>> reporter: we're live in san jose where a deadly stabbing lees to a standoff with police. we -- leads to a standoff with police. it began at an east bay b.a.r.t. station. it ended in the oakland hills. one cabdriver's terrifying ordeal. a scary situation in the east bay overnight. fire crews putting out a car fire get caught in a very dangerous situation. and tonight's the night. the project that affects many drivers going through the golden gate bridge. "mornings on 2" starts right now. well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's friday, april 27th. we start with developing news we first brought you at

4:30 this morning. san jose police are in the midding of a s.w.a.t -- middle of a s.w.a.t. standoff outside a home. ktvu's tara moriarty joins us live from cleveland avenue near bascom avenue with new information we've just learned within the last 15 minutes. tara? >> reporter: well, the s.w.a.t. teams have been here since 2:00 this morning. they are all geared up. they are ready to go. this is right around the corner from where we are. the house is not visible. we've heard flash bang grenades go off and an ambulance has pulled up ready in case anything should happen. that was the sound of the flash bang grenade. police got the 911 call just before 2:00 this morning from the 200 block of cleveland avenue. when they arrived, they found a man suffering stab wounds. they did cpr. the victim was taken to the hospital where he later died. and then officers knocked on

the door where the 911 call originated but the man inside refused to cooperate saying he had firearms. >> i believe he had actual contact with the individual. it wasn't until they were into their investigation and i don't know how long they were in the investigation when the individual said i'm not coming in. >> reporter: and then the s.w.a.t. teams came in. one neighbor did not want to be identified but she's not surprised this happened. she believes she knows the home where this is all unfolding. >> there is a home that has a lot of security considers -- security cameras and it seems a little bit overkill for a little neighborhood. >> reporter: now, we don't know what the connection is between the victim and this person who is inside of the home in the standoff. we don't know if there are any other people in the home. we believe there is the just -- there is just the one man.

this is close to the rose garden neighbored. we'll stay on top of this and let you know if anything develops. i'm tara moriarty, ktvu channel 2 news. a car fire in oakland is under investigation. these flames were spotted at 4:00 a.m. at 36th street. the fire was visible from interstate 580 and several loud explosions from the air bags were heard. firefighters were able to put out the flames and the car as well as a nearby pole that had caught fire. no injuries were reported. 7:03. south san francisco police investigating after a teenaged girl was beat up by four young adults. now, police say the girl was at a bus stop on west orange avenue wednesday afternoon when four people drove up in a green van. the suspects, three women and one man punched and kicked the girl to the ground. they also stole her phone. now, two of the four suspects we're told are classmates of the victim. if you have any information,

contact south san francisco police. well, the parents of a sequoia high school sophomore in redwood city say they are getting hate messages. this is after the boy's father said he's suing the school district for kicking his son out of an english honers program for cheating. the family admits the boy did copy a classmate's home work but said his right to an appeal was denied. they add that keeping hill out of the honers program for the -- him out of the honers program for the rest of the year is jeopardizing his chances of getting into an elite college. the petaluma city school district may be cutting bilingual instructional assistance from classrooms and that's upset some families. earlier in week, the school board approved layoff notices to 40 part-time employees. according to the argus, the district is restructuring its english language development program. under the plan, bilingual assistance could be replaced with certified bilingual

resource teachers. the district says some assistants will keep their jobs and others can apply for other jobs. pg&e says surveillance video from a control center the night of the san bruno pipeline explosion neverrer existed. the -- never existed. the puc requested the video from september 9th, 2010 when a pipeline and explosion and fire killed eight people and destroyed 38 homes. initially, pg&e says the video had been inadvertently reported over. but a -- recorded over but now it was discovered that the camera was not even operating that night in the control center. you drivers who depend on doyle drive in san francisco, you are being warned -- major changes tonight and through the weekend. that artery is going to be shut down at 8:00 tonight so traffic can be moved on to a temporary bypass. ktvu's claudine wong in studio now to tell us more about the project and how you can get around all of this.

claudine? >> well, dave, it is going to be a big issue for drivers who use doyle drive. right now the drivers are some of the last to be using that. the heavy machinery is already in place and starting at 8:00 tonight, doyle drive, as we know it, will shut down for good to make room for a seismically safe roadway. a lot of work needs to be done to make all of those changes. so crews are going to move traffic on to a temporary bypass. to make that transition, however, you have to shut down traffic through doyle drive which is, of course, a major artery linking san francisco to the north bay. drivers are being warned to plan for heavy traffic in the area while the transition is being made. your best advice is just to avoid the area if you can. if you can't avoid it and you still need to get in, you can but here's how that trip inened out of the city is going to -- in and out of the city is going to change. >> we have a map for you. we want to show you the changes that will be in place. in is doyle drive coming into the city. marina boulevard and lum bard, those access points are going

to be -- lombard, those access points are going to be shut down. but coming into the going bridge, that will be reopen but there will be -- golden gate bridge, that will be open but there will be delays. this start the tonight at 8:00 and should be -- starts tonight at 8:00 and should be completed monday morning at 5:00 a.m. and the golden gate transit district is doubling services from larkspur. reservations to the giants' ferry are soldout but you can take a ferry to the building and then either walk or take muni to at&t park. stay with us for more on the doyle drive closure. we'll have details posted on ktvu.com and there will be a lot more coming on on the weekend versions of "mornings on 2." >> sure. sal says so far okay, feeling like friday light. >> yeah, we can show you

evidence of that of friday light on this friday. very appropriate. there's a backup there. it's not as nearly as deep as it is normally. the metering lights are on. moving along and taking a look at the commute, the 92, the dumbarton bridge looks good over the peninsula. this next picture is the picture of friday light. the ramps come together, they normally have slow traffic. right now we don't. cross your fingers it will stay that way. sometimes we get later commutes on fridays but right now, it looks good. let's go to steve. >> thank you, sal. let's get you pointed in the right direction for what looks to be a nice weekend. not as hot. it will be still be warmer. today, mostly sunny, clouds going by. yesterday, we had the rain and we had the really tropical-like system here for a couple of days with lows in the 60s. in the upper 30s and floors this morning. highs this morning were 50s and

60s. we'll bum -- bump them up. 70 for san jose. temperatures in the mid- to upper 70s. today we are getting things moving out of here. we had 30s. 39 in napa, same for santa rosa. i think the cloud cover is helping a little bit. plus the nights are slower. so the mere fact we got in the 30s were impressive. 40 in livermore, 40 in san francisco. some cool readings. kenwood, 37. near sonoma, 38. st. helena, 39. woodside, 39. if you thought it was cool, it was. we'll see these clouds clear out pretty fast. there's also a few low clouds around. live stormtracker2 shows that. also a breeze and that will win out. so sunny to mostly sunny today. a little breezy today. there will be more sun in the afternoon. still some leftover clouds. however the system from yesterday, even though the clouds are mostly gone, the cool air is in place.

it's gonna take another day to really modify it. but today we'll start that warming trend and then carry it into weekend. higher clouds more to the north after that chilly morning but it will be all right. highs, low 60s, mid-60s around the bay. upper 60s to very low 60s inland. temperatures kind of held in check today. tomorrow they will warm up. tonight, though, giants back home taking on the padres, 7:15. it will be clear, breezy and a little cool but it already all right. warmer over the weekend, especially on sunday, near 80 and a little cooldown but still all right monday/tuesday. >> thank you, steve. 7:10. we're following breaking news out of london this morning. police have closed off two blocks in a busy area in the central part of that city. this is after a woman reported that a mentally unstable man had walked into her office, threatening to blow himself up. the man then apparently went up to the building's fifth floor and began lowing office

supplies, including computer -- throwing office supplies, including computer monitors out the window. police are negotiation teams and we'll continue to provide updates throughout the newscast this morning. bay area companies are actually happening to reinvent baseball. now a mountain view company, sport vision, has developed technology that traffics a pitched ball at 60 separate points in the half second it takes to go from the pitcher to the catcher. for the first time this year the giants aring balls hit and how defensive players react to the -- giants are tracking balls hit and how defensive players react to the pitch. 7:11. a new ruling about osama bin laden. what a judge ruled about releasing pictures of the terror leader during and after

the raid that killed him and who wants those pictures released. and look at this. another space shuttle gets a piggyback ride to its final destination. an earthquake warning system, something drivers use every day could help seismologists predict earthquakes.

mostly clear to partly sunny here this morning. but it's really cool. 40s. we had some upper 30s t will be mostly sunny. a little warmer today -- 30s. it will be mostly sunny. a little whammer today, a west -- warmer today, a west to northwest breeze. a federal judge is denying a request to release photos and video of osama bin laden taken during and after the raid that killed the al qaeda leader in pakistan last year. the conservative watchdog group, judicial watch, has requested access to the images under the freedom of information act.

but the judge pointed to declarations from the pentagon and the cia saying releasing the material showing the aftermath of the raid in pakistan and bin laden's burial at sea could endanger national security. half the u.s. marines currently stationed in okinawa. the move is part of an arraignment to ease local resentment on the island, following the 1995 rape of a 12- year-old japanese girl by three u.s. servicemen. 9,000 marines along with their families are leaving okinawa. right now, president obama is traveling to an army base in georgia where he will sign an executive order designed to prevent fraudulent marketing and recruiting practices aimed at military families. this is new video of the president and first lady just about to board air force one about 45 minutes ago.

the executive order the president will sign addresses growing complaints about schools that misrepresent themselves to military families eligible for federal education loans under the g.i. bill. 7:15. well, the u.s. house will vote today on whether to prevent a big jump in interest rates on student loans. but as ktvu's alison burns reports, there's no agreement yet on how to pay for this. alison? >> reporter: unless congress takes action, about 7 million borrowers will see their student loan rates nearly double from 3.5% to 6.8% this sum he. now, today, the -- summer. now, today, the u.s. house votes to extend the current rates for another year. the republican plan would pay for the loan extension by slashing $6 million -- $6 billion from a preventive healthcare fund. democrats call that a poison pill. >> let's be honest -- republicans never cared to stop this interest rate hike on students.

>> now, democrats have a plan of from own to pay for their loan rate extension by some tax increases on. how president obama's campaign is now using social media to stoke this debate, during my next update in about an hour, for now, we're live in washington, d.c., alison burns, ktvu channel 2 news. 7:16. well, today, california state university employees are set to finish voting on whether or not to go on strike. teachers, counselors, lie prayeriance and other staff -- librarians and other staff started voting april 16th. the members of the faculty association say they haven't had a raise in four years. they are voting on whether to authorize two-day rolling strikes beginning during the summer session. nasa is testing a new program to hopes will lead to an earthquake warning system. it maps california, oregon and washington with color codes to indicate how likely it is the

area will have a quake. the red shows the highest probability, while green is the least likely. the maps are -- are linked to gps technology that monitor ground conditions. the maps are constantly updated with any new earth movement. it's within one year since a deadly tornado outbreak in the southeast. this is video from tuscaloosa, become b-- alabama. more than 5,000 homes were destroy. that town was the hardest hit when more than 200 died in alabama alone. :18. happening right -- 7:18. the shuttle "enprice" is on its way to new york city -- "enterprise" its way to new york city. the shuttle there, it's traveling piggyback on the back of a modified 757. it left dull list, washington, d.c. about 45 minutes ago and

-- dullus washington, d.c. about 45 minutes ago the "enterprise" was a prototype of the shuttles. it never went into space itself. they used it for testing. the "enterprise" will to a flyover several new york landmarks before it lands at j.f.k. airport this morning. it will eventually go on display on board the "uss intrepid" in manhattan. el with, secretary of state -- well, secretary of state, hillary clinton says she once dreamed of being an australian. as she introduced richard bran son she said he may be able to make her dream come true. >> i love the fact that she's a strong proponent for business as unusual. i'm excited he's here because many, many, many years ago i wanted to be an astronaut and i think he may be my laughs chance to live out that particular dream. it's a safety standdown in response to this month's tragedy near the farallon islands. the u.s. coast guard has suspended all sailing

competitions outside of the golden gate. the coast guard's commander in san francisco issued the order yesterday nearly two weeks after the accident that killed five members of the yacht racing team. many bay area sailors question the coast guard's decision. >> i'm not sure that they are learning from any inquiry that would lead to any drastic changes. if that's not the case, the racing we did today should continue. >> the order will affect a race scheduled for this weekend. tomorrow's duck ship race becomes a bay race instead of an ocean race. the boats must stay within a mile of the golden gate. there will be no race permits issued for future ocean races until further notice. an an autopsy will be performed today on a body recovered in sonoma county. it was recovered wednesday in bodega bay. officials say it's still too early to tomorrow if the body

is one of the missing crew members from "the low speed chase." let's check back with sal, see what's happening with traffic. >> all right, dave and tori. we've a pretty decent commute if you are trying to get across any of the east bay freeways. that's been pretty nice. it continues to look good. now, there have been problems, a couple of fender-benders here an there, but the commute has been light enough to kind of shake those off. northbound 880 looks good as can you see. let's take a look at the bay bridge toll plaza, westbound. that's backed up for a little bit. carpoolers obviously have it better. that he about a ten-minute delay. if you are driving in contra costa county, highway 4 steady and slow, always right through antioch. the rest of the commute here, 680 concord, walnut creek, looking good. let's go to steve. some clouds came in. temperatures came up a little bit along with a little breeze.

7:28. kidnapped, robbed and carjacked. right now an investigation is underway into an east bay cabdriver's terrifying ordeal. ktvu's paul chambers just spoke with investigators and joins us now with information from antioch. good morning, paul. >> reporter: good morning, tori. it was a very scary night for

that east bay cabdriver stuck in the back of his trunk, rob and taken 30-plus miles away the it all started around 11:00 last night at the pittsburg bay point b.a.r.t. station. that's where police stay a cabdriver picked up three men before taking them to an apartment complex in antioch. once there, the cabbie was held up at gunpoint. >> they actually robbed him in antioch of the cell phone and cash. the cell phone itself was on the dash. the cash was on his person. when they got out to oakland and were releasing him, the suspect noticed he had a gold necklace on so he stole that from him also. >> reporter: and that's where the three men dumped the man in the oakland hills. he was uninjured. he was able to wave down passer bis and -- passersby and this is the license plate number --

again, police say the min inside should be considered armed and dangerous. if you know anything about this case, you are asked to call police. live in antioch, paul chambers, ktvu channel 2 news. pittsburg police are investigating a home invasion robbery. it happened around 3:00 yesterday afternoon at a mobile home park on la habra drive. the woman who lives at the home says a group of men came in with guns and demanded money. she says one of them hit her 79- year-old father in the head with a pistol. the woman says something scared the men off, they ran away, but they did steal two cell phones. a mother is being credited for stopping an attempted craigslist kidnapping and car theft in daly city. on monday, 20-year-old jeremy jenkins responded to an ad for a 1998 ford mustang. when the car owner and jenkins met, jenkins putle -- pulled out a fake gun and handcuffeds, but the owner of the car in the

back seat and drove off. then he forced the victim to call his mother and have her meet them with the car's pink slip. the mother realized something was wrong and she sent police instead. in overnight news, a man is in the month right now after his 8th floor apartment unit caught fire. now, this happened on woodside avenue, about 2:30 this moving. firefighters discovered that man as they were battling the flames. he's now being treated at st. francis hospital for burns and smoke inhalation. several other residents were evacuated at the scene after being checked out. the building security guard received a panic called from a -- call from a resident. >> a resident called and i walked out aeneid could see the smoke coming from the -- and coy see the smoke coming from the ceiling and a man screaming and universitying about out the

win -- and busting out the window. 7:31. two bay area cyclists hit by a hit-and-run driver in berkeley are sharing video of the actual crash on youtube. bruno gfm-2 uploaded this bicycle of a bicycle -- look at that. a small dark car, possibly an acura, liting the -- hitting the two cyclists. the two cyclists were knocked to the ground and then the dark car takes off. the cyclist says the police car has been file and police say they have located the car and the owner. 7:32. a 17-year-old boy is dead in oakland's 40th homicide of the year. police received a man down call at 34th and chestnut streets just before 9:00 last night. officers say there was some sort of confrontation and the teenager was shot once in the

chest. there's no information on a suspect or a motive at this point. and friends and neighbors are remembering the victim of oakland's 39th homicide of 2012. the 43-year-old was shot to death on wednesday near the intersection of 40th and lusk streets. that's near the macarthur b.a.r.t. stations. the victim worked at summit medical center and police say he was on his way home. neighbors describe him as a male fan who never got involved -- man who -- as a family man who never got involved in the criminal activity. no arrests have been made. dozens of people were at a meeting at st. paul's episcopal church last night. an organizer told us the meeting is in response to several recent shootings in west oakland and the killing of three children. one topic that came up is project cease-fire -- cease fire. organizers pointed to its success if other cities and

think it -- in other cities and think it could work in oakland. we've been following breaking news in london. british police say they arrested a suspect who caused a three-hour shutdown of a very busy part of london earlier in moving. a woman reported a mentally unstable man went into her office and threatened to blow himself of you. he then up to the fifth store -- up. he then went up to the fifth floor and started to throw out computer monitors, out the window. the man has been arrested and is in custody. there are concerns about san takes in albany. according to "the daily cal" composters have set up a composting toilet. they don't support the composting waste because of the

possibility of spreading disease. the group took over the land on sunday. they were protesting possible development out on the land. they say the waste is not being used on the crops they planted and that they are working to keep the area safe and healthy. well, this year's may day demonstrations are getting support from the occupy movement. in san jose, a coalition of groups say they are gonna stage an afternoon march and rally in city. organizers say it's a day without the 99%. other demonstrations are planned in downtown oakland and workers with the golden gate bridge district are planning to picket. occupy oakland says it plans to join them. it is 7:35. happening right now. the shuttle "enterprise" is on its way to new york city. it's traveling there on the back of a modified 747 and i believe that's a shot of it up there on the upper left side of your screen. it left dullus airport near washington, d.c. about 45

minutes ago. the "enterprise" was a proto fine for the space shuttles that -- prototype for the space shuttles that were tested but never went up to space. it will do a flyover -- a fly by over several new york landmarks before landing at j.f.k. this morning about 8:00 and it will be eventually put on display on board the aircraft carrier, the uss inprepaid. some landmarks -- the "uss intrepid." it looks like it's flying over one of the bridges right now. it was supposed to have arrived earlier this week but nasa pushed back this trip because of bad weather in the new york city area the we'll continue to follow this and -- area. we'll continue to follow this and bring you more pictures as it flies over new york city the we just wanted to show -- city. we just wanted to show you the

pictures of it flying over new york city. 7:36. alcohol may have been involved in an overnight rollover crash in hayward. the car landed on its roof near development and b streets last night around 11:45. the driver apparently swerved on a turn. he hit a telephone pole, jumped the curb and broke some support wires. the driver was taken to the hospital. no one else was hurt. police are looking into whether alcohol was a factor. at least 12 people were delayed early this morning when this ac transit bus was hit in an oakland intersection. just before 2:00 a.m., the bus was crossing through westbound avenue in oakland. that's when it was hit by an el camino truck that police say ran a red right the impact broke the glass on both the front and rear doors on the bus. no one was injured. the man was arrested at the scene. 7:37. well, the doyle drive closure starts tonight at 8:00. that road is gonna be

demolished for a road that's seismically safe. allie rasmus is near the construction right now now in san francisco. what's the warning for drivers? >> reporter: a lot of traffic headaches. there's still traffic on doyle drive. it's not closed yet. but beyond all of this traffic you can see excavators and construction equipment getting ready for the demolition. it starts at 8:00 tonight and continuing until 5:00 a.m. friday morning. crews are gonna be working around the clock. so for the entire weekend, this thoroughfare that connects drivers between san francisco and the north bay via the golden gate bridge will be offlimits and residents and businesses in this area are expecting a lot of traffic congestion because of it. police are gonna be out there over the weekend directly and diverting traffic on some of the side streets. the beer festival at fort mason always brings a lot of people across the bridge and that's happening this weekend. there's a giants' game tonight

and a critical mass bike rally scheduled later today. so in light of all of these possible traffic meters, golden gate ferry service is running extra ferries, the enfire weekend from larkspur to dan dab entire weekend from -- to -- entire weekend from larkspur. it takes 40 excavators, 300 workers and nearly 57 hours to complete this demolition of doyle drive. it's a weekend-long effort that will be happening. now, to tell you more about how to get around and avoid some of the traffic problems, we'll send it over to my colleague, sal castanedo, in the traffic center. >> hello, allie. i recommend avoiding the whole area. even though highway 1 will be opened, it won't be able to handle automatic all. traffic and you will be frustrated -- all of it the traffic -- all of the traffic. your car, i wouldn't use it.

i would use the bay bridge and then go up to the richmond bridge to get in and out of marin county. let's take a look at the bay bridge. westbound, that traffic looks good. with that said, i think you will see more people on the bay bridge. you will have your friends from marin county coming over the richmond bridge and hen then using the bay bridge to get into san francisco, perhaps for the giants' game. one of the secrets that i have really is no secret at all. if you really have to drive and get somewhere, just get on the road super early. people, they sleep in on the weekends, you know, if you are out there early, you can do that. northbound 101 looks good approaching the 80 split and quickly we're gonna look at contra costa county, 680 looks good through walnut creek. let's go to steve. thank you, sal. good morning. we'll get more of a westerly breeze, really cool start for the morning. for april, yeah. north bay, to los gatos, the higher clouds are already clearing out -- clearing out

fast. some of the lows, 37 in kentwood, near sonoma, 38. st. helena, 39. it looks like we're starting to bounce off the morning lows. some low to mid-40s. a little warmer on the peninsula. redwood city is at 48. oakland airport at 49. they were -- 48. they were at 46. highs today, 60s and 70s. but these are low 70s. tomorrow we'll burn these up and probably as well into sunday as high pressure settles in to what looks like a fabulous weekend. the cool air, though, still in place. it will take a day to get that modified. warmer temperatures beginning to kick in and we'll just carry that into saturday as well. so sunny, mostly sunny, i mean there's some high clouds. most that is clearing out. overall, it will get out of here and then temperatures warm up. once you get to the end of april and may, the days are a lot longer. 60s, 70s, low 70s. a little bit cooler on the coast and giants are at home tonight. 7:15. padres, clear, breezy. it will be a chilly.

we are astill following developing news we -- we're still following developing news we brought to you this morning at 4:30 a.m. it has to do with a fatal stabbing and a man refusing to come out of a home. tara moriarty is live there. tara? >> reporter: that's right. s.w.a.t. teams are still in place. they are trying to make contact with the man. but so far they've had no luck. we spoke to a woman who lives across the street from where the standoff is happening the she told us she was woke -- happening. she told us she was woken up by police and told to get out. that was the sound of one of the flash grenades. police got a 911 call just before 2:00 in the morning in the 200 block of cleveland avenue. when any arrived, they found a man suffering stab wounds. the victim was taken to the hospital where he died. officers spoke to a man they believe made the 911 call but

presidio parkway. but demolition is to the point where any need to put traffic on a temporary bypass due to the area. crew also shut down doyle drive to make that transition. this is a major artery. so expect a big impact on drivers. again, this is how things look now but this is the last time we'll be using this for the weekend. let's give you another perspective so we can show you the changes that will be in place. marina boulevard, lombard. this is doyle drive. that will be shut down the you can't get in the city through those areas. however, if you still need to go into the city, this is highway 101, it is going to be connected in both directions to the golden gate bridge so you can get through that area. but expect all of that to be very congested with traffic. on monday morning when this reopens, drivers are gonna go around this area and they are gonna go through a new tunnel bridge and bypass that. but remember, the closure

pg&e says surveillance video from a control center the night of the saab pipeline disaster never existed. the california public utilities commission asks for the surveillance video from september 9th 2010 when a pipeline explosion and fire in san bruno killed eight people and destroyed 38 homes. now, at first, pg&e says the video had been inadvertently recorded over. but now, according to the san francisco "chronicle" pg&e says it's discovered the surveillance camera in the control center was not even operating that night. 8:33. the doyle drive closure in san francisco starts tonight at 8:00. the busy roadway will be demolished to make room for a seismically safe one. allie rasmus is near the construction site in san francisco with the warning for drivers.

if there are any new developments. but at this point, it seems like it's a waiting game. police in pittsburg investigating a home invasion robbery. it happened around 3:00 yesterday afternoon at a mobile home park on la habra drive. a woman who lives there says a group of men demanded money and one of them hit her father in the head with a pistol. something scared the men and they ran away b you they did steal two cell phones. on monday, 20-year-old jeremy jenkins responded to an ad to a 1998 ford mustang. when the car's owner and jenkins met jenkins pulled out a fake gun and handcuffs. the owner in the back seat drove off.
