. we'll suspend our campaign effective today. we are not done fighting. rick santorum delivered the news earlier this hour, and it was an unexpected move. good afternoon. i'm tory campbell. we begin with a major development in the race for the white house. former pennsylvania senator rick santorum is suspending his campaign for president. santorum wrapped up his speech in gettysburg, pennsylvania less than 30 minutes ago.

he first told supporters that his 3-year-old daughter, bella, is home from the hospital after a difficult weekend. then he spoke of the people he has met along the way and how their conservative values drove his campaign. >> if i understood and felt at a very deep level what you are experiencing across america and tried to be a witness to that, to try to be an interpreter of that, that your voice could be heard and miracles can happen. >> he pointedly made no mention or endorsement of mitt romney, but just a few minutes ago, romney issued a statement calling santorum a quote, able and worthy competitor. with santorum now out of the race, observers say romney has a clear path to the republican nomination. the other top story right now, we are on storm watch, as rain returns to the bay area. today's weather comes after a very wet march helped california make up for what was an unusually dry winter. ktvu cameras saw people across

the bay area this morning with umbrellas out and hoods up. as usual, the wet roads are factors in many accidents. a lot of collisions have been reported on both local freeways and surface streets. the highway patrol warns everyone to drive slower in the rain. we have team coverage. lorain blanco is outside with people dealing with the change in the weather, but we begin with steve paulson, who will tell us how much rain we're going to see. >> for some areas, hardly any rain at all, but others, especially towards napa, it's been steady all morning. it's a gray day. there's a gray day. you can see the cloud cover continuing to stream in with the rain. one band actually stalled out over us. then the next came on shore and met up with it. still plenty offshore. some of the rain totals, napa, 0.64, leader of the pack. core dehlia, 0.50. san francisco, oakland, mill valley, 0.16. on live storm tracker 2, there's

the line stretching from napa county, extending back towards monterrey, almost san jose. looks like a little break in the north bay on the back side of that, santa rosa. look at that all the way down to vallejo, looks like it continues to not move. so it's stalled out there. then also extends from concord back over to danville and hayward. san jose, finally getting a little rain, but it's taking a long time to get there. as we look at the peninsula, finally starting to drag south. to the west, we're starting to see another band offshore and there will be plenty more coming in later on. we'll have an update on the rain totals forecasted, plus a look at what looks to be a wet week. >> thank you, steve. how are people handling this late season rain storm? lorain blanco joins us with that part of the story and some popular items for sale. lorain? >> reporter: tori, it's drizzling right now here in oakland, but you'll want one of these all week across the bay area, ponchos. they are a hot item at hardware stores today, but some, well,

they relish getting drenched in the rain. >> hard core soccer player, they love playing. >> reporter: spring break is sent in the sun for most, but these honing their skills at a camp in berkeley tell us more challenging in the rain and just as fun. >> you got to learn to move around. they all train in the rain, regardless. rain or shine, they are out there. they love soccer and i'm supporting them. >> reporter: business is slow for-- >> roof repair has been down because the weather has not been like we had last year. >> reporter: people are picking up items like ponchos and a few tarps, but hoping for a lot more from mother nature so they can cash in a little more for the season. >> it will happen, if the rain

after this service, friends and family members of the seven victims walked up to a display with their loved ones' photos, laid flowers in tribute and openly mourned their loss. n]♪ >> reporter: some family members touched the faces on each picture on the display. the husband of one knelt down and grieved, too upset to talk to us afterwards. his childhood friend told us how he was coping with his loss. >> he's trying his best. now all his energy is going into the children. so the nigerian community, we are coming around, showing our support and doing whatever we can to give them that hope. >> reporter: the family of another victim spoke about their suffering. they decried the violence that claimed seven lives last week.

>> i think we don't want anymore sisters, brothers, fathers, mothers. it's really painful. >> her future and everything, she was looking forward to that. so disappointed, so disappointed. we never expect this will happen to her. she was such a good heart. >> reporter: several dignitaries spoke at this memorial, including the south korean console general. the shooter was originally from south korea. the console says people in the area are fearful of retribution towards them because of what happened. he reassured them they should, quote, not feel overly responsible for the actions of a single gunman. allie rasmus, ktvu news. >> thank you, allie. tonight, san francisco's police chief will lead a town hall meeting discussing last month's mass murder. the bodies of five people were found in a house near city college. veteran investigators say it was one of the bloodiest crime scenes they had ever seen.

35-year-old suspect ben tie luke is held on $25 million bail after pleading not guilty to five counts of murder. the town hall meeting starts at 5:15 at city college. officers will address public concerns about the case, as well as neighborhood safety. the teen driver who was behind the wheel in the weekend accident that killed a father and daughter in concord could be released from custody today. the 17-year-old was arrested saturday on suspicion of vehicular manslaughter. there is no evidence at this point that distracted driving was a factor. but police say they will be checking phone records to see if he was using the cell phone at the time of the accident, and if they determined he was, then he would be re-arrested once the investigation is complete. authorities are still trying to determine the identity of a pedestrian killed when he was hit by a pickup truck in mountain view. it happened just before 9:00 last night on shoreline boulevard and wright avenue.

that's not far from the central expressway. the street was closed off for hours, while police tried to figure out what happened. the driver stopped after the accident and is cooperating with police. he was not arrested and investigators say alcohol was not a factor in the accident. the victim was not carrying any identification, but is believed to be under 30 years old. a group of bay area political leaders is putting pressure on bart to ensure their new train cars are made in america. bart's board of directors in the next few months is set to decide who will build their new train. it's a $3.2 billion project. bart is considering bids from manufacturers in canada, france, and south korea. however, one congressman is insisting bart use an american train build, saying choosing a u.s. company will help create american jobs. >> they should make every effort possible and take every step that is legally available to

them to maximize the american content in the train sets that they will be purchasing. >> a little rain never hurt anybody! >> he compared bart's upcoming decision to the one cal tran's made about the bay bridge construction project. he says it cost american workers thousands of jobs and rewarded china for unfair trade and labor practices. the national transportation safety board is suggesting strict recommendations for pilots and planes following last year's deadly crash at a reno air race. the board offered them this morning as part of an investigation into the september 16th crash that killed 11 people. among the recommendations, the board says air race pilots should test out plane modifications and possibly wear flight suits to counter potentially dangerous g forces. they suspect high g forces made a pilot in this crash pass out moments before impact. miami marlins manager oz see

guillen is apologizing to the team's fans. the season began less than a week ago and he's already been hit with a five-game suspension because of comments he made about fidel castro. >> i'm very, very, very sorry about the problem, about what's happening and i will do everything to make it better, everything in my power to make them better. >> miami's cuban-american community is upset over what guillen told time magazine. he said he, quote, loves cast streigned respects him for staying in power so long. despite the team's decision to suspend the outspoken manager, some cuban americans remain upset and are calling for him to be fired. this is a national movement that is taking place all across the country. people are really fighting back against secondhand smoke. you'll hear more about the bold antismoking move being considered today by a bay area city that is getting national headlines. steve paulson will be back soon with more specific details

. five people have been displaced after a restaurant fire this morning in downtown hayward. the fire started in the kitchen of the mexican restaurant el tequito, then spread to a second floor of the building. firefighters credit smoke detectors for saving the five people's lives. damage is estimated at $80,000. alameda county investigators are blaming copper thieves for an early morning fire at a cash 4 gold store. it started shortly after 2:00 a.m. at a strip mall in san lorenzo. firefighters quickly controlled the flames and no one was hurt. investigators say someone was trying to steal copper wiring inside the store and those live wires probably caused the fire. pg&e shut downpour to several stores in the trip small due to the fire danger. san francisco city leaders will talk about street safety today. this afternoon at city hall,

board of supervisors president david chew and other city officials will announce new plans to make pedestrians, bicyclists and drivers safer. later tonight, the municipal transportation agency pedestrian safety advisory committee will meet. a representative from the district attorney's office is scheduled to discuss cases of interest involving pedestrian crashes. two hours ago, state chemical regulators released the findings of a new study that raises serious health concerns over the use of nail polish. the study found that some nail polishes advertised as free of a so-called toxic trio of chemicals actually have high levels of agents linked to birth defects and other major health issues. the department of toxic substances control says the mislabeled products have the potential to harm thousands of women who work in nail salons, as well as their customers. the study was discussed during a news conference at the laney

college school of cosmotology in oakland this morning. >> no worker should have to suffer health impacts due to a manufacturer's false claim. >> the use of the so-called toxic trio of chemicals is not illegal if properly labeled. but officials say the false claims may violate state law requiring disclosure of harmful chemicals in products. people who live in the allen rock neighborhood of san jose might smell gas today. pg&e crews are testing lines in the neighborhood, following the san bruno explosion. the utility was ordered to pressure test gas lines and make necessary repairs. pg&e says if there is an escape of natural gas today, it will dissipate quickly and will not be harmful. today, the city of san jose may decide to ban outdoor smoking in certain areas. an ordinance is being considered by the city council. it would ban smoking in outdoor dining areas, in lines where people wait for service, and in the common areas of apartments

and condos. this morning, we spoke with a woman who is part of a national movement to put laws like this in place. >> secondhand smoke, we know it's toxic, we know it kills people, and we're trying to create as many environments as possible for people to live, work and play in their communities without being accosted by secondhand smoke. >> the city council will discuss the proposed ban this afternoon at 1:30. if someone steals your cell phone, you will soon be able to permanently disable it. major wireless providers are working with the government to build a central database of stolen cell phones. the database will use id numbers that are unique to each phone. once those numbers are reported, the phones can be disabled. right now, carriers can only disable sim cards in phones, which are easy to swap out. some of that rain started this morning. seems to be favoring napa county, back over towards parts

of solano and contra costa county. the rain continues very steady, nothing too heavy, no outrageous amounts, nothing like downpours. but it's here and it continues to work its way. now, what happens, it's going south to north. one band came in, then stalled out over napa county. i can't say i blame it. it's not a bad place to hang out. but then the next one came by, merged with it. now it's moving south to north. this is a very favorable pattern for parts of core dehlia, vallejo, up to napa county, which is why they have the most. there's still more offshore. this is a cloudy and rainy day for some. took a while to get to san jose and parts of the peninsula. the rain has returned, probably will be with us through friday. if you don't have rain, cloudy, breezy and cooler today, as highs stay in the 50s. so far, pap in a, 0.64. concord and vallejo, third of an inch of rain. santa rosa, third of an inch.

quarter of an inch. you can see the line extending. there's still plenty now starting to fire up a little bit on the san mateo, santa cruz coastline. i think the lows were here this morning. they haven't moved. highs today in the upper 50s, or extremely low 60s. lot of 50s. too much cloud cover and too much rain moving over us. a little system developed within the system. that kind of slowed it down a little bit, also keeping steady rain going. it's coming up from the south, wrapping around that low. now, the low's been sitting out here since last friday. it's finally getting kicked along by that guy right there. so we have this system coming in, then the cold air comes in late tonight, tomorrow, possibility of thunderstorms. there's your system for thursday and i hate to say it, but probably all the way into friday. cloudy with rain, cooler, cooler. a little breezy. not bad yet. that might pick up later. highs are really cool. might be an isolated 60 or so, but overall, the theme is for a lot of cloud cover, fog, kind of

a rainy, steady pattern day. now, thunderstorms are possible tomorrow, then temperatures really drop tomorrow. rain returns on thursday. more showers friday. then things improve as we get into the weekend. giants home opener is friday. i would be shocked if they cancel it, because they will do everything they can to get it in, but it looks like a cold and rainy day on friday. couple more days to go before we get there, though. >> look forward to a sunny weekend. thank you, steve. in just the past two hours, san jose state university announced it will end the school's local area guarantee. under the new policy, the school will no longer guarantee admission to santa clara county high school and community college students who qualify. the university president said steep budget cuts have forced the school to reduce enrollment. the new admissions plan must still be approved by the csu chancellor and board of trustees. it would take effect for the fall 2013 enrollment. uc berkeley student-run newspaper is hoping for a

student bailout. the daily californian is struggling financially, so it's asking students to vote for a $2 per semester contribution. it would help pay off about half of the paper's $200,000 deficit. the daily cal was established in 1871, making it one of the oldest college newspapers in the country. a major bank based in the bay area is being accused of discrimination. and during mornings on 2, we watched the adventures of this black bear in a los angeles suburb and we have an update for you. man: we need a good night's sleep. woman: which means a little heat

. stock market extending its longest and deepest slump of the year, over concern of the european debt and the beginning of uncertain corporate earnings reports. alcoa kicks off first quarter earnings reports season after the closing bell today. the dow down 199, nasdaq down 56, s&p down 22. san francisco-based wells fargo is at the center of a discrimination complaint. it was filed this morning and accuses the bank of failing to maintain and market foreclosed properties in black and latino neighborhoods. the national fair housing alliance alleges the conditions of wells fargo-owned properties in white communities were treated in a far superior manner. the group filed its complaint today with the u.s. department of housing and urban development. the findings follow the investigation of more than 200 bank-owned homes in a handful of

cities including oakland. wells fargo declined to comment, saying it has yet to see the complaint. the ceo of best buy has resigned. the decision for brian dunn to step down was mutual. this comes several days after best buy came out with a restructuring plan. it plans to close 50 of its giant stores and open 100 smaller ones. best buy also plans to cut $800 million in costs over the next five years. dunn started his career at best buy as a store associate nearly 30 years ago. in los angeles, fish and game rangers have tranquilized a bear that spent the morning roaming around a suburban neighborhood. it's a story we fold for you live on mornings on 2. the large black bear was spotted about 3:00 this morning. news helicopters followed the animal as it moved from yard to yard. fish & game officers hit the bear with a tranquilizer dart just before 8:00 a.m. they say they will take him to a wilderness area and set him free. we told you at the top of
