look at this, .08. this has not been a significant deal. but the bulk of the action for the coastal range and especially right around the central portions of the bay and the north bay. here's a look at the current numbers. most areas are starting out thursday morning in the 50s. this is kind of a fascinating satellite and radar imagine. you can see yesterday -- this is basically a constant hose of rainfall pointed toward the bay area. we had persistent rain yesterday. still, clouds and drizzle, a few showers out there this morning. temperatures in the low to mid 50s. still a chance of a shower into the afternoon. upper 50s into the 60s. our forecast model showing you our next system moving on

shore. this will be for tonight, also into friday morning and then the strongest one, the main cold front passage, that sweeps into the area on friday. more on that coming up in just a little bit. as far as -- another look at the forecast model showing you, the clouds out there this morning. it will be enough to wet the roadways at least in the short- term for this afternoon. a winter storm watch in place for late tonight into saturday morning. snow fall will be on the order of 10 to 20-inches and snow levels initially 7500 feet. coming up, i'll have more on your weekend forecast in the bay area and the timing of the strongest storm in the series coming up. >> good morning. i want to ask the guys in the control room if you could bring up one of my maps because we have a problem in oakland developing in the oakland hills. here it is on highway 13 at the park boulevard off ramp. there's a tree that came down and at first report someone was

actually hit by this tree. we're just getting reports that the tree is indeed there and looks like maybe someone was hurt. this tree came down on the park boulevard off ramp from southbound 13 in the oakland hills fire department with a chainsaw on the way along with chp. i'll let you know about the break news coming up but it sounds like this park boulevard off ramp is going to be shut down until they get this thing taken care of. let's move to a live picture here. this is a look at traffic on highway 4. the traffic is moving along relatively well. new toll lanes were scheduled to open today at the 237 interchange. open on tuesday in just a few days. at 4:32 let's go back to the desk. >> breaking news from the south bay this morning. a four unit home is on fire.

it's located on underwood drive. that's near williams road and the expressway. the first call came at about 2:45 this morning. at one time the fire went to four alarm needing extra crews were needed. no word on any injuries but stay with us because we'll have a live report from the scene in just a few minutes. >> time now 4:32 new trouble tied to our stormy weather. a rain swollen river is threatening to overflow on to a section of a popular bay area amusement park. she joins us live from a santa cruz beach boardwalk. what's happening down there. >> we just arrived here about ten minutes ago and i met with a maintenance person that told me a little bit about what's going on i. hard to see because it is dark right now but that is over the river and that's the area that has been the

trouble spot here. it has pushed us up and over to the point where it's high enough to threaten the beach boardwalk. usually it runs out to the ocean but the wet weather pushed it toward the beach. we have video to show you exactly what's going on. the water is washed away, a wooden staircase at the boardwalk here and if the water seeps under the boardwalk's retaining wall it could cause a lot of damage. a spokesperson said that the water had never come this close to the park. the park spent a good part of the day yesterday using earth movers to build up sand on the beach trying to block that water. so far the river has only caused a few thousand dollars in damage but with more storms in the forecast, everyone here in santa cruz certainly is keeping their eyes on the forecast and on the river. now we're going to be moving around here a little bit more trying to get a view of that. the maintenance worker i spoke with said you actually can't

see where the river has turned right and moved it's way up to the boardwalk and you can't see it now because the park isn't open and because it's private property you can't get to where the damage is. we'll get as close as we can and we'll try to see what we can and we'll bring that video to you. certainly everybody here keeping an eye on that weather hoping it doesn't cause any further damage here at the beach boardwalk. >> the wet roads played a role in a multicar crash that shut down an oakland freeway for more than an hour. that happened late last night on southbound 880 near the 98 agent avenue overpass pass. two cars slammed into a sedan that stalled on the freeway. emergency crews had to use the jaws of life to remove the victims from the cars. two of those victims were taken to the hospital. >> my advice is to please slow down. take due caution when it does start raining, due caution before it starts raining

because the roadways are still wet and please due caution after it starts raining because just because it stopped doesn't mean thatted the roads are dry. >> they're also investigating whether alcohol played a role in that freeway pile up. the stormy weather played a role in this crash last night. a car veered off the road and slammed into a fire hydrant. that sent water gushing into the air. it briefly created traffic problems in that busy shopping area. the driver of the car was not hurt. the rainy weather also caused a lot of problems around the east bay. coming up at 4:45 we have downed trees that caused a big power outage and we'll tell you reason homeowners are bracing for more rain. >> time is 4:46. we have an update on the parent on duction. they located her and her five

year old daughter sometime around midnight. authorities aren't revealing where they were found but they say both the mother and the child are doing fine. she is accused of taking the girl from the child's father's home on sunday. there was concern about the girl because perez made suicidal threats in the past. a frightening ordeal for an elderly woman. burglars kept her trapped for 8 hours as they ransacked her house. two men pushed her into the bathroom and blocked the door and took cash and jewelry from her home tuesday morning. officers say it's part of a string of burglaries plaguing the oakland hills disstrict. the school board voted to bring back the program which was cut back in 2007. now, the sheriff's office will use its drug dogs at two middle schools and the high schools. the searches will focus on parking lots and locker rooms.

the schools hope that it will prevent students from bringing drugs to school. public school teach letters find out if they'll have jobs for the next school year. today is the notification dead line for lay off notices. school districts already issued about 8,000 pink slips statewide with at least 1200 here in the bay area. california schools and community colleges have seen more than $20 billion in funding cuts and defers over the past four years. this morning students and parent assuming cross california plan to protest education cuts. they'll blow bubbles in front of schools. it's all part of a campaign urging lawmakers to not blow it and pass a budget that fully funds education. it includes mckinley elementary and glennview elementary in oakland. the teachers union struck a deal. the supporters of the

millionaires tax started gathering signatures next month. but governor brown argued it could reduce their chances of passing. this would increase the sales tax by a quarter cent. personal income tax would go up a% for individuals earning $250,000. 2% for those making 300,000 a 3% jump for a half million dollars a year. >> it speaks squarely to what is people's key interest which is that the wealthy pay their fair share. because of that it's going to resinate with people. >> supporters need a million certified signatures. they estimate that the initiative would generate $9 billion in the first year. now is 4:39. we're expecting a busy morning this morning. >> all right. we do have a crash on highway 13 involving a tree that came down. let's go right to the maps. this tree came down and someone was trapped by the tree.

that person seriously injured. they have closed highway 13 to allow all the rescue crews which still have not arrived at the scene. in fact -- they had to close the freeway to get the heavy rescue equipment up to highway 13. if you're on highway 13, expect a closure, in fact, if you can avoid highway 13 right now, that would be recommended to allow these crews and chp to work on this incident. a tree injured someone near the park boulevard off ramp on highway 13. both directions of the freeway may be temporarily shut down. some lanes may be shut down for awhile. let's take a look at the westbound bay bridge. this commute looks good coming out out toll plaza. part of highway 1 and 121 expected to reopen today. the road looks more like a small pond yesterday. now water from the creek caused flooding and drivers were forced to use other routes.

>> power outages, downed trees, mud slide fears, those were just some of the rain related problems around the east bay hills yesterday. crews were removing two massive trees that took down power lines. about 600 customers lost power and neighbors say they're preparing for more outages. >> might make the coleman lantern and the backpacking stove more accessible so you can find it in the dark. >> meantime, rain caused serious concerns for people living on a crumbling hillside. they hope a tarp and sandbags will keep the ground stable during these new storms. >> new this morning, defense secretary meets with afghan president. now, this is new video we want to show you of the two men meeting today. their meeting comes amid new out rage in afghanistan over

former oakland raiders star. she charged with killing his girlfriend at a drug rehabilitation center in 1999. she's the daughter of hall of fame wide receiver. he was convicted of killing her in a crime of passion. years later they said prosecutor disproperly dismissed a juror. the verdict in the retrial will be announced at 9:30 this morning. there's a new developing involving the iraq war veteran that suffered a serious head injury last fall. the attorney now says his client was hit in the head by a bean bag round. now earlier it was widely believed that a tear gas canister fractured his skull. the question of how he was injured and by whom is still the subject of an on going investigation. >> member of san francisco's

fire department are worried about the aging ambulance they operate. they stay department is about to receive $6.8 million in state money. union leaders want the department to spend much of that money on new workers, new equipment and new ambulances. >> a great majority of the ambulance having over 100,000 miles on them, that causes us great concern both for the firefighter and paramedic safety and for the public safety. these are old beat up ambulances. >> ktvu obtained documents from a recent internal fire department audit that shows 24 of the departments 41 ambulances have at least 120,000 miles on them. 12 of them are listed in poor condition. the fire department admits the fleet is aging and says it has five new ambulances on order. >> crews are expected to continue clearing out debris from a san jose home. they started the clean up on tuesday and already made some progress. the front yard of the home on
