"mornings on 2" begins right now. well, good morning to you. i'm dave clark. >> i'm tori campbell. it's wednesday, april 25th. we have an update on a story we brought to you this morning. lorraine blanco just found out the recovery operations of that found body in bodega bay will get underway very soon. lorraine? >> reporter: yeah. i just got off the phone with the sheriff's office and they don't have an exact time yet. but they say it will be very soon. the sheriff is up on the cliff. he has a k-9 with him.

investigators don't have a lot of information to share with us right now. they do know that it's a man's body lodged in some rocks right over that cliff. a couple of people discovered the body while they were checking out the view last night around 7:00. several responded to the call, including the fire department, the sonoma county sheriff's department and park police. we're about 50 miles northwest of petaluma. this is a pretty rocky area. it's dark at night. that's the reason authorities did not remove the body last night. it would have been too difficult and dangerous. as soon as they can get to the body safely, they will work on identity the man and how the man ended up here. the chopper 2 is in the air as we speak and we'll get you better video as it becomes available. lorraine blanco, ktvu channel 2 news. happening now -- oakland police are investigating two overnight shootings and within the last half-hour, we've learned one of those shootings is now a homicide.

police found the first victim on macarthur boulevard near 55th avenue around 3:00 this morning. officers believe he was shot about a block away, ran and then collapsed on the street. he is still alive but while police were investigating that scene, they were called to a shooting on 0th street. a man was -- on 40th street. a man was found lying on the street. he was taken to the hospital. we've just learned he has died. you are looking at live pictures of the scene where police are investigating. no arrests have been made in either shooting. 7:03. mad cow disease has been found in a dairy cow in the central valley. now a major retailer in south korea has suspended the sale of u.s. beef. ktvu's tara moriarty is live in berkeley to tell us how the u.s. government is reacting and what they are saying about our food supply. tara? >> reporter: well, u.s. officials say you should have absolutely no hesitation when you pick up that gallon of milk from the store this week and

that's because mad cow disease cannot be transmitted through milk. that's according to experts. although we do know that some dairy cows are used up for pet food and others are ground into ground beef for human consumption, including hamburgers at fast-food restaurants and on school lun menu -- school lunch menus. this infected cow was never on the way to the slaughterhouse, so there was no risk. a retailer in south korea says it will suspend sale of the product. the usds says there's no reason to panic. >> the safety of our food is addressed through our interlocking safeguards and through the removal of any type of material that contains the bse agent in the united states. >> investigators are still trying to figure out how this cow got infected. usually it's from seed but that's been ruled out. 40,000 cows are tested for mad cow this year and critics say

there should be more testing since there are millions of cows. this cow was found and randomly selected for testing before it died. this is the first case ever in california and the first case since 2006. it could threaten the state's $2 billion beef cattle industry. consumer advocates say there are two big days -- ways to protect yourself against mad cow disease. if you want to be extra cautious, they say buy boneless cuts of beef, te say only if it is grund at the actual cheer -- they say only if it is ground at the actual store. back to you. california lawmakers are considering a bill, one that would expand who would be able to perform abortions. it would allow nurse practitioners, midwives to perform what's known as an

aspiration abortion. those types of abortions take place in the first trimester of the pregnancy. there will be another hearing on the bill tomorrow. later today, the arizona law will be examined. coming up for you at 7:15, the specific issue before the supreme court today. it is 7:50. mitt romney made a clean sweep of all five states in the presidential primaries yesterday. newt gingrich had said he would reassess staying in the race if he did not win delaware, a state he campaigned heavily. well, he did not win delaware. but it's difficult to tell what he will do. he said he could be affected as a citizen moving forward and he refers to himself as a unifier and realistic. on the other hand, he says his campaign has 23 events set up

this week in north carolina and that he will be attending all of them. the senate could vote on a plan to save the u.s. postal service as we know it. the bill would make it tougher to close thousands of post offices and end mail delivery on saturdays. the postal service says it needs to do those things to become profitable again. it reported a $5.1 billion loss. last fiscal year. the bill is expected to pass. the "dailycal" will remain in circulation. the proposal asked students to pay $2 per semester for five years to keep the paper running. last night's vote overturned a previous executive order. sal, what's happening? >> not much, dave. what's happening with you? >> not much. >> i'm sorry. that was kind of funny. let's go out and take a look at what's happening. absolutely. we do have some slow traffic out there on northbound 101. as a matter of fact, people are saying, hey, what's happening with 101? it's become really slow? right here it's not that bad. i want to show you on the maps just up the road, you can see there -- near the sunnyvale road, the road sensors are turning red. some slow traffic getting into the valley. 101 has not been that good. i was alerted by a tweet. 80 you might want to consider that as an alternate. it's looking good. let's go back to the live pictures. westbound bay bridge, that's backed up for a 10 to 15-minute delay. no problems on the upper deck of the bay bridge. let's go to steve. okay. thank you, sal. well, mostly cloudy skies. kind of warm, sticky, tropical. wind coming up from the south.

our system is finally moving. it's producing rain to the east and to the south. i just heard from our observer, tom, in blossom hill and he said very dark skies. there's been some rain to the south. there's also some offshore. now, we're on the western edge of this really, south bay and east bay. but you can see there's still some developing offshore. it's heading towards us. we have rain in the forecast, nothing too outrageous. this system has a lot of moisture. it's just to the east and south of us. 50s and 60s. that air mass will cool down from this system tomorrow. now that system is also burning this one along -- bumping this system along it's been out here for about five days. finally getting going. as it does, it's taking most of the energy away from us. but plenty to keep a lot of clouds and maybe some rain in the forecast. most of the rain towards santa clara valley. but close enough that we have to mention it for everybody.

against arizona's immigration law. they say it's tearing communities apart. this morning, the justices will consider whether arizona and other states can enact their own tough laws like those that require police to check the immigration status of anyone they believe is undocumented. the obama administration and civil rights groups are arguing it's up to the feds to enforce immigration rules. >> it's not for the state of arizona or the state of california -- to decide what kind of regime they want to enact. it's the united states government that must interact with other foreign solve rens. >> elena kagan has refused herself from the case. the supreme court is not releasing audio of the arguments like it did a few weeks ago in the health reform case but we do have a crew there and we'll have more reaction outside of the court during my next update, in about an hour. for now we're live in washington, d.c., alison burns, ktvu channel 2 news.

words. he says his country is armed with powerful weapons that are capable of striking the u.s. pyongyang is marking the 80th anniversary of its national army. the officer says north korea has weapons that can defeat the u.s. in a single blow. 7:16. now we know the name of the man who was shot and killed by fairfield police during a confrontation monday night. 51-year-old robert mcmullen was shot during a violent struggle with an officer. it happened at mcmullen's home as police werefulling up on an investigation. now, mcmullen was suspected of following an elementary school home and taking pictures of her. police were at his home monday night because his car fit the description of the man one that had followed the child. well, more fallout from the alleged dirty dui cases in contra costa county. another civil lawsuit has been filed against private investigator christopher

butler. butler allegedly orchestrated drunk driving arrests of at least five men who were going through divorces. now, he's also accused of selling stolen drug evidence along with former central contra costa narcotics team commander, norman wielsch. rupert murdoch calls phone hacking a lazy way for reporters to do their job. he testified about the corruption and phone-hacking scandal that force held to shut down his news of the world. dozens have been arrested. and his company has paid hundreds of thousands of dollars to phone-hacking victims. new this morning, british law enforcement says a girl who vanished five years ago may still be alive. madeline mccann disappeared just before her 4th birthday in

portugal. london police have released an age-progression photo of what she might look like now. her 9th birthday is next month. evidence has given hope she will be found alive. well, farmers in lake county are opposing a june ballot measure, one that would extend the right to farm protections to medical marijuana growers. now, the right to farm laws are intended to protect agricultural operations from lawsuits. this is the first time an april tempt is being made to apply the law to lauren farming -- the law to marijuana cropping. city council met last night but they postponed making a decision about the san bruno

pipeline. there are three options, they are looking at -- remove the pipe, fill it in with concrete or tear it out. that pipeline has not been used since that natural gas explosion killed eight people and destroyed 38 homes in september of 010. the perjury trial of roger clemens continues today in houston. he's accused of lying to congress about taking steroids. he faces six criminal counts, including obtruck of congress, making -- obstruction of congress, making false statements and perjury. the prosecutors are trying to use his own words against him. they played a tape in which clemens told investigators back in 2008, he had never used performance-enhancing drugs. basketball's bad boy will ride the bench for a while. metta world peace, formerly

george lucas' film company is saying thanks but no thanks to marin county supervisors who still want the company to build his studio there. earlier this month, lucas pulled the plug after getting plants from neighbors in the area. last -- complaints from the neighbors in the area. the company plans to build elsewhere. mare island has -- i've heard they would be interested in having lucas film there.

class is back in sex at james logan high after one of its students shoot -- one of its students was shot -- class is back in session at jails logan high school of a one of its students was shot. alex savidge has more -- high school. one of its own students was shot. alex savidge. >> reporter: yes, the district says counselors will be available to students. many students arriving today say they don't know the young man who was -- would was shot and wounded. police are have not released his identity and are not talking about a motive. it happen the near 14th and 18th street. logan high and one another school, both put on lockdown. a short time ago, i talked to a mother dropping her son off for classes. she said she went into a panic when she found out about the shooting and did not want to

near plymouth avenue last night around 8:45. he's 47 years old. but we don't know his name or his condition. so far, no arrests have been made. 7:316789 a faction of the occupy oakland movement demanding freedom for political prisoners. >> fighting for freedom! >> fighting for freedom! >> they were supporting army project bradley manning who is accused of leaking u.s. military secrets and just a couple of minutes ago, we just learned that a military judge refused to throw out the charges against private manning. this happened during a hearing in maryland. manning's trial is scheduled to begin september 21st. if he's convicted of the most serious charge, manning could face life in prison. also in san francisco, hundreds of people marched to the merchant exchange building.

that's where a wells fargo shareholders' meeting was taking place. 14 protesters actually got access inside. the police escorted them out for disrupting that shareholders' meeting. the meeting did continue with stockholders electing 15 new directors. they also approved a compensation plan for executives. some occupy protesters who haven't been farming organic vegetables on land used by uc researchers may be leavingen soo. they began to -- may be leaving soon. they began to plant when they got there. >> we've -- the second day we got to like 53 rows. we have been planting tomatoes, carrots, pumpkins, squash, stuff like that. >> they may leave slow because they are running low on supplies and the university

shut off their water supply. the gray whale tangled up in fishing lines and buoys has been spotted off the monterey coast. last week the whale eluded rescuers in southern california who tried to free it from the debris. a spokesperson for the national fisheries council says another attempt to free the whale is being planned but she says they have to wait for the weather to clear before they try anything. 7:33. tonight is the latest meeting about san mateo county's proposal to ban plastic bags. leaders are holding a series of get-togethers they are asking individuals as well as business owners how that ban would affect them. if it's approved, it would require all retail stores to stop using plastic except as a protective player -- layer of foods. the meeting begins at 6:00. well, san bruno may close two elementary schools. the supt says the closures of el crystal and -- the supervisor says the closures of

el crystal and one other school will be needed possibly. they meet tonight at 7:00. san francisco teachers are opposing the layoffs and budget cuts being proposed by that school. yesterday, they picketed right in front of the school headquarters on franklin street. so far hundreds of teachers have already received pink slips. but school district officials say it's not their fault. >> we're not the enemy. in this situation the enemy happens to be the state of california. >> the district is facing an $83 million budget deficit over the next two years. the proposed cuts including suspending teacher sabbaticals and five school days every school year. the oakland unified school district will get on whether or

not to give more power to its schools. several teachers, parents and community leaders plan to be at the meeting tonight. they want the school district to give more power to the schools as a way to keep them from becoming charter schools. the meeting starts at 5:00 this evening. it will be held at the school district building on second avenue. 7:35. there's been another case of suspected pet poisoning in gilroy bringing the total number of dead pets to five. the latest incident happened two weeks ago on bird song street. a woman says her 2-year-old cat suddenly started vomiting and by morning was dead. she lives one street away. that's where four alleged animal poisonings have been reported. in all of the case, the animals started vomiting and having seizures before dying. police are investigating the allegations. the cyclist who fatally hit an elderly pedestrian in a san francisco crosswalk may be charged with a felony.

the chronicle reports that george gascon is getting ready to file felony vehicular manslaughter charges against bucary. he claims in a blog post he tried to avoid a crowd of people. but investigators have been reviewing a surveillance video that apparently contradicts that account. napa valley growers will talk about the upcoming grape season. they will explain what's coming up in the season and also talk about changes happening in the valley. right now the most extensive replanting is underway. perhaps the most important thing they will talk about is the weather. they say any more heavy rain or even cold would be really bad news for the breaks. well, new rules in sonoma county will make it harder to plant vineyards on hillsides. yesterday, stronger erosion preventtion measures were approved by the board of

llewelyn. this crash is affecting two lanes and it could affect traffic in oakland heading south. let's go to steve. >> thank you, sal. a very good morning. do we have an incoming flight? i believe we do? i believe that is southwest coming in from san diego. on time! there's some trying to work its way -- some clouds trying to work its way up there. the southeast wind, coming over land, heading over, usually we get a west or a northwest wind. that's not the case. they had a lot of that cloud cover finally pushing north. you can see almost -- southeast, southeast, southeast. all of these southeast directions. most of the rain is trying to stay north and east. it's a fine lin -- fine lin. it's really close. there's more off the coastline that wants to work its way up

here. 59, 61. oakland, is 61. the coolest is san rafael at 56. everyone else is within about 4 or 5 degrees of that. that southeast wind really pumps in a very mild air. kind of a tropical air mass over us. the low is finally moving two systems. we have the one today which is finally moving but it's mainly heading to southern california but that wrap around will throw a lot of clouds our direction. this system coming dunn from the north that will be here -- down from the north. that will be here tomorrow. these are not strong systems unless you are in the valley or in southern california. then there's the possibility of moderate rain. mostly cloudy, mild. rain moving south to north. this will mainly be san jose, east bay, peninsula, north bay, probably not in line, a little zig and a zag. it looks like more clouds than anything else. tomorrow, this system coming it from the north, it will be cooler. we'll see the wind turn westerly. temperatures will come down. today a lot of clouds, mostly cloudy. 60s and 70s. some of the rain again has made

stocks opening higher. boeing, up 4.3%. the dow the first quarter profits soared 58% as airlines around the world are updating their fleets with more fuel- efficient planes. taking a live look at the big board, the dow is up 78.

this point is ron paul. i know you've been hearing from some of his supporters who are refusing to give up? >> yeah. ron paul has done well in some states that don't have primaries. the ones that have caucuses. if you go back and look at the stores that rick santorum did and -- stories that rick santorum did, but when it comes to the primaries, paul is not doing well. he won a handful of delegates. but he didn't get more than 21% in almost every single county that was up for grabs yesterday. and while paul will go forward -- and he certainly will. i don't expect him to get out of the race -- i don't think the romney people see him as an impediment for getting the nomination. >> so what is romney's strategy? is he gonna keep campaigning there or is he gonna keep focusing on the big race in

helicopter as we speak. it's -- he's descending into the cliff area, we're guessing, to get the body out of the water. they arrived here just a few minutes ago. there are about a thousand yards from us here at bodega bay head park. authorities say a man's poddy is lodged into rocks right over the cliff. let's take a look at video. you can see a coast guard in the water with a few people inside. a couple of people discovered the body while they were checking out the view around 7:00 last night. several ds responded to the call including the fire department, sonoma county sheriff's department and park police. let's take a look back live again. you can see the chopper is lifting something out of the water right now. this is a pretty rocky area. it's very dark at night. that's the reason authorities did not remove the body last night. it would have been too difficult and dangerous. so instead of moving the body, authorities secured it until now this morning. as soon as they can get to that body safely, they will work on

trying to identify the man and find out how the body ended up there. the sheriff's department chopper is circling the area. it has a line attached to it. it's flying away. we'll stay on top of it -- on top of this. back to you. >> all right, low lane. more details -- lorraine. more details as they come in. police are investigating two overnight sheetings and just within the last hour, we found out one of those shootings is now a homicide. police found the first victim on macarthur boulevard near 55th at 3:00 this morning. police believe he was shot about a block away. he ran, then collapsed into the street. he survived. now, while police were investigating that scene, they were called to a shooting on 40th street. the man was found in the street. he was taken to the hospital.

we just found out he passed away. no arrests have been made in either shooting. well, police in moraga say a man made a false robbery report that sent them on a wild goose chase for a month. they arrested the 25-year-old walnut creek man who they say lied about being robbed at knifepoint. police say he just wanted to see how police would respond to such a report. well, the officers took it seriously, they went on a month- long manhunt. once they realized they had been had, they arrested the so- called victim. he's now charged with filing a false police report. 8:03. more national attention for missing morgan hill teenager sierra lamar. registration has just begun for volunteers to join in today's search. we just got off the phone with organizers who say the television show "america's most wanted" plans to send a crew to videotape search efforts. a previous show had simply

scene. a recovery operation is happening. cameras are panning around. what are we seeing? what's going on, dave? >> reporter: well, dave, the sheriff's department helicopter just lowered a basket in the cliffside. you saw during our 8:00 live shot, the recovery crew arrived in the chopper. if we can take a look at that video. they attached a line of two people and a couple of people discovered the body while they were checking out the view around 7:00 last night. several departments responded to the call including the fire department, sheriff's department and park police. we're about 50 miles northwest of petaluma. this is a pretty rocky area. it's very dark at night. that's the reason authorities did not remove the body last night. it would have been too difficult and too dangerous. so instead of moving the body, authorities -- authorities secured it and came out.

illegitimate child and then after a falling out with the former candidate, he writes this tell-all book and the defense is likely to seize on this during cross-examination. now, andrew young did give some damaging testimony in court yesterday the he claimed it was -- yesterday. he claimed it was john edwards' idea to have him claim paternity of the child hoping it would deflect media scrutiny of the affair during the campaign. he said that he had really two- fold motivations when it came to all of the hoops he was jumping through to keep the affair secret. andrew young said at the time that he believed that john edwards would make a great president and want to make sure that the campaign stayed alive but their also was a level of self-interest as he put it. i wanted my friend to be president, being friends with the most powerful person on earth, there are benefits to that. back to you. all right. thank you.

8:36. back here at home, if you happened to be driving on highway 12 in solano county today, it may take you longer than normal. caltrans is out there replacing center divider posts between rio vista and suisun city today and tomorrow. so the road could be closed for ten-minute intervals while that work is taking place. the repairs will start at 9:00 this morning. they should wrap up by 2:00 on both days but if the whether should affect it, if we get a little rain, steve says it's possible, they may put off the job until the road is not wet. all right. 8:37. well sal has a lot to keep an on eye this morning. >> 808 is a bad commute. now, northbound is typically slow heading northbound. but southbound is bad. this is 880 north which -- you will see a little bit of slow traffic there every time -- this time of the day. but southbound is slow heading down to fremont. this morning at the bay bridge

department says a dead dairy cow in the central valley tested positive for mad cow disease. they also say the cow did not enter the food supply. also today, a major retailer in south korea suspended sales of american beef because of consumer fears. well, a man who was shot overnight in oakland has now died. it happened on 40th street about 3:30 this morning. police found the unidentified man on the street. he died later at the hospital. so far no arrests have been made. minutes ago, a sonoma county sheriff's department helicopter crew, that one right there, recovered a body of a man found in bodega bay. ktvu's lorraine blanco has been out there all morning. she's back now with the details. what do we know? >> reporter: dave, investigators arrived here a ortime ago. they raided up that rocky hill. they are up on -- they razeed up that rocky -- they raised up

that rocky hill you can see behind me. the search and rescue attached a line with two people on it and lowered the line where the body was located. about 20 minutes later, they lifted the bought -- lifted the body out of the water and into the basket. a couple of spotted them last night. several agencies responded. we're about 50 miles most of petaluma. is a -- this is a pretty rocky area. it's very dark at night. that's the reason authorities did not remove the body at night t would have been too difficult and dangerous. so instead of removing the body, they waited until it was light. we've been on this all morning and we'll bring you more information as it becomes available. reporting live in bodega bay, lorraine blanco, ktvu channel 2 news. >> lorraine, i took a look at a map recently, bodega bay is about 50 miles northeast from the fair -- farralon islands.

building in new york will soon lose its status as the tallest building in new york city. it was built in 1931. it is 102 stories high but was eclipsed by the original world trade center towers. crews have been busy since replacing the towers since 9/11. now, as early as monday, the one world trade center will hold the record t will stand more than 1700 feet tall, that's more than 200 feet taller than the empire state building. let's check in with sal one more time to see if traffic is winding down. >> it is a little bit. but we still have a lot of slow traffic on interstate 880. northbound and southbound. southbound there was a crash at auto mall. now the road has become a lot worse than it was after it started getting better from union city down to fremont. northbound 880 in oakland. let's take a live look at that. the traffic is busy as you pass high street. when you get to the toll plaza. it's a normal delay of about 10 to 12 minutes.
