sex offenders living in the south county to see where they were when she disappeared. we know one man is not a suspect in the case, a registered sex offender. now, sierra lamar went missing last friday. they found her cell phone in a field. the location was in the direction opposite where she walks to get the bus. >> we're doing forensics on the cell phone. >> reporter: now, sheriff deputies have been issuing hundreds of fliers. as of right now, investigators say they have no evidence of a fight off trouble at hole or -- at home or of foul play.

the kl kl candlelight -- the candlelight vigil will be held here tonight. paul chambers, ktvu channel 2 news. san francisco mayor ed lee plans to reveal today if he will launch a formal effort to force ross mirkarimi out of office. late yesterday, ktvu news was there when mirkarimi went into the mayor's city hall office to meet behind closed doors. that meeting came several hours after mirkarimi made a tearful apology after the sentencing in his domestic violence case. we'll have more on this at 7:30. a concord police officer is on paid leave after he was arrested on allegations of domestic violence. that's according to claycord.com. prosecutors say police arrested hill on february 16th in san

-- san ramon. it's not clear what his relationship is to the alleged victim who has not been identified. concord police have pea gun an internal afghanistan. the army sergeant caulk -- accused of killing 16 in afghanistan is in leavenworth, kansas. our reporter has more. good morning, richard. >> reporter: well, the soldier's defense team is expected back here to fort leavenworth very shortly to begin meeting with him. now, robert bales is accused of killing 16 afghanistan civilians, including nine children. his defense attorneys held their first meeting with bales yesterday and tell me the soldier claims he has no memory of the actual massacre. bales' lead attorney says the soldier describes the horrors

of multiple deployments in war zones. he's now convinced that sergeant bales suffereds -- sufficients from post-traumatic stress disorder -- suffers from posttraumatic stress disorder -- post-traumatic stress disorder. he's being watched very closely. they have concerns he could harm himself. so far, there have been no formal charges in this case but they could be expected as early as this week. dave and tori? >> all right. thank you. this morning, the top u.s. commander is scheduled to testify on capitol hill. coming up at 7:15, what the general is about to say about changes for the timetable for withdrawalling u.s. troops from afghanistan. three occupy cal protesters involved in an infamous campus demonstration are due in court this morning.

any are accused of resisting arrest during a violent clash with police back in november. cameras show police using batons on the protesters. police say the protesters repeatedly ignored their orders to take down the camp. yesterday, a judge ordered them not to go on the campus, except for class. after a week-long delay, those new express lanes are finally open to drivers in milpitas. but it's gonna cost you. ktvu's allie rasmus is joining us live. she's right near the 880/237 interchanges. so allie, how will this work? >> reporter: well, it's supposed to leave some congestion. 23 is one of the most congested. you can see the lock line of cars trying to get on the highway. the idea is that solo drivers will be able to use the carpool

lane and bypass all of the other traffic, all of those tail lights, they will be able to bypass that if they are able to pay for it. the cost of using that express toll lane varies throughout the morning. it depends how backed up the traffic gets. anywhere from 30 cents if there's not a lot of traffic up to $6 if it's really congested. we drove up to the interchange just after 5:00 this morning. there was not a lot of cars on the road at the time. not a lot of backup, so the toll, just 30 cents and then a little later, the toll went up to 70 cents. the one thing we've learned about this express lane, once you are on it, you have to stay on it for the entire four-mile stretch. there are signs saying do not cross the double lanes because you will get a fine. they say they have to enforce that rule in order to maintain the flow of traffic. >> we're also looking at the express lane for a longer

commute home. we want the commuters that are looking to bypass this traffic headed towards mountain view, headed to 101, that gives them the time travel benefit that they are really seeking. >> reporter: now, the express lanes also go in the opposite direction, and 237 from mountain view to san jose. if we take you back out here live, i'm holding up a fastrack. this is what you are going to need to pay those express lanes. it's only solo drivers that will be charged. so if you have two or more people in your car, tuck this away so you don't get charged for using that express lane. back to you. we have a road hazard to tell you about. a large barrel blocking one of the lanes northbound, caltrans is on its way. if we take a live look at 237,

you can see all of the brake lights there, westbound traffic as you drive towards sunnyvale. it's been congested all morning long. perhaps people getting used to the express lanes. at haywarding we have a look at the san mateo bridge. traffic looks good. at the bay bridge toll plaza, it's burp to give yourself -- it's bumper-to-bumper. so give yourself extra time this morning. let's go to rosemary. >> we have plenty of gray sky and a few showers embedded within those clouds out there today. the winds are light out there, picking up a little bit of moisture within those clouds. you can see it here. parts of san francisco over the peninsula, maybe over the bay bridge. this is actually hitting the ground? probably not. maybe a little bit of a spritz. but we'll remain with damp weather for your tuesday clouds

states. the u.s. angered pakistan last year after a deadly air strike on pakistani troops. some in parliament are demanding the u.s. end all drone strikes in the country. right now, the top u.s. commander in afghanistan is testifying at a congressional hearing about the recent massacre of afghan civilians and some other developments in that war zone. as alison burns tells us, a local member of congress will be asking questions. allison? >> reporter: dave, john garamendi is expected to use this morning's hearing to express for a quicker end of the war. this is the under-secretary for defense. the committee gave their opening statements and then we'll hear from general john allen. he's expected to give no hint of an accelerated timetable for

u.s. troop withdrawal. hamid karzai said he wanted u.s. troops out a year earlier than planned. but general allen will say that ♪ forces are making -- that nato forces are making progress and they are on track for the withdrawals to end by the end of the year. he's also expected to call on the taliban to restart the's talks. the obama administration, it's reported, might be able to give them more control over night raids there. we expect to hear more about that. we'll have more testimony during my next update, in about an hour hour. alison burns, ktvu channel 2 news. 7:16. well, military veterans marked the 9th anniversary of the iraq war with a special demonstration in san francisco. a pair of boots represented each of the 481 california servicemen and women killed in iraq. iraq veterans against war

she's raising the son of the man who -- with the man who was the ringleader of that abuse. california prison inmates being held in solitary confinement are asking the united nations to do something to stop the punishment. inmate supporters and their families will hold a news conference in los angeles later on this morning. currently about 4200 inmates are being held in isolation in california prisons. last summer, 6,000 inmates in 13 prisons in california went on a hunger protest to -- hunger strike to protest the isolation policy. patting down a young child in a wheelchair, this is getting a lot of attention. an angry father posted the clip to youtube. the video shows the screener checking the son's cast for

residue. he was not not able to -- he was not able to calm his son. this happened in 2010. but the father said he decided to post it now after watching it again and getting emotional. another accident aboard a cruz ship. this time in vietnam. the cruise ship broadsided a container ship. according to witnesses, fog was heavy at the time. any say the ships collided moment after a foghorn downed. no injuries are reported and the cruise ship continued onto its destination. well, later today, secretary of state, hillary clinton, meets with historians and scientists who plan to launch a new search for the wreckage of amelia earhart's plane. now, the expedition set for june will coincide with the 75th anniversary of air herehardt's -- of amelia

mt. hamilton. partly cloudy skies for the afternoon. snow levels continue to rise back to about 7,000 feet by tonight and tomorrow for today here at home, mostly cloudy, we'll be cool but slightly warmer. we're waking up warmer. a shift in the air mass. a few scattered showers especially for the north bay. it shouldn't ruin your plans if you have plans for the afternoon. low to mid-50s for your lunch hour and then into the afternoon, upper 50s to low 60s. right around the north bay where we expect to remain mostly cloudy. temperatures will be similar to yesterday, farther south, more sunshine and temperatures a few degrees warmer. we're even warmer for wednesday, partly to mostly cloudy skies. mid-60s there. and then we begin to cool down as we head into the weekend. the second half of the business week, a few scattered showers on thursday and it looks like it could be a rainy weekend.

it is:29. it's decision day in the political scandal involving san francisco's sheriff. mayor ed lee may reveal today whether he plans to launch a formal attempt to force sheriff ross mirkarimi out of office. lorraine blanco joins us live from folks to explain what is at -- san francisco to explain what is at stake. >> reporter: yesterday, the mayor met with the sheriff for about 30 minutes at city hall. that is -- this is what the sheriff said to us as he walked in. [inaudible] >> reporter: in his plea deal, the mayor accepted a lesser charge. he apologized to the department and the city. >> for me, there was a deeper

understanding that comes with ming sheriff and taking steps to become a better person. >> reporter: if mayor lee charges the sheriff with misconduct, mirkarimi will be suspended immediately from office. and independent ethics commission will hold a hearing and make recommendations to the board of supervisors. nine of the group must vote. some say the sheriff should resign. we'll have more on this coming up at 8:30. lorraine blanco, ktvu channel 2 news. new this morning, aing? a fairfield double homicide is behind bars. blake johnson was arrested last night. fairfield police say someone spotted him on a train in nevada. two other men were arrested in connection with the march 7th

homicides. last week, the solano county district attorney decided not to file charges against those men pending further investigation. oakland police searching for the gunman who shot and killed a man last night during a carjacking. it happened on 10:30 at foothill boulevard. police say he shot the victim in the hand, stole his car and drove off. the victim was taken to the hospital and treated for his injuries. two shootings, just two days apart. that violence has a lot of people demanding more police protection. last night dozens of people packed a local gymnasium talking about the violent crime. earlier this month, three men were wounded near bonar street. two days later, three other men were injured in gunfire on 7th street, just a half-mile away. >> it makes me feel terrible, unsafe for everybody who lives

property prices. the group says it is committed to buying up as much land as possible along marsh creek in order to protect it. city leaders in walnut creek will take a closer look today at a proposal that would restrict traffic on the downtown street. under the proposal most of the plaza would be shut downed a turned over to the two companies operating the surrounding shopping center. the companies say they want to make the center more pedestrian- friendly. this is a tori campbell story. drive remembers gonna gather at infineon raceway and try to break a world record. the record is for the most cars performing doughnuts at the same time. this marks the weekly sonoma drift event.

they are ingested. when asked why people throw them out? because they are afraid of starting a fire, they say. so they are being sent somewhere else. pam cook, ktvu channel 2 news. it is coming up on 7:47. there are new details in the deadly shooting outside of a jewish school in france. investigators say the gunman may have filmed the attack because he was wearing what looked like a camera around his neck. the rabbi, his two sons and the daughter of the principal were killed. hundreds of police officers are searching for the gunman who they say could be a racist, antisemitic serial killer. investigators say the gunman in the shooting was the name who killed three others last week.
