learned about the toll this case is taking on investigators. binh tai luc asked for help from a public defender. we weren't allowed to show his face. >> reporter: he faced 5 counts of murder for friday's killings at this house. he did not enter a plea today. the public defenders' office has a conflict of interest, they represented his brother 5 weeks ago and he will be a witness in his brother's trial. >> our prior representation has ended so we no longer are representing him. >> reporter: we obtained two pictures of binh tai luc. the first in 1997.

a police officer. the victim got into an argument and a man walked up to her car and shot her. the woman is expected to survive. police saybrook riding criminalicize responsible for a rash of street robberies in the last week. new, ktvu's eric rasmussen is live in downtown oakland with the one distraction all the victims have in common. >> reporter: most of the victims were on the street and talking on their phones when they were robbed. the latest happened here on oak street. this happened in the middle of the day. >> reporter: police say walking and talking on a cell phone might have been the distraction two needed to rob people in downtown oakland and make a quick get away on bicycles. one robbery happened at 5:00 p.m. last tuesday on telegraph avenue. >> be aware of my surroundings.

males, 18-21, 140-150 pounds. eric rasmussen, ktvu channel 2 news. teachers protested this afternoon over a plan to transform three high schools. teachers and students demonstrated today. the district says fremont high and castlemont will be part of a new approach this fall. the teachers will be required to reapplied for their positions. >> to make everybody reapply, we know what that leads to, we will have wonderful teachers that won't come back, that won't be able to come back. >> teachers say the change is a labor violation because the district did not negotiate with the union. caltrain is closer to becoming a faster, cleaner and quitter railway. ktvu's robert handa is live

with a decision. >> reporter: it future seems to be coming down the line soon. it is designed to have an old fashioned look but many are tired of the old fashioned trains. the commission approved a $1.5 billion plan in a parkage deal, it uses rail funding to electrify the corridor. converting the technology to a faster, cleaner, electric system that many have been demanding. >> this train is lighter, it can start and stop more quickly, it can serve more stops. >> reporter: today's approval completes a memo of understanding between the agencies worked out. it could mean $700 million in matching funds from the state if they approve money through the high-speed rail authority.

it was hailed as aclusion to a problem but some communities and commuters don't like the idea the funding is tied to a project, high-speed rail, that they don't want. >> that money was designed to be used for that and not for this. so just another thing our government is doing wrong. >> reporter: supporters point out there would be no other way to get the money. the high speeds rail authority must approve the agreement next thursday. live, robert handa, ktvu channel 2 news. leaders are looking at new ways to generate revenue as the city faces a budget deficit. they are suggesting putting up paid advertising in public garages and the trolley. counsel members asked for more

teams joined the search for sierra lamar. they scoured reservoirs and pounds. authorities say they believe sierra lamar is or was being held against her will by someone from morgan hill or someone who is familiar with that area. >> what we mean, she could be a victim of kidnap, abduction or she could have initially ran away and now being held against her will. after months of negotiations san francisco's mayor announced a major deal with california pacific medical center to build or expand two hospitals. it is a story we reported live on the ktvu channel 2 news at noon. if approved by the board they will build a new hospital and retro fit st. luke's hospital. the project will bring $2.5

billion into the san francisco economy. >> just the back drop of that is the whole economic accomplishments we will have. we have done a good solid job. >> nurses and other union members protested the deal this morning. they worry it won't provide as many jobs as the city promises. lawmaker is introducing a bill meant to help women at risk for breast cancer. it would require patients to be told if they have dense breast tissue. that makes it harder to detect cancers. the governor votowed a similar bill last summer. a family is out of their home an a oak tree fell on top of it. the tree limbs look like it is wrapped around the home. inspectors red tagged the house as unsafe today.

as reported last night, three people were trapped into. but they got out without being hurt. march storms saved the season for ski resorts but when it comes to the state's water supply, we are far below. ktvu's ken pritchett is live. >> reporter: if you look at the sky, it looks like it could come down any minute. when it comes to the snow pack we could have used even more. the blue sky peaked through the clouds briefly today during another snowy few days. >> it is great. 12-14 inches of fresh. probably snowed 3-4 inches today. >> reporter: march has been a miracle after a snow winter start. >> 133 inches, that is half of season total. >> reporter: march provided

enough snow for ski resorts to expect skiing well into april. as for the state's water supply, march was not enough. in 2011, the snow pack on april was 165% of normal. today it is 50% of normal statewide. leaving the roads mostly open, making it seizure for skiers to enjoy the snow. march may not have been enough for the snow pack to reach normal, that would have been difficult but we started at 30% of normal. we are at 50% now and the reservoirs after a healthy snow pack last year are in good shape. at donner summit, ken pritchett, ktvu channel 2 news. it has been a wet march around here and a lot of snow and march isn't over yet.

a judge ruled today the university of california can release a report on a pepper spray incident with occupy protesters. the judge says he wants the university to blank out the names of officers other than those publicly known. it will not be released for three weeks to give officer as chance to appeal. they are reviewing the incident during a protest. the mega millions lottery climbed to half a billion dollars. nobody picked all six numbers
