how university police handled those protesters. ktvu's rob roth tells you, what police are recommending police do and don't do the next time they have to deal with protesters, rob. >> right now it's a quiet evening out here at uc berkeley. there's no demonstrations but this new report has just been released. taking a toll hasn't approach. >> uc davis last november, campus police used pepper spray on students during an occupy demonstration. 70miles away at uc berkeley, police used pepper spray on students during a separate occupy protest. recommending how uc handle future demonstrations. >> had our recommendations been in place. the mistakes that were made in november would not have been made. the report recommends police use an incremental approach to protests and not

rush to use pepper spray. >> it can't be ruled out completely but we recommend a presumption against the use of pepper spray. >> reporter: high level administrators should also be directly involved in decision making during the demonstrations the report recommends. it suggests, they use mediators to help reduce tensions. >> we report that government, universities will approach demonstrations and civil disobedience. >> on campus, students say clearly changes have to be made. >> police and others who are responding to these protests need to be aware of what the policies are and i think some of the current policies if they allow the kinds of responses that we saw need to be revised. >> reporter: uc berkeley police did not respond to our calls for comment. i talked to several officers off camera and say they hope

fired. yahoo says it was an inadvertent error. but the investor says it's not good enough and he might file a lawsuit. thompson has only been the ceo for six months. it'll be at least monday before verdicts are made public in the oracle case. jurors have asked the weekend to go over questions. the judge could decide to allow a partial verdict. oracle -- the unemployment rate did drop slightly from 8.2 to 8.1 but only because most people stopped looking for a job. the unemployment report shows the job market improved more for african americans than

the unemployment numbers. but president obama and mitt romney did not waste any time in spinning those numbers in their direction. >> the unemployment rate kicked down again, so that's the good news. but there's still a lot of folks out of work. >> during a rally at a virginia high school, president obama admitted the country has to do more to get people back to work. the news numbers did look like good news. the jobless rate slipped slightly. more frustrated job seekers gave up looking. and mitt romney was quick to point out the jobless rate is still above 8%. >> normally that would be cause for celebration. but in fact, anything over 8% anything near 8%, anything over 4% is not cause for celebration. >> the economy and jobs are certain to take center stage. especially in swing states and this weekend president obama and mitt romney will both be

caltrain board of directors approved an agreement to pave the caltrain right of way. it will allow them to make more stops. should take about three years to elecectrify the caltrain system. a major freeway project can be a real curse when you have to drive at a crawl through the construction zone. we all know that. but it can also be a real blessing when it's done and you can zoom right through an area that used to be a bottleneck. in tonight's special report, sal castaneda looks at 10 projects that are either under

way or about to start here in the bay area to see how they're doing. >> reporter: the tenth biggest prompt in the san francisco bay area is in the north bay 101, caltrans is adding a car pool lane in sonoma county. it shown done by 2013. ninthon the list is a notorius nimits. the $130 million project should be finished by next year. the eighth biggest project is a car pool lane for interstate 580 through the livermore valley also expected to cost $130 million. completion is scheduled for 2014. at number seven they are widening highway 12 between interstate 80 and napa for 136 million bucks it's supposed to be done by 2015. >> there's a lot going on. >> bob hass is a spokesman for caltrans. >> this really is going to be an exciting time for us. >> reporter: the sixth biggest freeway prompt in the bay area

is the highway 4 widening budgeted at $337 million. scheduled completion is 2014. at number five the fourth bore is expected to cost $139 million and be done next year. devil slide down the san mateo coast is going to cost $135 million when it is finally finished earlier this year. >> hard rock, soft rock. hard rock, soft rock. and every time we did that we had to change out all the equipment. so that's why it's a bit behind. >> reporter: back in the north bay number three is widening highway 101 between nevado and petaluma. that should cost a noninsignificant $745 million and get completely under way by 2016. caltrans says there's no solid target date for completion. the second biggest bay area project is doyle drive which just underwent a massive demolition.

>> and i'm julie haener. we have breaking news right now out of pinol where a chp officer has reportedly shot a suspect. it happened less than an hour ago on pinol road off of westbound interstate 80. the officer was following a driver in a car that police say was stolen. the driver pulled into a parking lot and opened fire. the officer reportedly returned fire injuring the suspect. there's no word on the extend of his injuries the officer was not hurt. we're also following developing news in san francisco, within the last hour a police robot was brought in to investigate a suspicious package near balboa park. the blue suitcase was spotted at about 3:00 this afternoon near geneva and san jose avenues. police have
