morning. >> good morning. still tracking lingering rain showers, kind of in between storms but there's so much moisture out there producing wet weather rae assuming cross the bay area. right now you can pick up the coverage and notice the bulk of the action is up in the north bay right around santa rosa. shifting the maps way to the south, you can see more action right around -- well, toward, just to the santa cruz mountains. i'll back this out again. you can pick out activity. mostly on the light to moderate side. another storm to talk about. more on that coming up in a few minutes. >> this morning, we're looking tateyama east bay. we have had a couple of sere owe crashes but this is a look at southbound 880 with the headlights coming towards us. you can see traffic is moving well. westbound, a small delay heading west. at 6:01 let's go back to the desk. >> the biggest traffic

problemming is developing news in the oakland hills. there's a fatal crash. she is live with what's going on right now. >> with electrical, the coroner just arrived a short time ago. one person is confirmed dead and one other person has major injuries. you can see right now crews are trying to clear the roadway of that debris from the fallen tree. the entire southbound side of highway 13 year park is shut down right now. we were first on scene just a few minutes after the first emergency called and this is what we saw. a 20-foot tree across the entire roadway. firefighters tried to get to the vehicle stuck under the large tree. at least one person was trapped inside at the time and we heard loud screams as first responders worked hard to help victims. the first calls came in around 4:20 a.m. of a multivehicle accident and tree blocking the roadway. an alert was issued 15 minutes

after. we're still making calls and trying to find out how many people were injured and how many cars were involved. highway 13 southbound is shut down while crews investigate a calidria screen where a tree fell on the wood. we're told he's going to be coming up to give us more details. also, crews are on the scene of an early morning fire in the south bay. flames started in a four unit home on underwood drive in san jose. a firefighter was injured in that fire. now he was not hurt seriously but he has been taken to the hospital for treatment. now, these are the photographs taken of the fire by a photograph. you can see the intense flames. they describe what they saw when they first arrived on the

scene. >> it was a heavy fire initially. we had many occupants to make sure were evacuated. there were 17 total occupants that have been displaced. safely neighbors were able to help get people out before our arrival. >> the red cross is now on the scene to help them find temporary housing. coming up at 6:30. we'll have a live report from the neighborhood and hear from a mother who scrambled to get out of her home with her 7 week old baby. there's new trouble tied to our stormy weather. a rain swollen river is now threatening to overflow on to a section of a popular amusement park. christian joins us live from the boardwalk. >> yeah, we moved in the last hour. now before we were on the other side of the park. we now moved to an overlook here on the backside of the park. you can give you a better sense of what's going on. you can see, that is the river running along the backside of

the park. you can see it running right there against the retaining wall on the backside of the beach boardwalk and that is what is causing the problems out here. usually that river runs directly out to the ocean but now, since we've had all the rain over the last couple of days, it actually pushed the river out of it's regular channel a little bit to the west and is running along the backside of the park. it has already washed away one wooden stairway. i spoke with a maintenance worker when he first arrived here and he told me you can see the staircase out in the baby daylight. if that water continues to run along the retaining wall it could undermine that wall and cause a lot of damage. now the boardwalk spokesperson said that the water has never come this close to the park. coming out to our live picture, you might just be able to make out one of the earth movers there. now the personnel here at the park have been using the earth movers, trying to push sand out

into the channel, trying to redirect the river. that work seems to be working there but you can see that the water is up here along the backside of santa cruz beach boardwalk. so again the hope is that by moving some of the sand it will help resolve the problem out here, clearly folks here in santa cruz and the beach boardwalk will be keeping an eye on not only the river but the forecast as well. we'll bring you the latest details. for now we're live in santa cruz, channel 2 news. in overnight news, the chp says the wet roads played a role in a car crash that shut down an oakland freeway more for than an hour. it happened near the 98th avenue overpass. two cars slammed into another car that stalled on the freeway. emergency crew hearsay to use the jaws of life to remove the victims from the cars. two people were taken to the hospital. >> my advice to everybody out there is to please slow down.

take due caution. when it does start raining, due caution before it starts raining because the roadways are still wet and please after it stops raining. >> the chp is also investigating whether or not alcohol played a role in that crash. >> public schoolteachers will find out today if they'll have jobs for the next school year. today is the notification deadline for lay off notices. school districts already issued about 8,000 pink slips statewide but that leaves 1200 here in the bay area. california schools and community colleges have seen more than $20 billion in funding cuts and defer alabamas. this morning, sunts and parents plan to protest education cuts. they will blow bubbles in front of schools. it's part of a campaign urging law makers to don't blow it.

it includes mckinley elementary. >> there is new out range this morning after an army sergeant accused of shooting rampage was sent out of the country. he met with the president trying to ease the tensions. coming up, we'll tell you why a military expert says it's better for that army sergeant to be tried here in the u.s. >> time is 6:07. it's been a rough morning out there. >> yes. >> let's see what's going on. stuff driving in the mountains because highway 17 ; we've had slow traffic this morning, we had a tree down, they're still trying to clear it. the worst of it is over. they have been making progress there. we also want to move the maps to the east bay where highway 13 remains shut down. highway 13 is shut down between 24 and 580 because of a fatal crash. northbound 14 is open now. you can use 24 to 580.

that would be your best alternate for now. if you're driving through the bay bridge toll plaza it is backed up for a five minute delay. the fast track lanes are not effected just yet but the lights go on at about 6:15 every morning. the morning commute on san jose freeways looks good and so does northbound 85 and northbound 101. >> good morning to you. we're still tracking -- there's still rain showers out there. all on the slight side. nothing compared to yesterday but still enough to populate the radar here. you can see activity up in parts of the north bay. santa rosa, the airport, reporting light rain at last check. right around the bay itself, nothing to show you here but we have quite a bit of low level moisture in the form of drizzle so still enough to wet the roadways here and the santa cruz mountains they pick upped significant rainfall over the past 48 hours and still showing you showers right now in the mountains. current numbers are on the mild

side in the 50s. mountain view in the upper 50s and san jose 57. for this morning, clouds and drizzle. still a few showers. low to mid 50s. then into the afternoon hours, more cloud cover, still a chance of showers especially up in the north bay. you can see all the activity, look at that continuous moisture stream pushing to the bay area. here's what we have on tap today. the weather system moves to the north. as a result we could bump up the shower chances especially by tonight and also tomorrow morning. winter storm watch goes into effect late tonight and lasting right through saturday morning. our forecast model showing you rain showers early, late tonight into friday morning and then for friday afternoon still showers and the heaviest rain is scheduled to move into the region friday evening. forecast highs this afternoon, upper 50s to the 60s. san jose right around 65 and a look ahead, your 5 day forecast, rainfall develops for

the stormy weather may have played a roll in this crash last night. a car veered off the road and slamed into the fire hydrant sending all that water gushing into the air. the water briefly created traffic problems in the busy shopping area. the driver was not hurt. >> new this morning, former illinois governor rob blagojevich heads to federal prison in colorado. i want to show you video of him leaving his home. plenty of reporters on hand. also looked like he was signing autographs. he faces a 1 year prison term on corruption charges. he was convicted of trying to sell president obama's u.s. senate seat. the soldier suspected in sunday's killing rampage in

afghanistan could be tried in washington state. he is now in custody in kuwait. how afghans are reacting to that move. >> afghans are protesting in the streets. furious the soldier accused in that shooting spree won't face justice in afghanistan. the defense secretary just wrapped up talks with the president. he called it unforgivable. he's calling on u.s. and international troops to pull back from rural areas and villages to main bases. he wants afghan troops to take the lead in securing the country by the end of next year. the staff sergeant will likely be tried at his home base near washington. we just interviewed a defense analyst that says it is best for the u.s. that he be out of afghanistan. >> the taliban is going to do everything possible to try to use this incident to inflame events as much as possible.

so the more things that can be staged around that, so it does make sense to kind of move him out of the country. >> this is also new this morning, the taliban has suspected preliminary peace talks with the u.s. in the wake of the shootings. members of san francisco's fire department are worried about the aging ambulances they operate. the freighters union says the department is about to receive $6.8 million in state money. they want the department to spend much of that money on new workers, new ambulances and new equipment. >> you have something that is so old that the manufacture won't cover it's performance. >> it is an aging fleet. currently we have five ambulances on order and shortly there after we'll order another five. >> now fire crews say one thing that makes this more urgent is soon they will be responding to

a higher percentage of life support calls that come from 911 dispatchers. >> it's 6:16. the centers for disease control says it's seeing an increase in disease out breaks from imported food. the cdc says according to the latest study disease out breaks from reported foods were up in 2009 and 10. vegetables were the most common source. 16% of what we eat in the u.s. comes from other countries. hbo is canceling one of its series. the show luck was abruptly pulled from the air following the death of three horses. now the most recent death was this week prompting protests from animal rights groups. it's set on a racetrack and was in it's second season of production. >> well, the 2011 winner of the world's ugliest dog contest has died.

he won the title last summer and was 15 years old. she won a trophy 15 times as big as she was. with comments from the judges on her long tongue and hair. her owner says she will miss the little dogs funny ways but her memories will live on forever. >> she was so ugly she was cute. >> exactly. that's exactly what i think too. >> all right. time now is 6:17. all right. good morning to you. things are settling down a little bit. we still have serious things to talk about. highway 13 southbound is closed because of a fatal crash that happened early this morning. they're still clearing the tree that may have caused this wreck on highway 13 southbound, still the oakland cruiser there, and chp has closed 13 between 24 and 580. northbound 13 is open. it's going to take awhile for the lanes to reopen. i'll have a live report from lorraine at the scene. she has new information about

what happened this morning. this morning's commute, this is backed up for about ten minute before you make it to the bridge and san jose, northbound 280 traffic looks good. 17 is better after they cleared the tree down but it's going to be slower than normal thriving down to the valley. good morning to you. we're taking aloof lookout side. it's kind of a different morning than yesterday. yesterday we had the moderate to heavy rain. we still have lingering rain showers throughout but at least the intensity has backed off a bit but as you can see up in the north bay, showing you a few showers right around the central portions of the bay, basically blank but i want to mention we have reports of drizzle right around the bay itself and even if you're not covered anywhere you can still have rain showers out there and then still showing up here and also right around the santa cruz mountains. so the forecast for today, we have temperatures as we take a

look at the forecast basically in the 50s. san francisco 55. these are the current numbers, napa 55 and san jose in the upper 50s. so one system moving in today, this will keep the clouds and scattered showers in the forecast. next one moves on shore as we head into a friday, especially into friday night. as a result multiple rain clouds showing up. rainfall redevelops friday and showers likely saturday with a possibility of thunderstorms. happening right now, david cameron and his wife are heading to new york city. they are boarding as you can see at this moment aboard a british airways jet. they are at andrews air force base waiving good bye to washington d.c. last night they attended a state dinner at the highs house and earlier he went with the president to ohio to watch the ncaa basketball game and now they're going to new york city to visit the

september 11th memorial there. >> they're recalling more than 8,000 cars because of a defect that can mislead drivers. they're infinitives from the 2003 and 2004 model years. a bad circuit board could cause the gas gauge reading to be incorrect. in 26 cases the cars actually ran out of gas when the gauge registered full. effected owners will be notified on how to get the problem fixed. >> higher gas costs drove u.s. whole prices up next month. that's the biggest increase since september but the hike was only half at that big if you take out gas prices. >> gas prices up 50% in the last month in the bay area -- i mean 50 cents. >> i notice when i see the total. >> all right. we'll show you something you don't see every day.

good morning. traffic is -- i would say it's moderate here. there's no major problems this morning. if you are driving on 13, though, if you plan on using 13 right now, you can't do that southbound. you have to stay on 24 and use 580 instead. >> all right. thank you. well, a mistake behind the wheel lead to a car crashing into a home. take a look at that. the reporter posted this photo of the wreck on it's facebook site. police say she accidentally hit the gas pedal and went through the wall of an apartment. firefighters had to vacuum the excess water from a ruptured water line there. two girls in the home at the time but they were not hurt. >> an oakland man will stand

trial for a deadly shooting outside a popular bar. yesterday a judge rule there had is enough evidence to try the suspect for last year's shooting rampage at sweet jimmies. two people were killed, five others injured. police say he was involved in a heated argument with rival gang members earlier in the evening and they say the 7 people were shot outside the bay in a case -- outside that bar in a case of mistaken identity. >> the ncaa tournament round of 64 starts today. march madness, sports grazed employees won't be getting as much work done. a survey shows 86% of people that plan to watch the game say they'll be checking the scores at work. 25% will do it for one to two work hours. 20% for three to five hours and 11% even more than that. a consulting firm says employers could pay distracted workers $175 million in wages

while they are preoccupied today and tomorrow. >> well, cal got slammed. south florida's defense lead them to a 65-54 win last night in the tournament's first round. cal was held to just 36% shooting for the game. they are finished but st. mary's is still alive. they play perdue tomorrow. >> san francisco's newly renovate second degree preparing to unveil a new look. there's a new dining area and new venue called city view. 12 of the 20 retailers will be open tomorrow, target will open in october. the new ipad hits store shelves storm tomorrow morning. you'll get a chance to buy them in the stores and at apple.com. the new ipad will also be available at best buy, radio shack, target, wal-mart and sams club. 6:27 right now.

some problems overnight in asia but the european markets are up as well. >> it's been a good week. >> yeah. >> thanks for joining us. it is thursday march 15th. we do have developing news in the oakland hills. highway patrol officers are on the scene of a fatal accident. lorraine has been there at the scene all morning and joins us now with details. >> yeah, we just got a lot of new details from a public information officer with the chp. the most significant detail, the man killed in this crash was actually outside of his vehicle on the right shoulder over there just off the roadway. the entire southbound side of highway 13 is still shut down right now while crews clean up the mess from the fallen tree. let's take a look at what the scene was like when we arrived here around 4:30. we were on scene a few minutes the first emergency calls.

this is what we saw, a 20-foot tree across the entire roadway. there were actually two crashes. the tree was already on the roadway possibly due to ground saturated. the first car crashed, got out of the vehicle and over to the right shoulder. a short time after another vehicle crashed into the tree and went air bound and truck the driver of the first car. it caused the driver to get stuck under branches. the best thing to do after a crash is stay inside your car. >> it's usually best to say in your car and properly restrained inside of the car because you have a better chance of survival if you're in the car properly restrained than if you're outside of your car, a driver doesn't see you, you're struck, that's usually serious if not fatal injuries. >> the chp says the driver of the picture, the second vehicle that crashed into that fallen tree, he is expected to be okay. there was one person dead and

another person that was transported to the hospital with serious injuries from that fallen tree. we have no estimate yet on when highway 13 will reopen. in the meantime, he's going to tell us about alternate routes. that's right. one of the things you can do is a lot of people use highway 13 to cut through to 580. this moshing, stay on 24 and then use eastbound 580 ramp. it's longer but that's your only alternate. unless you happen to get on 13 from the oakland hills but then you should go to 580 and head eastbound. northbound 13 is still open. you can drive through northbound 13 but be careful, there's been a lot of tree be debris in those lanes. new trouble this morning tied to our stormy weather this

week. the rain swollen river threatening to overflow on to a section of the popular amusement park there. christian join us us from the parking lot. >> we have a good job of what the problem is. the real problem is you can see the river now running -- it make ace right turn. it's running along the backside of the park and that seriously is what is causing all the problems out here for folks out here. we found a satellite picture, it used to drain straight out to the ocean but the rush of water pushed the river to the west and its run ago long the backside of the park along the retaining wall. now hah the water is run ago long the backside of the park it has washed away a wooden stairway. now i talked to the maintenance worker when he first got here at 4:30 this morning. he told me that by daylight you can see the staircase out in the bay. if the water continues run ago long the retaining wall it

could undermine the wall and cause a lot more damage. a spokesperson said the water has never come this close to the park. they spent a good part of their day using an earth mover, we're standing pretty close. they're using them to try and build the sand back up in this area, trying to block off that water. so clearly keeping an eye on the forecast and on the river. the hope is that the river water doesn't continue running along the backside of the park here and undermine that wall on the backside of the beach boardwalk. crews were busy removing two massive trees that took down power lines within a mile of each other. this was along happy valley trail yesterday. 600 customers lost power for hours. a downed tree cut power to 2 dozen homes but service has

been restored. >> rain caused flooding and shut down part of highway 12 and 121. the roadway looked more like a small pond yesterday. water from the creek caused flooding and drivers had to use other routes to get around. the roadways should reopen today. the new toll lanes along highway 237 will not be opened today. coming up around 6:45 t reason for the delay and when the toll lanes will be up and running. 6:36 is the time, let's check in on the commute this morning. hasn't been a great one. >> no, it hasn't been. we've had a lot of slow traffic everywhere. let's take a look at some of the commutes. southbound 13 remains closed because of the fatal accident we've been talking about all morning but northbound 13 on the left there is still open. if you drive through and use 13 to cut to 580 you can't do that. however as we pan around you can see that traffic is being taken off the freeway here so you can go a little while on 13

but not the whole way. northbound again is open. looks like they may be making preparations to reopen at least one of the lanes. let's move along and take a look at the bay bridge toll plaza. it's normal. it's certainly not as gusty or windy as it has been in the last few days. i want to mention the 880 northbound, there's a crash there, already slow traffic from union city and down here on 680, just across there, 680 southbound, there's a crash there as well. if you're driving down to let's say fremont, there's going to be slow traffic in your future until they clear that crash. now let's go to mark. >> hi there. this morning not as stormy as yesterday but we still have clouds and even a few rain showers across parts of the bay area looking out to the south bay. we can see breaks of the clouds as a nice start there, but as you can see on live storm

tracker 2 showing you activity, reports of light rain. you'll notice the more action just offshore and also right around santa cruz, i noticed rain dropsened you can see that one cell right around the santa cruz area. rainfall totals over the past 24 hours have been very impressive as we take a look at those right now. rainfall totals have been up there -- there we go. nearly 10 and a half inch of rain. oakland over 3-inches and san jose at .08. you can see a bing range. as far as the forecast over the next few days, we have rain showers to talk about. current numbers are in the 50s. pretty mild out there. one system approaches the area for today and we will keep scattered showers in the forecast, especially for tonight as the shower activity does pick up.

as we do take this into friday, rainfall will be picking up, heaviest from 4:00 until 10:00 and gusty winds. another winter storm watch kicks in late tonight through saturday morning. snow levels by saturday morning coming down to around 3500 feet. forecast highs thisful afternoon, upper 50s to the 60s the look ahead jurors 5 day forecast, scattered rain showers for today, rain fall redevelops into friday and thunderstorms possible by saturday. >> 6:39 is the time. in hours a jury will announce the verdict in the second trial of the man accused of killing the daughter of a former oakland raiders star. he's charged with killing his girlfriend at a drug rehabilitation center in 1999. she is the daughter of hall of fame wide receiver and in 2001 a jury convicted him of killing her in a crime of passion.

years later a court overturned that murder conviction stating prosecutors improperly dismissed a juror. the verdict in the retrial will be announced at 9:30 this morning. >> burglars kept an 89 year old oakland woman trapped for hours. two men pushed her into her bathroom, locked the door and took cash and jewelry tuesday morning. offers call this the latest crime in a string of burglaries plaguing the oakland hills and montclair district. drug sniffing dogs are returning to schools. they voted to bring back the program that was cut in 2007. the sheriff's office will use its drug dogs at two middle schools and the district's high schools. it will focus on parking lots and locker rooms. they hope it will prevent students from bringing drugs to school. coming up next, a vicious jailhouse beating caught on

here's a quick look at the top stories we're following right now. one person is dead after a crash on southbound highway 13 in the oakland hills. the highway patrol says the fallen tree triggered a deadly chain of events. three other people were taken to the hospital. >> the rain swollen river is threatening to overflow on to a section of the amusement park. it's inching closer and closer to the retaining wall that separates the beach and the boardwalk. we'll have a live report at the top of the hour. the afghan president is demanding that u.s. and other international troops pull out of villages and rural areas and let afghan forces take the lead. he met this morning with the defense secretary. the president's demand follows the killing of 16 after pansy -ville juans allegedly by an

american soldier. >> happening now, a south bay firefighter is injured on the job. he was hurt battling a house fire on under wood drive. a few streets are still blocked this morning. yeah, a lot of the streets are just becoming unclogged. a lot of the fire engines just leaving within the past couple of minutes. we do know there happened to be a couple of young men who live in the neighborhood who are walking by the building. they spotted the flames and now firefighters are calling them heros. one of them for making sure at that the residents got out safely. we have a couple of still photos wi want to show you. they capture the intensity of the fire which was raging when crews arrived on scene. one firefighter actually fell through the roof and into the fire. he was seriously burned, his hand injured but he's expected to be okay.

disturbing surveillance video has been released of a jail official beating an inmate. it shows him repeatedly punching the inmate and then choking him for several seconds. he was reportedly chained to a bench and had been pepper sprayed before the beating. coffee was awarded a $62,000 settlement of filing a lawsuit. >> crews are expected to continue cleaning out debris from a home. they already made progress. the front yard of the home on south claremont avenue is now visible. it wasn't always the case. this is what the home looked like last month. the owners of the home have been dead for many years. their adult son reportedly live there is now. now the board of supervisors declared the home a public nuisance and sent in the clean up crews. >> the wet weather is putting a damper on plans to open new toll lane along highway 237. they initially planned to open

the lanes today but now the plan versus been pushed back until tuesday. it presented road crews from installing new signs that are needed. they're located at the highway 237 interchange. very busy intersection there. >> that's for sure. 6:47 is the time, speaking of busy, covering a lot of traffic news this morning. we have been. this commute has been tough because of the wet roads. first of all, the golden gate bridge, traffic looks pretty good. heading down to the toll plaza although it is very wet. also bay bridge looking normal but it's not extraordinary. the tow truck is removing a vehicle that may be stalled here so watch for that. if you're driving in the east bay, a couple of crashes. 880 northbound is getting slow because of a crash. the crash is at 8th street. i want to move the maps to the south bay where 17 has been very slow this morning.
