"mornings on 2" begins right now. well, good morning. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's wednesday, june 6th. the victim of a fatal police shooting overnight was reportedly a teenager. ktvu's noelle walker is live in south san francisco, where an officer says he approached the suspect and had to open fire just seconds later. noelle? >> reporter: we're here where that happened. the rim is 14 years old. he was here at -- the victim is 14 years old. he was here at this mcdonald's. you can see where the flares were put out by the police officers during all of the police activity last night. an officer for reasons we don't know tried to stop the teenager and ran to the corner of the

arco lot next door. his aunt said she knows he would have run from police but insists he never would have pulled a gun on officers. we were here at the shooting scene when officers roughed carrying flashlights presumably looking for flashlights or other things they may have missed the first time around. last night, the officer tried to talk to the teenager for reasons that are just not clear. >> during that contact, one of the suspects started running from the officer. the officer gave chase. after a short foot pursuit, the officer reacted. >> reporter: now, the shooting victim died at the hospital. there are surveillance cameras here at the gas station. they do not pick up anything from the shooting because it was out of the range of the cameras. those cameras are not on the

corners of the arco lot. police said they did recover a weapon at the scene and that it had not been fired. back to you. 7:02. california's cigarette tax measure is trailing in the vote count this morning. let's take a quick look at some of the numbers for you. 49.2% saying yes, 50.8% no. lorraine blanco is live in san leandro right now to tell us what people out there are saying about the results so far. good morning, lorraine. >> reporter: good morning, dave. with the 100% of precincts reporting right now this morning, the noes on 29 are ahead by a little more than 63,000 votes. now, we talked with a 7-11 employee who said the tax would not only hurt smokers but also business. the prop is aiming to tax $1 per pack.

the initiative would have raised more than $700 million for cancer research and help education. a 7-11 employee here, who is also a smoker, tells us, when taxes go up, profits go down. >> right now it's $6 something a pack. we have to keep coming up with creative ideas to sell the cigarettes, lowering the prices which means nobody wins. >> reporter: the no on 29 campaign, mostly bankrolled by the tobacco industry far outspent the yes campaign. the anti-29 campaign would expend research dollars out of the state because it did not dictate where the money would be spent. supporters spent $18 million. they insist the tax revenue would stay in california and create jobs. according to the -- according to the secretary of state's website it looks like the

proposition will pass. 7:04. it appears california voters have given wide approval for term limits for proposition 28. it won by 61% of the vote. 39% voted no. under the measure, lawmakers will be limited to 12 years of service down from 14 years. but that he will be allowed to spend -- but they will be allowed to spend all of those years in the assembly or senate. in san jose a controversial reform measure, firefighters and other departments plan to file lawsuits. this is seen as a loss for city workers and a win for chuck reed. now, the mayor joins us live from san jose. good morning, mayor. thank you for joining us. >> good morning, tori. >> now, the opponents charge the city from walking away from its contract with this measure. how do you respond to that?

>> well, this is a big win for the taxpayers. it's also a big win for our employees. it's the employees who want to get paid what they earn when they retire. this will allow us to keep the city solvent and the plan solvent. that's important to them and it's important for the taxpayers to control costs. it's a big win paul the way around -- all the way around. >> this was featured in the "new york times." do you see this as a national trend? >> well, there's certainly been a lot of national attention. that's because cities across the country and certainly many, many cities in california are sufficienting from skyrocketing costs and mayors are look fog a way out of the box. we're leading the way saying this is something you can do and the voters will get it and support pension reform. >> opponents are promising to challenge this measure at 11:00

this morning, in fact, in just about four hours. are you prepared for a long court battle? >> well, this is california. nothing important happens without litigation. we shouldn't be surprised at that. we're very well prepared for that. we've crafted counsel to take advantage of this. under the california constitution we have certain rights and we're moving ahead on that. it will be litigated but that's what we have to do to implement it. >> what is the overall reaction for city workers. you said this is a win for them. are they pleased with this measure or did you say they weren't too happy to pay for their pension? >> i don't think anybody will be happy to pay more. but they realize that we need to be able to pay them what they've earned when they retire and we need the plan and the city to be solvent to do that and this is a way to take care of them. >> all right.

most traveled commutes in the bay area. that would be the been. all of a sudden, we have slow traffic and it became slower in the last 15 minutes or so. looking to see if there's a brand-new crash anywhere. but no on the bridge, we don't have anything reported in the last few hours westbound direction. it just got slow and the traffic is backed up to the 880. it's about between 10 and 15 minutes before you make it onto the bridge. also this morning we're looking at 237. you see some slow traffic approaching the south bay, southbound 880 in thevy sinty of 237. there's a -- vicinity of 237, there is a lot of debris. apparently a lot of styrofoam. you can see 280 just a little bit near highway 17 and 85 looks good. southbound 880, slowing traffic getting up to hayward and heading down to fremont and in antioch and pittsburg and bay point, we have slow traffic on

consider two ballot measures. the first, america ure a, that would require competitive bidding for garbage collection. with 100% of the precinct the reporting, almost 76% of voters rejected the measure -- precincts reporting, almost 76% of the voters rejected the measure. measure b is a nonbinding resolution that would limit commercial events at coit tower. it barely passed. just under 54% of the votes. that means money raised from coit tower will be replaced to repair the murals inside. 7:16. a big republican win in wisconsin last night could be a wakeup call for president obama. ktvu's alison burns is in our washington, d.c. newsroom with the fallout of wisconsin's failed recall election. alison? >> reporter: tori, after wisconsin's prun governor, scott walker, fought off a walker, mitt romney said the victory would echo beyond the

borders of wisconsin. walker finished 9 point as i head of democratic challenge, tom barrett to become the first governor ever to survive a recall election. this morning, the head of the republican governors association said on cnn the vote boosts romney's chances in the democrat-leaning state. >> i do think it helps to put wisconsin in play, given the fact it's about somebody getting results and fixing problems on debt and budget and jobs. that's what walker did. that's what romney is talking about. >> reporter: barrett supporters was so upset, one of them slapped him in the face. she said she thought he conceded too early. the republican national committee is already touting the wind in fund-raising e- mails going out today. reporting live from washington, d.c., alison burns, ktvu channel 2 news. 7:17. right now, president obama is in the air.

he's flying here to the bay area. we'll show you some video. this is at joint base andrews in maryland just within the last hour. you see the president getting off marine 2. he boarded air force one. he's due to arrive at sfo at 11:45 this morning. now, ktvu's tara moriarty is already at sfo. tara will join us with a live report coming up at 7:30 with details of the president's schedule today. president obama was the only name on the ballot in the california primary. he received 100% for 1.5 million votes. over on the republican side, mitt romney came out on top of the california primary. here is a look at the numbers. with most precincts reporting, romney has 76%. ron paul, 10%, and in addition to california, romney won in

montana, new jersey, new mexico and new mex -- and -- new mexico and south dakota. the city of oakland is setting aside $750,000 related to the occupy reports. the city is dealing with a backlash. they will use the $70,000 to hire outside help to investigate the complaints. the city has only six months to complete the investigation. commits say this is a make- or--break month for europe's debt problems. analysts don't expect the bank to give more cheap emergency credit to shaky banks. that could be an issue soon since spain could soon default on its debts. that could spread financial

shock waves around the world. 7:19. the army private who is accused of giving hundreds of thousands of classified documents to wikileaks, well, he'll go back to a military courtroom this morning. private bradley manning wants 10 of the 22 charges against him thrown out. the pretrial hearing takes place this morning at fort mead in maryland. if convicted of the most serious charges, manning could face life in prison. well, the search for the plane crash victims in nigeria, it's over now. a dana airplane crashed into a residential neighborhood in lagos, nigeria on sunday. all 153 people on board were killed. we still don't know how many people on the ground were killed. todd officials will survey the neighborhood, they want to find out who is still missing. authorities say 153 bodies have been recorded. at least seven americans were among those killed in the crash. and mechanical failure forced this air tanker to make an emergency crash landing as

it was fighting a wildfire in nevada. that's the determination of the national transportation safety board no one was hurt on sunday. but investigators say a landing gear door did not open and the plane had to land on its belly. meantime, a federal investigation continues into another air tanker crash. this one in utah where two pilots were killed on sunday. they are hoping to find the cockpit recorder from that crash. it's 7:21. we have a followup to a story we first told you about on monday. vallejo police say a mysterious bone left outside of the police station was not human. the bone was found sunday morning on the front steps of the department. police say the bone examined and determined it likely belonged -- belonged to an animal. they don't know what animal it was or how long it had been dead. 7:21. we're always worried about the weather. you may bic wag up to some -- you may be waking up to some

area before november. tara? >> reporter: well, you know, president obama is aboard air force one as we speak. he will be landing here in about four hours. he will only be in san francisco for three and a half hours. so definitely a whirlwind tour. we watched him as he left andrews air force base less than an hour ago. he's headed here to collect cash for his reelection bid. last time he was here two weeks ago, he raised $4 million. this tom he hopes to rake in $1.5. he will attend a round table event -- this time he hopes to rake in $1.5 million. he will attend a round table and then a luncheon. these visits will -- will draw protests, being close to the occupy movement. >> he will be protested.

password. measure t was a hit by only 62 votes with all of the precincts reporting last night. that. could change when the mail-in ballots are accounted. about 54% of voters said no to measure u. that would have raised the hotel tax from 10% to 12% in unincorporated parts of san mateo county. voters also turned down measure x. that would have taxed commercial parking lots in unincorporated areas including san francisco international airport. all three measures immediated a simple majority to pass. together, they would have raised about $13 million for the county. we have complete election results for you on both our channel 2 website, ktvu.com and as you can see, just look at the bottom of your tv screen, we have all of the information

"the chronicle" reports that pg&e plans to finish the inspections this month. it says the san bruno pipeline that ruptured and exploded was among the most vulnerable lines now being investigated. relatives of an emeryville teenager are in morning after that ron ta jones was shot and killed inside the home on monday. jones' family and friends describe her as a girl that would light up the room. they say she had changed after she started dating a boy i she met at school. they say he tried to control

her and now they leave he's responsible for her death. >> i don't know -- they believe he's responsible for her death. >> i don't know what to do without my sister. i'm still in shock. >> the family wants her killer caught. emeryville police are looking for jones' boyfriend -- jones' boyfriend. police arrested craig chandler back in january after a parent of one of the alleged victims came forward. chandler is charged with sexually abusing five students. now prosecutors say a student made a claim about chandler back in october but that administrator never reported it to the police. >> if they have a reasonable suspicion that child abuse has occurred, they have an obligation under california law

to report it. >> the district attorney's office would not identify the school administrator or say if charges will be filed. 7:35. a woman's been arrested on suspicion of kidnapping after frabbing a 3-year-old at a store in napa. police say the 49-year-old -- grabbing a 3-year-old at a store in napa. police say the 49-year-old grabbed the child in napa at a salvation store and started walking toward the door. the child's mother and other witnesses tried to get the child back. the woman described as a transient was eventually arrested. the little child was not hurt. well, a new search for missing teenager sierra lamar will begin in just a half-hour from right now. volunteers will be gathering at burnett elementary school in morgan hill, which is the headquarters for the volunteer search efforts. the volunteers are planning another search this coming saturday. antolin garcia-torres is charged with sierra lamar's murder and kidnapping. he was arrested last month. a tree fell and killed a

tree worker in los gatos. according to police, two workers were coming down the tree around 1:00 yesterday afternoon when the tree fell on both of the workers killing one of them of the other worker was taken to the hospital with injuries. although the 49ers are moving pout of san francisco, therenot seem to be any hard feel -- there does not seem to be any hard feeling. the board of supervisors human lusly approved a -- human nusly approved a measure to -- unanimously approved a measure to break the lease early. the 49ers will pay $1 million to the recreation of the parks department in addition to the 4.3 million the department would have received if the team stayed for the last year of its contract. a man from morgan hill facing animal cruelty charges after allegedly exercising two dogs for so long. one of them died.

36-year-old antonio palomerez was arrested on friday. police say they found him with a boxer and pit bull, both of them, too exhausted to stand up. he allegedly told police he had taken the dogs on a seven-mile run with no watt he. the dogs were rushed to -- no water. the docks were rushed to a vet. the bocker survived. the pit bull did not. a man is arrested for punching a woman in a wheelchair in the face. she waiting for the bus when she was approached by this man. they say he hit her in the face and walked away saying "i hate white people." the woman suffered a black eye and a minor cut on her face. he faces one count of elder abuse and one count of hate crime. 7:38. uc berkeley is exploring new options to boost the supply of student housing. the "daily cal" reports the university for the first time is thinking about having private developers build future

the dow jones is on track for a second day of gains. something that has not happened since late airport -- april. european politicians will take steps to ease the crisis soon. the dow is up 164. the nasdaq is up 49. the s&p, up 18. well, nasdaq may be preparing to pay back some of the brokerage firms that lost money when facebook made its public debut. the "wall street journal" reports that they are reaching out to one brokerage that lost money because of technical problems that delayed the initial trading of facebook on the day it launched its ipo. losses could top $100 million. nasdaq is not commenting. facebook, you may recall, debuted at $39. right now it's trading at $26.19. j.c. penney will start using the word "sale" again in its

in overnight news, family members of a suspect who was shot by police in south san francisco last night say he was just a 14-year-old boy. noelle walker is live in south san francisco now to tell us what led up to this deadly shooting. noelle in. >> reporter: dave, about 0 minutes ago, police in south san francisco sent -- about 20 minutes ago, police in south san francisco sent me their first assessment. the victim's aunt said the victim was here with his friends at this mcdonald's around 9:00. take a look at the street. you can see where they had the flares out blocking the street off during the police investigation. we know that an officer tried to stop that 14-year-old when the teen took off running to this arco station next door. now that is where the officer shot him. investigators returned here this morning going over the area with their flashlight, looking for evidence presumably. the teen's aunt told me she's not surprised that he would run

legislators. for proposition 28, 61.4%, yes. 38.6% no. now, under that measure lawmakers will be limited to 12 years of service. that's down from 14 years. but they will be allowed to spend all of those years in the state assembly or the state senate. and in san jose, voters passed measure b. the pension reform measure. the unions that represent police, firefighters and other employees, they planning to file several lawsuits. measure b won by a big margin. now, this is seen as a loss as city employees -- this is scene as a loss by the city employees. under the measure new employees pay half of the cost of a pension. current employees can choose a

lower-cost plan or pay more for their current plan. san jose's mayor says he's prepared for the lawsuits. >> well, this is california. nothing important happens without litigation. so we shouldn't be surprised at that. we're very well prepared for that. we've crafted the measure with outside council to take advantage of california law for charter cities. under the california constitution, we have certain rights. we're moving ahead with that. >> mayor reed said that speaking to tori campbell here on "mornings on 2." the mayor said the changes to measure b will allow the city to get out from under skyrocketing retirement costs, bomb solvent and also pay employees what they've earned when they retire. measure a received strong support. that's the proposal to give the board of supervisors more flexibility in deciding which agency will run the county's jails.

president obama won easily in yesterday's california election primary. the president's name was only one on the democrats' ballot with 100% support, the president received 1.5 million votes. and in just about three hours from right now, the president will arrive at sfo. that's where tara moriarty is right now to tell us about the president's schedule in san francisco. tara? >> reporter: well, good morning. at 1 is:45 -- at 11:45, air force one is expected to touch down. the president will only be here for three and a half hours. just before 7:00 this morning, we saw him board air force one. he's here to collect some cash for his reelection bid. the last time he was here, about two weeks ago, he raised $4 million. this time, he hopes to rake in

presidential candidates mitt romney came out on top here in california. here's a look at the latest numbers with most precincts reporting. romney has 79.6% of the votes. ron paul has the next highest number of votes with 10%. in addition to california, romney also won in montana, new jersey, new mexico and south dakota. only one presidential primary remains. that's utah on june 26th. mitt romney says authorities are investigating whether his e- mail account was attacked. a hacker broke into his hot mail and drop box account. according to the website, the hacker guessed the answer to a security question about rom nip's favorite pet in order to gain access to the accounts and change the pass bord -- password. he all righted -- he reportedly used the account while he was governor of massachusetts. measure t was ahead by only 62

for allegedly punching a wheelchair-bound woman in the face. she was awaiting for the bus when she was approached by this man. they say he hit her in the face and walked away saying "i hate white people." the woman suffered a black eye and a minor cut on her face. he faces one count of elder abuse and one count of hate crimes. 8:36. several trails of palo alto will be closed temporarily to dog walkers because of aggressive coyotes. the closed trails are in the pearson preserve. they include alony, bay laurel and woodland star. the part of the juan batista and meadowlark closed last week. we have an update on a story we told you about on monday. mrs. in vallejo say a mysterious bone left outside of the police station was not a human bone. the bone was found sunday morning on the front steps of the police department.

and flowers marking the place where a 14-year-old was shot. his aunt said he was at that mcdonald's over there. that's the point he ran from after aun. now, this morning, -- ran from an officer. now, this morning, police said about an hour ago, that the officer tried to make what they call a pedestrian stop and then for unknown reasons, the officer feared for his life and fired one shot. the teenager died at the hospital. police did find a gun here at the shooting scene but say that gun was never fired. when i asked the teen's aunt this morning about that fun, she old me, she said he might -- about that fun, she said he might have had a gun but he would never pull a gun on an officer. the san mateo county district attorney's office and south san francisco police are both investigating this and police said they will be holding a media conference and release more information about this at

economists say this -- is a make-or--break month for the crisis in europe. analysts are not expected low costs emergency credit to weak banks. that could be an issue very soon since spain may soon default on its debt. greece may elect a new government that rejects the tells of its multibillion dollars euro bailout. that could get them kicked out of the eurozone and the impact could send shock waves around the world. uc berkeley is exploring new options to boost supplies for housing. the first time the university is thinking about having private developers build future housing developments. berkeley officials say they expect the school's headcount to grow by up to 12% in the next eight years and are considering private developers given all of the budget cuts. alameda voters rejected a

measure that would have raised the city's sale tax by .5%. the yes votes totaled slightly over 50%. the money would have went to fund libraries and build a new emergency center. back to sal. the major traffic problem on highway 24. that's right heading away from walnut creek, newschopper2 overhead. this crash here, injury accident, you can see newschopper2 showing the crash here but also showing us the backup which is extending out towards the walnut creek interchange. there's the crash on the right of your screen there. it looks like they are making some progress. it looks like they put someone inside the paramedics unit which already took off, presumably to the local hospital there. 680 will be slow. so is 24. let's take a look at the peninsula. that's been pretty bad.
