this is the video on november 18 after a failed attempt to remove occupy protesters. an officer unleashed pepper spray. they released a report that was damming of police and the administration. >> there was no reason we conclude to have used the pepper spray. >> reporter: it blamed the police for an inadequate plan and failing to followilities plan. the police chief was blamed and they said the chancellor failed to community her desire that force not be used on protesters. a failure of leadership. >> important to know who is in charge. who is responsible for what. >> reporter: what the report did not do was recommend any kind of punishment which concerned students.
