jury during the deliberations. a judge will not over turn the suspensions of the students at heritage high school. the punishment came during finals weeks and the judge plans to review the case again if they don't let the students make up their missed missed exams. 51 were banned from the graduation ceremonies after they vandalized the campus. for the first time today federal agents went through what is left of the building that caught fire last week next to the oakland bart station. the building was under construction when the fire started. it forced bart to shut down for the day. ktvu's john sasaki tells us what the agents are looking for. i talked to the atf and

damage estimates are upworth $50,000. the coroner released the identity of a man whose body was found yesterday morning. investigators say it is christopher loty. he was found under water with weights tied to his head. police say he had a history of mental problems and living in his car and they found literature that he was reading on how to prepare for death. bicyclist pleaded not guilty today. chris bucchere was charged with felony manslaughter today. his attorneys issued a statement saying he looks forward to expressing his deep condolences to the family of sutchi hui. chris bucchere hit and killed sutchi hui on march 29 while riding his bike.

city counsel last night approved a billion dollar plan to develop the old army base. they voted in favor of the project. the project would turn the base near the base of the bridge into a shipping, packaging and distribution center. the vote came just in time to beat the state deadline to keep a grant for the work. it could create thousands of jobs. many of which are expected to go to people in oakland. extending a program known as lowering interest rates. it is designed to swap short term bonds for longer term bonds. it will run through the end of the year. they took the action because

embarcardero. that line of cars is the result of a fire that happened at pier 29. it happened before 2:00. and we are still seeing the traffic results. embarcardero is shut down from bay all the way to broadway, that is 12 blocks. as a result drivers are forced to find another way to get around town. pier 29 went up in flames, the building was empty except for construction workers. traffic delays are in effect 3 hours later. we are working to find the cause of the fire. we will have more throughout the newscast. smoking man hole covers are a common sight in many cities. ktvu's consumer editor tom vacar is live with a explanation as well as a demonstration. >> reporter: at first sight smoke coming from one of
