complete bay area news coverage starts right now. this is ktvu channel 2 news at noon. >> hydrogen is combustible so that is the main concern right now. >> a police officer explains why such a ride area was evacuated after a fire and leak involving a hydrogen hydrogen tank. that is our top story. good afternoon, aim tori campbell. we have new information on it.

first reported this morning emeryville at the transit yard and forced numerous evacuations. claudine wong joins us live to at the time us know the situation there right now. >> reporter: tori we can give you a look at one of the tanks that sits in this ac transit yard. that tank holds 9000 gallons of hydrogen. part of the reason firefighters were so concerned when one started leaking. the first sign that anything was wrong at this ac transit yard was a noise. some kind of popping sound. loud enough to wake up this resident this morning. >> it was like boom and i was -- when i was sleeping i just got scared like something happened or -- >> what did it look like when you saw it. >> it was like colorless, you could not see it but it was going up. >> it may have been tough to see but not to hear, this is video he took where you can hear the leak. >> how long until that sound started to go -- get quieter? >> i would say just like i think half-hour. >> a half-hour. >> yeah. >> hearing that sound.

>> yeah, and i was just like wondering what is going to happen next. >> ac transit employees told me they saw flames coming out of the tank used for the fleet of hydrogen buses. >> the hydrogen is used to fuel our buses. the station has also been built to handle private vehicles. it is considered one of the state-of-the-art hydrogen stations. >> the concern was less about exposure and more about explosion and that is what prompted the evacuation. news chopper 2 got people clearing out. pixar also shut down for the day. >> pixar is one of the -- is one of the large -- one of the larger businesses that evacuated, emery secondary school, a number of small businesses in the area as well as ac transit. there are some residences, emery bay village is also near the area. >> the tank is about 9000 gallons and all the hydrogen inside was allowed to just dissipate, by 10:30 all

evacuation orders were lifted and we were able to get a closer look at the inspection underway. >> no one is sick, no one is complaining of anything. as you know the area has been cleared out in all directions, so everybody should be well. >> reporter: ac transit insists there was no explosion. there was a fire. they are thinking right now it may have been caused by some kind of statistic electricity but an investigation is underway. >> poils were out last police were out last night in riot gear there. >> police open the door. you are only getting one more warning. get out here now. >> this happened last night. we can see police moving in. they are part off a gang task force serving a search warrant.

we don't know if anyone was arrested. police are expected to release more information later today. police in san jose plan to have an increased presence during this saturday's cinco de mayo festivities after a recent spike in gang activity. officers from the patrol and special operations divisions will join regularly assigned officers. they will focus on the areas of story and king roads and downtown near the bars. past celebrations have turned violent. last year someone was stabbed and vandals smashed store windows, police also are concerned about gang violence, especially after the recent gang related beating and death of a 14-year-old boy in roosevelt park. uc officials have gotten a lot of heat over their handling of student protests in the last six months. new alt noon we have just learned a new plan that outlines how they will handle rowdy protests in the future. ktvu's tara moriarty joins us live with information on this

new strategy. >> reporter: good afternoon, tori, that's right. this is the report. it is over 100 pages long. it is extremely thick and this is basically a list of 50 recommendations that the university of california is making in order to avoid campus protests like the ones we saw last fall. [ screams ] >> so this is the image that is seared in so many people's minds. it went viral and gained national attention. the infamous pepper spray incident at uc davis. there were also protests at uc berkeley around the same time that got rowdy, clashes between students and police. so he ordered a system-wide examination of police protocols and policies. >> look, i have had conversations with my students who were struck by batons, with my students who were stopped by

police and pressed to produce id and explain themselves. and it makes them shaken and it makes them feel uncomfortable for many days there after and that is not conducive to the learning experience we are trying to give them. >> now the dean and uc general counsel insisted they didn't use or look at one specific event. the biggest thing you come away with from the report is that police should use the lowest level of force possibly. these two shied away from specific questions about the incident in particular. they did recommend that administrators stay and talk to police about what type of decisions to implement and talked about improving communications before the protests happen between protesters and police. as you can see this report is very lengthy and it came out late this morning so we only had a chance to skim it. rob roth is covering the story and is going to give you a much more in-depth look at this coming up on our news at 5:00.

live from oakland, i am tara moriarty, ktvu channel 2 news. >> thank you, tara. a security scare at san francisco airport caused flight delays and long lines for peeping jeers this morning. a passenger waiting to be rescreened took a picture this morning at 3:30 a.m. a security guard allowed a passenger into the secure area of terminal three without permission. officials then cleared the terminal, which handles united airlines. it re-opened a few hours later but everyone have to by rescreened. flights are now on schedule. a lukewarm jobs reports this morning shows for the second straight month employers pulled back on hiring. the economy added just 115,000 jobs last month, 39,000 fewer than in march. however, the unemployment rate still managed to slip from 8.2 to 8.1%, but only because more people stopped looking for a job. president obama welcomed the

lower jobless rates but said it is not enough. >> s if we are going to recover all the jobs that were lost during the recession and if we are going to build a secure economy that strengthens the middle class then we are going to have to do more. >> the president spoke at an arlington, virginia, high school a few hours ago. >> mitt romney lost no time in slamming the president over the report at a rally a few hours ago he said any unemployment rate higher than 8% is, no cause for celebration. and no celebrating going on on wall street. u.s. stocks falling sharply on this jobs news, since it follows a slew of data during the last month that showed the economy is weakening. scared investors are turning to saver investments like bond. one silver lining oil is down to 98 dollars. taking a live look at the big

board, the dow down 154, nasdaq down 61, s&p down 20. 49er coach jim harbaugh joined an all star line up this morning in santa clara at a breakfast of champions. coming up in 10 minutes the heroes harbaugh celebrated and what they accomplished. we could learn more today about funeral arrangements for junior seau found dead on wednesday, the medical examiner has ruled his death a suicide. an autopsy confirms he died from a self inflicted gunshot wound to the chest, its not known if concussions contributed to his death but his family says hey are donating his brain to research and to repetitive head injuries. fans and neighbors have set up a memorial outside his ocean side home. today on mornings on 2 we heard from one of his neighbors. >> definitely, i mean the guy has taken a million hits and given a million hits. and you can't -- his brain can't be exactly perfect right

now you know so -- but junior was always in good spirits always big smiles always telling you go lizy go, and i was always rooting for him, too. >> family members and friends have said they were not aware of issues that may have led to his suicide and no suicide note was found. hip hop artist adam younge has died at 47. this is a video he put up when he announced doctors had diagnosed him with cancer. that is him on the right. he had undergone surgery and radiation treatments for cancer in his neck. yocke had not performed in public since 2009 and was not present when they were inducted into the hall of fame last month. go to ktvu.com for a special slide show on him. >> it was big through all of this, we have lost a whole 6th grade and a lower form grade.

in san jose a fire destroyed one home and damaged another next door. it happened on topaz way shortly after 8:00 last night. firefighters say the flames started in the garage of a two story home. 5 people and four guests escaped safely. one person was treated for smoke inholings. firefighters say the home is a total loss. and the red cross is now helping those displaced find a new place to live. the cause is under investigation. the search is on this noontime for an arsonist in the east bay who is suspected of setting fire to a house with several people inside. the house is on 0 blossom way in an unincorporated neighborhood between san lorenzo and hayward, as alex savage tells us one person inside was not able to make it out on his own. >> reporter: investigators say

someone intentionally set fire to this house last flight with three people inside at the time, one of them a 60-year-old viet nam veteran named jimmy who is a double amputee, firefighters rescued him through the house, his two caregivers escaped through side windows. >> i feel blessed i am alive and everything got out and jimmy is okay. >> she says she has no idea why an arsonist would target the place she lives. >> i heard pop, like that a big old pop and thin i heard flames, just started trying to put it out. >> the department says several neighbors spotted a man with a gas can on the porch before it started. >> we think he might have put it on the porch and lit it. >> they belief he hopped into a waiting suv that sped off. there have been a number of suspicious fires in this neighborhood in just the past few months.

back in november investigators say someone set fire to that strip mall. two fires were both ruled arson. a spokesperson told me there is no evidence to suggest the fires are connected but it is possible. the people caught in this morning's fire suffered minor smoke inhalation although everyone is expected to be okay. although they will have to find a new place to live. >> an el cerrito school won a bittersweet victory. in just the past hour the wind rush officials learned they may keep their doors open until the end of the year. the private k-8 school has been struggling financially and the bank had threatened to shut it down immediately but an agreement reached today in bankruptcy court means the school's 8th graders can graduate in june. school officials say at least they can end on a proud note. >> with dignity and with our

chins up and our shoulders back and i don't know, just that we did a hell of a job. >> we wind rush school has been operating there for 35 years. jerry hill is pushing legislation that would let victims of sex trafficking erase their criminal records for prostitution. he appeared at a news conference in san francisco along with two women who say they were lured or forced into prostitution at a young age. his legislation would allow them to petition a court to throw out their kongvictions and erase their arrest records. >> in working with and mentoring victims of domestic human trafficking i have seen how their records, often charges of solicitation and prostitution related charges create barriers as they work to transition their lives. >> the fbi has identified san francisco, los angeles and san diego as high intensity sex

trafficking areas. this is a story you will only see on channel 2, some antioch residents say alleged quarters accused of tearing up a house and threatening a news crew have now taken over another home. neighbors tell us they recognize them from seeing them in earlier reports. neighbors add they also saw the same dog that threatened or news crew last month. >> s it is a big concern just watching your previous report and seeing what they did to that house and knowing the problems that the other neighbors had trying to get them out and having confrontations and all of that, it is a frightening situation. >> the house on meade street will be sold at a foreclosure action later this month. we knocked on the door to get a comment but no one answered. police have taken a squatting complaint and are now investigating. the first ever open house is taking place today at the oakland police department. the public will have the opportunity to meet police officers, including chief

howard jordan, the event is put on by the oakland police foundation. it begins at 5:00 and goes until 7:30 at the police administration building on 7th street. one of the bay area's biggest sports heroes made a big play for job training this morning. jim harbaugh, the head coach of the san francisco 49ers headlined the breakfast of champions at the santa clara convention center. the event celebrated the success of graduates from the job training program. the non-profit group provides vocational training, ged preparation, life skills and job placement help. >> job training, vocational education is something that has been decimated, i think it is to a crisis level. >> they joined harbaugh at the breakfast. cal train is considering a plan to increase its train service. their board is looking at a
