to comply. ktvu's rita williams is live with what she learned today from officials. >> reporter: police have more than a thousand complaints against officers alleging misconduct during the occupy protests. some complaints are already six months old and haven't been investigated. >> there is no political will in oakland to do the job right. >> reporter: a frustrated judge over seeing the police department issued this ult mating, telling the department to come up with a written plan by today to clear the back log. >> they made the judge angry because they will not do their job. the department has been under court order to reform. that includes investigating all complaints in six months. that hasn't happened again. although the department has as many officers investigating
