this is ktvu, "mornings on 2". well, good morning. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's wednesday, july 112th. we're following developing news out of san jose. we first told you about it at 6:00 a.m. four people had to be evacuated from a two-story house fire on andrea drive. alex savidge was the first on the scene and has more about what may have started the fire. good morning, alex. >> reporter: good morning to you, tori. a short time ago, i talked to one of the men who lives in this complex. he explained he was in his

second floor home and opened the door and was greeted with a wall of smoke. you can imagine, it was a terrifying situation for him. a tote tal of four people home at the -- total of four people home at the time. the fire broke out at 5:00 a.m. at this home on andrea drive. firefighters believe the fire began in the kitchen area. possibly from some food left on the stove. the flames quickly spread through the entire house. the young man who lives here said his dad was out of town. he and his brother and a couple of friends were home this morning, all of them sleeping, and all of them grateful they got out alive. >> that's pretty much the big thing that everyone got out. all of the great firefighters helped us out. >> reporter: so firefighters tell me no serious injuries to support this morning.

although one person who lives here was checked out for possible smoke inhalation. again, they believe the fire started in the kitchen. they will do a further investigation. you can see the sign out front. the house is on the market. the dad being the homeowner, is out of the country right now. the boy says he's still trying to reach his father. alex savidge, ktvu channel 2 news. and firefighters were still on the scene of three suspicious fires at san jose park. they started just before 9:00 last night at kelley park. the firefighters said about a dozen acres burned. they say the fact that it started at the same spot makes it suspicious. the cause of investigation is expected to take a few days.

richmond police are out there searching for two men blamed for an overnight shooting on garvin street. investigators say the two men on the bikes fired about 20 shots at the man walking down the street. now, an emergency helicopter rushed that man to the hospital. he's in serious but stable condition. it's still not clear what led up to the shooting. there's new developments after a very noisy meeting. the city of berkeley decided to put the sitting ban on the ballot. however, christien kafton, who is in berkeley right now, says there's still some doubt as to whether this will go to a public vote. what's going ton, christian? >> reporter: just about four minutes ago, i got off the phone with one of the members. you can see a person sitting on the sidewalk here in berkeley.

the proposed ballot measure would outlaw sitting and lying in the city of berkeley on the sidewalks here. even though the council did vote last night on the issue and did vote to put the issue on the november ballot, it's still unclear when and if voters will have their say on the vote on the issue. we shot this video this morning. this is what sit-lie is aimed to do, reduce the number of homeless. last night, the council meeting ended with chaos when those opposed to the mayor drowned out tom bates. [clapping] >> reporter: the overwhelming majority of people attending the meeting opposed the measure saying it would violents rights, the people who have nowhere to go. but business leaders say it's a necessary step for growth.

>> yes, there are other orie nances is in the -- ordinances in the city about the behavior. but this is the final piece of the puzzle. >> this issue comes down to a very simple question -- are we willing to hurt people over sitting in the street? >> reporter: councilmembers briefly left the chambers because of a steady stream of disruptions. the council finally voted to put the measure on the ballot at about midnight last night, all the while protesters drowning them out saying "we shall not be moved." i did speak with one councilmember about five minutes ago and he said this morning that he and other members opposed to this ordinance will be working to prevent it from being on the ballot. so it's still up in the air. christien kafton, ktvu channel 2 news. last night the board of supervisors gave the okay to

replace grass soccer fields with artificial turf. the board voted to support the environmental impact review for the beach chalet soccer fields. they say this will triple the amount of playing time. but critics say it will hurt the aesthetics and natural resources. the episcopal church has become the largest denomination in the united states to officially sanction same-sex relationship. the groundbreaking decision came during the national convention in indianapolis this week. the new policy means priests will be able to conduct religious services officially blessing gay relationships. the episcopal service first allowed this seven years ago. a man who thought it would be a fun thing to ride on the

back of a fire engine was arrested in santa rosa. the 19-year-old hopped on it in the parking lot just before it was called on the emergency. a driver signaled them to pull over. police arrested the stowaway and riding on the outside of the vehicle. >> can you imagine seeing that, tori? >> quite a sight. :07 -- 7:07. hey, sal, what are you seeing? >> it used to be firefighters rode on the back. >> yes. >> they don't do that anymore because it's not safe. good morning, everyone. it's a federal thing. let's go to the traffic. right now we're looking at slow traffic on 80. i'm happy to say this crash was reported as an injury crash. the injuries were not that severe, however, the traffic is not doing welcoming in from pinole to richmond because the

lanes are blocked. there was a fire truck there. they moved the car out of the way. watch for some slow traffic in this area. let's go to the toll plaza of the bay bridge. that's not bad. remember, yesterday, we had the terrible day there were a couple of incidents on the bridge. right now, it's just pod moderate backed up to the middle of the parking lot. the morning drive in the san jose area looks good. there's some here, northbound 280 moves well. if you are driving to the peninsula, parts of it will be foggy, but other parts of the bay will be sunny and to explain all of that, hello, steve. >> have you been listening to the weatherman, sal? >> every day. >> yes. >> you were spot on by the coast. >> some of that already burning off. there is a lot on the coast. 50s, 60s. inland it will be hazy and hot. some of that fire is from the colusa county area and you are -- and you are getting the inversion. very warm temperatures trapping

some fog that burns off an give us that haze. santa cruz would be one of the warmest locations. 90 to 104 inland. but that fog right down on the deck. it's right there, it will get a little lift. maybe some, more on friday. we'll start a really big cooling trend but already now, some 60s. fairfield, 62. livermore, 63. upper 50s for some, but low 50s for others. west-southwest, there is a sea breeze trying to work its way in. it's less than 10. that tells me -- tells me it will be warm. temperatures will rebound fast. by the coast, it will struggle. there's 245 system coming in tomorrow, that means that fog -- there's that system coming in tomorrow, that means the fog will lift. hot inland, 90s to 100. we had as much as 40, 45 between some of the highs. thick fog on the coast. what's on the bay will move off

against all odds, wildlife officials were able to kill it and retrieve the arm but they were not able to reattach it, unfortunately. the department of fish and game says tracking docks have not picked up a lion's scent that attacked a 63-year-old man in his sleeping bag near nevada city on july 1st who was treated for severe cut and bite wounds. well, in washington, will the 31st time be the charm? alison burns reports, the house of representatives votes again today on whether to repeal president obama 'healthcare reform law? alison? >> reporter: dave, the house came into session just about 15 minutes ago and the repeal bill is expected to easily pass later today. still, it has no chance of getting through the senate. >> we are resolved to have this

declining tax revenues and increasing employee costs. mammoth lakes and stockton also filed for bankruptcy recently. 7:17. new details about that deadly cruise ship disaster in january off the coast of italy. the captain of the costa concordia said he was distracted by the phone call that caused him to crash into a reef. 32 people died. although he blames himself for being distracted, he calls it an accident where destiny played a role. a judge lifted his house arrest last week but he still faces a criminal investigation. secretary of state hillary clinton, making an historic visit to laos today. she's the first american secretary of state to visit laos. she's meeting with laos communist leaders. one topic on the menu, cleaning up the tens of millions of

unexploded bombs that the american military dropped on laos during the vietnam war. secretary clinton also visited this center which helps those who were hurt. she left with this man right there. he lost his eyesight and boat of his hands when he pick -- both of his hands when he picked up a bomb when he dropped it. withdrawalling from afghanistan can be -- could be far more expensive this time lan the -- than the last time. it requires equipment to be moved through long and dangerous roads in pakistan. in iraq, the equipment was only moved a short ways. a driver is in critical condition following an accident in the oakland hills. it happened at 6:00 last night off skyline boulevard. witnesses say a woman plunged 100 yards down an embankment

after losing control of her van. firefighters were able to get her out and pull her off the cliff. one man rushed to help before the rescue team arrived. he says a tree smashed into the van barely missing the driver. >> i seen she was on the back seat of the car. missed her about a foot. if i would have hit her, i would have killed her. >> there's still no word how the woman lost control of her van. all right. if you live or work inland, brace yourself for hot weather. we're looking out the weather. that's how it looks right now. several areas will hit the 100- degree mark. steve has your forecast -- next. and it's where a 92-year- old woman was hit and killed. the changes now coming to a dangerous road in contra costa county. and we have a look at the san mateo bridge. big trouble for the bay bridge. we'll tell you what happened that will tell you that your

welcome back. 7:22. changes are coming to an intersection in el cerrito. that's where a 92-year-old woman was killed. we're talking about arlington boulevard and bruce -- brewster drive. many people speed down that area and it's dangerous for passengers. a woman last month was hit and killed at that intersection by a bicyclist. the city is planning to clear away vegetation and want to put up extra signs out there and also move the crosswalk into a safer location. all right. 7:23. we want to check in with sal. apparently there's a problem on the bay bridge on the lower part of the bridge. >> on the east -- treasure island. okay. there is a ship -- actually, the ship is blocking the sun.

soap you can see how slow the lower deck of the bay bridge traffic is. this is because of a sand and gravel spill that came from a truck driving. they have three lanes blocked and jj, who operates the camera, i think he's probably laughing back there, there is a big ship coming through trying to make it hard to see. but we're on it. we have slow traffic leaving san francisco from -- san francisco to oakland because of this gravel spill. the upper deck is not affected. let's go to the toll plaza, westbound. that's backed up for normal delay. this is not affecting your drive. you can see slow traffic in richmond. want to move the maps down to fremont an earlier crash down there has slowed traffic. the slowest traffic is 101 and

the sand before treasure island. 8 inches of sand. that would be something tough for you to drive over especially if you have a paint job you are worried about. i'm sure people are avoiding it. now three lanes are shut town and traffic leaving san francisco is very slow. stay with us. we'll have more coming up. >> tough time for drivers there. thank you, sal. 7:30. a 15-year-old boy is one of the latest victims of gun violence in oakland. >> he died last night outside a housing complex near the oakland coliseum. claudine wong spoke to the young victim's family this morning and joins us live. good morning, claudine. >> reporter: good morning. we're on leona creek drive. that shooting happened in the driveway. you can see stuffed animals marking the spot where the 15- year-old was killed and everything we've heard from neighbors and family tells us that a lot of people saw this happen. there were kids in the driveway when the shooting hanked.

there were kids a -- happened. there were kids along the street and the 15-year-old's family says they know somebody saw something. his family says he just started an internship with the fire department and dreamed of becoming a firefighter so he could save lives. but this morning, the family stood at the spot where he save -- where he saves lives. >> they chased him down. shot him in the back of my aunt's house. my kids seen it. it's very -- it's sad. >> i just don't understand, like, how could somebody like

cold-bloodedly murder my brother like that. he did not deserve to die on the ground like that alone. >> reporter: there are security cameras as well as officers who patrol the neighborhood. neighbors say there are people who are afraid to come forward. but they are pleading for them to come forward for justice. claudine wong, ktvu channel 2 news. >> last night's deadly shooting came at the same time oakland's police chief was addressing the city's growing crime problem. chief jordan says there's been a recent spike in crime especially in the daytime. oakland police are turning to the feds for help. >> part of it is a continuing effort with a.t.f. to do more operations with the u.s. marshals to remove guns from the streets of oakland. >> the chief says he will meet with city leaders to discuss ways to get more police officers on the streets. 7:32. convicted killer hans reiser

will represent himself today. a jury of five men and seven women have been treated. yesterday, reiser complained to the judge several times and asked some of the potential jurors if they could be fair to them even if they believe he killed his life to protect his children. nina's mother, his wife, filed the lawsuit on behalf of the two children who live in russia with nina's mother. a victim walking near the mission plaza shopping center around 12:30 this morning. two men wearing baseball caps walked up to him and demanded -- demanded his wallet and cell phone. one of them had a gun. he took his money and left. the victim was not injured in the robbery. 7:33. a stolen car was found abandoned and on fire in

unincorporated marin county on point reyes petaluma road. it appears someone stole it, drive it to an empty lot and then set it on fire. police say they were most likely picked up by another person and escaped the scene. firefighters are battling two big fires in and around the mendocino forest. the biggest one is called the mills fire. it's already forced evacuations of several nearby communities. there's some concern that warmer weather could make matters worse. about 30 miles away firefighters are trying to contain another burning fire in colusa county. more than 2,000 firefighters are out there assigned to both firefighters. the cause still under investigation. more trouble for the east contra costa fire district. back on july 1st, budget cuts

shut down half of the district's fire stations. now, the nearest fire district is putting a cap on how much assistance it will offer. coming up for you at 7:48, what that means for response time and why the cap is being put into place. 7:34. the president of the board of trustees for the city college of san francisco says he will not let the school close. last night the board discussed a national collision's report that city college could lose its accreditation. next the school must address the issue. san francisco supervisors are trying to put a stop to a controversial new crime program before it stops. the board is urging mayor ed lee to forget about bringing new york city's stop and frisk policy to san francisco.

that program allows this. mayor lee says it's proven to be an effective way to seize weapons but some say it unfairly targets latinos and african-americans. directv dropped 26 channels owned by viacom last night. coming up, we'll get a live report from new york city, the popular channels that will be off the air for 26 million customers. meanwhile, silicon valley entrepreneurs will be stars. mark zuckerberg's sister is the executive producer and will give the world a look at the technology world. not everybody thinks this is a good idea.

some say they are terrified this will turn silicon valley into the laughingstock of the industry. it's already been filmed and is scheduled to be on the air this summer. police say -- have arrested 21-year-old mathew pumar on charges of vehicular manslaughter with gross negligence. on june 21st, this car jumped a curb hitting william ware standing on the sidewalk. ware died at the scene. police say pumar was speeding and driving recklessly but no drugs and alcohol were involved, they say. suspects involved in a shooting involving 3-year-old have turned themselves in. one adult and two minors. a candlelight vigil marks the spot where the 3-year-old was shot and killed one week ago

today while riding in a car with his family. investigators believe the boy's father was the intended target. later this week, officials plan to retrieve a sunken yacht from lake tahoe. about a dozen people were on board the sierra rose when it started to sink sunday night. we're told everyone got off the board safely. however, the yacht is still sitting on the bottom of lake ha low -- lake tahoe. it's not clear what caused that yacht to sink. there is a new product that promises to leave your teeth free of cavities. dentists designed a chemical. they are calling it keep 32. they say it can eliminate cavity causing bacteria in just one minute and that the protection will last several hours. now, the product, we're told, can be added to tooth paste and

wage, $7.25 an hour. the mayor said he had no choice. the city currently has only $5,000 in the bank. unions representing city workers have filed lawsuits to get their pay reinstated. over the next 45 days, santa cruz plans to remove homeless encampments. police say dna found on the body of a drama student in 2004 is linked to a chain used to prop open a gate during an occupy protest last march. however, investigators say they haven't been able to match the dna to anyone so far. 7:48. taxi drivers are protesting a plan to allow more cabs in

[ applause ] >> romney's campaign says he's reaching out to african- american voters by focusing on the economy. the unemployment rate among african-americans is 14.4%, much higher than the national average of 8.2%. meanwhile, president obama meets today with democratic congressional leaders with the white house to discuss their agenda for the coming month.

leaving san francisco because of the sand spill. it's a huge backup stretching all the way out to 101 -- out to 101. the traffic is simply not moving well. in case you are just joining us. this is because of a sand spill on the lower deck of the bay bridge. just west of the measure island. they have sweepers on the scene. caltrans has given us a time of about 8:15 to clear the lanes. but, of court, the backup will last locker than that-- will last longer than that. let's take a look at the toll plaza from our toll plaza camera. that backup is about moderate. it looks like pretty normal traffic here as you get into the city about 10 to 12 minutes before you make it onto the bridge. santa clara county has been

through. the lanes were blocked and then those trucks pulled off the road and then the traffic really started blowing through with all of these people waiting to get through this area, around 6:30 this morning, when the sand spilled inside this tunnel. it was 200 to 300 feet long. it took a while to clean up. a lot of sand. but they cleared it up. enough to get traffic moving out and moving through the tunnel. that's good news if you are coming through here. it looks like things are gonna get a lot better soon. as we all know, it takes a long time to clear up the traffic once it starts. happening now, fire crews still at the scene of a house fire in san jose. this one started just after 5:00 a.m. on andrea drive. alex savidge is there now.

what have you found out? >> reporter: well, i talked to the fire captain and he tells me the belief is with investigators that this fire started in the kitchen of this home. likely its with a pot of oil left unattended. smoke detectors may have saved the lives of the four people inside this house. the alarm sounded, he walked upstairs. everyone here woke up and they saw just huge flames. it was 5:00 this morning. everyone was able to wake up and everyone was able to get out safely which is the good news this morning. this home is here on andrea drive. the homeowner is out of town right now, but his two adult soons were home. they were here with their adult sons. >> watching it burn, how fast it spread. at first when we got out --

suspicious because they all started at the same time in the same area. there are several reasons this could have started. there is a homeless encampment in the area. the grass is very dry. some people may be celebrating the 4th of july. we spoke to richmond police and they are searching for those on bikes in a shooting -- involved in a shooting. they say those two men fired 20 minutes at a -- shots at a man walking down the street. he's now listed in stable but serious condition. it's not led up to -- it's not clear what led up to the shooting.

right now the average price for gas is $3.85. it's 15 cents a gallon cheaper in the north, east and south bay areas. the prices have fallen 41 cents in the next month. but analysts warn it could increase if demand for crude oil jumps up. local transit leaders will be debating the plan to give thousands of people free bus rides on muni. they've already recommended approving 400,000 for a two- year pilot program. that money would help provide free muni passes. however, some of the muni board members are concerned about how much the program will cost. underground equipment failure, blamed for a power outage in berkeley, that caused major delays in the evening
