>> just as a precaution engineers inspeted the tracks earlier before trains headed out. they wanted to make sure there were no ling ring effects from the -- lingering effects from the fire that shut down service across the transbay tube. 7:01. as for the investigation into cause of the fire, authorities still can't get a close look into that fire zone. that unfinished senior center was red tagged and ktvu carol is back and local and federal investigators want answers kara. >> reporter: they do and i can tell you here from the street it smells like fire and if you look around there's quite a bit of damage you can see again from the street and if you look over to the right quite a few security guards. barricades are surrounding the construction site as well as lot of fencing and we have seen more than a half a dozen security guards out here this morning.

investigators are looking for three people seen near the west oakland construction site moments before it eyeing night it. burned down a -- ignited. it burned down a senior apartment and damaged a thirdrail. it burned so hot and did so many damage the structure is not safe and that is delaying efforts by investigators both federal and local to get in there and see exactly how this fire began and whether arson is to blame. we are reaching out to those investigators this morning. we will let you know as soon as we have new details for now live in west oakland cara liu. q. new this morning a story we have been following since 4:30. an willy morning gas leak is cause problems at a san jose apartment complex and lorraine blanko joins us live with a look -- belongo joins us live -- blanko joins us -- balnco joins us live to see what's

going on. >> reporter: the huge crack in the wall needs to be fixed before pge can turn the gas line back on for four units. san jose fire tells us the van slammed into a handful of meters at the condo complex around 1:30 this morning. the crash caused a gas leak and pgn had to dig a huge hole in the ground to repair it. for hours people had to leave their homes and one person was taken to the hospital. >> there was a medical during the evacuation, but whether it was related to the gas or something else is unknown at this time. >> reporter: there are no other injuries. people from all but a few units returned to the homes. police are investigating the cause of the crash and the driver is okay. he got back in the van and drove away. so far no charges have been filed and the bad news again there's no estimate on when the four units have will have gas again. lorraine blanco ktvu channel 2 news. a fire destroyed a vacant

home around 11 at 9 #th avenue. firefighters -- 98th avenue. firefighters broke into the home to fight the flames. no one was hurt and the cause is under investigation. time 7:04. a fight that happened outside a san francisco miewni car was caught -- muni car was caught on tape. being see a woman well this is a different story this is about we were talk about woman holding onto an f car on market street and an onlooker tried to pull her down and they were fighting and all this happened while people were waiting in line for the new nike air shoes that we told you about last week. and we will get back to that in a moment. in the meantime, a sacramento woman is facing child endangerment charges after police say she left her 6 week old baby inside a car in 90 degree heat. police say 31-year-old andrea pas-perdomo took her child to target store but locked the child in the car.

someone saw the baby and called the police. firefighters had to pry the car door open to get child out. the baby was rush to the hospital checked out and we are told is doing okay. palo alto police are investigating a unusual cyber attack. someone hacked into the website of a dental office and held the contents hostage for a 3,000 dollar ransom. the name of the office has not been released and police say no personal. the doctor did not give into the hackers demands and he hired a firm to reconstruct his data base. >> 7:06. let's get moving how's the toll plaza. >> reporter: holding up well. in case you haven't heard bart is running and the commute is going to be much bet than yesterday when we had someone called it carmageddon off our own for a meltdown there. were hag hash tags on twitter. let's look at bay bridge toll plaza backed up to about the middle of that parking lot.

that would be about a 5 to 7 minute delay. nothing more than that and getting into the city looks good. you can clearly see what a difference it makes when bart is running and the traffic is also a little bit lighter on fridays. interstate 880 looks pretty good in both directions. right near the coliseum north and southbound no traffic problems on the san mateo bridge. and we are looking at south bay where there's an earlier accident on northbound 101 on the approach to 880. that's cleared. but traffic is a little slow. 85 and 280 are doing very well. 7:07 let's go to steve. >> sunrise a few high clouds associated with a weak system. but behind that a north wind is coming in. and the fog is getting chewed up. temperatures today are on their way up. foholding on a little san mateo coast towards santa cruz santa cruz mountains but you can see the system the source of the clouds. behind that is a north wind. looks great at the u.s. open. i tweeted the fog is eroding

fastly and daily jity and -- city and carl the fog does not like that. he likes the fog. but it's disappearing fast. 60s and sunny and nice there. fire danger goes way up. north and east bay hills starting later today into saturday. so mainly higher elevations but we will get the north northeast wind meaning humidity is low and temperatures go up this time of year. days are long now. west southwest 16. not a north wind yet. up towards redding and red bluff and starting to move down the coast but nothing that picked up so far. 50s a cool morning but 58 in fairfield so they are out of the gate pretty fast here. and you can see the system there's low forming right there. as that does the high builds in and gives us the northeast win that fills it. higher pressure fills lower pressure with the breeze. 90s to the interior. maybe a few low 100s. 70s, 80s around the bay. 60s on the coast. patchy fog but it disappears sooner. breezy north wind and warmer

7:12. coming in from washington dc a big announcement from the obama administration. ktvu scott mcfarland is live and will affect a million illegal imimrants. scott. >> reporter: that's rightch the president will address the nation in three hours. the administration will say it's going to stop deporting and start offering legal work permits to nearly a million young illegal immigrants. not citizenship but legal work status for the younger immigrants. it impacts as you mentioned about 800,000 people including those under the age of 30 but only those who entered the u.s. before they turned 16. this is long been a huge priority for latino advocates and activists in washington. and across the nation and across the world. several instances congress is considered making the changes as part of the so-called dream act. but that's been controversial and this case the white house would be making the changes as an end run around congress and

which ones are investigating but this report was released and we will look into that. wees have also have new -- we also have new information and rescue of a sailor with bay area ties. it happened this week off the coast of mexico. max young is a former antioch schoolteacher who spent past 12 years sailing around the world on that boat. but his trip came to an abrupt end about 900 miles from the final port when a whale smashed a hole in his boat. the u.s. coast guard came to his rescue off the coast. >> he saw some whales and he waswhale watching essentially noticed there were several and one reached the surface right at the stern of the boat and he lost his rutter and propeller and was take on water. >> well the u.s. coast guard supplied that video and the coast guard station in almeet media played a role in the rescue. a missing boat that sank during a storm found. the divers located the charter

boat this week during a series of dives. the boat capsized almost a year ago with 27 fishermen from northern california on board. one man died seven people stied missing and presumed -- still missing and presumed dead. they will have to decide whether to recomfort bodies or leave it as a re moral. large fear fighting air tankers are ready to fire the fires in the western u.s. but they are sitting on the tarmac because of government rules for aerial firefighting resources. the fire service is only allowed to ask for the planes when all private tanker planes are fighting fires or they are not available. president obama just signed a bill to add more tanker planes to the aerial firefighting fleet but they won't be ready to use for weeks if not month. one of the wild fires burning is in colorado. more evacuations have been ordered as the high park fire has burned more than 52,000 acres. more than 100 structures have

been destroyed and one person has been killed. more than a thousand firefighters are out there working but the fire is only 15% contained. in new mexico, the little bear wild fire this one burned almost 28,000 acres. more than 200 homes have been destroyed. this fire is 40% contained because in part thanks to higher humidity allowing the crews to make more progress. it's believed lightning started this fire more than a week ago. california school kids have been served millions of pounds of ground beef with pink slime. according to new numbers from the fda. pink slime is the nickname for a additive included in ground beef made from bits of meat left over mixed with aknown yeah. official say the meat is safe but california is one of states that opted out of accepting meat that includes pink slime. latest test scores show improvement among bay area

schools. the academic performance index was released and a composite of standardized test from last spring. more than 60% of santa clarea county schools met or exceeded the goals. san mateo had five schools. 73% of the san francisco public schools maintained or improved their rankings. the district is probably most happy that there are fewer poor performing schools. in 2010 there were 14 schoolsreceived the lowest possible ranking. there were only 9 last year. the number of oakland schools receiving the highest rating increased from 4 to 7. time 7:18. google investing in schools in its backyard. they are donating a million dollars to the mountainview school district. that matches the biggest donation in school district history. it came from google in april of last year. the money will be spent on helping teachers edent fie which students mastered a sought and which.

>> he -- identify which students mastered a subject and which needs help. facebook is taking legal action connected to the problems with last month's initial public offering. wall street journal says they will file a motion toconsolidate all the lawsuits against facebook. it's expect to place some of the blame for the problems on nasdaq. facebook and nasdaq have made no comments on the report. right now crews are fogging for mosquitoes in contracosta county to prevent the spread of the west nile virus. it will take place by highway 4 near discovery bay by the byron highway in byron. and it comes just a day after a second case of west nile was confirmed in contracosta county in a dead crow in walnut creek. there is an outbreak of grasshoppers in solano county. thousands of grasshoppers have been eating up plantsp so far they have not ruined -- plants. so far they have not ruined crops but backyard garden.

the maker of children's products is recalling 36,000 strollers. there's a recall for cole craft's 3 and 4 wheel strollers there have been five reports of finger caught in a hinge used to adjust handle bars on the strollers. if enough pressure is applied, it can cut off a finger. the strollers were sold in

four undocumented students are continuing their protests at president obama's oakland campaign headquarters. that despite the news the obama administration will stop the deporting younger illegal immigrants. we have what the students are saying about the announcement tara. >> reporter: the obama administration make the announcement they will issue work permits for a million younger illegal immigrants. it's work permits applying to toes who have been here since they were children and have not broken the law. see the four students here. they are not allowed to open the doors. the campaign staffers chose not to kick them out but rather hire a private security company to oversee them. they also have not eaten since last night and they have pedialight and we asked what they thought of the announcement. >> sounds awesome. but we don't know yet. we have been lied to before. when he said something like the

teachers, students and parents and supporters who want to reverse plans to close down five oakland elementary schools. here's video from march when ten people were arrested after a sit-in at the oakland school board meeting. protesters will be at lakeview elementary at one this afternoon demanding that the school district keep all of the schools opened. today's the last day of school for the oakland unified school district. a california pizza kitchen restaurant in walnut creek is closed indeaf fetly because of the noro virus. they were notified by two employees from the broadway plaza store. one of them claims several workers and customers have become ill. noro virus is a highly contagious virus transmitted through food or person to person contact. there's las noro virus warning about shellfish from south korea. the food and drug administration says all

oysters, clams, mussels and scallops have to be removed from shells. that's because of possible contamination with human waste and that virus. the fda says it's working with south korean authorities to fix that problem. a bay area superior court judge is accused of embezzling money from a elderly woman he said he was helping. paul seeman was arrested in oakland inside his chambers yesterday afternoon. investigators seized documents from his home. court filings show he obtained power of attorney for an elderly woman who lived near him and taken almost over all her financial affairs after her husband died. neighbors are quick to defend him. >> i find that almost impossible to believe. i can't believe that it would be true under any circumstances. >> reporter: seeman face 12 felony counts and held at the county jail and will appear in court for the first time as a suspect in the next few days. it's deadline day for state lawmakers. they need to get a budget to the governor today or face

losing pay. latisha is live at the state capital for us with a look at what is at stake. >> reporter: well good morning. they are expected to program across the board and lawmakers will have a balanced budget passed by the end of the day but they have lot of work because they have to pap pass $16 billion deficit as democrats disagree with the governor on the proposal to cut 2 million to welfare child care and pel grants. they have to pass a balanced budget by today or they will lose the pay for every day the state goes without one. democrats can pass a budget on the majority without republican votes. but republicans argue that it would be voting on a budget plan that they haven't read. >> how can you ask us to vote on something that we haven't had an opportunity to read? >> the bills are in print and in fact republicans got the bills the main budget bill about 24 hours ago. >> reporter: it's expect to be

let's look at 880 north and southbound that looks pretty good in front of the oakland coliseum. if you are driving on intersay the 80 west -- interstate 08 westbound slow traffic -- 08 westbound slow traffic here -- 80 westbound slow traffic here. let's go to steve. some of the fog is going right down the coast. and most of it is clear unless you are towards santa cruz and a few high clouds associated with little weak system that's washing out. but behind that, a north wind will kick in. so beautiful weather at the olympic club unless you like fog. 52, 64 and a high of 66 sunshine plenty today. well, north wind means fire dang they are time year goes up. -- danger this time year goes up. fire watch out gust maybe 40 to 50 miles per hour. humidity goes low and that equals a higher fire danger and the days are really long.  but this warmup doesn't look like it's going to last very long. it will today and tomorrow and on the coast start to come back

down for everyone. by monday the fog will be back. water temps are unbelievably cold. upper 40s so it won't take much to get the fog going. but today looks sunny for everybody. highs or can't temps are in the -- current temps are in the upper 50s for some. a little low forming off southern california. the high noses in and that gives us the offshore breeze. so mostly sunny here this morning unless parts of the santa cruz mountain and coast. but the fog will get chewed up. sunny and offshore wind kicks in and temperatures go up especially later tonight into tomorrow. so, patchy fog, sunny and warmer for almost everybody a breezy northerly direction on that wind. it's in the northern sacramento valley but not here yet. we will see 70s, 80s and 90s. and 100s hold off until tomorrow. 60s and 90s. with upper 80s and lower 90s in between. 70s around the bay. 70s, 80s and 90s from fremont 81. and then on the coast, 60s, 70s

investigation. look at the pictures. it started around one this morning at jefferson street and publo avenue. several buildings were destroyed and a firefighter suffered minor injuries. and engineers have been checking the bart tracks around the west oakland bart station this morning. they made sure there were no lingering problems for the big fire yesterday at a seepior center that -- senior center under construction. bart service is back to normal, this morning, the investigation into the cause of the fire is just beginning. ktvu kara liu talk -- talked to the bureau of alcohol tobacco and fare arms -- firearms. >> reporter: i talked to acertified fire investigators who was first on the scene and surveying the damage. and surveying the scene. i am told she is a veteran investigators who expertise -- whose expertise is origin in cause of fires that may give us an indication of what they will work on here today.

the security guards are surrounding the construction site now as well as a lot of barricades and fencing. all to keep people out and preserve the scene. police say the security guard did report being chased off by three men shortly before the fire started yesterday morning. federal investigators would not comment on published reports that investigators are looking for three people seen near the site early yesterday. the fire did burn down a senior apartment complex under construction and now it's not safe. investigators from the bureau of alcohol tobacco and firearms are waiting on structural engineers to sign off before anyone can go in and that's delaying efforts by investigators to see exactly where and how this fire began and whether arson is to blame. atf says once they can get in they will assess the scene and figure out what resources they will need to a pull in. >> we have resources throughout the united states, fire or forensic fire engineers and

an early morning gas leak is causing problem at a san jose apartment complex. a van crashed into gas meters outside an apartment build and lorraine blanco is there with a live look at the damage. lorraine. >> reporter: claudine we talked with someone who lives here and she told a us the driver of the
