>> we're the most violent and dangerous, but it's just passing the buck. >> reporter: the police officers' association president said a police commission would be redundant to other oversights already in place, but a report was critical to occupy demonstrations and questioned the ability for its own officer conduct! the report said clearly this is clearly understaffed, facing a crime tsunami here in oakland and the officers were overworked. you need to address those base issues. >> reporter: he said o.p.d. is facing understaffing issues. they should have 1200 officers but currently has 646. one of every seven of those is out injured right now. >> this is an ever shrinking

officers with that money. 220 departments across the country are receiving money from the community-oriented policing federal grant. high temperatures and low humidity continue to hamper firefighters battling inside western states. near colorado springs, the wind- whipped waldo canyon fire grew to 2 1/2 times its size overnight as wind gusted to 60 miles per hour over tender, dry terrain. the burned area went from 6400 acres to more than 15,000 this morning. more than 32,000 people have been ordered to evacuate. it includes part of the air force academy. in utah, search and rescue teams went out to assess damage by a wildfire there. discovered human remains east of the town of fairview. 1100 people have been forced to

evacuate their homes in sanpete county. state fire officials it is 15% contained. all of these huge fires have firefighters in california working hard to prepare for our own fire season. from the air attack base, going to show us the machinery they'll use. tara? >> reporter: it's just one of the pieces of equipment they'll use this fire season when fires rage out of control like the one in colorado right now. it scorched 10 square miles, jumping firefighter lines and pushing crews to the limit. here in sonoma county, cal fire

these are available in the city. tara, ktvu, channel 2 news. a scary scene after two vehicles were set on fire. the people are now under arrest in this case. the city of stockton has cleared the way to be the biggest u.s. city to file for bankruptcy, between today and friday. city council last night voted to adopt a special bankruptcy budget. the city is facing a $26 million short fall. some residents and city employees spoke out against the bankruptcy plan last night among other things, cuts city employee compensation and retiree benefits. people are intending the kickoff of the google developers conference. heard big news about a new android tablet. the company unveiled a 7-inch to compete with the kindle

this morning ahead of the 4th of july holiday. the cost of fire and sheriff's department, the cal fire raided two homes, the result of an extensive investigation. officers hauled out hundreds of pounds of illegal fireworks, many are the type professionals use in their shows. >> these are loaded with about a 3-inch shell that basically shoots up in the air and explodes and extremely dangerous. something professionals use in their shows. >> two men were arrested and expect to face felony charges. investigators are trying to determine if the stash of fireworks at the home is linked in any way. an unexpected fireworks show in west virginia. an illegal fireworks stand caught on fire outside a bar over the weekend. no one was hurt. the explosions lasted 30 minutes. investigators say a spark from

an extension cord may be to blame. the stand's owner is facing criminal charges. redd wood city police arrested two men in charged with car arsons. they were torched off of lyndon street. they were able to identify the suspect after looking at surveillance video from the nearby gas station where a witness remembered a man buying gas to fill a gas can. police found the suspects near the scene. they're identified as 23-year- old morris pena and 36-year-old raul gomez. berkeley fire responded to a fire this morning. the one armed fire was reported after 7:00 a.m. it took firefighters about 40 minutes to control the fire. we're told no one was hurt and the cause is under investigation. the chp is investigating a big rig fire that briefly fired off the oak ramp in oakland.

it was 5 from north 880. ktvu's alex explains that. >> reporter: this tractor trailer burned. the market street off ramp was closed briefly as the crews put water on the fire. traffic was also backed up for a short time. the driver of the truck told me he was on the freeway headed to the port of oakland when his engine started making noises. his son described what his dad did next. >> he got off of this exit here to see what was going on because he saw smoke under the truck and when he got down, he thought he couldn't even get out. he said he was seeing fire all over. >> reporter: the driver eventually jumped out and he was not hurt during the ordeal. fire crews caught a break because they were able to keep the flames from spreading to the fuel tank. kevin smith, also a fuel driver, was sleeping in his cab

when the fire broke out nearby. >> woke up, saw a bunch of flames and the guy told me to get the heck out of there. flames are about six or seven feet high. heard a couple of explosions. >> reporter: but in the end, the trailer and the goods inside were saved from the fire. a tow truck cleared the rig and cal tran moved in to clean up. the ramps have since reopened but it's unclear what sparked the spire in the engine of the truck this morning. in oakland, alex savage, ktvu, channel 2 news. there could be a big traffic delay. there's a plan to rebuild the david street and marina boulevard at interstate 80 starting in november. at the same time, cal tran will begin a project freeway below to widen it and add car pool lanes. engineers expect until take three years part of a $100

end on friday. the california carpenter's union is protesting outside of a builders' conference in san francisco. the blue homes, which is production facilities in the bay area, has refused to recognize their union. blue homes is an exhibitor at the pacific coast builders conference going on at the center. the board of supervisors unanimously has a new labor deal for county workers. it gives nurses a combined pay raise, a 1.5 increase on july 1 and another 1.5% next year. hospital clinics are the only county labor group receiving wage hikes rather than cuts. it will come from cuts elsewhere in the health service agency. congress is close to an agreement that would prevent a doubling of students loan interest rates under pressure from the white house. senate and democratic leaders say they're optimistic about a

dow is up 105 and s&p is up 9. not far from crockett, you can see several acres burned. asked cal fire to respond. no word on how it started or any injuries. it does not appear to be near residential areas. again, pictures near crockett, more on our web site and later newscasts. the red cross is looking for help to reverse a critical shortage of blood. the red cross is holding a blood drive on central avenue. the bus will be parked in front of dan's produce until 3:00 this afternoon. the organization said its inventory is about half of what it was this time last year. donors can donate at red cross centers in oakland, san jose, and other bay area cities. many people couldn't
