we're live in san jose on the 101 where wet weather caused a driver to lose control and go into a ditch. we'll have the latest information. even though the rain has moved through it's still a very messy morning commute with a lot of traffic, standing water and traffic trouble spots. gunfire outside this fairfield bar last night, one man dead, another wounded. how these surveillance cameras could help investigators. and the deadly shooting that have captured the attention of the entire nation.

live coverage of today's crucial court hearing in florida. mornings on 2 starts now. well good morning to you. welcome to mornings on 2. >> our top story this morning is the storm moving across the bay area. we do have team coverage of the wet weather. steve and sal are monitoring the storms and roads but first we want to go to lorraine blanco who's live in san jose where a car ended upside down, claudine. >> reporter: yes it did. let's see what it looked like at 6:00 a.m. you can see a silver honda accord on its back about 10 to 20 feet down in a ditch. chp got a call at 6:19.

firefighters shut down part of the right lane to deal with the situation, but now all lanes are open. traffic is moving smoothly out here and the car has not been removed from that ditch. this is what drivers were facing early this morning in san francisco. let's take a look at that. this is san francisco near ninth and harrison. you can see it was coming down in sheets. it was difficult to see in front of us driving, the roadways were so sleek and the wind was moving so hard, it looked like the rain was coming down horizontally. and a family member just picked up the woman driver, she is going to be okay but this is a remainder to drive with caution

out here. in overnight news, police in fairfield investigating a deadly shooting. it happened last night right outside of a bar not far from travis air force base. alex sadvige has been out there early this morning talking to fairfield police, what are they saying now alex? >> good morning dave, police felling me this all started with some kind of an argument. that fight spilled over outside, one man was killed and another wounded in the shooting. it happened right before 9:00 last night two men were shot in the head. a 29-year-old. police believe this started when two groups of men got into some kind of a dispute inside the bar. >> we do not know what the reason for it was, if this is spilled over from a previous incident, we do not have that

information at this time. detectives are still piecing it together as we speak. >> reporter: the shooting happened right outside the gates, right across the street from travis air force base. but they don't believe anyone from the base was involved. as we come back live outside, there's a surveillance camera pointed at the site of the area outside the bar. they do believe they have some leads on the potential shooter. but at this point they're not releasing any sort of description of who they're looking for. alex sadvige. lawyers for george zimmerman the florida neighborhood watch volunteer challenged in the trayvon martin case -- charged in the trayvon martin case, they're expected to ask for bail today. look at these picture, he's getting out of the car covered up his head as he got out of that black suv and he turned

down so saturday. and let's look at what it looks outside right now. things are much better and it's light as well which helps drivers. let's go to the bay bridge toll plaza. we have a big heavy delay here. about 10 to 15 minutes. meters lights are still on. we have a terrible commute coming into the livermore valley out of tracy. if you're getting on the freeway let's say you're getting on in dublin and headed to castro valley not all that bat. pleasanton doesn't look bad either. 7:06, let's go to steve. >> a really strong season has moved through, thankfully if it came downright now we would be in a world of hurt because it would just cause a mess. it already caused a mess this morning but it was really early. heavy snow king vale, all reporting white out conditions.

not much of an accumulation. but as we head out there's some stretching from richmond to tiburon. east bay stretching from oakland to alameda that's kind of collapsed a little bit but it has picked up a little bit. from lafayette, concord, martinez. but look around benetia, crockett. 2/3 of an inch of rain fell on san francisco. oakland, napa, a couple of locations. san jose also around .3 of an inch. four to five santa rosa, that wind is coming in. there goes the first part of the front right there. there's a lot of stream, there's a lot of stream that has to come by. we will see thunderstorms, we really need some breaks in the clouds to get that going.

here's our computer model for tonight. here comes our next round of rain and it'll go right through friday. rainy, breezy, cool, mostly cloudy. brief heavy rain possible even after that part of the system went by. upper 50s and really low 60s. i think upper 50s will cover the spread. it's a really tough forecast tomorrow. it just does not look very damaging. there's doing to be a lot of rain in the area -- there's going to be a lot of rain in the area. warmer on sunday and monday. claudine and dave. a woman facing charges after her car ended up in a golf course water hazard. that's the submerged car. that's at the moraga golf course. she got into an argument with her boyfriend, drove off in a hurry. took a wrong turn and drove

right into the moraga lake. that car by the way was a rental. the city is trying to figure out a way to stop on dumping. take a look at all that trash. city council leaders believe independent haulers are to blame for all that dumping. a california intergrated waste board says oakland spent $2.2 million picking up 16-tons of trash. the city of richmond spent more than $1 million and hayward more than 900,000. taxpayers costs about $200 million per year. one problem is that it makes it hard to make a case against those who illegally dump trash. it's on the launch pad,

well lots going on this morning at least a strong storm has moved through. now off and on rain. some of it is heavy. around crockett and benecia. so a long way to go but at least a few breaks in the clouds. happening right now in syria, a seize fire there appears, appears to be taking hold. government forces apparently halting their attack on the opposition. we're watching this. the syrian government still ignoring demands by anan to send his troops back to their

barracks. now opposition fighters are calling for peaceful meeting together just to test the seize fire. ktvu's carol han is in our washington newsroom on why officials think the rocket launch is -- >> reporter: at the launch sight fueling began yesterday. north korea insists the rocket will be used to put a weather satellite in orbit but world leaders think it's a cover to deliver a nuclear weapon. officials say what they've seen appears to be enough. >> it is possible that the use of this launch vehicle to carry, or to deliver a nuclear war head to some part in the world. however i'm sure that this particular launch vehicle will

be used for the launch of satellite. >> reporter: the rocket drama has put the spotlight on north korea's new young leader. he was named the nation's top political official while he and north korea remain defiant about the launch the region is on alert with countries threatening to shoot the rocket down if it veers too close to their borders. live in washington, carol han, ktvu channel 2 news. there was a stand off with police in belmont. an unidentified woman is being held now for observation. police responded to a call on continentals way. a man said his wife was armed and suicidal. when police got there they said the woman was bleeding and threatened to shoot them with a rifle. police fired nonlethal rounds at her. she's being detained now for a psychological evaluation. san francisco police also searching for two weapons that they say were used in last month's killing of five people.

police say they haven't determined the exact types of weapons used but they're looking for a blunt weapon and also one with an edge. 35-year-old luc has been arrested for the mass murder. he hasn't given police a motive for the crime. he's being held now on $25 million bail after pleading not guilty. suspended san francisco sheriff mirkarimi wants to block the city attorney from handling the misconduct case against him. mirkarimi is asking a san francisco superior court to suspend his suspension. he is also planning to fight for his job. mirkarimi believes the attorney dennis herr era has a conflict of interest. by advising the board which will ultimately decide on

whether to keep mirkarimi at his post. edwards is accused of conspiring to violate campaign finance laws and accepting illegal contributions. the case centers on nearly $1 million in payments made by two campaign donors to help hide edwards pregnant mistress during the 2008 presidential campaign. edwards denies knowing about the payments, if convicted edwards faces a maximum sentence of 30 years. an 11-year-old boy in concord is recovering after he was hit by a car while riding his bike. this happened in front of an apartment complex on bowhan drive. a woman driving out of the complex hit the boy. neither was going extremely fast. the boy was taken to the hospital as a precaution. a daughter and father who were killed last weekend as they road their bikes in concord were laid to rest. this funeral was held in

concord yesterday. they were hit and killed saturday when an suv jumped a curb and ran into them. nori's brother-in-law says he was a devoted family man. >> he was the purest man i ever met in my life. he prayed whether he was on the road. he would always find time to do friday prayer. everybody knew him by that. his soccer teammates he would coach, he would dedicate his life everything around his children. >> the 17-year-old driver of that suv has been released from custody. police say he could be rearrested and charged if they determine distracted driving caused that crash. meantime police in richmond stressing the importance of bicycle safety after a fatal hit-and-run crash killed 28- year-old juan garcia. he was hit and killed early yesterday morning as he road his bike. it happened at the intersection of barrett avenue and 33rd street. now there were no witnesses so the police are asking for the public's help to find that

driver. san francisco police searching now for a man who robbed a bank. police say the suspect walked into a bank on spears street just before 5:00 last night and demanded cash. a bank teller handed over money that also contain add tracking device. that device led officers to a near by b.a.r.t. station before the signal was lost. if you have any information about the robbery, you're asked to call san francisco police. in the south bay officers are looking for this man. 44-year-old alex ryan wells, he's accused of robbing at least three banks. the latest robbery happened tuesday at the santa clara federal credit union on san fernando street in san jose. time now 7:18. you might want to call it his bad hair day. we're talking about giant star tim lincecum. you know him for his long hair. last night tim lincecum showed off his new hair before the fans in denver. it's still long but it's about 4-inches shorter. well what he did on the mound made a lot of people wonder if the longer hair gave him more

hillary rosen's comment about an romney. they were disappropriate. now back to the traffic. are things getting better. >> i think things are getting better. we do have one item that's not good news. it's a car fire on sonol boulevard. also 580 near by westbound 580 coming in from tracy to livermore still recovering after some earlier problems. we had a couple of crashes earlier this morning, a lot of heavy rain in that area. while the rain seems to have stopped by the traffic is still slow. let's go to another picture where things are improved. a little bit of crowded traffic. it is backed up for about a 10 minute wait. 237 definitely looks wet here. traffic is busy approaching zanker. we had the really strong front go by this morning but thankfully it went by fast enough where it doesn't do too much. but it left a lot of standing

well our very busy and active spring continues. we had a real power house front go through this morning. and there's plenty still today and tonight into tomorrow. so occasional rain. some of it brief, heavy. mostly cloudy and maybe more thunderstorms. most likely tomorrow. steve right now traffic is moving along pretty well in some areas but still, kind of dicey conditions. you can see in this picture we're showing you the bridge, not only that the bay behind it. a little bit of wind may affect your driving in cosways getting into and out of san francisco and getting into the bay. use caution there. no major traffic problems right now at the bay bridge toll

plaza. 7:28, let's go back to the desk. overnight we learned new information about a shooting in west oakland. two men were wounded on myrtle street around 9:00 last night. police say the gunfire now appears to be tied to another shooting a few blocks away. no one was hurt in that earlier gunfire, the two victims drove themselves to the hospital and are expected to be released today. police are still searching for suspects. a driver fled the scene after overturning his car in oakland overnight. the chp believes the motorists was driving too fast and lost control. ended up hitting the center divide near the seminary exit. investigators do not believe weather was a factor in the crash as it happened at 2:00 a.m. just as it started to mist. a female passenger was left behind, she suffered minor injuries. the body of a missing hiker in big suhr has now been found. 68-year-old mike marshall was found yesterday in the little suhr river drainage. about a quarter mile from his

body. officials found his older brother fred. fred marshall had been searching for his brother when he brother did not come back. fred is doing well say searchers. but the bad weather that we've had is making it hard for them to all come home from safety. more volunteer searches are scheduled this week for a missing morgan hill teenager. about 120 volunteers searched for 15-year-old sierra lamar yesterday. in the meantime a retired fbi agent who investigated the disappearance of natalie holloway he's telling the huffington posthe's not optimistic that she will be found alive. now sierra lamar's cell phone was found discarded near her house. the condition of it indicated it may have been thrown out of a car. now because she's been missing for almost a month, copus is

warning in his opinion, this might be the worse case scenario. there's a new website dedicated to the missing teenager. it's called find sierra lamar. there's information about the case, photos and details about the continued search efforts. as you know she disappeared back on march 5th as she was going to school -- march 15 as she was going to school. investigators are checking reservoirs and divers will be sent in this week to investigate if anything suspicious is spotted. this morning's storm caused all sorts of problems we've seen. traffic accidents and road flooding. tara moyiarti is in san francisco. >> reporter: firefighters have left now and we're waiting for the department works to arrive. but because of the heavy rains it caused the sewage to back up here. we're here on fulsome street,

tens of thousands of gallons of sewage leaked on to fulsome street. if we look across the street i don't know if you can see where the car is. right next to it is a white bin and you can see how high the sewage got. about 1-1/2 feet deep. at arroyo's body shop in the corner says this is at least the third time the street has overflowed. he showed us pictures of the last two times it happened in 2009 and 2004. >> i'm irritated. they just last year did every pipe possible in the street from 20th i think to seventh. this is not supposed to happen according to our city. >> reporter: now firefighters did pump out quite a bit of

sewage but residents tell me they are very frustrate because this has happened so often over the past several years. they say they are probably going to be cleaning for the next four hours and usually by the time, most of the major work is done. so they tell me they are extremely annoyed. if you look at the backside of this row of buildings that's shotwell. firefighters tell me that a lot of people on that side of the road might notice there's quite a bit of sewage flooding into their home. not a very good morning for the folks out here in the mission district. they do tell me this used to be an old creek that ran right through the heart of fulsome street and it's the lowest point in this area which is why it tends to have so many problems. time now is 7:33, the florida neighborhood watch volunteer who fatally shot unarmed teenager trayvon martin is expected to be in court today for the first time.

reporter phil king joins us now from sanford florida d phil keating, where george zimmerman turned himself in last night. the florida department of law enforcement tinted window suv pulled in behind me here at the seminole county jail. that's when zimmerman walked in with a jacket draped over his head. 1:30 this afternoon he will now face a judge for the first time. facing a charge of second degree murder for the shooting death of unarmed 17-year-old teenager trayvon martin. that happened 46 days ago for 45 days all martin's parents wanted was simply not mob justice, not zimmerman to be convicted and sentenced to a long prison term. they just simply wanted him to be arrested and that last night

is exactly what they finally got. and at 6:00 p.m. eastern time that's when the special prosecutor announced her decision of second degree murder. that's the maximum charge that she had available to her. she could have gone with involuntary manslaughter or manslaughter, but if convicted on second degree murder, especially in the light that a handgun was used and the victim died, that could bring life in prison. however, george zimmerman all along has been pleading self- defense in this case. that maybe he initiated the confrontation as the neighborhood watch activist, as determined in trayvon martin suspicious. but that trayvon martin instigated the violence that's when he felt his life was threatened. so that means they will have a separate pretrial hearing at some point and it'll be up to the judge to weigh the facts of the law here in florida which is considered the most liberal make my day, stand your ground,

shoot to kill, right to kill laws as they have been called. and that could determine if the judge agrees that maybe he did have a reasonable belief that it was self-defense, he felt his life was threatened. the case could be dismissed all together. but that's down the road from here. the brand new attorneys for zimmerman say they are going to enter a plea of not guilty. because of all the publicity, all of the rallies and marchs here in seminol county they will likely see a change of venue. that's the down the road from here. but for now, george zimmerman, in custody, under arrest, charged with second degree murder. and his brother robert zimmerman jr. in california says that it was bittersweet. he was happy but sad watching his brother walking into jail. he felt with the whole public outcry nationwide he felt his brother is safer now where he

claudine are a lot of small fender benders. people get into those and they pull off to the shoulder. unfortunately not causing any lane delays but just a lot of small things. and some areas have improved. you can see the sun here in san francisco along northbound 101 approaching the 80 split. you can see traffic moving well at the split into it, at the toll plaza there's about a 10 minute delay. let's take a look at the toll plaza, not so bad. it's not as sunny here on the east bay side of the road. and the meters lights are on so you will be waiting. there's a car fire at senole boulevard. i want to move the maps to highway 4 a low slow at bay point. slowing there and okay just moved the maps back to walnut creek. at 7:38 now let's go to steve. lots of well i would say

really impressing spring weather continues to march in. that was a really strong band that went through this morning. thankfully it went by really early or we would have had lots of issues. that's blasted through but there's a lot of stream to come in later today, tonight into friday. after friday afternoon friday evening then things look to get a little quieter. but still about 36, 48 hours of some rain. there goes the system. heavy duty snow. just looking at some of the cams, borreal, truckee, it's all just lit up with snow. so if you have to travel good look heading up 80 for a while or 50. still some rain around. still some rain around. kind of a hit and miss here. middle town, inch of rain up in lake county. john in sebastapool also had

rain. livermore, napa. there's been a lot of rain around. 40s upper 40s or low 50s on the temps. right there, you get a good look at that system but coming in right there the very cold unstable and the entire upper air system is sliding in kind of like going like this. it'll be right over us by tomorrow which means i think about anything goes tomorrow. not only heavy rain but also much heavy snow levels. maybe to 3,000 feet and possibility of more severe weather. more likely tomorrow than today. turning colder on friday with another round of rain and wind. today maybe a couple of .01 to . .15 of an inch. there's going to be some more heavy rain in the way into friday evening and this then by saturday morning i think this is all long gone. but it'll be really chilly saturday morning.

possibility of brief heavy rain. upper 50s should cover it. more likely upper 50s. tomorrow is going to be a really dicey day. i will say it again i think they will play just not sure they will play at 1:35, that's my best guess for right now. colder with rain on friday, rain on saturday. sunday and monday looking better, claudine. earth day restoration clean up is on saturday but one project is already on the way. there you see it the workers prepping wood at the bail grist park. about 100 volunteers are going to be using that wood this weekend to help restore a gold rush era mill. a grant from the california state park foundation was given to the park to help make those repairs. >> this is the only operating gristmill which is a flour in mill in the state of california. it's an icon for the valley but also a very important part of california history. >> reporter: the volunteer list

we're still going strong. that's good news. wall street apparently doesn't seem to phased about a jobs report we just got this morning. the labor department found more people looked for jobs last week. that's the highest number we've seen in two months. analysts says that a sign that companies are cautious about hiring workers and that the job market is slow to recover. san francisco major ed lee wants to put more of the city's youth to work this summer. today he is going to call on local businesses to pledge jobs and summer internships. the goal is to find work for 5,000 youths. the united way of the bay area is partnering with the mayor's office with the job program. president obama issued a challenge, a national challenge to create jobs for low income and disconnected youths. we're going to talk about a big name in sports talk, local sports talk. this big name parted ways with

the bay area's largest sports talk radio. ralph barbieri has parted way with knbr. last night barbieri issued a statement saying he will have more to say about his abrupt dismissal. but he is denying reports that this was an amicable parting. and another familiar voice, that voice there is retiring today is the last day for melrose. over the years he's covered some of the biggest stories in the news and he's done an excellent job. we wish him well in his retirement. a high speed pursuit on a los angeles freeway ended in an alleged shoot out between police and the 19-year-old driver. just before 10:00 last night, police were chasing this car. this is highway 101. when the car finally stopped

the 19-year-old driver jumped out of that passenger side road. there he goes and take a look. he points something at police. he says he did shoot at them. so he fired back. the driver was pronounced dead at the scene. an attempted murder suspect is in jail after hitting a parked car in oakland last night. alameda county sheriff say the two men were spotted in the stolen car near international boulevard. when they tried to pull him over, the driver sped away. after hitting the parked car the men ran away but were caught by police. time now 7:47 now. we're getting new details about how the u.s. may reduce a number of troops in afghanistan. the pentagon may replace thousands of u.s. troops with small special operations teams, paired up with afghan forces. now the idea is to help the afghans withstand a taliban on sloth as troops withdraw. the head of nato says the alliance is on schedule to hand

over responsibility to afghan forces by the end of 2018 as planned. the u.s. navy says it's almost finished recovering the wreckage of that military jet. the one that crashed into a virginia beach apartment complex. yesterday the crews lifted the second of the downed f18s two engines. they've also been checking the air in the area and taking other precautions trying to make sure no hazardous materials have been left behind. in that crash luckily no one was killed last friday. but more than 80 residents have been displaced. there's no word on when those residents will be allowed to go back home. in overnight news, the usgs reports several large earthquakes around the world. about 90 minutes ago a magnitude 7.2 aftershock rattled indonesia. you're looking at new video from that region where power is still out in many areas. some people are now living in

tents, mosques and other temporary shelters. a child was critically injured when a tree fell. about three dozen earthquakes measuring 5.5 or higher have hit that region in the past day. and around 3:30 this morning a 4.9 tremor shook the gulf of california. that's the same area where a 6.9 and 6.2 hit yesterday. people working in offices in mexico city ran out of buildings and on to city streets. the epicenter was in a row mote area -- in a remote area of mexico. also, a tremor in the gulf of oregon did not cause any

touched down in the town of french camp. no one was hurt but a tractor trailer and shed were destroyed. a new brewery is hoping to make san ramon its new home. the owner of schubros brewery has leased space on north canyon road. it's going to be the headquarters for the brewery's office and distribution center. the company is hoping to raise money through crowd funding which was recently signed into law. that allows businesses to raise money from several small investors instead of a few big investors. petaluma lagunitas brewery is expanding. chicago facility is expected to be completed by next october. the owner of the brewery company is a chicago native. 1,500 runners came from outside the bay area for this, a new study finds they spent almost 200 bucks a day on

street from travis air force base. although fairfield police telling me this morning they don't believe anyone from the base was involved in last night's shooting. live in fairfield, alex savidge. time now 8:02. a proposed law to crack down on walnut street restaurants and bars. some of the business owners don't like it. they say it could lead to losing revenue and also higher prices. sonoma county seems to be moving in the direction of some other bay area counties to ban plastic bags. the county held nine meetings in each of sonoma's nine cities last month. most of the residents who attended supported the plastic bag ban. sonoma county is considering legislation modeled after other counties. banning carry out plastic bags and placing a 10-cent fee on each paper bag. this morning a california supreme court will announce a

ruling on a case involving how and when employees take breaks at work. the court must decide whether managers must order workers to take rest and meal breaks or whetherit's up to employees to schedule their own breaks. the question is whether state law requires an employer to simply provide meal breaks to employees or whether it must also ensure those breaks are taking at certain times during shifts. the san francisco civil grand jury is looking for new volunteer jurors. two volunteer for the grand jury you have to be a u.s. citizen who has lived in san francisco for at least a year. you have to be willing to spend about 15 hours a week reviewing documents and attending meetings. the grand jury serves as a watchdog over the city government. jurors serve from july 1st to june 30th. the deadline to apply is sunday. your time is 8:04, the chancellor of city college of san francisco will retire sooner than expected after being diagnosed with a brain

his team game -- gave up the most runs since 2006. colorado beat up the giants. police are searching for a man who robbed a bank. the man walked into a bank just before 5:00 last night and demanded cash. a bank telling handed over money that also contained a tracking device according to police. that device did lead officers to a near by b.a.r.t. station but then the signal was lost. if you have any information about the robbery you're asked to call san francisco police. and in the south bay officers are looking for this man. 44-year-old alex ryan wells. he's accused of robbing at least three banks. the latest on tuesday at the santa clara credit union on san fernando street in san jose. got to tell you about a strange attack, it happened in san francisco. investigators say the weapon was a high heeled shoe. also, it is another wet and windy spring day in the bay area. steve going to tell us when

suicidal. when police arrived they say the woman was bleeding and threatening to shoot them with a rifle. officers fired nonlethal rounds at her. the woman who's identity has not been released will understood go a psychological evaluation. the search is now on for two weapons san francisco police say were used to kill eight people. they are looking for a blunt weapon and one with an edge. luc has been arrested for the mass murder. he has not given a motive for the crime. he is being held without bail after pleading not guilty. it looks like san ramon residents will not get to enjoy fourth of july fireworks today. concern is that they could cause injury and threatening public safety. officials say the event attracted too many people and cost the city too much money.

business owner near by. what did he say. >> reporter: he's certainly concerned about the violence in the area. there was some sort of an argument inside between two groups of people and that argument spilled over outside and now fairfield police are reviewing surveillance video from this camera that's right out front. two men ended up being shot in the head. this all happened right before 9:00 last night. one man died at the scene. the other is now in stable condition at north bay medical center near by. police say they aren't sure what this dispute was all about. but we did talk to an ma who runs a cheese steak shop right next door to the bar and says he's spried by the violence. al hanson told me he used to own the bar that was the scene of the deadly shooting. >> it's a nice quiet place normally. our customers were generally very mellow. we never had a lot of problems with our customers. i can't really figure out what happened. >> reporter: at this point fairfield police are not releasing the identities of those two men who were shot last night. one was killed, the other

survived. this shooting scene by the way directly across the street from the front gates to travis air force base. i did speak to the fairfield police department and asked them about any connection between the base and this shooting they don't believe any employee from the base was involved in last night's shooting here outside this bar. again they are still searching for the shooter. we're live this morning at fairfield, alex savidge, ktvu news. the body of a hiker who went missing in big suhr has been found. 61-year-old mike marshall was found yesterday in the little suhr river drainage. about a quarter mile from his body, search teams found his brother fred. fred went searching for his brother when he wept missing. fred is doing okay. about 120 volunteers went

searching for sierra lamar yesterday. mean while a retired investigator that investigated the disappearance of natalie holloway says he is not optimist. because the teen has been missing for nearly a month, copus warns this may be the worse case scenario. there's a new website dedicated to the search of the teen. 8:46, city leaders are trying to cut down on illegal dumping. the problems are really bad in east and west oakland because

some of those homes in that area are spread out. the city believes independent haulers are to blame. they offer cheap rates on-sites like craigslist and they save money by emptying their loads on city streets. the integrated waste management board says the city of oakland spent $3.2 million last year picking up 1,600-tons of trash. richmond spent $1 million, hayward 900,000. in all, illegal dumping costs taxpayers $200 million a year. one problem is it's hard to make a case against whoever is dumping illegally. one oakland woman is facing charges after her car ended up in a golf course water hazard. the 32-year-old woman got into an argument with her boyfriend in oakland and drove away in a hurry. she made a wrong turn and drove

time now 8:53, you don't see this every day. that's a tornado right outside of stockton. look at the picture s and look at the damage. the national weather service confirmed it was an f1 tornado. luckily no one was hurt but it destroyed a shed and also knocked off a trailer. now the driveway there was covered by all the wood and aluminum debris but the house believe it or not was spared. >> we just heard a loud, loud noise. and i ran out the back, i ran to look out the back window. and i just seen a big old cloud. i seen them flip over the trailer. when i came back to the window, the shop was in the air. i guess it got hit by all the wind and my shop was in pieces. >> wind speeds were estimated to be around 90 miles per hour. and then the wild weather also caused hail and thunderstorms. look at this the rooftops,

roads covers in hail the size of marbles. a highway patrol shut down part of highway 99 but traffic is now pretty much back to normal. the hail may have damaged some cotton and tomato crops. this year's earth day restoration is saturday. but work is already under way. workers are already prepping the wood. there is going to be about 100 volunteers using that wood this weekend to help restore a gold rush era mill. a grant from the california parks foundation was given to the park to help make those repairs. >> it's an old mill, it's made out of redwood which is a soft wood but it needs a lot of work and it takes some very special mill and qualified millers to run this huge operation. >> well the volunteer list for that mill restoration project

for the suspects. and a driver of that car fled the scene after it flipped over in oakland during the night. the chp believes the motorist was going too fast and lost control. ended up hitting the center divider on interstate 580 near the seminary exit. investigators don't believe weather was a factor in the crash since it happened just before 2:00 a.m. when it started to get misty out there. there was a female passenger left behind, she suffered minor injuries. >> let's go back to sal for the traffic. >> the rain has stopped northbound traffic, look at that very slow. people delayed their commute it seems and now it's very slow. getting out to the bay bridge toll plaza same thing goes. it is backed up at least to the mcarthur maze maybe a little bit more. >> some partly sunny skies, mostly cloudy.
