deficit spread over a two year budget, labor unions must give something back. san francisco general hospital, medical clinic supervisor says the city seems more interested in aiding big business. >> billions of dollars in tax breaks are given to these people. at the same time, they keep coming after the little people. >> the key is making sure we're an investment friendly city. and it's directly measured to our ability to balance that budget. >> reporter: the mayor and other officials are scheduled for pay hikes. the mayor says he won't take a raise. >> i'm going to ask the others, if they don't need it, to give it back to the general fund. >> they claim that the city is such a dire straits. how could they possibly agree to take that money? >> reporter: calling for big business to contribute more tax money to the city. those arrested were charged with failure to stay on the sidewalk and blocking traffic. in san francisco, david stevenson, ktvu, channel 2

news. in oakland, the search is on now to find a gunman who shot and killed a man as he walked down the street, pushing a girl in a toy car. that shooting happened at 3:15 in east oakland. the man was shot in the head, and pronounced dead at the scene. a resident grabbed the girl and ran to safety. the toddler was not hurt. police say the gunman drove away in a car. what started out as a fire response in san leandro this evening has become a criminal investigation. the fire was reported in a detached garage near doweling around 5:00 tonight. firefighters say they noticed suspicious items in the garage and police were called in. we were told that the garage contained a marijuana growing operation, but so far police have not yet confirmed that account. one firefighter was hit by a falling piece of wood from the roof, and was taken to the hospital, but we're told his injuries are not life- threatening. members of the bay area

sailing community tell us they are still reeling from last weekend's deadly accident during a yacht race. five of the eight people onboard died or were lost at sea. the yacht was hit by waves and capsized before washing up on the rocky shore of the islands. patty lee is live now in san francisco, where sailers tell her the accident may change their sport. >> reporter: we've been talking to sailers around the bay today. they say they are worried that the magnitude of this accident could change the laid back culture found around the bay area to one that's more litigious. >> heading out on the water with friends is a tradition many fear will be jeopardized by the deadly accident, saturday. >> lawyers are trained to have sharp teeth. it's the game. >> reporter: personal injury lawyers are circling, and boaters are watching to see what happens with the police

skin and bones. eating grass their lives depended on it. the horses are behind the locked gate. independent of each other, they took photographs three weeks ago and sent them to contra costa's animal control, then heard nothing. she even contacted a horse shelter that agreed to rescue the horses. the director told me by phone today, the horses are dying. >> they're in a critical state. they are starving. they probably have a huge parasite load. >> reporter: an animal control officer hung up on us today. it took a call to a county supervisor to get the director aware of the situation. late this evening, three weeks after first big alerted to the horses, animal control officers and a veterinarian finally entered the locked gates.

tonight, the animal control director told us, they seized three horses and will be back tomorrow for a fourth. they're also looking at animal neglect charges against the owner. thousands of people lined up at the cow palace in daly city today for their chance to perform on the x factor. would be contestants received wrist bands to secure their spot. auditions are open to anyone over the age of 11. registration continues tomorrow, and auditions are set to begin at 8:00 tomorrow morning. it is reported tonight that britney spears has agreed to a $15 million contract to be a judge on the x factor. the deal reportedly still hasn't been signed. the creator and judge, simon cowell has admitted he is working hard to get her on the show. you can find more video of today's auditions on ktvu.com.
