved -- that alcohol was involved. alison burns, ktvu channel 2 news. 7:16. happening right now -- movie stafer george clooney is --

star george comroonny is expected to testify in front of a committee about the ongoing violence in sudan. these are live pictures from washington. that's senator lugar speaking now. clooney is president of the organization trying to return the full scale. this will be clooney's third appearance to talk about sudan. clooney has punishly visited sudan and says it's very difficult to see people living in clear. he's there. unfortunately, the camera does not show him. republican presidential candidate rick santorum pulled off surprise wins in the alabama and mississippi primaries yesterday. jamie did you -- jamie dupree has more. >> reporter: hi, tori.

ive just want into one of mississippi's -- i just ran into one of mississippi's senators. i asked him what he thought about this. he said is definitely blindsided him. on the ground in both state, i didn't feel it either. i was in become -- i was in montgomery, alabama. it seems like the late-deciding voters went rick santorum's way. a win is a win is a win. and it certainly gives him mom moving toward -- momentum moving forward. >> what about mitt romney? obviously still the front- runner but does santorum's win hurt him at all? >> reporter: know, the romney people are -- now, the romney people are -- when you sort it

all out, romney will probably have a little edge, a couple of delegates. but it raises questions about why he cannot connect in the states and why he is not winning down south. illinois is next tuesday. that will be a tough one for romney. the polls are close and he may win as well in puerto rico on sunday. look for rick santorum to argue this is a two-man race between him and mitt romney. >> do you think that -- think newt gingrich has hinted that he and santorum should try to grab the vote. do you think there is a chance that they could become a president! vice president ticket. >> reporter: i would say this, the -- they would rather have

wednesday. >> that's right. this is a look at the commute that's very, very wet all over the place. let's go to sonoma county first and start off with the roadway flooded here on highway 12 near 121 at the y here. this is actually closed because of that flooding, and you can see that no one is getting through here on highway 121 at 12. this is pretty torrential rain and very big flooding. so again, this is -- as our photographer said, looks down the road there, just down that road is the shellville grill if you know the area. just stay away from that area. until the water recedes, you won't be able to get back. this is 880 in oakland. we've had a lot of fender- benders in oakland and berkeley. accidents that pop up and then clear rather quickly.

but the damage is done. we have a new one 980 just after highway 24. we had one on 24 near 580. we had one near 880 up to the macarthur maze. too many to keep track of, the peninsula traffic is looking pretty good but flights at san francisco airport will be delayed again today. they are already talking about a ground delay program of two hours and 50 minutes. that's according to flight advisorier which is a website -- adviser which is a website that tracks air delays across the country. let's go to mark. >> hi, sal. the radar, moderate to heavy downpours paying us a visit. the timing not feat for the morning commute -- great for the morning commute. i'm watching this area -- i lut p a boundary there -- i will put a boundary there. rounding the pacifica out

toward the bay and concord, right now heading into the fairfield area as well. i will clear that out and we'll come in tighter. we'll show you some downpours closer. this will shift to the mans and zoom into emeryville and oakland. as we back the maps out in the south bay, not as much rain but san jose now reporting light rain. here is the system we've been watching. you will notice it's a continue use stream of moisture. one thick we need to happen is have the moisture move to the south. that's expected to gradually happen. in ben lomond, over 3 inches, and 2.25 for santa rosa. we still have to hold onto showers in the afternoon.

the highest chance will be in the north bay. rainfall redevelops friday. it could be legally heavy late in the afternoon. this is all set up for a cold episode into saturday with a -- with the possibility of low snow levels and thunderstorms as we head into the first half of the weekend. so the active weather pattern will continue over the next couple of days. >> thank you, mark. 7:26. overnight gun violence in the east bay, how it's tied to other crimes. >> reporter: we're live in oakland where the weather has been creating some hazardous conditions for drivers. we'll tell you some hot spots to watch out for. also, important news for anyone heading off to san francisco airport this morning. we'll tell you what we learned just a few minutes ago.

live storm tracker radar covered with rain. downpours have been increasing. you will notice really targeting the central portion of the bay and also up in parts of the north bay as we come in tighter. we have accumulating water on the roadways and strong, gusty winds. for more on the commute, we'll check in with sal. he's standing by.

>> right now we're looking at a live picture of 80. you can see the rain is picking -- coming down. the traffic is very slow as a result of the rain and the wind that's actually making it very tough driving across the bay. numerous accidents. i say we've had three times the amount of accidents on a normal morning. this is just two and a half hours into the commute. so drive carefully. we've been on the mood tracking weather-related traffic problems. tara moriarty is right near interstate 880 in oakland. tara? >> reporter: well, good morning there, sal. you are exactly right. there have been a lot of crashes. none of them very serious. we have standing water and this seems to be the story all morning long, standing water and high winds, making for a treacherous morning commute. we did talk with the chp within the last past 15 minutes. they say luckily there's no serious incidents. a lot of fender-benders and

spinouts because of this weather. we found a large puddle of standing water off harrison street and 580. it's so deep but it's messing up people's cars. one driver had to call the chp to push his car off the road because the engine would not start. and just before 5:00 a.m. in berkeley, we had a four-car crash near gilman where several cars hydroplaned. one driver we took to was pretty shaken up. >> i hit a puddle like i was on ice skates. i hit that vehicle. scary. >> reporter: kind of scary that moment, when you don't have any control? >> oh, yeah, always a sense of panic comes with that. but luckily everything is -- just minor damage. nothing major, no injuries. >> reporter: now, around 3:00 this morning, high winds and rain top med a -- toppled a

12:00 a.m. multiple calls came in of a man straggerring in the road. the victim was pronounced dead at the scene. it's unclear why the man was on the freeway. >> at this time, we don't know if drugs or alcohol played a factor. if any impairment was involved, we do not know at this time. >> the officers say the victim is a 22-year-old from san jose but they did not release his name. the driver involved in the crash is cooperating with investigators. oakland police are looking for four suspects wanted for the latest violent incident involving craigslist. one man was wounded in a shooting last night in an apparent setup. the victim drove himself to a wall green's following a robbery and a shooting a few miles away. police say he was shot in the shoulder after meeting with four men on a street corner. witnesses say the victim wanted to buy some cell phones he saw

advertised on craigslist. the new stadium in santa clara is a big step closer to ryalty. a lease agreement was approved last night. the team will pay $30 million to the authority. the city council also give its okay to a financing deal for $1 billion to build the stadium and the surrounding areas. the chief of the central contra costa fire district says without a $90 annual property tax, six of the district's 28 fire stations would have to sat -- would have that shut down. that fire district includes parts of antioch west through walnut creek and a small section of western contra costa county. 7:35, a convicted serial killer has sent out another chilling letter.

wetly shermantine is believed -- wesley shermantine is believed to be responsible form serial muferredz. he's now sent a letter to a sacramento tv station. he writes about a possible other location where another body is buried. a bounty hunter says it's a lead investigators cannot afford to remove. >> has the sheriff gone out there and looked over that property? i don't know. but i tend to believe wes shermantine. >> so far, investigators have not formally responded to shermantine's latest claims. the full flight schedule at sfo began about an hour ago and already heavy rains and -- winds have cre ated details -- created lays.

anyone -- delays. anyone and anyone heading out there should call ahead. and ken, you are a pilot. the reason why there's so many delays is the runways run very close together. >> yeah, and they institute flow control. instead of a plane landing every 30 seconds, they land every minute. >> okay. >> the good news, you don't have to rush to the airport. you might want to give yourself extra time, though, because it's messy out there. >> in addition to the flow control -- ken, you are a pilot, you know this -- they come in on different runways instead of coming in on runway 2-8. they come in on 19. the pilots are not as familiar so you notice if you are a resident in the area, the planes are coming in a

different way, yes, they are. >> this is a live picture. the roadway is flooded here in recall sonoma county near the y. this isen on highway -- this is on highway 21 near 112. just about a half-mile down from the shellville grill, completely shut down because of deep wanding water. if we -- standing water. if we zoom in, you can see a couple of people didn't see it. that's when caltrans initiated a hard closure. this is a look at highway 4. some pretty slow traffic as you come up to the willow pass grade. it's so all the way from antioch. one solid line of traffic here and heading south because of the wet weather. pretty tough driving over the santa cruz mountains. back into the valley, 101 is very slow in san jose. if you are on the peninsula,

101 is slow near san mateo. 280 is your better bet on 280 coming down to the san mateo county down to redwood city and woodside. >> hi there, sal. we have mostly cloudy skies. the intensity has been picking up over the next our or so -- hour or so. we're basically covered over the entire area. darker shades of green, there's heavy cells in the middle of the bay, just moving across. they are reporting light rain. backing this out once again, you can see more development in the pacifica. this will be marching onshore. the band of moisture is working its way into the bay area.

that's the biggest issue now. temperatures are and winds have been increasing. we still have the gusty winds, especially for the bay bridge and also the richmond/san rafael bridge. any bridge that crosses the bay with the winds coming out of the south. the rain could be heavy at times into the afternoon hours. mostly cloudy skies. showers likely. she could scale back in the last couple of hours. currently, in fact, in the bay area, more storms lining up offshore. here is the sequence. rain develops up in the north bay, this could be mid to late afternoon. another storm moves in. and by saturday we could be tracking it. thursday we're tracking the system moving to the north.

it will be a slow mover. and then friday, another piece of energy moves to the north. forecast highs mainly in the upper 50s to the lower 60s. and a look ahead, your five-day forecast with your weekend always in view. as we do aapproach the -- approach the weekend, especially friday and saturday, we could be tracking some rain and some thunderstorms. all of this rain needs more snow in the mountains up in the sierra. we could be measuring the voefl snowfall and -- total snowfall. let's go to brian hickey. >> reporter: goornl. we've been up here for six hours. you can see this is the situation. it's been like this the entire doom we've been here with this much snow accumulating on the ground. we picked up about .506 to 10 -- about .50, 6 to 10 inches

maybe. 18 inches for squaw valley. a good dump last night. it continues to dump tonight. looks like it won't let up all day long and the resorts have their eyes set on this weekend where if everything stays the way it is right now in the forecast. they could be looking at as much as 6 feet of additional snow on top of what falls today. that will be saturday's system. if you are heading up interstate 80, there will be winter driving with chain combs around my -- controls around nyack. we've had occasional gusts around 20, 30 miles an hour. up on the ridges, it will be

the federal trade commission subpoenaed apple. there are reports that they are specifically interested in how apple incore rates google on its iphone and ipad. the sources say the agency wants to know how google became the search engine of choice on apple's electronic devices. a judge has approved a plan that could keep the city of hercules out of bankruptcy. the city owes more than $4 million to its insurance company and can't repay it all at once t will put up two commercial lots as collateral in thele money is repaid. that city-owned property is worth about $10 million. city buildings in trenton, new jersey are filled with

president obama and the prime minister will hold talks today at the white house and that will be followed by a formal dinner tonight. and today, students at santa clara ufrt will join with other schools across the country -- university will join with other schools across the country to hear about staying with it when it comes to pursuing an engineering degree. it's part of the effort to address the country's shortage of ecnears. jaycee dugard says she's making progress but will continue to live in seclusion to protect her own daughters. she made her first public appearance in new york city this weekend where oprah winfrey presented her with an inspiration award. despite the public appearance, dugard told diane sawyer in an interview that she plans to stay in hiding because she wants her girls to have a normal life.

[ sound of gunfire ] >> the shooting happened monday night following a traffic dispute near the hilltop drive exit of interstate 80. investigators say the boy's father made an abrupt lane change which apparently outraged another driver. police say the irate driver then followed the family's car for about a mile before firing several rounds striking the child in the back seat. >> when you have an 8-year-old innocent victim that's, you know, impacted by a stupid road rage incident, it pulls at the heartstrings of the officers. >> the boy is listed in good condition. no one else in the car was hurt. police say the gunman was driving an older model black crown victoria, similar to a police squad car. san francisco police are

kennelworth high school. police say students sprayed graffiti that portrayed gang symbols and had racial slurs. they arrested a student on monday. but they say he did not spray- paint the messages. other teens were arrested last week. three schools were locked down in brentwood after an aattempted -- attempted home invasion was reported nearby yesterday afternoon. the suspect ran off in the direction of two schools in a child care facility. after police searched the facility, classes resumed. the suspect has not been caught. an 81-year-old woman beaten and assaulted is still unable to describe the attack. on january 28th, the woman left her home for an earl walk.

been pretty rough. >> yeah. as you know, it's been raining throughout most of the commute. and with the rain comes more crashes. this is right near the y on highway 12 near 121. right -- this is about half a block away from the shellville grill. a lot of people see it on the way to sonoma. this is flooded. highway 12 is closed. you have to go another way around. it will not reopen and to have a hard closure in place, i mean, it will be there for a while until the waters recede, it stops raining and the trains can catch up. if you are on 580, most of that ride is going to be under the speed limit. and moving along to the

east shore freeway on our maps, you can see red, very slow traffic from pinole. still, heading out to richmond we've had a lot of fender- benders in the area and then the nimitz freeway, northbound, i told you it's slow. it's backed up from hayward to oakland and from fremont heading south. let's get to mark. >> just in time, moderate to heavy cells purring across the bay area. this is our camera in bay point. the rain downpours are kind of moving in occasionally and some gusty winds. in fact, winds out of the south from 20 to 25 miles an hour. here's a closer leak at the radar and basically we have the motion from the pacific. the celling moving in. as a result, they are really not moving. that's why we've had the wet commute. you will notice more intense cells closing in in the green for san rafael and also right around the richmond area.

we have been tracking moderate to heavy rainfall across parts of the bay area since we started our morning shows at 4:30 this morning. still a big factor. this is a raider loop -- radar loop. still, the darker shades of grown indicating the heavier downpours having a big impact on the commute this morning. mark, right now, we have some pretty tough driving conditions and the bay area, as you can see. in snow na county, we have -- as you can see, in sonoma county, we have -- the entire section here is closed off. a lot of people obviously trying to get to the main part of sonoma. the actually city there, the town of sonoma. but they can't. you need to come up with another route. this is 121 near highway 12. it looks like the waters will be there for a while. in fact, earlier this morning, the cars got stuck. the chp had to come get them out. speaking of bad problems around

the bay area, let's go to tara moriarty who has been following problems related to the storm. tara? >> reporter: well, you know, sal, it seems like every 10, 15 minutes we hear sirens from the fire engines, chp and the ambulances. we're here at the 880 connector and there's standing water on the roadway. a lot of fender-benders. the wind has died down over the past hour. that's the good news. but solo spinouts and other accidents because of this weather, luckily, nothing too serious so far this morning. now this was so -- now, this was so deep, it was messing up people's cars. the driver had to call the chp to help -- to have them help him push the car. several cars hydroplaned.
