look for temperatures to stay in the 60s to 70s by the coast. boy after fog yesterday at the u.s. open it was a beautiful afternoon. temperatures i would say about mid 60s. it will billion hot and windy saturday into sunday and much cooler as we go into early next week. here is sal. let's start off with highway 4. looking at highway 4. traffic is moving along relatively well. until major problems if you are looking at westbound highway 4 it looks good. let's quickly move along to look at westbound 24. that traffic moves along pretty well. and the morning commute is looking good in san francisco. along northbound 101. let's go back to the desk. we begin with continuing coverage of the story we first reported on yesterday morning news. bart is up and running again. that is after that transportation meltdown caused by a massive fire. ktvu kara lowe is live.

good morning. >> reporter: good morning. let me show you this area around the west oakland bart station is still very much a mess because of that fire. you can see the senior complex under construction is burned. we are tole from bart folks can expect a normal commute to work this morning. just a short time ago we saw workers inspecting the tracks here at the west oakland part station. this is an area that was damaged by the fire and serviced between san francisco and oakland was shut down all morning. making an absolute mess of the morning commute for anyone trying to get across the bay. the bart service did resume just before 4:00 yesterday afternoon. this morning bart officials tell us train service is back to normal. >> we have completed the work on the tracks. so we are ready to get back to business and keep the bay area moving. >> reporter: now investigators

are looking for three people seen near the west oakland construction site moments before it turned into a raging inferno yesterday morning. the fire again at a senior apartment complex under construction. it began a quarter after 2:00 yesterday and burned for hours. the blaze burned so hot it damaged the third rail which powers the train and sir rammic insulators and data lines. bart officials telling us they expect service to be back to normal. we are live in west oakland. we have breaking news right now in the south bay. a car hit some type of a gas line to an apartment building. that is in san jose. it happened just after 2:00 this morning. pg&e crews are digging up the area to repair the damage. some people have been evacuated as a precaution. we do have a news crew head together scene. in overnight news oakland

fire investigators are working to figure out what caused an overnight house fire. that started at 11:00. but the flames were huge as that house caught fire. it was boarded up. firefighters say they had to force their way in. it took them about 30 minutes to put out that fire. fortunately no one was hurt. some undocumented students are occupying president obama's downtown oakland campaign office. five people walked in yesterday pretending to be campaign volunteers. they put on graduation caps and said they wouldn't leave until the president stopped deporting undocumented students. the campaign has not kicked them out but has hired a security firm to watch the students and the office. several similar protests are happening in obama campaign offices across the country. that was riot that made headlines around the world. now an independent panel has offered a scathing assessment how oakland police responded to

that protest last september. that story is coming up at 4:45. time now is 4:33. parents, teachers, and supporters will begin a sit in this morning hoping to stop a closure of five elementary schools. this is video from march when ten people were arrested after a sit in at the oakland school board meeting. protestors will be at lake view elementary school at 1:00 this afternoon to demand the district keep all schools open. california pizza kitchen restaurant in walnut creek is closed indefinitely because of a norovirus outbreak. they were notified about the closure by at least two employees from the broadway plaza store. one claims several workers and customers have gotten sick. norovirus is a highly contagious virus that can be transported through food or person to person contact. alameda court judge is in

jail this morning. paul seeman is accused of embezzlement and theft after he took control of an elderly woman's finances. they removed boxes of files and a computer from his house. >> he was always doing things for her at her place. taken care of her. he took her to the doctor and got her groceries. >> the complaint against the judge was filed by the attorney for the woman after she died. now he is being held on $525,000 bail and is expected to appear in court in the next few days. the clock is ticking towards tonight's midnight state budget deadline in sacramento, california. lawmakers will return to the state capitol at 11:00 this morning to try to meet the deadline and avoid getting

their paychecks docked. the democrats control the state legislature now. there are still some big differences in the last minute effort to close that budget gap. california has a budget deficit of almost $16 billion. democrats and the governor are at odds of $1.2 billion in cuts to cal works. cal works includes welfare, child care, in home support, and college aid. california voters will play a major role in tackling the budget. the bicyclist accused of hitting and killing a pedestrian in san francisco last march must turn himself into officials sometime today. this is video of 36-year-old chris. that was posted on youtube. he is facing felony manslaughter charges for running over and killing 71-

year-old sue key wee. he showed gross negligence by speeding through several stop signs before hitting wee. >> he was trying to beat his own record. >> now the case drew national attention when he reportedly posted online comments he was upset about losing his helmet in the collision with wee. the new report this morning funding delays could -- crews have been preparing to start digging the tunnel for the system for months. san francisco major ed lee has assured residence the federal government will approve $942 million to help pay for the project but now the bay citizen says agency officials are worried if the funding is not in place by september the cost to build the 1.7-mile subway

looks like the biggest go time would be late tonight into saturday and things will turn around on sunday and get more westerly. 50s on the temps. about the same they have been the last couple mornings. system moving through right there. you can see the system moving up and over. that is the ridge of high pressure. that means temperatures will go up. even by the coast 60s and 70s and 80s. close to 900 degrees. patchy fog. sunny and warmer. breezy. that will turn more northerly. right now it's westerly. right now that will turn that north direction. 60s and 70s to 90s. 64 pacifica, 91 santa rosa. temperatures will warm up pretty fast. >> okay. thank you, steve. 4:39 is the time right now. in an hour crews will begin fogging for mosquitoes in contra costa county. the fogging will take place right by highway 4 near discovery bay. take a look add the map right

good morning. we have patchy clouds. mainly from san mateo coast, santa cruz to monterey. other than that it will be sunny and warmer. wind turns northerly today. san francisco bank executive has died while snorkeling off the shores of hawaii's big island. a paddle boater spotted the body on wednesday. investigators are now trying to figure out whether a medical condition contributed to his death. he was executive at wells fargo and vacationing with his family. a missing fishing boat that sank during a violent storm in mexico has been found.

the contra costa times report divers located the charter boat erik this week during a series of dives. the boat capsized almost a year ago with 27 fishermen from northern california on board. one man died. seven people are still missing and presumed dead. family members will now have to decide whether to recover the bodies or leave the wreckage as a memorial. time is 4:44. this morning three young girls are safe but that is after a violent show down with their parents that ended with an arrest at gunpoint. we will show you 25-year-old jose rojo. yesterday afternoon witnesses say he tried to break down a door of a locked insurance office where his estranged wife and mother were inside. >> he leaves the business and comes back with her three young

children in common. displaying them. trying to get her to come out. she doesn't come out. >> then he put the girls in his car, rammed the door of the business and took off. anamber alert was issue -- an amber alert was issued until rojo's brother brought the kids back. hayward police say they need help. nancy rogers body was found in san leandro in june of 2010. he was reported missing after she did not show up for her shift at is a post office in hayward. they believe rogers was killed and put into the dumpster. police are hoping someone will come forward with new information. a $100,000 reward is being offered. independent commission has released a scathing report of the oakland police department's

topic section. 4:46. today the two sides in the ross mirkarimi case are expected to submit their final witness list ahead of next weeks critical hearing. on tuesday the commission is scheduled to begin his hearing on the official misconduct charges against san francisco suspended sheriff. city supervisors will decide if he should be removed from office. in march mayor ed lee suspended mirkarimi without pay after he pleaded guilty to charges stemming from a domestic violence incident. the jerry sandusky trial is in remission today. court observers say his alleged victims have been effective on the witness stand. three more accusers testified yesterday. one told the court he was assaulted in sandusky's basement while his wife was upstairs. the accuser testified he screamed for help but thought the room was soundproof.

welcome back to the ktvu channel 2 morning news. a huge fire in an apartment complex is now being investigated as arson. we were there on the scene at 4:30 in the morning on wednesday shortly after that fire started. investigators now confirm that fire was deliberately set but they would not elaborate at this point. the fire destroyed two yules and several cars in a carport. no one was hurt but eight people were displaced. a home is seriously damaged after a garbage truck smashed right into it. that happened at 10:15 yesterday morning on christy

way. waste management says that the driver got out of the truck to pick up a bin and the truck started rolling. it hit a utility pole and pushed a parked pickup truck into a home before crash into a second house. no one was hurt but a woman was inside when it happened. >> i was in shock. and now thinking back i'm so thankful. it could have been if the front porch weren't there the truck could have come in. >> the woman saws she was only a few feet away from the wall when the truck crashed into it. it knocked out power to 150 people in that area. it has since been restored. the driver of the truck is on leave while that crash is being investigated. bart plans to test a new bike plan this summer. during august bart will allow cyclist to bring their bikes
