last couple of days. police are getting investigators on the scene. we are live, cara liu, ktvu channel 2 news. we brought you the supreme court's healthcare ruling this morning minutes after it was issued and tonight we are focusing on what it means for the nation and us here in california. our live team coverage begins in washington, d.c. where scott mcfarlen explains the ruling. . >> reporter: the chief justices said this healthcare reform law is constitutional. congress say the fight over the law is far from over. >> reporter: staffers sprinted from the courthouse where supporters cheered. >> victory for the american people. not for obama. not for politics. >> protesters promised to continue fighting the law. >> we will do what we can to

and several members of congress say they expect this to be an issue come november. >> the ruling was one of the most anticipated decisions in years and the key vote here came from chief justice john roberts. he is normally a conservative voice but today he broke with that and joined those in favor of saying the law must continue. chief justice john roberts wrote the most straightforward reading the of individual mandate is that it commands individuals to purchase insurance but for the reasons explains the clause does not give congress that power. >> a professor who helped write the plan, says for him the supreme court ruling is about the patients. >> from my point of view it is about what it means for the healthcare delivery system. i practice at san francisco general and all these people with no insurance, this is a

work or public programs. >> the people who are in between will face this requirement they get coverage or face a penality. and that sympossed through the tax is imposed through the tax code. >> california created a public insurance exchange. it is a work in progress and details have yet to be worked out. >> the political fall out from today's decision and the huge impact it will have on the presidential race in november coming up. late today, investigators announced the fire in oakland earlier this month that shut down bart was arson. however the bureau of alcohol, tobacco, firearms and explosives did not release details on how they came to their conclusion. the fire broke out at a senior apartment building that was under construction across from the bart station.

bart service was shut down causing a huge traffic nightmare for thousands. the cause of the fire, the specific cause remains under investigation. new information on a pair of san jose fires that investigators now say were deliberately set. both fires started in trash trash cans. one was tuesday morning behind a high school. the flames spread to a forplex and 10 minutes later another fire was reported. 13 people were evacuated from their homes because the flames burned near a gas meters. the red cross is assisting a family that was forced from its home by a fire. the fire broke out last night about 11:00. a mother and her four daughters were home at the time, the mother said her new car caught fire in the garage. flames spread from the garage and damaged part of the house.

everyone got out okay but they lost most of their belongings. strange looking item led to evacuations and the bomb squad being called out today in oakland about 10:30. they say it was some type of cylinder with wires. as a result several blocks were evacuated. deputy checked the item and blew it up. athenian name of the woman who -- we know the name of the woman who was killed by her boyfriend this week. an autopsy conducted wednesday indicates she died from blunt force trauma to the head. he has admitted to the killing. he is being held on $1 million bail. man was shot and killed

this morning in san francisco. police say the shooting happened after midnight. when officers arrived they found the victim suffering from gun shot wounds. he ended up dying at the scene. the waldo canyon fire burning in colorado springs has destroyed at least 346 homes. that makes it the most destructive fire in the state's history. 32,000 people remain evacuated tonight and right now the fire is only 5% contained. it started june 23 and burned nearly 30 square miles. the cost of fighting the fire, $3 million and it is just one of several fires burning in colorado. the stage is set for suspended san francisco sheriff ross mirkarimi to testify why he deserves his job back. >> and i am back here in 10

the neighbor who led police to launch an investigation. ellana lopez filed a declaration. text messages show ellana lopez asked not to cooperate with police. >> any actions that ellana lopez took regarding asking her not to disclose what she believed was privileged is her act. >> reporter: ellana lopez's attorney says if the city flies her client in she will testify. mayor ed lee is gearing up to testify tomorrow. >> the commission is seeking all the facts and the justifications for the charges and i am prepared to explain my decision making on that. >> reporter: another live look inside the hearing room. it holds 45 people. over flow seating is set aside. no sign of ross mirkarimi yet

an affair six years ago and she was demanding money in exchange for keeping the photos from the media. the warriors said they are aware of the fbi investigation. governor jerry brown delivered bad news for college students today. the governor slashed millions in financial aid from the new budget. despite protests brown vetoed $195 million in aid, 22 from the calgrants program. students will lose $500 to $9,000 in aids with more cuts scheduled. oakland school officials restored planned cuts to special education. the school board heard testimony from the public demanding they reverse staffing cuts for special education and they voted to put a bond measure to replace old portable

classrooms. caltrans hit a snag this morning when it tried to switch over the caldecott tunnel. that delayed switch over for 2 hours and caused a massive back up. these are pictures from 10 minutes after it opened eastbound. around 1:30 p.m. this afternoon. it usually happens at 11:30 p.m. caltrans also allowanced it is handing out $1 billion for 135 different transportation projects in the state. 22million will go to expand the carpool lanes in marin county. and widening highway 1 and to modify the ramps on that interchange and $7 million set aside to pay for a ramp monitoring system on interstate 680. california department of

there is a push to extend military benefits for spouses to cover same-sex marriages. adam smith authored the

legislation,. this law would give same-sex couples the same benefits if their marriage has been recognized by the district of columbia or one of the states where gay marriage is legal. for the first time a attorney general is being held in contempt of congress. he refused to turn over documents related to operation fast and furious. the vote was along party lines with republicans in voting in favor of the charge. most house democrats walked out calling it disgraceful, saying it is an attempt to embarrass the obama administration. eric holder is calling the vote misguided and political theater. >> today's vote is the culmination of what became a misguided and politically motivated investigation during

sheriff ross mirkarimi. ross mirkarimi entered about 5:25. he was expected to start testifying at 5:30 but at this point it looks like lawyers are doing most of the talking. his wife's lawyer said she wants ellana lopez to come back to san francisco and testify. ellana lopez said she will do so only if the city pays for her plane ticket. they have been discussing cost issues right now and ross mirkarimi has yet to take the stand. we see him there in the front row to the right. coming up we will go back inside the hearing and let you know if he has begun testimony. a woman who entered the u.s. illegally faces deportation tomorrow. ktvu's rob roth shows us the trauma she endured. >> reporter: her biggest fear is having to return to el
