. complete bay area news coverage starts right now. >> heavyly armed police swarm an oakland neighborhood responding to a hostage situation after a suspect opened fire at sheriff deputies. >> a very tense situation is developing tonight along high street in oakland where police snipers have taken up positions where a man is thought to be holding hostages. we are gathering information on this developing news. amber lee is live behind the police lines. the standoff is taking play in the 500 block of high street.

amber what have you learned? >> reporter: frank it's a very tense situation. we are on alameda avenue just off 880. you can see a police officer redirecting traffic. this is about as close as we can get. they aren't letting us get closer, down the street is the shell gas station near where police say a suspect fired at sheriff deputies, this came after deputies tried to pull over a suspect, around 8:15 at 41st and international while he was driving a vehicle that had been reported stolen. there was a brief chase, that ended near the shell gas station as i said earlier. police say the suspect then ran into a nearby home and is now reportedly holding a man hostage. we have dramatic video to show you, oakland police were able to rescue a woman and child from the backyard of that home by getting them over the fence just to get them out of harm's way. there has been a standoff between law enforcement and the suspect. very tense situation. about 15 minutes ago police

said a hostage negotiator is speaking the suspects on the phone. there is a large law enforcement presence in the area with swat and snipers in place, several exits along 880 are closed in both directions as police try to resolve the situation and that's the latest from here. we will bring you the update we have more information. live in oakland, amber lee. >> firefighters were busy putting out a house fire in the lake merritt district. it was reported around 7:30. the cause hasn't been determined. it took it about a half hour to put out the flames. with in the past 30 minutes firefighters in san francisco finally put out a fire in a large apartment building in the tender loin. new information on what happened from heather holmes.

she is live with the challenge firefighters face tonight. >> reporter: for more than three hours tonight firefighters chased this fire up the floors of this it 79 unit building. it quickly moved through the ventilation shaft and firefighters are still here on the scene. they had the fire put out just about 30 minutes ago. the red cross has just arrived to start escorting some of the people inside to allow them to get whatever they can but i just learned that 12 to 14 apartments in this building have been severely damaged. smoke streamed from the top of the building as residents watched and waited. >> first thing i did was grab the cat carrier, put the cat in, grabbed my jacket and left everything else. >> reporter: aaron stood on the corner with his cat after running out of his girlfriend i friend's apartment. >> next thing you look up and can see smoke, coming off the

top. >> reporter: after six firefighters rushed to the building where the fire was first reported. then realized it was a block away in this apartment building. about 60 responded and they had a hard time. >> the plumbing system connects from floor to floor and the fire was going through them. we are fighting on the second, third, 4th. >> reporter: we watch them remove windows and rush water in to the building as they tackled the fire. by nine it was confined to one area but still not out. officials say crew was in the building working on piping at the time the fire broke out but the cause is still under investigation. >> just thinking like there is -- a lot of people are experiencing a loss but that -- it's a traumatic event. >> reporter: one man was transported to the hospital. he was an on looker who suffered a seizure on the

sidewalk. it's not clear if he was a resident. i have just learned more than a dozen apartments were damaged in the fire today. reporting live. heather hoppings. >> three people are recovering after a muni power line came down on pedestrians in downtown san francisco this afternoon. say news photographer was at the intersection of 5th and market the just after four this afternoon. witnesses say a bus was heading down market street toward the bay when the lines came down apparently falling onto people in the cross walk. >> i had just turned the corner and heard pops. the wire exploded. i don't know if the bus brought it down but it was bursting up in flames. >> he was laying there underneath the wire. i just couldn't leave him. the wire and the fire going through it so i reached back and dragged him off. >> reporter: market stre between 4th and 6th was shut

down for repairs until just before eight tonight. muni said the power line its carry about 600volts of power . none of the injuries appear to be life threatening. it's not clear what caused the lines to come down. >> we have late word that union workers have voted in favor of a strike. officials say 99% of them said yes to the strike. this doesn't mean they will walk off the job right away the contract expires wednesday. a meeting is scheduled for friday. it's the united food and commercial workers, it represents butchers from napa to moment. workers go on strike at a hotel. the issue that has them walking. >> the federal appeals court in san francisco is expected to announce tomorrow its decision on an appeal of proposition eight. that's the ban on same sex

marriage. the court is deciding whether the full court will reconsider a previous ruling. back in february a panel decided the proposition was not constitutional. then supporters asked for a full hearing. if that happens it'll involve an 11 judge panel. the chief judge and ten randomly selected judges will hear the case. for a few hours it felt more like november than june as rain came down and it caught some unprepared but others listened to the weather team and they were ready with their umbrellas. the weather also caused long delays for passengers at the airport. instead of 60 flightance hour the airport had to cut the number to 30 per hour. a low cloud ceiling was the reason. some business travelers rushed to rebook canceled flights. >> i'm canceling because i missed my connecting flight and they don't get me there until tomorrow and -- then i miss my meeting. >> some of the shorter flights

to places like san diego were delayed three hours. oakland and san jose handle fewer flights and reported no problems. >> firefighters in pittsburgh say rain likely contributed to a two car crash today that required the jaws of life. firefighters spent half an hour cutting through the side of the car to free a person trapped inside. it happened around noon noon. a fire captain said one person was critically injuried three others had minor injuries . in sonoma a man suffered life threatening injuries in a head on crash in highway 116. he is identified as 69-year-old david bamer. his jeep hit a big rig causing the truck to go off the road and hit a pole. a caller reported the jeep driving recklessly and crossing the double yellow line. the driver had moderate injuries. >> in the sierra snow fell at

statements a woman who husband and teen sons were killed in a case of mistaken identity. the suspect's attorney was surprisingly candid about what could happen to her client. >> reporter: raw emotion filled the courtroom. members of the family were allowed to address him. with her hands shaking danielle held up photographs of the three murder victims, her husband and two sons. one photograph was of 16-year- old matthew before she had him taken off life support. she spoke outside court because she and her family members are in witness protection. >> at one point i did see him put his head down and i think -- i didn't care what he felt, it was about a release of pain. >> reporter: he was convicted last month of gunning down the family as they drove to their home mistaking them for rival

. emoryville asking police for help after a woman was shot and killed. they were called to a home on 47th street about 3:30 this afternoon. inside they found an 18-year- old woman who had been shot in the upper chest. the woman was taken to the hospital where she was pronounced dead. this is the first homicide of the year in emoryville. >> a legal battle over the suspension of 43 seniors at heritage high school. an attorney for eight of them claimed they were denied their it rights that came after the students took part in what is being called a prank. it included grafitti develop banners and a goat chained on campus. if the students miss finals they may not be able to attend graduation. many parents and students say they feel the punishment is to

right now we have turned the scene over to the oakland police department for their hostage negotiators and their teams. >> reporter: what happened to start this? >> this started just after 8:00 a sheriff's deputy so you a car that was reported stolen. it was occupied by several people. when he went to pull it over some passengers -- bailed out. the driver took off, led him on a pursuit and when he got to the area of jensen and high, the suspect exited his car, fired at the deputy and fled into a house. >> reporter: can you share what he had said to hostage negotiating team? >> i don't know because again we have turned this over to oakland because this -- incident is now in the city of oakland and so our deputies are there to support it but it's oakland's scene. >> reporter: were there any shots fired inside the home or anything like that to cause us to have concern for the person is he holding hostage? >> i don't believe so. we aren't even 100% sure

california and voters going to the polls for the primary will see changes on the ballot. there are 53 seats at stake. nine of them have no incumbent because the districts have been redrawn. california has just two ballot positions and of course there are also several local measures. >> the voter continue out may set a record for the lowest ever. it's estimated no more than 6 million california residents will vote tomorrow. that is just 35% of all registered voters and that would be a steep crop compared to 2008 when it was about 58%. however back them the california primary was held in february. robert honda reports low turn out may impact the outcome. >> reporter: the machines were busy sorting ballots but it seems this may be the peak of their activity. santa clara has received about
