plowing into a family, who was out for a bike ride. our reporter has more about how so many people in the community are heart heartbroken about the crash. >> reporter: this is the spot where a father and daughter were hit during a weekend bike ride. a neighbor dropped to his knees and said a prayer for the family. he called them kind an generous. >> they were model neighbors. i mean, i talked to them friday night over the fence. it's just -- i can't believe the next day they are gone. >> reporter: these are new photos of the victims solaiman nuri and hadessa. a teacher came by. >> she was always so friendly

and my heart just breaks. >> reporter: a 17-year-old driver lost control of his cadillac escalade, jumped the curb and slammed into nuri and his daughter riding his bikes on the sidewalks. a lieutenant told me he can't say how fast the vehicle was going but they are checking his cell phone records to see if he was talking or texting at the time of the crash. it's an accident that has shaken everybody. over 100 people turned for the vigil including storai nuri, the widow. and the teen driver is behind bars in juvenile ha and police say he faces vehicular manslaughter charges. back to you. oakland police are also investigating a fatal accident involving a bicyclist and an suv. it happened just after 10:00 last night at 78th and bancroft

avenue. we were at the scene just a few minutes later. the distraught driver of the dodge durango was seen walking around in her robe while investigators took pictures of the accident scene. police say she was backing up when she struck the bicyclist. alcohol does not appear to be a factor in the crash. just in the past half-hour, we got word of an arrest in an unsolved homicide murder case. an arrest has been made in the shooting death of charles butler. the 23-year-old was preparing for his first assignment with the merchant marines when he was shot and killed three days before christmas. butler's family donated his organs, including a liver to a local church member.

oakland pd are trying to figure out why their phone system was so overloaded that over 100 calls went unanswered. tara moriarty tried to get some answers. good afternoon, tori. >> reporter: good afternoon,er to territory. oakland has had -- good afternoon, tori. oakland has had one of the highest crime rates in the country and friday night around 6:30, 125 calls came in. opd was not able to respond to any of those calls. the department was at full staff and these calls contained request for followup services or emergencies. >> this is not an unusual occurrence. this is a symptom of the public safety crisis we have in

oakland. the bottom line, we don't have enough police officers to police the city. >> officers took as many calls as they could. that doesn't help you if you are the one who needs a police service right now and we didn't go. >> reporter: opd has 650 officers on staff now. the department will get 55 new officers. but four officers leave the force every month due to retirement. officers say their numbers are down 25% since 2009 and studies has shown that as men as 1100 of them are needed to -- as many as 1100 of them are needed to do their job. now, they say they are working on trying to figure out what exactly went wrong. right now the public information officer is speaking with reporters. so perhaps she can give us a  better idea what went wrong. tara moriarty, ktvu channel 2 news. one week has passed since the deadly mass shooting at oikos university in oakland. a memorial is set up. it includes a poster with a prayer on it, photos of the

victims and seven easter baskets. members of a church laid flowers. one go regoh remains in -- one goh, the suspect, remains in custody. the trayvon martin hearing will not go before a grand jury. late this morning, a state prosecutor said she continues to investigate the case but will not involve a grand jury. she also says her dae sigs should mott be considered a factor in determine -- decision should not be considered a factor in determining whether charges will be filed against george zimmerman, who has admitted to shooting and killing trayvon martin but he said he did it in self-defense. two men who went on a shooting spree in oklahoma are in jail. both have bail of $10 million

apiece. both are charged with first- degree murder. they are suspected of shooting five african-americans on friday in tulsa. officials don't know if -- have not decided if the hate crime should be the charge. >> it's too early to talk about a hate crime. we have to understand the motivations. >> england may have been trying to avenge the death of his father killed two years during a scuffle with an african- american man, they say. san francisco police are investigating whether some graffiti attacks on homes were racially motivated. allie rasmus is live in the sunset district to lem us know what's done -- to let us know what's done. >> reporter: well, you can still see the paint line on the wall here. before it was painted and covered up, these racial slurs showed up on three different

buildings. on a corner bench, the front of a house and on the side of an apartment building, someone spray painted "river" followed by a racial slur. >> we don't have any rivers -- rivers that would association anything like that -- associate anything like that. >> i didn't understand that. it's just awful. >> reporter: this neighbor, who didn't want to be identified, called the 3 1 line to support it. so -- 311 line to report it. so did sanitation workers and others who drove by. by monday, it was taken off. >> offensive language spray painted is a priority to be painted over. their type of tag that we're seeing today apparently we don't have any reports of this

type of wording going up onto any of the walls here in san francisco. >> reporter: neighbors don't think the people who live here in was targeted. >> who would have anything against a 93-year-old woman who minds her own business and she's a lovely person? i don't know. it's a mystery. >> reporter: they say anything who may have seen something suspicious in this neighborhood over the weekend, should give them a call. live in san francisco, allie rasmus, ktvu channel 2 news. >> thank you, allie. if you drive, you know it still cost as lot to fill up. but there's some relief at the pump, at least locally. gas prices are leveling off. the lum burg survey says the national average for a gallon of regular is $3.97. that's up about 4 cents a week ago. and here in the bay area, better news. prices have actually fallen about 7 cents a gallon since

last month. 4.35 in san francisco. 4.25 in san jose and a gallon of regular is 4.23 in oakland. this a new analysis finds there's a relationship between the state's gas prices and presidential politics. it shows the prospects of president obama winning a state may be determined by how gas prices are there. more than 80% of states with prices above the national average voted for mr. obama in 2008. those states include california, illinois and new york. 20 of the 22 states that voted against president obama have gas prices that fall below the national average. that's wyoming, montana, oklahoma and utah. a lot of those that come to us never held a golf club and never have been on a golf course. >> see who is reaching out to have some have a new

the driver who caused this messy scene at 75th avenue in oakland. a runaway pickup truck smashed into a fire hydrant sending water shooting high into the air. the crash happened shortly after 2:00 a.m. the chp was first on the scene quickly followed by oakland firefighters and police and there are no reports of any injuries. violence erupted across two borders with syrian today as syrian troops fired into neighboring turkey and lebanon. syrian troops wounded at least five people. in the meantime, smoke continued to rise in the embattled city of homs. and a cameron died after he was hit by gunfire while reporting along the lebanese border.

the u.s. state department reports that launching that rocket or carrying out a nuclear test would be seen as a provocative act. it would further isolate north korea. the north koreans maintain the rocket is designed to carry a satellite. the americans say it's a test of a long-range missile that could the united states. the u.s. has asked china to scrap the launch. occupy protesters held a demonstration this morning at uc berkeley calling the -- calling -- calling on the alameda district attorney to drop charges against 1 people involved in a campus protest last november. >> these people -- these charges are nothing more to suppress the student involvement and the movement in

general. >> the protest -- the protesters encouraged people to call the d.a. and demand the charges be dropped. school board members will meet tonight that talk about raising the tax rate on the measure c bond to reduce long- term costs after they were promised the fees would not exceed $60 for $120,000 in assessed value. that's the previous amount agreed to be paid ten years ago. a part of the hetch hetchy system will undergo a reconstruction project. a section will be shut down on weekdays for the next two month, the road will be closed between geary road and the county border. the dam is being rebuilt as part of the $4.5 billion

project for the hetch hetchy system. the will restore to the original storage capacity. nfl commissioner roger goodell upheld fines and penalties against the new orleans saints and several team officials in the scandals over boundaries being offered. that mean the suspension for sean peyton still stands as well as the eight-game suspension for nikki loomis and the suspension for joe vick. goodell left in place a $500,000 fine against the team and the loss of second-round draft picks this year and next. imagine playing 100 holes of golf in one day. that's what some people in oakland are doing today. it's for a good cause. they are raising money for an organization called the first tee of oakland. it operates programs to teach golf to young people who might not otherwise get the chance to

2015. the. the plan,ed closure of the lefty o'doul's bridge -- the planned closure of the lefty o'doul's bridge has been postponed. the work is being put off because of the pending pain steve just told us about this week. crews had hoped to have the job done by friday afternoon before the san francisco giants play their home opener at nearby at&t park. the work will begin on monday, april 23rd. the golden state warriors appear to be going alone when it comes to planning a new arena in san francisco. as we reported last week, the giants unveiled their new mission rock project next to at&t park. it includes apartments, a park, and shops. the giants had said they were open to incorporating a new arena for the arenas. now a source close to the team says the warriors are looking at piers 30 and 32. the team is not commenting on the story, only saying it is exploring all of its opportunities. the san jose sharks are

getting ready for the playoffs. they will face the st. louis blues in the best of seven series. game one is in st. louis. game two is there also on saturday. the series then comes to san jose for two games, next monday and thursday. any games after that will be on an if-necessary basis. the sharks, though, were 0-4 against the blues during the regular season. wall street investors came back from the easter break reddy to unload a lot of shares. we'll tell you what is driving the selloff of ñ?óyp8

well, the dow has hit its lowest point nearly a month. stocks have been lower since the opening bell after the investors had the weekend to mull over the dispointing march numbers on friday. the dow is down 89, below 12,000. the nasdaq is down 24. s&p down 11. menlo park-based facebook is making its biggest acquisition inner spending a billion dollars to buy instagram. instagram is a photo software company that lets people share photos they've taken on their smartphones on facebook and other networks. the company applies filters to make the pictures look older. the ceo says facebook will keep

instagram running as an independent company. investors approved the news that sony will slash 10,000 jobs worldwide. the stock is up 4/10. the company will cut 6% of its work force. the consumer electronics and entertainment company has lost money the past four years. the new chief executive officer is being downsized and trim costs. and following the tradition set up, 124 years ago, the president and first lady this morning hosted the easter egg roll on the white house lawn.
