just community service for the not quite prepared for 100- degree temperatures. >> i did not know it was going to be this hot when i planned to wear long sleeves. >> reporter: this city worker says there's no way around triple-digit heat like this. staying safe was this team's priority today and it stretched out the two ten-minute breaks scheduled to keep cool. >> i've seen people get really, really sick. >> reporter: in order to take care of themselves, these runners got a good sweat but also took precautions. >> i brought lots of water. >> reporter: today's combination of light breezes and low humidity helped make the scorching heat more bearable. >> about fifteen minutes of sunshine every day is a good thing, albeit 100-degree weather might be tough on the elderly. >> reporter: along with the elderly, kids are also at high risk for heat exhaustion,

especially after a day of running around on the hottest day of the season. here at the water park, a spokesman tells me there were no heat-related incidents involving kids or adults. reporting live in concord, patti lee, ktvu channel 2 news. the hot weather and high demand for energy has prompted pg&e to ask certain customers to lower their power use. the utility has declared peak day pricing tomorrow from 2 to 6 p.m. business customers who sign up can save money on their bills. and www.ktvu.com has more information about how you can save on your bill. just click on the top story under the bay area news tab. cal fire is attacking a growing wildfire in placer county that has now forced people from their homes. it has burned about 100 acres at yankee gyms road and shirttail canyon road near the town of forest hill. cal fire is battling the fire with aircraft. evacuations are in place for a

number of homes near the american river. there is a growing wildfire in the mendocino national forest. the heavy smoke from the mill fire is visible all the way to ukiah. crews say as of right now, it is 35% contained. now, an update to a story we first brought you about 20 minutes ago. we just got off the phone with an attorney for suspended san francisco sheriff who claims various clear and credible evidence that mayor ed lee lied under oath. they are talking about mayor lee's testimony before the ethics commission when he said he never offered him another job if he would agree to step down as sheriff. today the mayor issued a statement saying, quote, enough is enough. the time has come for ross to

begin dealing with the facts. reckless and outrageous allegations of perjury have been made about my testimony before the ethics commission, but my testimony before the commission was entirely truthful. a santa clara district attorney said today she will not refile a misdemeanor assault charge of a man acquitted of beating a priest that he says molested him as a young boy. the emotionally-charged case ended with a jury finding william lynch not guilty of two felonies. the jury split on the lesser misdemeanor charge. lynch admits attacking jerold lindner at a nursing home. lindner is accused of lying on the stand when he denied the molestation happen. opening statements began in the wrongful death trial of an oakland man. hans reiser was convicted of the murder of his wife nina.

the children's attorney said today that the mother-child bond is priceless. reiser is representing himself. he said that his murdered wife had a, quote, gift for lying. richmond police are investigating an attack on a san pablo city councilman. he went to a richmond property on july 3 to tell the tenant there his company would be managing the lease. that's when the man inside reportedly punched him. morris says he hit the ground, then came to in the passenger seat of his car at golden gate fields in albany. police say they hope to make an arrest soon. the summer is heating up, and so has street crime. today, san francisco rolled out several efforts to keep at-risk youth safe this season. we're live in san francisco where the public library would play a key role. david? >> reporter: san francisco has an estimated 24,000 teenagers ages 14 to 18 and now the main library and other city agencies

are getting aggressive about finding ways to keep them out of trouble. teenagers are set to shake up the shelves this fall in this section of the library. >> it's nice. i guess it could be bigger. >> reporter: 17 teens will help the library spend a $100,000 grant on a new glass-enclosed youth center which may include video production classes. the goal is to get young people to focus on their future. >> especially in the library, we definitely see a fair number of at-risk youth. we do have homeless youth services nearby. >> reporter: it's part of a growing effort among city agencies to reach out to san francisco teens, especially this summer, in which san francisco's homicide rate has jumped 33% over last year. >> 94% of our homicide victims in the city are under 25, didn't graduate from high school. >> reporter: the police chief says the department is doing its part to keep kids busy. >> we've been able to employ

over 120 kids this summer through partnerships with the sheriff's department and the private sector. >> we have to go in business with other communities, we have to collaborate. >> reporter: today they treated teenagers to lunch at the jewish community relations council, part of an effort to use cross-cultural collaborations to encourage and employ at-risk teens. >> i've been applying to jobs for almost a year now and i just got hired. so this opportunity has been -- i don't know if i met the credentials they were looking for. >> reporter: and the summer jobs program has been launched for 5,000 young people ages 14 to 24. we've learned the program so far has employed 4200 young people. reporting live, david stevenson, ktvu channel 2 news. today some young folks lobbied regional transit planners to help san francisco provide free bus passes.

the free youth coalition rallied. the agency is considering a request from san francisco muni to pitch in 5 million towards its pilot program for free youth passes. >> it's a dramatic issue for me because i've seen families struggle so many times looking for bus fair to catch the muni just to go to work or school. a save mart supermarket change has reached a tentative labor agreement with unionized employees. under the proposed deal, the modesto-based grocery chain met union demands to provide additional funding for health care benefits. the deal must still be ratified by union members. a vote is expected in the next few days. a series of fires during the past 24 hours in a san jose park is raising questions tonight about the homeless

people who live there. ktvu's robert handa is live there tonight. >> reporter: well, julie, as you can see, this section of kelley park is closed but there have been a lot of visitors, trying to figure out why this area is the target of so many fires. the series of suspicious fires continued this morning here in a section of kelley park in san jose. >> i saw the fire. i saw flames out in the old orchard out there. >> reporter: fortunately, a fire department crew kept the small fire from spreading. it was the seventh fire here in the past few weeks, including three last night that burned twelve acres. officials say they seemed deliberately set. >> there was at least four fire trucks last night and a helicopter and that has been going on all week long in addition to last night. so it's a huge threat. i'm very, very scared right

now. >> reporter: many people here say they believe the fires are connected to several homeless encampments but some homeless people say they are a target of an arsonist. >> it seems like this person is burning this in sections. he knows what he's doing and i think where we're saying is probably the last piece of section there is. >> reporter: some neighbors say they feel helpless. >> it needs to stop. we need to catch them, but how do you catch them. >> we're working hard with the city, with environmental services, the city, vice mayor's office, because that's in her district, to try to figure out what's happening here. >> reporter: there was another development. we learned the city plans to post a warning for the homeless here on monday, informing them a cleanup will take place next thursday, requiring this em -- requiring them to vacate. some neighbors are concerned about that action. governor brown has ordered

furlough days for two state employee unions that still haven't reached a deal to accept a 5% pay cut. the governor's order forces state engineers and heavy machine operators to take one unpaid day off per month. the state's other employee unions have already agreed to the pay cut. a state appellate court is stepping into the fight over the placement of governor brown's tax initiative on the november ballot. the court of appeals is now reviewing a challenge brought by taxpayer groups. the groups claim a vote by lawmakers to place the measure first on the ballot violates the constitution. the head of the state's health insurance exchange says more than three million uninsured californians will be able to buy affordable coverage starting next january. california was the first state in the country to set up the health insurance exchange. now, this comes as the house of representatives today voted mostly along party lines to

got out safely. the homeowner was actually out of town but his two grown sons were in the house with two of their friends ch unfortunately, the home is now a total loss. he dreamed of becoming a firefighter one day. now the family of a 15-year-old oakland boy is planning his funeral. grieving family members are pleading for the shooter to come forward. >> reporter: this morning, family and friends stood in the driveway of this apartment complex on leona creek drive, in the same spot where 15-year- old hadari askari was gunned down. >> they chased him down. they shot him right in the back of my aunt's house, and my kids seen it. and it's very -- it's sad. >> reporter: his mother didn't want to go on camera but gave us this picture of her son and told us she talked to him just 20 minutes before the shooting. she says he was on his way home when he was shot. the family didn't want to go on camera, but his sister made this plea this morning. >> anything, just let us know.

i just want justice for my brother. he did not deserve to die on the ground like that alone. >> reporter: there were kids in that driveway where hadari askari was shot. there were kids all along this street and even in that park across the way. but neighbors say people are scared to talk. off camera people told us they heard five shots and saw a group of people in hoodies running from the scene. >> people don't care. they will shoot you in broad daylight. i mean, they could be right there. it really don't matter nowadays. >> reporter: but hadari askari's family say they need people to come forward to get justice, justice for the son who was on his way home but never made it. in oakland, claudine wong, ktvu channel 2 news. and this morning, family and friends stood in the driveway of the apartment complex on leona creek drive in the same spot where 15-year-old

hadari askari was killed. claudine also wanted us to mention that the oakland fire chief said today he was just this really kind kid with a nice spirit. i remember the question being asked, who wants to be a firefighter? he just raised his hand with such enthusiasm. police say there is a crime stopper reward of up to $10,000 for any information that leads to an arrest. workers on our chevron gas rig say the company refused to evacuate them from an offshore platform before it caught fire. two people died off the coast of nigeria in january. workers testified that heavy smoke was coming from the hole a week before the explosion and that many people wanted to be evacuated. chevron says it did not receive any requests to evacuate the rig. dozens of people out of work marched in oakland today to call for an extension of unemployment benefits. members of the union of

unemployed workers marched to the federal building to protest cuts in federal funds for those who have been out of a job for more than six months. an estimated two million americans are expected to lose those benefits by the end of the year. today, california became the first u.s. state to take on abuse lending practices by adopting a homeowners bill of rights. >> trillion dollars of wealth has been destroyed in america. at least a trillion in california. >> governor jerry brown signs legislation in san francisco. the new law requires lenders to make an effort to modify a home loan before foreclosing on a property. it also forbids robo signing which happens without the proper review. the law will take effect on january 1. three santa clara county cities have just received high marks for enforcing local and state tobacco laws.

they graded cities in several areas, including how well they enforce laws against selling tobacco for minors. campbell received a b grade after receiving a d last year. it is sweltering. it's a big difference. santa cruz, kind of cool. napa is hot but not 103. it's in the low 90's. the inland valley has been the hottest by far. the fog along the coast is going to increase in the next few days and we'll start to cool off. but if you're in this zone, pacifica, you're like, what's the big fuss about? because you're looking at a lot of fog out there. the fog is rolling in. it will be a little more aggressive tomorrow and temperatures will come down a few degrees, maybe five or ten around the bay. inland is still going to be hot. as we go into friday, significant cooling on friday. as we go into tomorrow, east

bay and south bay, that's where the air quality will be not great. this high pressure is building, and it compresses the fog but it also compresses the atmosphere and holds the ground- level ozone right where we breathe. shallow fog, same thing kind of. it just keeps all the particulate trapped at the low level where we're breathing it. as we get into the subsequent days, the marine layer deepens out. the particulate in the air begins to mix out. and the ozone levels drop and we get more wind. so a cooler pattern as we get into friday, saturday and sunday. and cooler tomorrow too but just not as significant as you're going to see on friday, saturday and sunday, so temperatures are starting to trend down, and that's good news if you're suffering from air-quality issues or if you're concerned about the fire danger. with the low humidity and the high heat, the fire danger is

definitely up. 88 in napa. these are the forecast highs for thursday and they are slightly cooler than today. there's still triple-digit heat out in livermore. but for the most part, we're coming down. in san jose, we're in the upper 80's. it will be hot again tomorrow. today was really something, though. it was hot. i was driving in my car and the air conditioner just isn't pushing out enough cool. it's a new car, still not pushing out enough cool. but as we go through the next couple of days, it will get better. we now know the identity of the person who bought the famous painting the scream for a record 120 million at an auction back in may. the buyer is leon black from new york. he's worth about 3.5 billion. his a long-term plans for the

a sudden closure of a san francisco dry cleaner has some customers wondering what happened to the owner. clothes and cleaners is a well- liked business. it had rave five-star reviews. customers say it's been shut down for a month with no explanation and a way for people to get their clothes back. the owner called to say she's been ill and will try to open later this week. a bay area research center has received new funding to help american troops dealing with ptsd. the army has granted more than

1.5 million to researchers at the research center in emeryville. the scientists say they hope to develop new treatments for alcohol and substance abuse lined to posttraumatic stress disorder. historically, this is one of the slowest sports days of the year, but not in the bay area, after all the heroics by the giants last night. we've got wimbledon winner serena williams, ready to take it on. she's coming off probably one of her biggest victories ever, considering how she played at the french open. >> reporter: the bank of the west tournament is underway at stanford. and it's been a whirlwind for serena williams. she played it against nicole gibbs, the reining ncaa champion. she's a student here at stanford, playing for the

stanford team, playing as an amateur. in the first round, serena ran gibbs around pretty well. serena did have a moment where she was upset with herself, figuring she had missed a couple of easier shots and should have been able to put gibbs away sooner. she won the second set by a score of 6-1. she wins in straight sets of 6-2, 6-1. you can't blame her if she doesn't really know what time zone he is in yet. >> i couldn't quite believe i was playing today, but, you know, i'm healthy, i have a heartbeat, so there was no reason for me not to play. i felt good. i definitely will feel better after having a day off. i'm still waking up like at 2 in the morning, so... >> reporter: in a news conference yesterday, serena says she's in the best shape she's been in her whole life.
