manslaughter warrant has been signed against the bicyclist. the bicyclist, 36-year-old christopher buccarri, we are waiting to hear that he has been taken into cuss different you can see him here, recklessly speeding into the intersection and hitting 70- year-old hu su hui. the case gained attention after buccari blogd about the crash and and jokingly thanked his helmet for safing his life. officials are looking for the suspects who opened fire. news chopper 2 was overhead shortly after the shooting. both victims were taken to the hospital with gunshot wind. the extent of their injuries is not nope. the suspect or suspects got away by car, authorities say. when thieves broke into one oakland home, they passed up computers and tvs but what they

state budget ready for state leaders to approve. the plan balances the budget to smaller cuts in the services. they say eliminating a nearly $16 billion deficit would still take a bite from many programs. >> our budget will include significant ongoing cuts in all areas of health and human services. relative to the governor's may revision, it contains no additional borrowing or so- called gimmicks. >> reporter: the democrats' plan counts on voters approving the governor's tax measure on the november ballot. >> union members are keeping pressure on lawmakers to block $225 million in proposed cuts to senior care and the disabled. some 500 care givers filled the capitol for a third day of protest. about 50 people were arrested. 10 were arrested yesterday.

gas line. tom vacar is live with answers to a tough question and why some are not liking what they are hearing from the utility >> reporter: pg&e begins by saying that a contractor who was working in this now covered hole puncture add gas line and started the fire. not yet clear whether there was a site walk shutoff valve or the intense fire mate it impossible to access them. pg&e then chose to dig into the street to shut off the gas from the lane line. this took almost two hours. >> within 10 for 15 minutes from their arrival on to the scene, they should be able to shut it off. if it goes as long as yesterday, you know, we are lucky it didn't cascade all up and down the street. >> reporter: consumer advocate mindy spat. >> it's a fire leaded burn. that's not what we consider a safe plan. the plan is something that gets put into place in minutes.

why >> reporter: why not shut off the whole neighborhood? >> it would take time for the gas to go down from the pipe and escape. that might take hours. >> reporter: in other words, the gas might have kept spewing and when the gas pressure was restored, hundreds of homes would have unlit fire lights with gas leaking into them. increasing the danger of fire elsewhere. >> we look to improve our practices and we'll be investigating this incident so that we can learn from it. >> change all the valves to be above ground or easier to shut off within a minute or two. >> reporter: viewers said that pg&e should respond and shut it off in more than 15 minutes. reportingly, consumer editor tom vacar, ktvu channel 2 news arson investigators on the peninsula say that an early

morning fire in the peninsula appears to have been deliberately set. flames damaged four cars and damaged six others. smoke and water forced at least 30 people from their homes nurses at ten bay area sutter hospitals are walking the picket lines today objecting to what they are calling unacceptable contract demands by sutter management. workers rallied just an hour ago. they say sutter managessers want reductions in health care, retirement and days off. in berkeley, nurses say they can't live with the proposed contract. >> the hospital is proposing about 100 takeaways that will eradicate the contracts that we had worked the last 60 years to get. >> a hospital says that sick time for nurses would not be cut, a claim that nurses dispute. nurses will be locked out until monday. this map shows the ten bay areas hospitals affected by the

an animal behaviorist. part-time employment to supplement an income and give somebody that they will feel good about, something that will help animals not being euthanized >> reporter: the program will exclude people with a history of violence, drug behavior. >> the entire neighborhood has adopted them. it's been 100% positive. >> reporter: woof launches august 11th and is slated to run three months. if successful, city officials hope to find more funds to put problematic pets with loving foster parents. linkedin says it added extra security following last month's breach. they added an extra layer of coding. the company said there have been no report of any of the 6.4 million affected account

being compromised. another sill son valley company is warning that the u.s. has a serious shortage of cyber security experts. reuters reports that the ceo of mountain-view based symantec says that the short am ace national security issue. u.s. governmental agencies are so short staffed, they try to poach top security experts from private companies. roman reed has been a paraplegic since 1994, after being injured playing football. he is the planning commissioner and plans the roman read spinal cord injury program. it would use a $1 penalty from traffic tickets to help pay for research. every dollar that we give out, $4 comes back in. this create hope. >> the foundation has received 80 million-dollar since 2000

but state funding was cut this quarter due to budget problems. they'll now move on to the senate. i just took a peek at bill martin's iso therm map and it's all red. i any that means it's going to heat up. >> yes, things will heat up. we are back into a very hot forecast. the fog cleared from the coast. take a look at live tracker storm 2 and you are looking at the fog that got pushed south. we have gail warnings offshore and that chews up the fog. the winds will back off tonight and that fog will fill back in along the coast. tomorrow will be like today these are the highs for today and similar highs tomorrow except 91 in antioch in the upper 80s. most will be in the mid-80s. rest of us in the mid-70s along the coast, going to be chilly in the morning and sub clearing in the afternoon. temperatures along beaches, upper 50s, maybe a couple of low 50s. tomorrow just like today. the long range forecast is

including major warming. forecast model for fog shows its return and shows it shoot can inland. not a major extent. you don't have all nine bay area counties with fog. that means that cool air is getting inland. you see the fog, there should be fog. but what you can't see is the cool moist air that's moving all the way up into the valley. there is a lot of cool air filling in. just because there is not fog does not mean that it's not cooling. lot of mild temperatures just like today. almost like the same iso therm map. this shows you the temperature that are equal. iso means same. so as you go through tomorrow and the weekend, you're going to see the temperature heat up in antioch, concord. this is what we are concerned with. we're going to see numbers

the u.s. anti-doping agency is bringing doping charges against 7-time tour de france winner lance armstrong. the agency says it has evidence that lance armstrong used performance-enhancing drugs. armstrong says that the accusationings are baseless, pointing out that the charges come two months after a government agency investigated without bringing charges. and mark ibanez is here. >> and wait is over. we are getting ready for people to tee off for real. tiger and company will go with phil mickelson and bubba. but there are other stories, other people teeing off. joe fonzi has been at the country club and fills us in with some of the goings on.
