situation just before 6:00 this morning. one worker who did not want to speak on camera told me he saw a silhouette of a person. s.w.a.t. teamed raided the building looking for the shooter but just a block away a person was carjacked. officers caught up to the stolen vehicle. that's when officers say the man shot at them. a witness says a man had a gun and was desperately trying to escape. >> he was focusing on a car, he would switch to the next car if that person wasn't stopping. eventually, all the cars stopped down to where he was able to run to the other side and run off. >> reporter: he found a bird watcher and stole his vehicle.

investigators are also at the original crime scene looking for any evidence they believe will help them find the shooter. >> i'm nervous now because i have grand kid around here. i don't know how safe it's going to be around here. police have detained at least one person but they did release him. so far they have not reported any arrests. we are monitoring the search for a gunman in the sacramento area and of course we will u update you on the situation. it has been a crazy day with interstate 80 shut down for more than five hours between davis and west sacramento creating that huge traffic back up. at this hour, authorities still as matt mentioned have not been able to find the gunman and they are actively looking for him. this is a live picture now from news chopper up in sacramento: you can see there's lots of police still searching this area. it is the arden arcade area. this search now has been going on since about 6:00 this morning when all of this first

across the country they have gathered for the annual celebrations of marijuana on this national pot smoking day. john sasaki live in san francisco where there's a pungent smell of pot and some disappointment with the federal government, john. >> reporter: the time 4:30 is almost an hour ago but the smoke is yet to clear. thousands of people have come out to celebrate marijuana and smoke a lot of it but with the recent federal crack down this is a tough time for marijuana supporters. >> reporter: more than 100 people rallied outside oakland's federal building to rally for marijuana. >> i think it's fear, for decades, they're worried about losing money. >> reporter: when running for president, barack obama said he would leave the medical marijuana association alone.

but we have not seen anyone get arrested. john sasaki. the university of colorado boulder took some unusual steps to keep 420 protesters away. gathering areas were sprayed with smelly fish based fertilizer. campus police also blocked off some of the area. last year more than 10,000 people attended a 420 rally there. police say anything caught on campus today without proper i.d. would be ticketed with trespassing and could spend up to six months behind bars. more details on 4/20 day. the number has been associated with marijuana use as far back as the 1960s. its origins are a little sketchy. but some stories are, that it

started at a school where students would meet at 4:20 to smoke marijuana. investigators have been searching local reservoirs and other bodies of water. the 15-year-old has been missing for five weeks, she vanished on march 16th after leaving home to catch a bus to school. in santa rosa today, crews fanned outlooking for another teenage girl who's been missing now for nearly a week. ahead at 5:30, where searchers focused their efforts on finding calamara. new figures show unemployment hit 11% last month. nationwide unemployment continued it's downward trend falling to 8.2% despite the imkraoez here in california --

the increase here in california. the rate was lower than at the same time a year ago. mcdonalds and microsoft posted strong earnings. the s & p500 and dow jones both gained ground. the dow raised 65 points to rise once again over 13,000. apple dropped 2.5% and that pulled the nasdaq down a little more than seven points. a traffic nightmare for commuters trying to cross the sacramento bridge.

morning. that's when traffic hit a complete standstill there. a pair of accidents involved a highway patrol cruiser and fire truck. ktvu's alex sadvige tells us how distracted driving played a role in that massive pile up. >> reporter: it all started when the driver of a pickup slammed into the back of a truck. >> it looked like both his front tired punctured. he came to an end. he was all right. but i think he punctured his ribs. >> reporter: a mini van slam into the back of a chp cruiser and fire truck that responded to the original crash.

they were both unoccupied. the chp says the mini van driver was rubber necking. >> somebody not paying attention, just rear ends a patrol car, the cruiser slam into the fire truck now we have traffic in both directions. >> reporter: the back upstretched for miles, a frustrating morning for people trying to get to work. >> is this going to make you late? >> really late. >> reporter: the clean up involved mopping up diesel fuel from the wrecked big rig. as many as 5-gallons of that fuel flowed into the bay. the coast guard responded but they told me the amount of fuel that spilled was too small to recover. the back up was so long this morning, one chp officer told me at least five cars ran out of gas sitting in traffic. in hayward, alex sadvige. more details now on that

commute chaos this morning, here is the way all of this looked on the traffic map. the first wreck shut down the west side of the bridge. the second wreck then shut down the east side. drivers then started heading any where they could to the dun barton or bay bridge: this created bumper to bumper traffic in both directions. the chp says the three were going northbound, north of king city when their car flipped over yesterday. an e-mail from the high school says kay thompson was killed. two others were critically injured. >> the students here knew them. played lacrosse with him, so our students are very, very sad. this is a very sad community today. >> the chp says it is investigateing the accident and that it could take months for toxicology tests to come back

to determine if drugs or alcohol were involved in any way. president obama today signed a proclamation making the fort ord base a national monument. the monument proclamation protects 15,000 acres with much of that being wildlife habitat. since fort ord closed the army has handed over parts of it for college campus. the army is still cleaning areas that are believed to contain unexploded ordnance. barbara boxer today issued a statement praising the monument designation. she said quote the president's actions will ensure that californians and visitors from around the world will enjoy the rich history and natural beauty of these lands for generations to come. a volcanic mountain in mexico continues to exhale smoke, ash and rock from its

zimmerman can maim -- make bail, he's been ordered to wear some sort of monitoring device. zimmerman is charged with second degree murder for the shooting in february of trayvon martin. at this morning's bail hearing, zimmerman apologized directly to martin's parents. >> i wanted to say i am sorry for the loss of your son. i did not know how old he was. i thought he was a little younger than i am. i did not know if he was armed or not. >> reporter: after the hearing, an attorney for martin's family said they were devastated and outraged that zimmerman was allowed to make that statement. she left for a bike ride and hasn't been seen since. that was saturday. for most of the day today, searchers have been focused on one particular location, looking for this missing santa rosa teen. mike mibach has been talking to crews and tells us what he has

an early morning apartment fire in emeryville sent a woman to the hospital today. that fire started just before 7:30 today. a neighbor says her smoke alarm went off and she saw the flames. an ambulance took that elderly woman to the hospital for smoke inhalation. she is expected to be okay. there's new details about

an undercover investigation of funeral homes. grieving customers are also allowed to bring in outside caskets. but undercover agents found funeral homes not following the law. they investigated 100 funeral homes across the country. >> consumers at this very vulnerable moment in their lives have to know that they can comparison shop. bay area air quality officials may consider dropping the freeway speed limit to 55 miles per hour. >> i don't mind them dropping the speed limit. i'm looking at safety. people on the road as well as our health. >> reporter: the bay area air quality management district says dropping the speed limit the maximum speed limit that is to 55 could reduce emissions 6%

the renovation project at memorial stadium at cal appears to be facing financial challenges. the university is reportedly running behind on its fund raising goal to pay for the $321 million project. the plan is to raise $270 million by the summer of next year. uc officials say there is still plenty of time to reach their

inauguration gala benefit. >> robert handa. stanford university today released numbers on admission for this year and had the lowest acceptance rate in it history. stanford had nearly 37,000 t applicants for the class of 2016 which will enter the fall. they'll be entered the fall the university this fall. it sent acceptance letters to a little more than 2,400. and put just under 800 on the waiting list. that's an admission rate of 66% which is down from 7.1 last year. every day should be earth day but sunday is the day officially hailed as the day to celebrate the environment. and communities all around the bay area are pitching in. some are cleaning area parks while others are protecting wildlife. some of the events include celebrations at the zoo with events for the children. you can find other earth day

u.s. airways is working toward a merger with american airlines. officials at u.s. airways says they have finalized deals with three unions representing 55,000 workers at american. the deal detail what a contract would look like after a merger. officials say a merger would help american exit the chapter 11 process and save the airline's 52,000 jobs. we're getting a first look at some of the work being done along san francisco's doyle drive. after two years of construction crews say it is finally coming together. >> it's been a long process and

family from the ballpark after the child ran on the the field during the 7th inning. a wide fielder picked up the boy and handed him over to an usher. the usher then took the boy to his family. the family was asked to leave after it was found that the boy was allowed to go on the field without being stopped by his guardian. the bay area is getting ready. coming up in two minutes, the weekend warm up. we are tracking the hot spots. also a solemn start to a friday tradition. the bay area sailing community gathering to honor those lost at sea during a sailing accident.

it's going to continue to warm. those reds represent where the 80s are right now. we head out toward the livermore valley, you see these tints of red, that respects warmer temperatures. 84 in san jose. take a look at these. check out concord 90 degrees for a daytime high. these temperatures 10 to 20 degrees above average in some places. it's going to get warmer or hotter if you will. we're going to jade hernandez out in concord trying to beat the heat. >> reporter: i can tell you take a look at this. you're lucky if you have a pool out back but we traveled the bay area today searching out those spots we thought might get a little more business or see a little more action because of the forecast and we weren't disappointed. at crown memorial beach these ladies decided to bring the children out. they packed food, sunscreen and plenty of goodies for the kids. for anyone thinking
