tomorrow meanwhile is the day that we will see an independent report onto uc davis pepper spray incident. today a judge approved a deal between the university of california and the police union to release the document at noon tomorrow. a task force investigated the spraying of students involving an occupy protest last november. the names of most of the officer involved in the incident will about omitted. a teen driver suspected in an accident that killed a father and daughter in concord saturday is out of custody tonight. our news crew was at the juvenile detention facility in martinez when the 17-year-old was released through a private exit at 4:30 this afternoon. he was arrested saturday suspicious of manslaughter. police say they are now checking his phone records to see if he was using his cell phone at the time of the accident. authorities have released the name of a man struck and killed by a truck in mountain

view. they say the 26-year-old was not carrying an id at the time when he was hit on shoreline boulevard at around 9:00 p.m. the driver stopped and cooperated police. officers say they want to talk to a woman who gave cpr until emt's arrived. the ntsb is issued recommendations for pilots in the wake of the deadly crash at the reno air races last september. among the suggestions they consider wearing flight suit that help them resist strong g forces. investigators are be log into the possibility that it the 74- year-old pilot lost consciousness as his plane rocketed straight up, 11 people were killed when his plane hit the ground. it was emotional day at the oikos university where a memorial paid tribute to the people killed there eight days

ago. friends and family members of the seven victims mourned their loss in a service this morning, among those were the oakland mayor and congresswoman barbara lee. the university hasn't made an announcement about what classes will resume following the tragedy. the state court will now decide whether one of three bay area men who kidnapped a school bus full of children decades ago should be release from prison. a court ruled in february that the man should be paroled but today the state attorney jena pealed that ruling. he, his brother and a third man were convicted of kidnapping 26 children and the bus driver in the town of chowchilla. they took them to a livermore quarry where they were buried alive in a van. the victims managed to get out. a confessed gang member is

back on the stand today in a triple murder trial in san francisco. edwin ramos was questioned today. is he charged with gunning down a man and his two sons. . it was a case of mistaken identity. yesterday he testified that the gunman was a passenger in his car. today a jury cleared richmond police chief of racial discrimination charges. the decision ends a case that started in 2007. that is when seven african american officers filed a lawsuit against the chief. they claimed that he and then deputy chief promoted officers on the basis of race. both were cleared. we will have reaction tonight. rick santorum announced today he is out of the republican race for president. the former --. >> this presidential race for

a much rougher day for the broader market. wall street extended it's longest and deepest slump of the year as invest ears worried about spain's rising borrowing cost. the dow fell 214 points, nasdaq dropped 56. a string of injury accidents involving pedestrians and bicyclists has triggered public outrage. we are live in san francisco with the newest push to make streets safer. >> reporter: i want to show you this intersection. this is -- there are bicyclists, cars, painting crosswalks, if all the city -- san francisco is one of the most dangerous to be a pedestrian or a bicyclist and that has to change according to city officials. it seems drivers action bicyclists and pedestrians all could do a better job look out

for each other. >> mother very the right of way and the other person may be wrong and you are right and you are dead and he is wrong and alive. >> reporter: those who use the streets, especially pedestrians and bicyclists are being injured at an aalarming rate. >> san francisco has one of the worst pedestrian safety collisions here in the country and in the state. >> reporter: today the supervisors sponsored a resolution to increase safety and enforcement that. includes going after unsafe bike rider was more citations, it would let some first time offenders attend a safety course. two weeks ago a bicyclist allegedly ran a red light and hit an elderly man in a crosswalk. that man died four days later. city officials say they have received a lot of calls for action after the incident. >> we don't have any tolerance for individuals that are not obeying the traffic laws and that includes pedestrians, drivers and bicyclists.
