already hurt a firefighter and construction worker there. david stevenson is live with a tricky situation that firefighters are facing now. >> reporter: behind me you can see firefighters making their way down the ladder back down to the street after a busy afternoon of fighting this fire. and we have learned that just within the last 13 minutes the gas line that rupturedded -- rupture that started this fire was shut off by caltrans crews working here. this fire went from a one alarm to a two alarm to a four line fire. the fourth alarm was because fire crews had to come out to relieve crews that had been battling that fire since 3:35 this afternoon. this is what it looked like shortly after the fire broke out. you can see a will the of the smoke overhead. the fire forced the closure of

san bruno avenue as fire crews worked to extinguish a fire line that ruptured. that's what caused the fire earlier this afternoon. >> now about 3:45 this afternoon, there was some workers working on a building here on the 2800 block of san bruno, one of them was attempting to hook up the gas line and the gas ignited. that particular worker was taken to st. francis burn center with life threatening injuries. again here is one of the firefighters who was injured and treated for heat exhaustion while fighting the fire this afternoon. the fire spread into a dental office that caused the evacuation of several people. pg & e managed to shut down that gas line. again about 10 minutes ago the firefighters here on the scene will remain on the ground to check out the scene for any remaining flames that are still in the two buildings. and secure the scene as well.

the investigation into what exactly caused this is likely to go on into the evening and into tomorrow. reporting live in san francisco, david stevenson, ktvu channel 2 news. we're also following developing news in contra costa county at this hour wires are still spread across the eastbound lanes of highway 4 in hercules. john sasaki is live there with the latest on the traffic mess and the efforts to reopen the highway, john. >> reporter: ken, i want to show you what's been happening in the past few minutes if you take a look at the power poles you can see some mats hanging on the power poles and lines tieing up on the right. if you pan over you can see the lines go straight down across the freeway and down there in the distance, the power pole that was knocked down is still lying across much of the roadway. all the lines there are lying across the roadway as well. although just a couple of minutes ago, pg & e crews moved in and cut off a big part of that power pole with a chain

saw. now you see that truck moving across that area where it couldn't previously because that power pole was there. they are making progress here. let's take a look at news chopper 2 video from just a little while ago. we'll show you the scene out here. eastbound lanes of traffic on i4 are very busy this time of day. all that traffic is being redirected. we just spoke to caltrans and they told us what's being done with the traffic. >> they are being redirected. if they're particular with the area, they can go to 780, which is on the other side of the cardenas and take 780 to 680 and go around that way. the next exit off would be coming and then that would overshoot it once they come down coming to highway 4. >> reporter: clearly there are some ways to get around this area. you can see there off in the distance that's the white car that went off the roadway and took out the power line. the power pole and then knocked down all the power lines. you can see in the street here

all the skid marks that stretch for i don't know 150, 200 feet. i did talk to one pg & e worker who said that he talked to the driver. the driver told him that someone actually had cut him off. and that's how he ended up out of control and skidding across the roadway and into that pole. i did talk also to chp and they said that as far as they know there is no alcohol or drugs involved in this accident. live on highway 4, i'm john sasaki, ktvu channel 2 news. tensions over the state budget crisis are boiling over with the deadline to pass a budget just three days away. hundreds of state workers demonstrated this afternoon against a proposed cut to program that aids the elderly and disabled. >> you are here by ordered to -- >> reporter: two people were arrested after they refused to leave. in-home care workers have been

staging the protest. meantime budget sub committee hearings were heard today in the state assembly and senate. lawmakers are working on a plan that would eliminate many of the cuts to safety net programs including the inhome care program. but republican lawmakers claim the real me -- negotiations are going on behind closed door between the governor and democrats. >> i can guarantee you whatever is voted out of committee today will be changed by friday and probably be changing through friday. >> lawmakers face a friday deadline to issue a budget or lose their paychecks until they do so. that budget battle in sacramento could force a peninsula to close, cutting a lifeline for students who are trying to get ahead. patti lee is live. >> reporter: you can see this group has gathered for a mostly state funded class preparing

them for the ged. but these students earlier told us it is hard to con -- concentrate not knowing if this school will receive enough funding. >> reporter: rodriguez takes esl classes to better himself. >> right now i'm a bust boy. i would like to be a waiter, work for a company. >> reporter: right now english as a second language, ged and high school diploma classes across the state are at risk. today lawmakers in sacramento debated a proposal that would change the way schools are funded a benefit to k-12 education, a blow to adult education. >> our district has told us that if the governor proposal went through as it is currently written there would be no more adult school. >> if we don't get in the summer, if i don't graduate, if i don't do anything i'm going to be a nobody. >> reporter: ariana attended this rally of students and

rob roth is there where the debate is taking on color or nuisance. >> reporter: the council is expected to meet in an hour to take on the controversial sit- lie ordnance. the law would ban this. sitting or lying. >> i would have to worry just sitting down if i'm wanting to sit down and relax. >> reporter: the store owners and street vendors say sitting or sleeping in front of their businesses is not the solution to homelessness. >> someone sitting next to you and smells and has loud dogs and asks people for money is going to interfere on business. >> reporter: under the plan violators would be warned twice then receive a 50-dollar fine. but he says the goal is not punishment but to nudge homeless people. >> we would like to get people sitting or lying on the street to those services so they can get beyond homelessness. >> reporter: they're asking the city council to vote on the

ordnance that would go before berkeley voters. many residents don't like the proposed ban. >> they don't bother anybody. the people kind of expect it here on telegraph, to see an amount of local color if you will. >> they're sitting on the ground and doing nothing. it's a bummer to see them in that state. >> reporter: we're back live. protesters are expected at this meeting. the mayor told us he wasn't sure if he had the majority of council on his side. it now appears he has the votes to place the proposal on the november ballot. reporting live in berkeley, rob roth, ktvu news. a consumer group is suing blue shield of california accusing the ensurer of breaking the law and forcing patients into more expensive policies. santa monica based blue shield says it's pushing older consumers into policies with fewer benefits and higher

sal kas -- castaneda spoke to die-hard golf fans. >> reporter: some fans were here -- fans were here early in the morning to catch their favorite golfers. >> tiger woods. yeah we were here about 7:00. you know got some nice shots of him. we've been waiting for that. >> reporter: the olympic club lake horse looks to be very crowded and already the galleries are filling up especially near the clubhouse where photograph seekers can get close to the golfers. it has been 14 years since the open came to san francisco. and many told us it's huge for the city. >> but not all are serious golf fans. >> i'm more of the casual fan. you know we're from the bay area so and this is a big huge event so we wanted to come and see what's going on and have some fun. >> reporter: if you want to shop there's a 36,000 square foot store here with a lot of things that say u.s. open. you can even get personally

week. those cranes will dig 1,000 feet down. >> tunnel is being bored to north beach for the possibility of a future north beach station. >> reporter: nummi says there'll be more street closures and detours but officials say much of the time drivers will be able to travel right on top of areas where underground construction is going on. the government said today it's reached it's annual cap for the specialty work visas known as vh1 visas earlier than last year. intel,cisco and apple are among the companies that hire the

most people with those visas. the district provides water and sewer service to pleasanton and parts of san ramon. in a south bay the closure of alum rock park is a sign of just how dry conditions are in the bay area. the staff decided to close the park because of the low humidity and high temperatures. we looked back in our ktvu archives and found that this is the earliest closure since 2008. and that was a year that was so dry that a state drought was declared. bill martin is in the weather center with the cool down that we're expecting that's moving in, bill. >> reporter: if you're a firefighter in the bay area, you're loving the fog that we're seeing offshore. it's cooling things off. of course that lessons the fire danger but it's game on for fire season. this is the time of year, usually a little later than this that it gets a little bad. with the alum rock situation, but we're basically looking at fog coming in and we're looking

at a dry summer. it's a mediterranean climate that means dry summer, wet winter. get used to it that's the way it goes every year. we may not see much rain from now to october. with that, fire danger is high. if the winds go bad like they did you will get a red flag warning. a warmer forecast into the weekend. i wouldn't be surprised if on sunday we recreate the situation which we had last weekend. winds are going to go northeast in places. overnight lows are going to be mild. these were the highs from today. 95 in santa rosa, 87 in fairfield. they were cooler than yesterday. they're going to be cooler as we head into tomorrow. fog returns, coastal temperatures in the 60s: around the bay it's mild. 70s low 80s. keep driving toward modesto and you're going to find the heat. there's that cool influx of

moisture. and cooler temperatures, and there's still wind too. it's windy out at the airport. san francisco airport is doing 30-mile an hour winds on the gusts. the forecast then is for cooling trend. it's going to be a nice weekend ahead. throughout the club, fog is going to be a player out there. next couple mornings and afternoon. there'll be clearing out there toward the eighth hole but there will be definitely fog right through this week for the u.s. open. forecast highs for tomorrow then 85 clear lake. 85 in fairfield, that's down. 83 in pittsburgh. air quality is still good but fire -- 83 in pittsburg, air quality is still good but fire danger is high. nice looking wednesday. is tomorrow wednesday already? it's flying. there it is wednesday. friday mild, temperatures cooling off and we're going to be any time the fog comes back, i think a lot of us locals it's nice to see. we know it's going to be better for the fire danger. >> it's nice to see the golfers

there's apparently growing doubt about if existence of god among younger americans. a new survey by the pew research center says that 68% of people under 30 say they never doubt the existence of god. 36% say they do not associate with any religion. >> i'm wondering on those puts when there's 1 million bucks or so on the line if there's a little prayer or so going on on the golf course. >> i would guess so. and tiger who's controlled the golf world for many years was
