decision, a journey in alameda county has ordered reiser to sell $15 million to his children to settle a lawsuit. so far there's no proof that he has any money or assets. >> reporter: the jury deliberated just a few hours in this wrongful death lawsuit. and it ordered reiser to pay for $5 million a piece. the judge also ordered reiser to pay punitive damages. >> we wanted to make sure the children were well taken care of, that they had the psychological help they needed for their life. >> we just got together to find out what was the fair amount for the kids, living 50, 60 years and have some special education. >> reporter: but does reiser have any money? that remains unclear.

newsroom after a bus hit a bicycle rider. the accident happened around 8:00 this evening on 46th and san pablo. a spokesperson said the bus was making a left hand turn. he says that the bike rider was coming from the opposite direction and that the bus driver department see her because she was riding between the curb and a stopped bus before she came into the intersection. in oakland, police are reporting an increase in robberies throughout the city. in fact, police say 14 robberies and three carjackings were reported between 4:00 a.m. yesterday and 4:00 a.m. today. officers say those numbers are high for a 24 hour period. no injuries were reported and no arrests have been made. police also say it doesn't appear that those robberies were connected. richmond police say they made an arrest today in connection with a shooting that wounded a 10-year-old boy. police say 20-year-old christian chapel opened fire while on a bicycle.

detectives say chappel aimed at someone on a car but missed. the boy was walking with his mother on a crosswalk and was hit by a bus. chappel is in jail for prior weapons violations. authoritys are looking for a pit bull who attacked a woman and her dog. the dog was unleashed when it went after the datsun outside of a starbucks. her dog was so badly hurt he had to be put down. >> and it just angers me, it makes me so angry every single time i think about him. because it didn't have to happen. >> reporter: officers say the pit bull is now in quarantine and will be euthanized. the owner has not been located but authorities say they know who he is and it is only a matter of time before they find

him. the california state university system is facing a fire storm of criticism tonight. just as students are facing more tuition hikes some campus presidents today received pay hikes. heather holmes live at san jose state where freshman orientation was underway this evening. >> frank just four years ago when students arrived here for orientation they were told that tuition was $2,700, now it is more than doubled to 5,500. wearing name badges and backpacks a parade of freshman walked to an orientation. but amidst the excitement is anger. >> it makes me a little tiny bit angry when we just found out they're putting caps on how many units the students can get because of budget cuts. >> reporter: at this family prepares to spend 12% more comes word of executive pay hikes. >> because of budget cuts all these things are happening with students and there's

individuals that are having increases. >> reporter: at a meeting the csu board of trustees approved raises for three upcoming presidents. each will earn two to $5,000 more than their predecessors. dianne harrison will earn more than $324,000. and it's a $319,000 salary for cal state san bernardino thomas morales. ben lancaster says the money should instead be used to offer more courses. >> we just went through advising and tons of our classes are full already and we're having troubling to get what we need. >> reporter: gavin newsom tweeted that the vote was not only. and lee accused them of being tone deaf. >> it sucks, especially when my

parents are unemployed and stuff. >> reporter: increases will not be funded by the state but instead by campus. and csu says that the hikes are necessary to attract top talent. healther holmes, ktvu news. university of california regents met in san francisco and have another session scheduled for tomorrow. one topic of discussion a possible mid-year tuition increase of as much as 20% if voters increase. some people are expected fireworks, the regents meeting is at the ucsf mission complex. state senator alan corvit authored the bill, it requires textbook writers to tell students and professors of

differences in textbooks. the law takes effect next year. governor brown signed a bill that may help solve additional murders attributed to two young men. shermantine and herzog murdered dozens of people in the 80s and 90s. early this year authorities found parts of five body, four of whom were identified. they were located after shermantine drew a map of burial sites. the governor plans to sign yet another bill coming tomorrow. what it means for the future of high speed rail in california. we are learning more tonight about the dwi arrest of marshawn lynch. the cal stand out was driving

erratically near the maze when he was pulled over. lynch's alcohol level was more than the legal limit but wouldn't say how much more. lynch is set to appear in court next month. a grandmother from san bruno has died from injuries she suffered in a house fire that also killed her 2-year-old grandson. the san mateo coroner said lila persad died sunday from smoke inhalation suffered during last saturday's fire. persad's grandson also died. the fire started with a candle that was burning on a shrine inside the home. pg & e crews spent today working in san anselmo replacing 500 feet of plastic natural gas pipelines that are prone to failure. the pipes were made by dupont before 1973. last september a failure in this same type of pipe caused an explosion at a cupertino house. less than a month later, a pipe

in the east bay a battle is brewing over cattle that are accused of causing fires by grazing. the controversy involves cows and goats, john sasaki has the story. >> reporter: we're standing in the edge of the open space a jewel fort by residents. but this time of year dry brush like this has neighbors concerned and someone to see a bovine solution. 178acres of open space sit in walnut creek next to lafayette. it's home to wildlife and used

to be home to hundreds of cattle. >> it brings a whole different aspect to living in the suburbs. makes it very bucolic, very beautiful, they keep the fire danger down. >> reporter: cows like these used to provide that important service, mitigating fire danger by grazing. >> the cows here were a great method of keeping the grass at a short lenght. >> you can see that, they reduced the fire danger. >> reporter: but the city decided to stop that practice two years ago because of complaints of damage caused by the cows even attacked on people. >> it's steep terrain, so it's hard to manage the cattle then we were having conflicts with the users. the people and the cattle. >> reporter: instead the city has been mowing the high grass and will be bringing in goating to munch the remaining fire fuels within the next two weeks. >> what's good about the goats is they have a cattle rancher that stays with them. so they're protected. there's somebody watching them and they bring their own fencing. >> reporter: but the city pays to have the goats come in while

the rancher who graze cattle pay the city. some residents argue the goats are not enough nor as nice as the cows. >> the cattle are great for doing the whole 180 acres. >> i would love to have the cows come home. >> reporter: city officials say they've already taken care of the fire danger to a level that exceeds the fire department. calfire said this evening the robbers fire was caused by humans but didn't say if it was arson or accidental. fire crews made a lot of progress today the fire is now 60% contained. officials say they expect to have full containment now by saturday. and some people who were forced to evacuate will be allowed to return to their homes in the morning. since the fire started last wednesday, it's burned 120 acres and destroyed one home. in east palo alto firefighters made quick work of a two alarm fire.

it started on illinois street near perdue avenue. crews contained the fire in less than an hour. no one was hurt and still no word tonight on what caused it. san francisco police today released the sketch and a description of a gunman involved in an execution style killing. i want to show you a picture now of this sketch, officers say hermias cache had just walked out when a gunman jumped out of a gray or silver pontiac grand am, chased him and shot him in the back of the head. investigators also say that cache was not the intended target. one ripped out newly installed cooper wiring worth about $6,000. cooper thieves have also hit two parks in palo alto within the past week. the number of cooper thefts has increased in the bay area as the price of cooper has also gone up. the market price for a pound of

cooper is now $3.46. just to show you how much that is, a pound of recycled aluminum cans will get you 46- cents. no bail for a woman accused of being involved in a road rage incident. the man who died just happened to be in the wrong place at the wrong time. >> reporter: 28-year-old heather howell entered court to hear the manslaughter charge against her upgraded to murder. and her $50,000 bail revoked. >> my review is there's no way this should be a murder case. >> reporter: howell's attorney says saturday's crash is a terrible accident not an accident because howell never meaned to kill anyone when she slammed her car into a sports car that flipped and exploded

into flames. >> she's very remorsable about that, she's very sad. >> reporter: but onces who saw howell at the scene and moments before the crash said she was chasing this motorcycle trying to run it down. in what investigators believe was a domestic dispute with an ex-boyfriend. >> i ran, got a fire extinguisher. >> reporter: this witness across the street from the crash tried to rescue jesse garcia unconscious behind the wheel. >> i had a knife, i tried to cut the seat belt. i couldn't get close enough. >> reporter: the car exploded and only later did he realize the driver was an old friend. garcia was married 35 years, a daughter just graduated from college. >> reliable, just a wonderful person to have in the community. >> reporter: howell flashed a quick smile at her supporters in the courtroom as she agreed to push her plea to friday so her attorney can review the

murder allegation against her. more details now, ktvu released a statement from sims metal mansionment where jesse garcia worked. it read in part, we are mourning the tragic loss of a teammate, a husband and father. our sincere condolences go out to his loving wife, diana, daughter and everyone fortunate enough to have called jesse a friend. and temperatures out there were on the mild side today. temperatures mostly in the 60s and low 70s. we had a lot of drizzle this morning. almost .1 of an inch of measurable rainfall or drizzle fall if you will in parts of marin county . temperatures are going to come up with a couple of degrees. fog back in the area, more drizzle in the forecast but not as intense as what we saw last night and this morning. so as you go through the morning hours or the late night hours you see the fog comes back to the coast.

more details now yahoo's stock dropped today. it showed a drop of 4% from last year. the number of facebook users is dropping and so is the company's stock. a report by an investment analyst shows the number of users dropped 5.8%. that news sent facebook shares down for a sixth consecutive day. the menlo park company's ipo price was $38. the wall street journal is reporting the next iphone will have a thinner screen. today's report sited the new iphone will have a screen that can sense touches without the need for a second touch sensitive layer. that would save about a half a millimeter from the thickness of the screen. but that does not mean the phone itself will be thinner. the freed up space could be used to expand the battery. the alameda city council just voted three minutes ago on a controversial proposal that affects thousands of new housing units. we'll have a live report. >> and criticism for a new law and order proposal in one bay

proposed changes to a nearly 40-year-old law could result in controversial new construction in a small city bay. ken wayne is live now where the city council just voted. >> reporter: this is a state law how state law and city ordnances sometimes collide. when that happens state law prevails. the alameda county chambers was filled with residents concerned. 73,000 residents already live here. and when some learned the city was going to add more than

2,000 high density home units, well. >> i kind of feel cheated or, i feel deceived in the process. >> reporter: alameda residents passed measure a back in 1973 banning construction of multi unit dwellings. but the city's planning director says now california doesn't allow that that land must be zoned for multi family housing. >> you're out of compliance with the state now. that means you can be sued now for being out of compliance with state law. >> reporter: city leaders say the spirit of measure a will survive even with the new zoning and none of the city's historic neighborhoods will be affected. still there are other concerns. >> by my calculations that's two cars per unit which means we're looking at any where from eight to 10,000 new vehicles on this island. >> every one of those projects

leaders to approve a $2 billion hospital project. the california pacific medical center say they want to build a 550 bed hospital and rebuild st. luke's hospital in the mission. city officials and cpmc are still negotiating the details of the plan. mayor ed lee is seeking a guarantee that cpmc will keep st. luke's hospital operating for 20 years. those who treat alzheimer's patients say they are encouraged by a set of new studies. it focus on a new therapy to treat the disease. the study included 16 patients with mild to moderate alzheimer's disease. after five years, six patients stabilized. >> finally we saw a treatment

stocks waivered tonight as investors watched bernanke's report. a plea tonight from the mother of a 20-year-old from vacaville who was just taken off life support. she is asking for anyone who has information about her son to please come forward. >> you have to be accountable. so that this doesn't happen to anybody else. >> reporter: as we reported last night at 10:00, tyler grande was beaten unconscious on july 4th and never woke up. he was removed from life support on sunday. his organs will now be donated to help others. today vacaville police said they are developing some leads in the case. san jose police announced today the arrest of three men wanted in connection with a homicide last october. police identified the suspects at 20-year-old noe hernandez, 19-year-old andy gomez and 18- year-old jose gonzalez. one of them shot hansel perez saucedo killing him. prosecutors added a gang enhancement to the charges.

a frisk proposal is facing more backlash in san francisco. but ktvu's david stevenson tells us why the mayor says he thinks it might help stop the escalating gun violence in the city. >> reporter: 50 people rallied outside san francisco today calling on mayor ed lee to back away from starting a back away and frisk. the mayor says something has to be done. san francisco's murder rate was up. opponents say stop and frisk is not the right solution. >> we hear about community policing, we hear a lot about partnering with the community, stop and frisk is not the right move. >> reporter: new york city has aggressively ramped up stop and frisks as a policing practice.

the majority of those stopped are minorities with few arrests made. >> we feel that it's a predatory, policing practice that we don't want in san francisco at all. >> reporter: the mayor this afternoon told supervisors that as a former civil rights attorney he will protect residents against unlawful search but said he is looking for bold solutions to stop the killings. >> so if it means a rephrasing it, i will be open to that but we have to get to the guns. we have to stop that. >> reporter: the mayor will be in philadelphia to meet with the chief of police from that city and mayor to talk about what they used to stop crime. we have new video, it shows a 6-year-old girl falling from a window. but what's remarkable is how she was saved. and we have big changes coming in the weather.

some amazing video tonight, look at this of a 7-year-old autistic girl who fell from the third floor of an apartment building in brooklyn. she is alive tonight because a neighbor caught her. now child welfare officials say they are looking into a complaint about possible child neglect in the home. the bus driver who saverred the little girl is recovering from a torn tendon in his left shoulder as a result of catching that child. the boy scouts of america has decided that it will continue its controversial ban on gay scouts. a representative for the group says the long-standing policy reflects the believes and perspectives of the boy scout's

organization. the announcement comes after a confidential two year review by the organization. in news of the world tonight in syria, government forces used helicopter gun ships to fire on rebels in the capital of damascus. there were also battles near parliament and in several well to do neighborhoods. the security council is expected to meet tomorrow to discuss new sanctions. in turkey a fire started in a 22 story high rise. as bad as it looked everyone inside made it out safely. the building is a mix of apartments and offices. the cab drivers say it's keeping them from doing their jobs.

they plan to strike on the olympics opening day 10 days from now. the clock is ticking on the decision of penn state's football program. penn state says it will respond in a matter of days to the nca's demand for information about possible penalties. this stands from the sandusky child abuse scandal. the head of the ncaa says he hasn't ruled out the possibility of shutting down that famed football program. delta airlines says it's taking extra precautions after needles were found inside six turkey sandwiches on flights from amsterdam to the u.s. three people including a father and son on different flights say they were injured by the needles. the sandwiches were prepared by a catering company in amsterdam. up to $7 an hour to feed a

a san francisco police cruiser was involved in a traffic accident today that sent an officer and a taxi cab driver to the hospital and filled the street with water. it happened about 2:30 this morning in the bay view district. police say the taxi turned in front of the police cruiser which then slammed into a fire hydrant. both drivers suffered nonlife threatening injuries. $7 an hour parking it's coming to a san francisco neighborhood and could be enforced until 10:00 p.m. sal castaneda tells us, some people worry it might help business in the area. >> reporter: the transportation
