that is their problem and that's what they're trying to figure out exactly what is going on over there. i'm told thepiping in that area is pretty old. here's a look at this morning. all they are dealing with right now is about five by 12 feet and about 12 feet deep. this is their main source. 2:00 this morning there was pooling of standing water filled powell street. a water main break caused a gas station to be temporarily shut down as the water flooded the parking lot making its way back across the roadway. for a short while, police officers were out here helping to redirect traffic. at its worse it was spewing 700- gallons of water per minute. the original call was 25

minutes and they were able to get it under control quickly. there should be city crews back out here later this morning trying to figure out exactly what the problem is or actually coming out and cleaning up. as of right now they have a truck trying to fill in the area. pulling out more of the pavement. that pavement has been ripped apart because of that water break. it's done a lot of destruction to the pavement. to the street, to the sidewalk. hollis street is shut down now. it'll be several hours before they get things underway. we will stay out here and let you know as things develop. they say it's about 20-gallons of water coming out right now. it doesn't look like it but i will assure you they do have things under control out here. we're live in emeryville. i'm paul chambers. >> thank you paul. san francisco sheriff

mirkarimi has refused the sheriff's request to resign. now he faces an ethics investigation. tara moriarty has what his wife is saying. >> reporter: it should come as no surprise that eliana lopez thinks her husband should remain sheriff. but mayor ed lee has different plans. he will file former charges against the sheriff this morning. mirkarimi waited until the last hour yesterday to let the mayor and the city know that he was not resigning. that's after lee had given him 24 hours to voluntarily resign. mirkarimi says that he's anxious for folks to hear his side of the story. although he pled guilty to a charge regarding an indent with his wife. mirkarimi says what he did does not institute official misconduct. >> i want to reunite with my wife and son.

bryan stow's family can proceed with their lawsuit against the los angeles dodgers. a bankruptcy court judge approved an agreement yesterday that lets the family sue the dodgers for negligence. once the team emerges from bankruptcy. that could be as soon as next month. stow suffered severe brain injuries in the beating outside the dodge's stadium. two men have been charged with the beating. for the second time this month, albany police have responded to a fake craigslist add. last night the robbers took off with a wallet and a phone from the couple. on march 10th, a woman was robbed of $3,080 after responding to an ad. no one was hurt. pg & e could end up

financially off the hook for the deadly san bruno explosion. now because of this 2010 explosion where eight people were killed and many homes were destroyed, the state is expected to fine pg & e at least $200 million. but since then pg & e has been testing and repairing miles of pipeline. that testing has caused shareholders about $221 million. we're hearing that the cost of those repairs should offset any fines the company is facing. san francisco's numi holds it's final meeting. muni is considering several ways to deal with the budget gap including charging for parking meters on sundays, and even increasing cash fares by a quarter. that meeting will be held at waldorf high school on west portal avenue. the meeting begins at 6:00 tonight.

patience. they are saying if the 24-year- old suspect does not give up and surrender soon they are going to storm the apartment building he is barricaded inside. now this is the street. you look at all the police surrounding this area. earlier this morning that suspect shot and wounded three police officers in a gun battle. the suspect identified as a french national, he is tied to al-qaida. he's accused of killing seven people in three separate attacks including the shooting deaths of a rabbi and three children at a jewish school on monday. now police have already detained his mother, his brother and a friend of his. now the president of france is urging the people of france to remain peaceful and remain unified. >> and i'm saying to the national community that the entire nation must be joined together. we must not give into revenge.

night in illinois gives him an advantage of over 50 in the last couple of days on rick santorum. when you think that he already had a lead depending on who's stats you want to believe. it's still been a very good week for romney so far. romney won by 12% of the vote last night. it was keyed mainly by a very good key for him in cook county where he had 57% of the vote. as for rick santorum, tory he says he's going on. he's not quitting, he does have a chance to win this coming weekend on saturday in louisiana where 20 delegates are at stake. and there was a new poll out yesterday that shows santorum with a healthy lead. on the other hand romney keeps slowly moving his way toward the majority of the delegates. i think you're going to hear a lot from his camp about exactly that. >> what is next for the other candidates. it's interesting that ron paul came in third in this race and gingrich came in fourth.

it is 7:24, an atm card has led to charges of murder against a san francisco man. 42-year-old roland pouncy is accused of killing jason sprague. pouncy was arrested last month after police say he used sprague's credit card. sprague was found dead on a sidewalk in the mission district. police say he had been strangled and his body had been there for hours. >> time now 7:25. let's go back to sal. major mess in contra costa county. you have the helicopter with this one. >> that's right, now we go right to news chopper 2 because we're looking at the huge back up from this. 680 southbound backed up into concord. they are making progress with the crash. in fact, they've moved most of

contra costa county on 680. we had a multicar crash that blocked lanes for several minutes on 680 near walnut creek. but 680 is not recovering. as a matter of fact it's backed up all the way to concord. 642 which leads on to 680 is backed up to highway 4. that means highway 4 traffic is going to slow. fortunately they've removed the accident but traffic is still recovering. thank you sal. time is 7:32. happening now part of a san francisco street is being cleaned and disinfected after work on a sewer leak started last night on the embarcadero between mission and howard. claudine wong has more on whaepb the area will be completely clean and when it might be shut down again. >> reporter: we expect this area to be back up to traffic very soon. you can see the crews down here trying to get this area cleaned up so they can open this one lane back to traffic during this morning commute this morning. they got here about 15 minutes

ago. this is a truck that is just carrying bleach and soap. getting ready to get any remnants of the sewage spill that started last night cleaned up and out of here. so they've been working just for the last 15 minutes or so trying to do this. this is actually a new development. they had said they had wanted people to stay away from this area because they didn't think they'd be able to open this lane. but they've been watching the levels of spillage from the sewage pipe and they think they can get it reopen sooner than expected. they had divers come from monterey out here. the divers had to go about 1,000 yards in, he said getting this repaired isn't easy. >> it's a complicated repair. we had to send a dive crew in there. it's a 36-inch pipe so we had to have people crawling in there to do the repair inside the pipe. so it's not something you're going to do from the outside. you have to crawl into the pipe

and seal it from the inside. >> and they have to go back in there tonight. >> they did some of the repairs tonight. they have to get an additional feel because they're going to back in there tonight and hopefully wrap this all up. >> reporter: back here at the epbarcadero. they're hoping to do that in the overnight hours so it doesn't affect the commute. they weren't sure if they could open this up for the morning commute because they weren't sure if there would be any more leaks they discovered but they said everything looks just fine. this is one of the major pipelines that brings sewage to the treatment plan on the southeast part of the city. so they're watching it very carefully but they say it does highlight the need for maintenance work to avoid things like this. claudine wong, ktvu news. 7:34, overnight violence erupted in an apartment. police say they found a man

suffering from a gunshot wound on wisconsin street last night around 11:30. he collapsed in a front yard after running about a block from his apartment on midvale street. he underwent surgery after being taken to the hospital. the roommate was not on the scene when police arrived so they have not yet been able to question him. your time is 7:34. it was three years ago today that four oakland police officers were shot and killed in the line of duty. i want to show you some video. we shot this this morning. a growing memorial for -- those four officers were killed in the hype of duty when a parolee shot two of the officers during a traffic stop. then he killed two other police officers during a stand off that followed. now at 10:00 this morning, the

oakland police department will dedicate a sign right along highway 580 honoring those slain police officers. now in just about an hour from now, 1,800 applicants will take the written exam to become oakland police officers. this is the mariott hotel in downtown oakland where the test will take place. the oakland police department received 23,000 applications for officer trainee. this is the first time in four years the oakland police department has recruited new officers. police chief howard jordan says this is a very exciting time for the oakland police department. 7:36, community groups will rally in oakland ahead of tonight's commission meeting. the commission is voting on strengthening civilian oversight of the police.

mutual aid sub it -- subcommittee will be meeting tonight. three occupy oakland protesters will be charged. they are accused of yelling gay slurs at a woman and then taking her wallet. the chronicle report that is the defense lawyers claim that the alleged victim was the aggressor and she used racial slurs. the entire report on the uc davis pepper spraying will be released. last friday, a judge ruled parts of the report can be released. but the daily cal reports the task force has rejected that plan so the judge has proposed releasing the entire report in the first week of april. the issue heads back to court

next wednesday. csu trustees are being criticized after they propose 10% increase for two campus presidents. mildred garcia will be paid $324,000 a year. csu east bay president leroy morishita will be paid 303,000 a kwraors. the csu system is facing major state funding cuts and may freeze enrollment in the spring of 2013 if voters reject a tax hike proposal. students say that the priorities of the trustees are misplaced. well the mother of missing morgan hill teenager sierra lamar delivered a very emotional message last night for her daughter. >> if you can hear me, just realize how much i love you and

want you back. i want you back. >> sierra lamar's mother cried last night during this candlelight vigil. you can see about 400 people gathered at the morgan hill presbyterian church showing spoát. 15-year-old sierra disappeared last friday morning while on her way to school. police say her cell phone was found in a near by field. but so far there are no leads in this case. >> sierra, we love you. and we can't wait for you to come home. >> we're not going to give up until she comes home. >> now investigators are checking up on registered sex offenders in the area. sierra's father steve lamar has a sex crime conviction but investigators have cleared him in his daughter's disappearance. we posted a phone set up

welcome back, time now 7:52. look at this took about three hours but northern california firefighters rescued that man you saw here. he was stuck inside of a large wheat container in calusa county. he was doing a routine check inside the silo when the grain shifted under his feet and he got sucked down into the wheat. they used ropes and harnesses to pull him out finally. then he was flown to the uc medical center for treatment. a search is on the way in death valley bicycle park for a bicyclists from san francisco who vanished last week. 67-year-old george kohler was

last seen on march 12 where he was spending the night with members of his bicycle tour group. kohler told the group he was going to bed but he never made it to his tent. several agencies are taking part in the search were helicopters, grounds group áf crews and search dogs. we're learning more about that man killed in a snow boarding accident. the victim's name is justin mccullum. he died on monday after falling into a tree well in sugar bowl. he was also an employee at sugar bowl. this is the fourth ski or snow board related death this month. your time now 7:54. the skyline for downtown berkeley could undergo some drastic changes. just last night the city council approved a plan to revitalize the downtown area. but critics are opposing a plan to build seven buildings ranging from 120 to 180 feet tall. uc berkeley has already reserved two of the buildings.

good morning welcome back to mornings on 2. i'm tory campbell. >> and i'm dave clark. we're still following the e fetes of two big water main breaks in the east bay. this water main break on seventh and powell. paul chambers is telling us about traffic in the area. >> reporter: i can barely hair -- hear you. it's about the changing of the guard. you could see a half an hour ago they had clean up going on. that's where the problem this morning. this is the area where the main break happened they say it's

about a five by 12-foot hole that ruptured and it's about 4 feet down. about 2:00 in the morning the scene was a little bit different. there were pools of standing water filling powell street and emeryville. a water main break caused a gas station to be shut down as the water flooded the parking lot make its way across the roadway. now for a short period of time, police officers were out here directing traffic. so the original call came in just before 1:30 this morning and crews were able to get a handle of the situation pretty quickly only a near by office had its water temporarily shut off. workers say the break didn't cause any major damage. just muddy roadways and there should be a crew out here to clean it up right here a little later. you can see there's a crew right here. they basically told me within the last 20 minutes they got it fully under control. they're going to put a new 12- inch piping in that area.

they won't know exactly how much they have to do to that spot until they get in there they say the piping on the road is pretty old. you can see powell street is shut down while they're out here working on this area they'll be out here for several hours working on it. once again the water main break has taken under control. the water is not flowing in this area anymore. they have also rerouted the water that was looking to a local business. right now things are completely under control. until of course they finish filling up back here behind us. i'm paul chambers, ktvu channel 2 news. meantime repair crews were also working on a water main break in berkeley. this one happened at three o clock this morning on seventh and adison. that area is shut down as a crew out there they cleaned up the mess. ross mirkarimi is now suspended from his position as san francisco sheriff after he

away. that's when that homemade bomb blew up. 8:05, an east bay politician surprised colleagues by returning to work. alameda county supervisor nadia locklear attended a board retreat. her husband bill locklear dropped her off and picked her up afterward. nadia locklear attended -- she visited her ex-boyfriend three times while he was in jail claiming to be his attorney. but the ex-boyfriend's lawyer says that is not true. a contra costa county supervisor once charged with raping a coworker is now looking to protect his reputation. michael gressett will file a lawsuit against the county and the martinez police department. he accuses them of targeting him for political reasons.

he was fired after the rape allegations. but a judge dismissed the case last october and the state recently declined to refile charges. gressett was reinstated but has yesterday to return to work. however he's still collecting his $161,000 annual salary. time is now 8:06. police are still working to reduce daytime residential burglaries. this new police campaign is called lock it or lose it. people are being warned lock your doors and windows before you leave your house. police are also stepping up their neighborhood patrols. three bank robbery suspects are in jail now after allegedly leading police in a chase in a stolen car in the south bay.

san jose police identified the suspects at jorge lopez, ray botello and luis gonzalez. police say they robbed a wells fargo bank at gunpoint yesterday morning. now the chase followed on southbound 101. police say officers saw money being thrown out the window. news chopper 2 was overhead shortly after police arrested those suspects. police say they recovered three weapons and a stolen police scanner. it is 8:08. a high school drug counselor in monterey school is accused of allowing students to have sex in his office and then secretly video taping them. olivares was arrested after a 14-year-old boy accuse him of molestation. police say they found 14 sex tapes and child pornography on his computer. olivares does not appear on the

video but police believe he secretly taped the students during school hours. san jose state will hold another public hearing today and propose changes to the universities admission guidelines. the school is considering ending a policy that gives preference to local applicants. if approved the changes would take effect in the 2013, 2014 school year. today's hearings will be held at foothill college in los altos hill. we're learning the city of pinol will fund a swim center for the summer season. at last night's council meeting funding for the swim center was approved. the city had to approve an additional $31,000 for the summer program. well the peregrin falcon is

all for me because it's been slow everywhere. we've had my goodness, we're going to start in the peninsula, on the peninsula will caltrain delays. caltrain runs from san francisco to san jose. track issues in san bruno near the railroad crossing have slowed trains in that area. major delays reported by caltrain. let's move along to live pictures. i want to show you westbound i4. 680 is slow. 242 is slow because of an earlier crash in walnut creek that has been cleared. but it caused the nasty chain reaction all over the area. moving along to the bay bridge toll plaza. metering lights are on. let's go to rosemary. we're calm out there. temperatures upper 40s to low 50s. and warming into the 60s for the afternoon. we have those partly to mostly cloudy skies over the north bay. some of those clouds well we

have showers embedded within those. even picking up a little bit of moisture. maybe i80 to vallejo. by tonight and into the overnight hours we will see a switch. and most of us will at least get a slight chance of maybe a few scattered showers tomorrow morning. today a mix of sunshine clouds, widespread 60s in the forecast. the best chance of maybe a slight sprinkle. a passing shower will be over the north bay. thursday morning this will sink to and around the bay area. it's going to sweep across the area looks like in time for the morning drive. light showers in the forecast, we're partly cloudy and drying up for lunchtime. by the afternoon, partly cloudy skies temperatures back into the low 60s. not as warm as today but not too bad. san francisco 52, in santa rosa 50 degrees. san jose your chance for that sprinkle will remain over the north bay primarily for today. 64 in oakland. 65 mountain view. 67 for san jose this afternoon.

interesting, a lot of people don't know what orange cones mean. orange cones mean do not enter. several cars coming down the road even though it says road closed and i want to let you know once again, hollis is closed at powell and hollis. they're in the process of repairing a pipe. we can show you video of where the pipe broke this morning. the rupture caused the ground to make way leaving a 12-foot by 5-foot hole. around 2:00 this morning this is how it looked out here. pools of standing water filled powell and hollis street. the water flooded it's parking

lot. now police were out on the scene for a short while. when the break was at its worse, 700-gallons of water were coming out. crews continue to work out here. workers say the break didn't cause any other major damage. however it just left muddy roadways which will be cleaned earlier today by public works crews. crews are not sure how long it will take to put the new pipes in. they do not know exactly what caused the pipe to rupture. once they get down there they will be able to tell what caused the rupture. 8:47. we're following developing news out of san bruno. caltrain is having major delays because of track issues. claudine wong has just arrived on the scene. and has the latest on what commuters should expect. some delays i imagine claudine. >> reporter: yes it will be slow going. let me show you the caltrain

that just went through here. it's still in the intersection that's san bruno and huntington avenue. you can see it's barely moving. it's at a crawl going through that intersection. that is going to be the situation for the rest of the morning commute according to caltrain who we just spoke with a few minutes ago. they said it was single tracking for a short time. now they are on restricted speed. as you can see that train not moving at all. moving slowly or at this point not moving. that's going to cause delays this morning. the problem, there's apparently a track problem on the southbound tracks through san bruno. they have to fix that so they've got everything slowed down while they do that. how this damage happened is still unclear. this is obviously a construction zone in and around here. we're not sure something during the construction zone caused a problem to the tracks. all we can tell you at this point is that the tracks have been damaged. so, it's going to take everyone a little longer to get through this area. and that's going to jam up the whole system. if we come down here we want to

pan down to these tracks. that's the intersection we came through. just getting to our location now and at the time we came through the lights were letting one car through at a time. so the streets are backed up through here as well. again the caltrain train that we just saw coming through here slowly moved its way out of the intersection. but it is at a stop right now. not moving any where. so restricted speed, it's going to go slow going. that's going to affect caltrain riders going southbound and really throughout the track system headed in this direction. and it is also affecting traffic in and around here as it's taking people longer to get through this intersection. so just something to keep in mind if you're headed in this direction. time is now 8:49. united airlines says it will reimburse 260 passengers stranded in anchorage alaska for more than two days. their flight left san francisco for shanghai sunday but it was

diverted . the final report on that plane crash that killed 11 people at last year's reno air races, well it's not in yet but organizers are going ahead with preparations for this year's event. race organizers still need waivers from the faa and air officials just to hold air races. if they don't get the necessary approvals they do plan to hold an air show and a tribute to the pilot. the santa cruz beach boardwalk is no longer in danger of being damaged by the san lorenzo river. crews packed tons of sand forcing it back on its regular path to the ocean. the river jumped its banks and began flooding right alongside the park. the city now plans to come up with a long term plan to make sure the river is never a

santorum who came in second. santorum says considering romney outspent him 7-1 in illinois he's pretty happy with the results. >> we won the areas that conservatives pop late. we're happy about the delegates we're going to get too. >> reporter: newt gingrich has been focusing on indiana. while ron paul met with voters yesterday in southern california. even made an appearance on the tonight show. mitt romney picked up 41 of the 54 delegates in illinois. he now has 563 delegates. it's almost half of what he needs to secure the gop nomination. santorum has 263, gingrich has 135, ron paul right now has 50 delegates. and now we're learning that newt gingrich campaign is in serious trouble financially. filing for the federal election commission show gingrich's campaign is now officially in the red at the end of february the campaign had only $1.5

million in cash on hand while its debts totaled 1.6 million. but a senior gingrich advisor says despite the financial challenges the candidate will continue in the race all the way to the republican national convention in august. and newt gingrich is demanding an apology from president obama for something actor robert deniro said at an obama campaign fundraiser attended by first lady michelle obama. he said quote qallista gingrich, karen santorum and anne romney, now do you think our country is ready for a white first lady? deniro has apologized saying he meant no offense especially to the first lady. he says his comment was meant as satire.
