looking through tape. we will bring you his comments tonight at six. we are live in oakland, carol lou, channel 2 news. we have hired from city hall and what about the city that live in those high crime areas. what do they think? we have more from east oakland. eric. >> reporter: we are standing in hot spot number 10 off of 96 and bank croft here and looking at the map that city gave us, you can see there are numerous shootings in the past couple of years. this is the most specific the mayor has been willing to get since she first announced her plan several months ago last year. in fact, the mayor said she didn't want to identify blocks such as this one to avoid stigmatizing them but people say it is no secret that they had a lot of violence here. today, people still seem split whether things have gotten better in the last year under the mayor's initiative. >> it is not getting no better.

it is getting worse. little kids are fighting each other and carrying guns. everybody is killing each other. >> it is kind of changing. >> for the better or worse. >> for the better. we are getting their. >> back out here live, for several months we had been asking the mayor and police chief about whether there were one hundred blocks responsible for 90% of the city's violent crime. now that we have confirmation that number was never correct, we are reaching out to other city leaders and members of the community to get their reaction about this. we are putting it all together and we will have complete react to this big story coming up at 10:00. live here in oakland, ktvu news. a group of citizens in oakland has an online ballot petition to try to set up a police oversight commission. critics say the commission has fail to implement reforms that were mandated. they are trying to get decisions for a november ballot

to establish a commission to monitor the department but the head of the police union says the last thing they need is more oversight, what they need are more officers. >> we are the 4th most dangerous and violent city in america. creating another commission, committee, board is just passing the buck. >> donaldlon says oakland should have 1200 officers but currently have half that and many are injured. it is hoping that new police academy will put new officers on the street sometime next year. a police raid has led to hundreds of pounds of illegal fireworks and some of them very powerful. we have the information where they were discovered. >> a team of armed investigators from cal fire and costa county raided two homes in pa checko this morning. >> it is that time of year and sad to see good people get in trouble. >> one week before july 4th, they seized more than 400

pounds of fireworks, everything from professional grade mortar rounds. >> i have seen professional shows that have less explosives than here. >> nearby residents were stunned. >> it concerns me. you never know washington if they went off in the middle of the night and started a fire. >> they are good neighbors. we both bought our houses roughly about the same time and so i know the family pretty well. >> under arrest are 19-year-old jessie pain and 44-year-old pataa each possessing fireworks without a permit. pa thatta's bail is one million dollars. a lot of people have figured out they want to hold them by hand and shoot them and they can easily end up on a roof and it is combustible, you end up with a roof on fire. >> the danger of fire has officials working hard to wipe out the illegal firework trade.

so does the risk of injury. >> last year we had a person in the pittsburgh area that destroyed most of their hand with an m80 come is what we found today. more drama in the san jose police beating trial as the judge issues a warning and a key witness takes the stand. mary margaret eaton worked at the sacred heart retirement home where gerald lynch was beat. he says they were molested when they were children. eaton testified that she heard someone yell you ruined my life. >> i think she told the police when she got there, she was interviewed and she said she saw wil walking out. she didn't see the beating. >> the judge cleared the courtroom and met with the jury and allowed the public back in and warned them to have no contact with jurors. the trial is in recess until

friday when william lynch is due to take the stand. less than 7 hours before california's budget at midnight. ktvt news is live at the capital where the final pieces of the budget are in place and now in the governor's hands. well, the $15.7 billion budget gap, lawmakers spent today slogging through 21 budget bills and wrapped up the work about two hours ago. now the bills are off to the governor's desk. the bills they passed were not the main budget but they have a significant impact and come with controversy. look, i can't vote for this because i have to reflect my district and these are not the values of my district. >> republicans mostly voted no but it didn't matter as democrats have the majority needed to pass the so-called trailer bills that cover a wide range of policy and programs including the elimination of the healthy family programs

shifting 800,000 children to medical and no uc tuition hikes this fall if the governor's tax plan in november passes. one bill places the governor's plan at the top of the november ballot. the idea is to help it pass. if voters reject the tax hike, schools will be authorized to cut 30 days off of the the school year off of two years instead of 15 as proposed. the budget relies on the governor's tax plan passing in november to avoid another $6 billion in cuts mostly k through 12 education. >> this is the chance to not only ensure no further cuts that people care most about, education but this is an opportunity to end the deficit in california. >> daryl steinberg believes the budget that contains cut should make a case that more revenues are need that governor's tax plan should pass. the governor has until midnight

to sign or veto the budget, last year it was assumed that the governor would sign the democrat's budget plan but in a surprise he vetoed it so the drama is not over. in sacramento, channel 2 news. the secretary of state says the budget reform battle has qualified for the november ballot and calls for amending the state constitution to require two year budget plans and restrict new planning. the measure allows the governor to you inlaterally cut state spending in a fiscal emergency. it needs a majority to pass on the fall ballot. the governor's mansion is not going to close after all. it was going to close on saturday but will remain open as a state park and museum and mainly because of shoppers at raily's super markets. raily's will donate $75,000. raily has been giving five cents towards state park every time a customer puts groceries

in a reusable bag instead after throw away. the church of scientology has pitched in $25,000. the wife of sheriff ross mcribey is defending her husband. due to testify tomorrow before the ethics commission to decide whether he should be reinstated as sheriff. his wife, submitted a written declaration in his defense. lopez is currently in the native country of venezuela. she said that ross has never hit me, punched me, battered me or beat me. with new information tonight about the man police believed killed a woman in arena. james collin was taken into custody last night on suspicion of murdering his long-time girlfriend. the 51-year-old woman was found dead in the home that the couple shared. cullen was arrested and the victim's name is not being released. this is the city's first home side in ten years. a late night shooting in east oakland sent one man to

the hospital. oakland police responded to shots fired at the intersection of 82nd avenue and doweling street before 10:00 last night. the victim was taken to the hospital in stable condition. there's no motive for the shooting or any information about the suspect. alameda detectives are trying to find a missing elderly man. authorities believe that the man walked away from his home early this morning. the missing man's family is worried about him because he has alzheimer's and diabetes. anyone with information is asked to contact the alameda county sheriff's department. santa clara county officials have released the name of a man that died in an accident on highway 58. 25-year-old ar let alonzo was a resident of mountain view, the highway patrol is trying to figure out if she was the victim of a hit-and-run before her car crashed into a tree on the side of the highway in mountain view. witnesses say that a white toyota changed lanes in a

reckless manner near the victim's audi just before it went out of patrol. there's a big rig fire that blocked a ram in oakland. the driver says he stopped the truck and got out after hearing some strange noises and that's when he saw flames. the truck was a total loss but its trailer and contents were saved from the fire. everything everything was towed away. there have been arsons. 23-year-old morris pena of redwood and 36-year-old ra all gomez were identified through surveillance taken by at a nearby gas station. police found the suspects near the fire scene. in our next half hour, wildfires rage out of control forces thousands of people out

for the attack but the rebels say it was carried out by syrian groups. the u.s. congress condemns all acts of violence. heavy machinery was used to dismantle a wall that caved in on saturday. crews had suspended the work but the angry families demanded that they still look. >> god forbid it will happen to anybody else but we are trying to bring this to an end. rescuers have heard no sign of life from the rubble and do not expect to find anymore victims. the city of stockton will file for bankruptcy between now and friday. what that means for the city and the nearly 300,000 people

that live there. >> we can't avoid it. we can't postponed it. we have to fix the situation that exists here today. stockton mayor ann johnston says there's no other choice but to file for bankruptcy. the city council passed a day to day budget that will guide the city through chapter 9 bankruptcy. >> we will not cut cuts to safety employees and that is why we are going to chapter 9 to save the employees that we have and build on them. the held and safety of our citizens is our first consideration and so that is why one that we are being driven into bankruptcy is because we refuse to cut anymore police or fire or other employees. we have cut to the bone. >> jeff michaels with the university of pacific school of business says it is not recent decisions that led stockton into bankruptcy. >> i think you can go back to 2007 and maybe just as the economy was starting to head

south where there are some decisions related to borrowing and budgeting and contracts, had they been made differently and people realized where the economy was headed. the city would not be in the situation today. came out of bankruptcy last year and there's a new balanced budget, there's a 200 million- dollar spending plan for hiring five new police officers and two code enforcement officers. also pays down some of the city's pension deficit. the layo voters gave the city breathing room by including a 10% hike in the sales tax but the new budget will leave the city with a five percent operating reserve. the modesto irrigation system wants to sell some of it. there's a revised contract for the water sale. the irrigation district says there's plenty of water and the higher rate that san francisco would pay would help fund improvements but some modesto

improvements have concern business the water supply. the district will vote on it july 24th. there is two grass fires near the town of crockett. these areas were scorched by fires. about 11:00 a.m., a vulture flew in to some power lines and the bird caught fire and fell into the grass and it sparked another fire about a mile away. crews brought the fires under control and nobody was hurt. let's talk about the weather and the fire conditions because obviously fires are a concern this time of year. over to our chief meteorologist. i guess things could be worse. >> yes, we are in fire situation and we got a situation outside where temperatures have warmed five to eight degrees over yesterday's highs but we are still compared to what we could see in an okay situation. you see the heat in the central valley, sacramento 89 degrees. that's nothing for this time of year. you would expect sacramento in the mid-90s and we go to liver

more and 83 degrees and 83 in concord and you can see the winds on the delta are blowing pretty steadily out of the west at 18 miles per hour and gusts at 21. without fog, we are dryer than we would be typically but the winds are on shore and kind of moist and cool. yesterday's temperatures were in the 70s and low 80s. today they warmed up and it will stay the same. overnight lows, 40 in santa rosa. as you travel tomorrow morning for golf practice or whatever you are doing it will be chilly. afternoon highs tomorrow just like today. where is the fog? it is showing up at pillar point but it is having a tough time establishing itself. the low will stick around for a

>> the chimpanzee habitat is opened after a day after the baby chimp was killed right in front of dozens of people. the baby's mother kept the chimp body overnight. caretakers are giving her time to grieve and haven't decided how long she will keep the bean. the 3 month-old was being introduced to the other chimps and no aggressive behavior against her. experts say it is common in the wild for males to kill the offspring of females who they are interested in. sexual assault victims met with jackie spear in washington today asking for help. these four women support the stop act written by spear. it would set up a new way of investigating violent crimes in the military. some were discharged after they reported a rape and that their attackers were promoted. the bill would take sexual assault investigations out of the hands of the military's normal chain of command. >> it is not an independent

around the air force academy today reportedly ten acres now charred around the edges of the 2 square mile campus. >> right now those ten acres are confine to the southwestern quarter of the academy. >> high temperatures, low humidity, unpredictable winds help the waldo canyon near colorado springs to double in size overnight to about 24 square miles. to give you some idea of how big that is, it is roughly the size of manhattan and about half the size of san francisco. the fire chief says that dozens of homes are gone. >> we don't know the number. again this is active fire and not remotely close to being contained. >> the parks new operations division chief, manny navarro was one thousand miles away from the fire today but his heart and his mind were on the front line in colorado springs where he used to be the chief. >> it is really tough, very

11. the san francisco school of education has approved a budget for the year. it totals nearly $600 million however state and you local and federal funding will fall short by $30 million and if voters don't approve the tax initiatives the the districts will have to make more cuts. graduation rates are climbing and dropout rates are falling and the biggest gains are among english learns. more than 3/4 of students that started high school graduated. up one-and-a-half percent compared to the 2010 rate. the largest against was hispanic and african-americans with the biggest increase among english learners. out with the old, it may not look like much but tomorrow you may see a lot of smoke coming from this old east bay naval station.

you may see smoke tomorrow morning near the old weapons station. the u.s. navy plans to blow up old ammunition in willow pass road. it will begin at ten and loss for an hour. in addition to smoke, nearby residents may hear the faint sounds from the explosions. the navy says there will be plenty of experts on hand to make sure there's no danger. a lawyer was in court today to enter a plea. 32-year-old spencer smith pleaded not guilty to vehicular manslaughter and felony hit and run. he was arrested last month. police say smith owned a mercedes benz linked to the crash that kill 57-year-old bo hue, may 15th, the car did not stop. smith is free on $60,000 bail and will return to court on august 8th. a warning to parents of small children, the federal government has new safety standards for the portable cribs. the safety groups estimate the play yards or playpens have killed more than 60 children in

the government had they should have not pursued the case. a company under fire for misleading veterans to a private website is paying a price for deceptive practices. the owner of gi bill.com sur rendered the web address to the federal government and it will pay two-and-a-half million dollars as part of a settlement announced today. the company is accused of trying to make veterans think the u.s. government ran the site which directed veterans to profit colleges. >> that's fraud and deceptive and that should not be allowed to happen. >> the company was shut down, facebook and twitter fees associated with gi bill.com. drinking coffee may help your heart. drinking two, 8-ounce coffees ada reducing heart problems. drinking four or more cups of coffee a day could harm your health. people with certain health conditions should avoid coffee and talk it over with your

doctor. san francisco supervisor david chew wants the city to have more places where people can fill up water bottles. there's an ordinance to expand the number of drink tap stations around the city. it would require water filling stations in all newly constructed or renovated buildings. i think i could use some water right about now. the idea is to reduce the amount of trash from the plastic water bottles. >> how does it taste? >> like fresh water, smart water. if approved the ordinance would take effect on january 1st. we are learn that we will see a gradual warmup. have we sort of hit the peak. >> yes, it was noticeable inland, five to eight degrees warmer. it is still hot out there now.

there's the cool along the coast. i do suspect the fog will start to push in more. i think you will see sunshine tomorrow and i think you will see clouds in the morning. as we get into friday, more fog and slightly cooler because of the weather system. then saturday, still kind of mild and then sunday will you see in the five day it will warm up. the forecast highs tomorrow shake out like this, shows are the 90s in the central valley. lots of 80s in the warm spots and 70s and upper 70s. 86 in san ho linna. not that far off of the average about where they were today. about maybe a little cooler than you would expect this time of year but 70s alameda and air quality is good with this pattern and what is tomorrow, thursday, the holiday weekend, we are coming into a holiday period and the weather is shaping up to be mild.
