the damage left behind. >> reporter: police just gave us an update on how they think the collision happened. the officer was driving down mckennan. that patrol car struck a taxicab at some point in the middle of this intersection, and both vehicles ended up sliding towards this fire hydrant you see. they struck the fire hydrant. you can see it's busted open. off to the left is one of the rear-view mirrors from the police patrol car still on the ground. this is what happened from the crash scene around 2:00 this morning. this is what the scene looked like at about 2:00 in the morning. water rushed out of the hydrant onto the street. both the police officer and the taxicab driver both suffered non-life threatening injuries. a security guard working nearby heard the collision. >> it sounded like they were going about 100 miles per hour, and all of a sudden i heard the

crash, and i ran out here over there, and the guy sitting down in the car like this, down in the car. >> reporter: the officer? >> the officer. >> reporter: now, again, the officer appeared to be knocked unconscious but he's going to be okay. he had non-life threatening injuries at the hospital. investigators towed both vehicles away. we don't know if the officer was responding to another call when the accident happened or how fast the drivers were going. but if we take you back out here live, you can see a couple of blocks away from mckennan and tolden where this accident happened, there's a taxi yard in the distance so this taxicab involved in the collision may have been coming to or from that taxi yard when the collision happened. ktvu, channel 2 news. >> thanks. 7:03. a nasty newark apartment fire almost got out of hand. tom vacar is live at the scene to show us what has forced homelessness on several

residents. good morning, tom. >> reporter: how are you doing? we want to show you something right now. look up here. this shows you how rapidly this fire was spreading because it literally blew the windows out of this entire apartment thing. i want to show you some tape from last night. this is what firefighters were confronted with when they first came up to this fire knowing that there are all kinds of other apartments around here, not just in this complex but throughout the entire neighborhood, coming back live. this is not a very wealthy neighborhood. in fact, it's very low income. so here you have the remnants of somebody's life, that they're not going to be able to afford to pay. if you go over here, you can see once again the fire literally blew out the windows, and the people that were fortunately not there were not harmed by this, nor were any of the other people, but this could have been a much worse situation simply because it was going very well. this underscores the importance of something, that you need to have firefighters able to respond fast and in force at all places throughout the bay area.

we need to be thinking about that as we think about cutting budgets and stuff, because one of the things that happened here for sure was this would have gotten out of control but they called in mutual aid and they were able to handle this thing, fortunately because they're very talented and skilled people. in the end, nobody was hurt. six people are without a home now. and they will certainly have to make do with however they can. reporting live, tom vacar, ktvu channel 2 news. >> thank you, tom. 7:04. more of pg&e's dirty laundry is coming to light. the public utility once floated the idea to downgrade natural gas leaks. documents showdowngrading 2300 leaks would have saved pg&e more than $5 million in repair costs. they reportedly scrapped the idea after whistle blowers complained. the idea was to refine gas leaks in 2008, two years before the san bruino pipeline disaster. san francisco is kicking its

only outdoor gun range out of the city. the rod and gun club on lake merced was given an evision notice last friday. the san francisco chronicle reports the club had been operating on a month to month lease for 78 years. the commission, which manages lake merced tried to get the club on a modern lease but could not reach a deal. time is 7:05. the san francisco board of supervisors is due to vote on changes for the voting system. the three different proposals will be looked at, and one would abolish rank choiced voting for all elected officials except for the board of supervises. two other measures would leave rank choice voting in place for all offices except the mayor. councilman lost his fight in oakland. they were putting an initiative

on the november ballot to end rank choice voting in voting but needed the approval of oakland mayor kwaun or the city administrator to get that measure on the council agenda, and both refused to do it. it is 7:06. we want to check in with sal, keeping an eye on the roads and the skies, because we have airport delays to report on. >> that's right. 3 to 3 1/2 hour delays because of low clouds in the cover. i'm going to say that in july, i sort of expected these flight delays. they are going to affect flights coming in, and therefore going out. the problem is, flights coming in don't come in at the normal rate. when it's foggy and cloudy like this, they have to come in slower, and those planes as you know, are going to go back out late as well. so call your carrier and make sure that you know that you could very likely face delays today at sfo. not at oakland and not san jose but sfo. let's move along and take a look

at interstate 880, a live picture of the traffic here. it does move okay getting up to the bay bridge tollplaza, which is crowded for about a 10 minute delay. there's a big rig accident here, from the tracey area. once you get into livermore it looks good. some slowing on the dublin grade into castro valley. >> all right, sal, thank you. incredible fog bank for this time of the year. some rain to the north. what's nice is the weather observers which kind of go away in july have come roaring back. especially towards crescent city, and that's why. there's our system right there. dipping about 50 to 100 miles south, we'd be talking about rain here as it stands. for us, it's been drizzle and a lot of it. twin peaks picked up .07. you can call it light rain. diamond heights .05 and the mission .04. eureka valley, golden gate

heights, castro, all at .04. that's a pretty measurable amount. even inland locations are getting some misty conditions. i saw that on tori campbell's tweet this morning, some misty conditions coming in. today will be the coolest day by far. it started yesterday and will bottom out today. wind will pick up later once this low cloud deck burns out. it goes out to the back 40. there will be 70s here and the forecast model has climatology built into it. there will not be any 80s. this is a really cool pattern. fort bragg, yes, right on the cusp there of probably getting afternoon shower activity. 50s and right at 60, the lows are just stuck. everybody's cloudy or mostly cloudy. there it is, that low, and might dip a little bit toward cave menacino. as it stands, low clouds, some sun, a windy day again. heavy duty drizzle will give way to temperatures way below average. 50s and 60s for many, extremely low 70s.

yesterday, we had wind damage out to some of the trees in livermoore. brent sent me photos out there. 62, alameda. support for the fog will be chew. 50s and 60s, very low 70s. a little bit of a rebound wednesday, not much. more so on thursday, high clouds from the south. the weekend does look mostly sunny and will be warmer inland. >> it's 7:10, and right now, firefighters are still out there trying to put out the so called robbers fire in plasso county. this one has burned more than 2600 acres. brian hickey is live in auburn right now. i know it's 50% contained there, brian, but you're seeing a lot out there. >> reporter: yeah, and i'll tell you with the weather changing, that's been the biggest difference for firefighters. they're getting ready to go out

for another shift, and these firefighters are going out in 24-hour shifts. because the fire is such a remote area, you can see the clouds hanging over the area. it feels like october here. that was the key point at the morning briefing this morning here at the golden country fair grounds in auburn where firefighters are learning that the temperatures are expected to stay cool, that the humidity is expected to stay high, and that's allowing hem to get on the fire line at the heart of the fire and build those containment lines, and they hope to make significant progress again today after the fire has grown to 2650 acres and is being called 50% contained. they hope to grow those numbers today after dealing with triple digget heat. last week, they say this is the break they needed to get in there and attack this fire. it's just one home lost and four out buildings lost. unfortunately, the number of injuries has gone up to a dozen injuries, and some of that was heat related earlier in the fire, and recently falling debris and things of that nature on that steep drain.

last year may eventually cause about 130 deathes and 180 cases of cancer. most of the victims they predict will be in japan. they believe the us will suffer between zero and 12 deaths and zero to 30 cancer cases from the release of radiation. researchers say if the same melt down happened at the diablo canyon power plant, the problem would be about 25% worse. also new this morning, no one was hurt after a large fire in a 42-story building. this is in istanbull, turkey. hundreds of people inside were quickly evacuated. inspectors say a fire may have been caused by a technical problem with an air conditioner. >> time is 7:15. some are saying the presidential race could be deteriorating into what they call a school yard brawl. now live with the latest insults that each side is lobbying with the other, alisson.

>> from team obama, the purpose seems to be trying to paint mitt romney as an outsourcer of american jobs. here's a look at president obama arriving at andrews air force base just about 40 minutes ago. he'll be heading to republican territory campaigning today in texas. in cincinnati yesterday, president obama pointed to aa tax notes studies that show romney's economic plan would create 800,000 jobs. >> there's only one problem, the jobs wouldn't be in america. they would not be in america. >> the romney team is fighting back, questioning the validity of that report and launching an ad campaign of its own, accusing president obama of cronyism, and making it sound like the president is singing a love song to companies that says got energy loans in exchange for campaign donations. ♪ i'm so in love with you

[cheering] that ad has since been pulled from youtube because of some copyright objections. but mitt romney is expected to keep driving that line of attack during his campaign stop today in pennsylvania. reports live from washington dc, allison burns, ktvu news. a new study claims automatic federal spending cuts will mean more than 2 million lost jobs. the economist who authored the new study says if congress doesn't settle the budget crisis, 2 million defense and domestic jobs will be cut, and the job cuts will begin january 2nd. they were put in place last year after a congressional panel failed to create a plan to cut the federal deficit by $1.2 trillion over 10 years. a partial recount is underway of a controversial state ballot initiative that was defeated last month. prop 29 would have added a $1 tax on a pack of cigarettes. prop 29 lost by less than 30,000

votes out of more than 5 million back in the june election. they hope a recount will swing the vote. 190 precincts in the los angeles county area right now are being recounted just to see if there are any discrepancies. it is 7:17. a 26-year-old hayward many is facing felony charges in a bizarre vandalism case. investigators say deepak singh has admitted to pouring vegetable oil over 150 headstones at a union city cemetery last week. the suspect told authorities he can it, quote, to ward off evil spirits. the cemetery owner says it cost more than $5,000 to clean up the head stones. opening statements begin today in the court marshal of a man involved in an air force sex scandal. staff sergeant lewis walker is facing 28 counts of sexual misconduct. he's accused of having sex with four female recruits and being

inappropriate with six others. walker is among 12 trainers being investigated at lockland air force base in texas and has pled pleaded not guilty. time is 7:18. a preliminary hearing is up this morning for a man accused of impersonating a san francisco doctor. prosecutors say 49-year-old carlos guzman garza was running a fake dermatology clinic in the mission district. they say he has no license to practice medicine and gave at least one woman an infection after a botched liposuction procedure. if he's convicted, he faces up to 12 years in prison. today, san francisco supervisors hold a public hearing about the city's growing hospital controversy. california pacific medical center wants to build a new hospital at the site of the old cathedral hill. but first, the city wants a firm commitment that cpmc will keep open saint luke's campus in the mission for an additional 20 years. they have pledged it would, as

long as the hospital meets a certain profit margin. the support of redwood city expects to begin renovations in about a month. port city officials will get new barges. the marina and fishing pier which are open to the public will also get improvements. the $14 million project is expected to finish by the end of next year. oakland native and nfl running back marshawn lynch is in trouble with the law once again. he was arrested on suspicion of dui on interstate 880 sunday night. he was taken to the jail, cited and released. he was in oakland last week to award a scholarship to a gun shot victim and recent high school graduate. lynch is coming off the best year of his career and just signed a four-year contract with the seattle seahawks. he's previously been arrested for hitting a woman with his car and roughing charges. police in the south bay are

investigating whether two sunnyvale home invasion suspects are tied to similar crimes in that area. yesterday morning, police are already intnding responding to a report of suspicious activity when they saw two men running. they quickly caught one of them and a police dog tracked down a second man in a nearby backyard where he was arrested. the man and woman made contact with the home invasion victim through an online personal services ad. the suspect stole several items, including electronics. police are still out there searching for that female accomplice. new numbers are showing a rise in just about every category of crime in oakland. homicides are up, along with aggravated assaults, rapes, and robberies. burglaries increased a staggering 40%. the oakland police chief says he's surprised by just how brazen criminals are these days. he's working on a new crime

we're going to start seeing a little bit of it picking up, and by mid-morning, we can see the delay is three hours. >> i know sal was saying earlier this is usually pretty typical during the summer pattern. has this been worse than normal this year? >> this year has been, actually the past three summers have been really heavy as far as fog in the moshg and not burning off. usually it burns off by 10:00 and we can get back on track quickly. the past three summers we haven't seen it burn off as quick as we'd like. today i had the wipers on coming this. it's very heavy today. >> we reported a new control tower will be built at sfo. is that going to help this problem at all? >> it has the potential to. there's the new system of tracking aircraft coming called nextgen. with the new equipment and tower and planes, they can do it better with radar and more accurate positioning so theoretically they can tighten

it is 7::30. palo alto is seeing a spike in home burglaries. it's the second surge so far this year. tara moriaty is live in palo alto to let us know how burglars are getting into the homes. >> reporter: good morning. we're live in downtown palo alto and this is where all these burglaries have happened over the past two months. traffic is moving through the town here, and we've been trying to talk to folks to get their opinion about this. police say thieves are sneaking

into people's homes and cars in the middle of the day. here's a look at a map to give you an idea of where the thieves have already done some damage. police say burglars have targeted 20 homes throughout the city, mostly in the northern section of town. police say burglars gain entry to the houses through unlocked doors, garage doors and windows to steal their loot. sunday morning, authorities arrested 36-year-old michael hartman of santa barbara. he was staying temporarily at an apartment and police believe he stole laptops and cash from another unit. police arrested an adult and two teenagers early yesterday morning after finding them breaking into cars parked in the 1400 block of edgewood drive. detectives are trying to figure out if the trio is linked into burglars that kicked into high gear at the beginning of june. in the first three months of this year alone, 71 daytime burglaries were reported. police then launched a lock it or lose it campaign and the break-ins tapered off. but with this recent upswing in

crime, police are trying to get the word out, reminding folks to call in any suspicious activity and, of course, lock up. live in palo alto, i'm tara moriaty, ktvu channel 2 news. 7:32. a number of computers have been stolen in a series of burglaries at uc berkeley. the crimes happened at molford hall and the foothill religious hall library over the past week. 10 laptops were stolen in one incident. 39 computer towers were stolen in two other burglaries. university police are warning students to keep their devices locked up when they're not being used. time, 7:33, new this morning, police in tus caloosa, alabama, for a gun man who shot 17 people over night in a crowded bar. look at these pictures, jana katsuyama will have new details on the violence that has left two people now in critical condition. back here at home, the contra costa county sheriff's office is investigating the discovery of a body that was found under a bridge in rodeo.

it was found about 8:00 last night near fourth street and parker avenue. the sheriff's department confirmed to ktvu they did find a body, but they haven't released information on his name or how they believe he died. 7:33, the jury is deliberating in the wrongful death lawsuit brought against convicted killer hans reiser. rieser was convicted in 2008 for killing his wife, nina. attorneys representing the couple's two children are seeking millions of dollars in damages. rieser is acting as his own attorney and during closing arguments yesterday, he choked up and asked the jury to let him contact his children who are 11 and 12 years old, saying they need his time and guidance. they are currently living with their maternal grandmother inerousia. we have complete coverage of the case on our website, including our one-on-one interview with hans reiser in prison. click on the tab near the top of ktvu.com. a second suspect in the killing of a san francisco man and his two sons has decided not

to fight extradition. 31-year-old wilfreddo raves was arrested in north carolina last week. authorities say he was in the car with edwin ramos when tony bologna and his sons were killed in 2008. ramos who was convicted in may claims reyes fired the gun, but a third bologna son who fired the shootings testified that it was ramos who pulled the trigger. happening now in washington, ben bernanke is testifying before the senate banking committee. there's bernanke right there. he told senators already the us economy has weakened and the federal reserve is ready to take action if conditions don't get better. however, bernanke has given no clues about what steps the feds might take or when. coming up for you at 7:45, we'll bring you a live report from the nasdaq with how bernanke's comments are affecting the stock market this morning. also, we're finding out more

about a scandal at the agency in sacramento that's in charge of operating state parks. an internal audit of the department of parks and recreation found more than $270,000 spent on unapproved vacation buy outs. due to budget cuts, perks like that haven't been allowed since 2008. the audit reveals a secret program where state employees got as much as $27,000 in checks, and no one knew it. it comes at a time when many state parks are in danger of being closed because of the state budget crisis. the threat of tuition hieks will probably convince more college students that need to vote this november. governor jerry brown's tax initiative, proposition 30, would raise $8.5 billion for the state budget this fiscal year. the majority of it would go towards public education. if the initiative does not pass, it could be a uc and csu tuition hike in the middle of the 2012-2013 academic year.

later today, a two-day meeting at the university of california regents begins in san francisco this afternoon. tomorrow, they're expected to vote on freezing tuition at current levels and endorsing governor jerry brown's tax hike plan. if the governor's ballot measure fails in november, the uc system would face a mid-year funding cut of $250 million. that could force university officials to consider raising tuition by as much as 20% in january. pg&e will conduct safety tests today on a section of natural gas pipeline on the peninsula. crews will be venting gas out of the pipeline near edgewood on the interstate 280 corridor near redwood city. pg&e says people nearby may be able to smell gas while crews check the pipeline. the utility has been conducting safety tests on more than 6700 miles of gas transmission pipelines in northern and

central california. 7:37, a san francisco man is facing assault charges after allegedly attacking a nurse at saint francis memorial hospital. on friday night, 51-year-old alexi pedroff was at the hospital being treated for intoxication. that's when police say he punched a nurse twice, breaking her eye socket. the nurse's injuries are not life threatening. the hospital is now reexamining their security procedures. san pab low city councilman paul morris tells the contra costa times police have issued a warrant for the man accused of attacking him. morris says he was knocked unconscious by a tenant when he was checking out his richmond rental property two weeks ago. he woke up in his car near golden gate fields. he reportedly has suffered a concussion, was in the hospital for two days, and police are not giving us any details as to who they may be searching for. all right, it is 7:38. we'll check in with sal, what's going on on 880.

>> reporter: northbound, getting up to the coliseum area is going to be slow all of a sudden. we've seen an earlier start to this backup on 880 and just i guess mist and drizzle are playing a role in the commute. so we're going to start by looking at 880 northbound past the coliseum. i also want to mention that southbound traffic is not bad but you can definitely tell that northbound will be slow all the way up to the 23rd avenue area. there are no major problems, by the way, along that stretch. also, if you are driving on westbound bay bridge, that traffic is moving along pretty well, but there's a backup at the toll plaza of about 20 minutes, maybe 15 to 20, i would say. now, remember, once you get on the bridge it looks good but there's also slow traffic on the other side. livermoore valley has not been that great. we had a crash on the shoulder. southbound 880 is okay. north and southbound 101 traffic looking good.

remember, there are delays up to 3 1/2 hours at the airport. not all flights will be delayed that much but some could be. you should check with your airline. let's go to steve. >> we heard from mike mckerren at sfo, so it's always good to hear from him. always good information. we do have -- the visible satellite, you need daylight to see that. i couldn't tell you last time i've seen this much cloud cover in july. it goes all the way out to the sacramento valley and you can thank or blame this system right there that's producing thunder and lightning up into menecino county, eureka, rain into crescent city. for this time of the year, it's really impressive and for us it's really ramped up that fog bank and given us a lot of drizzle. twin peaks, .07, diamond heights, .0fooivr, eureka valley .04. if you have weather information, sp weather on twitter is the best by a mile to get that information to me.

the drizzle and low cloud deck, it's so far up here. there's no heat inland, no warm air aloft. there won't be anything left to support it and i think the coast might be getting more sun. something you don't see unless it's january or december usually. 60s and 70s. forget the orange, the computer model is clueless on that. there won't be any 80s today. there's too much in the way of fog. there's a lot of thunderstorm activity to the north. some of this, fort bragg looks to be around the southern cut off. if that system continues to dig south. 50s and 60s, temperatures haven't changed because of the cloud cover. this low is responsible for that cool pattern. also for dropping in and getting us a temperature range that is well below average, 10 to 20 degrees for this time of the year. heavy drizzle gives way to partly sunny skies, but 60s on these temps are extremely low 70s, 50s and 60s.

ben bernanke is giving his semiannual testimony before the senate banking committee at this hour, and so far, here are some of the highlights. the fed forecast that unemployment will stay above 7% or higher at the end of 2014. the economy is continuing to recover but economic activity appears to have slowed somewhat during the first of the year. bernanke points out problems with the european debt crisis has been a drag on the economy. he says congress needs to address the nation's fiscal challenges in a way that won't harm the recovery. but there were some small bright spots in his testimony. bernanke says that the lower price of oil has brought inflation down to a manageable level. new and existing housing sales have also gradually been trending upward since last summer, but given all of that, investors are wondering if this is enough for the bank to consider a third round of easing. >> a lot of people are looking at that carefully. all right. thank you. it is 7:46.

a police man hunt is going on right now in alabama. police are looking for the shooter who shot 17 people overnight at a bar in tuskaloosa. jana katsuyama is joining us live to tell us what witnesses are now saying about this shooter, jana. >> reporter: we're just getting some of those first hand accounts into the newsroom here. the witnesses say that the suspect never stepped into the bar, but just opened fire from outside. tuskaloosa police have released this surveillance video who shows the suspect walking with a gun in his hand. the shooting happened around 12:30 central time this morning at the copper top bar, a popular night life area of downtown tuskaloosa, and just one block in the city hall. witnesses say the shooter fired through a window at the bar and shot people as they ran out of the building. >> that's where all the shooting really took place at, and it's like all you seen was sparks and people ducking and glass busting, we never saw the guy

complete bay area news coverage continues. this is ktvu mornings on 2. >> good morning, welcome back to mornings on 2. i'm tori campbell. >> good morning, i'm dave clark. it's tuesday, july 17. in overnight news, just hours ago, a san francisco police patrol car and a taxicab collided and then they hit a fire hydrant. what police and witnesses are saying, ali. >> reporter: here's how police think this crash may have happened. they say a san francisco police officer was driving down mckennan. at some point in the intersection, he struck a taxicab and the two of them ended up colliding into this fire hydrant you see over here. they busted it open and the water just came gushing out. you can see the street post right next to it was also hit and bent over completely on its side. this is what the scene looked like right after the crash happened just after 2:00 this morning and for about two hours after the crash, water gushed

out of the hydrant flooding the street. according to witnesses, the officer appeared to be knocked unconscious by the collision. they are both suffering nonlife threatening injuries, both are in the hospital and are expected to be okay. a truck driver who was parked nearby described the collision and what he heard. >> well, i was asleep and i heard a thumb, a good loud thump and i knew something had happened. so when i crawled out of the sleeper i saw the cop car sitting on top of the hydrant. >> reporter: investigators towed both vehicles away, and there's still some unanswered questions about this investigation. we don't know yet if the officer was responding to another call when this crash happened. we don't know how fast the two drivers were going. if we take you back live, a couple blocks away from this intersection, you can see about a dozen taxicabs. there's a taxi yard at the end of this street so the taxicab involved in this collision may have been coming to or from that taxi yard you see in the distance. one thing we've also noted at

differences in the court filing. the couple has been married about 10 years and have one son. naddia resigned after reports of an affair and after she entered rehab for substance abuse. meanwhile after friday's dwroers filing, lackia crashed her car outside the couple's hayward home. she told police she thought someone was following her and she ran into a pole and tree when she called her husband to report her suspicions. she was treated for a bruised arm and bloody nose. the responding officer saw no indication that she was drunk or on drugs, and there was also no indication to suggest she was being followed. time is 8:04. more of pg&e's dirty laundry is coming to light. the chronicle is reporting pg&e once floated the idea to down grade natural gas leaks. company documents reportedly show that down grading some 2300 leaks would have saved pg&e almost $5 million in repair costs. pg&e reportedly scrapped that

idea after whistleblowers complained about it. this reported idea to reclassify gas leaks came in 2008, two years before the san bruno pipeline disaster. san francisco's only gun club, which has been fighting with the city over claims of lead contamination, is being convicted. the pacific rod and gun club is being kicked out after they failed to agree on a new lease for the public utilities commission, which manages that lake. the two sides have been at odds over the $10 million clone-up of lead bullets and clay pigeons from the gun club, which have contaminated the

on thursday, the agency set a regional record of most drops of fire retardant dropped in a single day. 109 loads of retardant were dropped on the fire. a pilot was taking off every 4 minutes during the peak. officials say yesterday was the first day pilots did not have to fly until sun set, which means firefighters are getting a handle on the fire. meanwhile, about 50 homes have been evacuated because of a wild fire that's burned 640 acres. more than 200 firefighters are fighting the calf fire. right now, it's 20% contained but the rough terrain is presenting a challenge and there's no word yet on what caused that fire. >> time now is 8:11. berkeley city leaders wants everyone to just forget the 60s. the new effort to attract tourists shows there's more to berkeley than the hippy lifestyle. >> also a disturbing discovery on an airline that's now led to an fbi investigation.

first lady michelle obama became the center of attention at a basketball game in the nation's capital last night. they were taking in the usa versus brazil game when the kiss cam zoomed in on the first couple, but the first time they didn't kiss. apparently they didn't realize it was a kiss cam. later in the game, they got another chance, and president obama gave his wife a big kiss, the crowd cheered, including their daughter. the san francisco board of supervisors is due to vote on the city's voting system. the three different proposals would be looked at. one would abolish rank choice voting for all elected positions except the board of supervisors. two other measures would leave rank choice voting in place for all offices except the mayor. meantime in oakland, councilman ignacio de lafuente lost his fight against the voting there. they wanted to end rank choice voting in oakland but needed the

approval of mayor jean kwaun or the city administrator to get it on the council agenda and they both refused. voters in oakland will not see any city measures on the november ballot. that's pretty unusual, but all the efforts to place local issues on the ballot failed. in addition to the rank choice voting measure, a parcel tax for police, a measure to recall mayor jane kwaun, and a measure to establish term limits for council members and the city attorney, all of them failed to get on the ballot. coming up at 8:18, berkeley wants tourist to start appreciating its current kurltd instead of from the '60es and '70s. they want to promote the culinary art and theater offerings. tonight, the city council will vote on increasing the hotel tax by 1%. berkeley has just 1500 hotel rooms, but that would be enough to double the visitors' bureau budget. opponents of a controversial

anticrime policy are planning a noon time rally on the steps of san francisco's city hall. three city supervisors will be among those protesting mayor ed lee's suggestion. the san francisco police start using stop and frisk tactics to reduce gun violence. that program has already sparked large demonstrations in new york and other cities where the tactic has been used. it allows police to stop and search people that police consider suspicious. critics say stop and risk promotes racial profiling and targets blacks and hispanics. time now, 8:19, new developments from florida in the george zimmerman case. florida prosecutors have released audio tapes of a woman who claim zimmerman molested her for 10 years, starting when she was six years old. the woman is only identified as witness 9. she also claims zimmerman grew up in a racist family. however, zimmerman's lawyer denies the allegations.

george zimmerman is in hiding. he's awaiting facing charges on a second degree murder in florida. agents have tracking dogs searching for 8-year-old elizabeth collins and her 10-year-old cousin leric cook. they were last seen riding their bikes in a lake in evansdale. authorities are now draining that lake. detectives are contacting family, friends and registered sex offenders. so far, the trail has gone cold. coming up at 8:20, the fbi is trying to figure out how sewing needles ended up in several sandwiches on a delta airlines flight. the needles were found in turkey sandwiches on flights heading for the us. one passenger on a flight to minneapolis was hurt. delta stopped serving all sandwiches on its flight. security has been increased. and no other airlines have reported any similar incidents.

olympic athletes have begun arriving in london for the big games 10 days away. a record 237,000 passengers flew into heath row airport yesterday. special lanes have been set up on the streets to get to the airport to the games in just 40 minutes. some got so lost that they were driving around for four hours in the maze of central london's roads. london's mayor says he's really sorry about the long trips but at least the athletes got to see the sights. 8:21. california authorities are expected to file a lawsuit today against businesses that make toxic jewelry. the crack down involves 16 companies that either sell, make or distribute jewelry in los angeles as well as other cities. inspectors say they found hundreds of contaminated items that are marketed to children and adults. some of them had lead levels more than 1,000 times the legal

being treated for intoxication, when police say he punched a nurse twice breaking her eye socket. the nurse's injuries are not life threatening. the hospital is reexamining their security procedures. san pablo city councilman paul morris tells the contra costa times that police have issued a warrant for the man accused of attacking him. police say he was knocked unconscious by a tenant while checking out his richmond rental property two weeks ago. he later woke up outside his car near golden gate field, reportedly suffered a concussion and was in the hospital for two days. police are not discussing details of who they are seeking. tests have confirmed that a 6-year-old girl contracted west nile virus earlier this month. the virus is transmitted to people through mosquito bites. the girl's symptoms included weakness on her right side, loss of the ability to walk and difficulty speaking. doctors say she is showing signs of improvement and they say less

if you want to say light rain, i'm good to go with it. the coolest day looks to be today but this is going to be a slow recovery this week. a lot of people will be quick to jump on a big warm up but i don't think that will happen. once the low clouds burn off, the wind will pick up, highs today mainly in the 60s. an extensive fog goes all the way out to the valley. it's up there so it's probably chewing itself up and losing a lot of support but the cool pattern is in place and the damage has been done. look at that system producing thunderstorms, eureka, crescent city, our observer, ron up in crescent city had about a 3rd of an inch of rain. not too bad. 50s and right at 60, the temperatures haven't budged a bit. this low, if it stops right there, i'd say tomorrow would be a little bit better but there's hints it may dip farther south tonight and tomorrow, which would put the north bay area in line for showers, this is

alabama. police are looking for a shooter who opened fire overnight at a popular bar in tuskaloosa. jana katsuyama is live in the ktvu newsroom with what police just said at a press conference wrapped up at this hour. >> tuskaloosa's police chief say federal agents are getting involved working to enhance surveillance video of that suspect. here's a look at the video. it shows the suspect walking toward the bar carrying a military style assault weapon. the shooting happened around 12:30 central time this morning in a popular night life area in downtown tuskaloosa, that's just one block away from city hall. witnesses say the shooter fired through a window of the copper top bar and shot people as they ran out of the building. the police chief says they still don't know what prompted the attack but investigators say the gun man might have been aiming for a specific person because he waited several minutes before firing snawe believe based on what we've seen in the video that there was possibly the targeting of an individual who was inside the bar, who the

shooter thought was inside the bar. >> this morning, we're hearing from witnesses who say about 80 to 90 people were in the area when the gun fire broke out this morning. the police chief has confirmed this hour that 17 people were taken to the hospital, and four right now are in critical condition. this area of the shooting is very popular with university of alabama students, and the tuskaloosa police say they are going to be increasing patrols downtown while they search for this gun man, back to you. >> all right, jana, thank you. time is now 8:48. a teenage girl and a man in his early 20s have now died after shooting rampage at a toronto barbecue. police say hundreds of young people were at this barbecue at the time. 19 other people were wounded. some of them trampled in all of the commotion. one person has been arrested so far, but police are still searching for more suspects. a major bridge that connects the united states and canada is open again this morning following a fake bomb threat.

police in detroit says someone called 9-1-1 last night. they said a bomb would go off on the ambassador bridge in 10 minutes. authorities in detroit and windsor, canada, stopped all the traffic across that bridge. security checks failed to turn up any bombs and the bridge was later reopened. a similar phony threat was made to authorities in canada last week, and that prompted the closure of the detroit windsor tunnel. oakland police are reporting an unusually high number of robberies all across the city during a 24-hour period. it started yesterday morning. police responded to 16 robberies and three carjackings between 4:00 a.m. monday and 4:00 a.m. today. this comes as new numbers show an increase in just about every category of crime in the city of of oakland. homicides are up, along with aggravated assaults, rapes, and robberies. burglaries went up a staggering 40%. oakland's police chief says he's

31-year-old wilfredo reyes was arrested in north carolina last week. authorities say he was in the car with edwin ramos, when tony bologna and his sons were killed in 2008. ramos, who was convicted in may, claims reyes fired the gun, but a third bologna son who survived the shootings testified in court that ramos pulled the trigger. time is now 8:51. oakland native and nfl running back marshawn lynch is in trouble with the law again. he was arrested saturday night on suspicion of dui on interstate 880. he was taken to the santa rita jail, cited and released. he was in oakland last week awarding a scholarship to a gun shot victim and recent high school graduate. lynch is coming off the best year of his career and just signed a four-year contract with the seattle seahawks. in the past, he was arrested for hitting a woman with his car and he was arrested on weapons charges. eight minutes before 9:00. there's a new woman at at the at
