good morning, it's 6:00 on this wednesday, july 18th i'm jana katsuyama in for pam cook. >> i'm dave clark. let's check your weather ten traffic. this is weather you like because it's always interesting. >> it's fun. last week it was hot. the coast had to deal with fog but yesterday was one for the record books. especially out in the valley because of that low. it wasn't so bad on the coast. they were actually in the mild side with 60s. we'll see a repeat performance today. 60s and 70s and a return of some of the low 80s. san francisco and san rafael we will start with marin county first. traffic looks good as yo drive from novato to central san rafael. 101 in san francisco looks pretty good as you approach the 80 mitt smith. let's go back to the desk. this mornings meeting could be a rocket of events.

protestors are threatening to take over the meeting as they debate tuition costs. christien kafton has been talking to some of the students that are worried. >> reporter: they are worried about the idea of prospect of student fee increases. as you said, the regents are set to meet this morning. the first order of business ask to vote on tuition freeze for the 2012-2013 school year. students are here to protest a possibility of student freeze increases. they will be holding a zombie takeover. they myosote to increase fees for professional schools. that would mean schools like uc berkeley school of business and nursing programs. the increase would make uc professional programs among the most expense i in the nation. students we talked to this morning say the idea of a fee increase has them worried. >> i'm considering an mba and after two or three years out of

college that is not something i'm looking forward to. >> reporter: students say they are worried the regents will bump fees if the tax initiative fell. we'll be attending that meeting today and we'll have continuing coverage throughout the day. for now we are live on the uc berkeley campus. >> thank you. time now 6:02. overnight news a very big tree that toppled down on a car. it is being cut up and removed now. really close call for a very lucky car owner. that big oak tree crashed down on a mountain road. you are looking at video of the scene. this is montalvo road. you can see the huge branches surrounding that car. incredibly the car was not scratched. >> it's an oak. it appears to have oak depth. trees fallen across the roadway and have to get rid of it.

it's a triple trunk tree split in three. >> that tree came down on one of several roads. but crews expect to have the clean here before tonights -- bay area transit officials are considering a new tax for you drivers. ktvu allie rasmus has more on this idea and how much you may be charged. good morning, allie. >> reporter: we are near the auto mall parking area. a car is the only convenient way for people to get to and from their destination. but would you be willing to ditch your car if it meant you could avoid paying a tax? they are looking into an idea called the vehicle miles traveled tax. the reason behind it if you tax people up to ten cents for

every mile they may drive less. it would also bring in a lot of money raise $15 million. how would it work? drivers would have a fast track type of device that would keep tabs of the numbers of miles they travel. drivers this morning we talked to were not embracing this idea. >> i got some that drive from oakland to free hospital to go to work every day. i know that will be tough on them too. >> sounds a little awe dish yows. sounds like something that should be addressed. sounds like something that the people should be allowed to come to vote about. >> reporter: and it's likely this is something the legislature and voters would have to approve before anything is finalized. this proposal is still in the very early stages. leaders of the metropolitan transportation commission and bay area of association will meet tomorrow. they could decide whether to

study this issue further. time is 6:05. san francisco police are looking for two men they say sexually assaulted a woman in the mission district. this is a sketch of one of the suspects. he's african american in his early 20s with a piercing above his right eyebrow. the woman was attacked on june 6th. if you have any information you are asked to call san francisco police. this is a big day in the ethics probe of ross mirkarimi. mirkarimi's wife eliana lopez is back in the bay area after flying in her native area ever venezuela. lopez has been meeting with her attorney and getting ready for the hear which could determine her husband's fate.

ben bernanke goes back to the capitol in just about an hour from now. coming up the warning bernanke had for congress when he testified yesterday. later today the white house will announce a new program to create master teachers and science technology, engineering, and math. under this plan teachers selected for the laster teacher core will get on top of $20,000 a year if the white house is to keep informer -- you are competing with founts around the world. sal has been looking at the traffic to see if there are any green spots, yellow spots. how is it looking? >> it's not looking all that bad. let's go outside and talk about air delays.

the faa is investigating a bizarre and very tragic incident at an airport in utah. it happened add the st. george municipal airport early yesterday. a 40-year-old sky west pilot scaled a razor wire fence, broke into the airport, stole an empty jet and crashed it in the parking lot. he then shot and killed himself. no one else was hurt. there is no word of a possible motive but investigators have learned that the pilot was on the run accused of killing his girlfriend last month. time now 6:13. new this morning from afghanistan. a bomb just blew up 22 nato supply trucks in northern afghanistan. it was parked in an area with the drivers were resting.

pakistan recently reopened the boarding crossing after blocking nato supply trucks for seven months. the veterans administration is handling more claims than ever but va officials say the backlog keeps growing. a top va executive plans to tell a congressional hearing the flow of claims has increased 48% in the last three years. as of last month they had 870,000 pending cases. two-thirds have been processed for more than 125 days. the va is hoping to have all the claims processed in 125 days or less by the year 2015. on capitol hill lawmakers are facing an end of the year deadline to come up with a deal on the budget or face the consequences of automatic trigger cuts. half of the trigger cuts will come from defense spending. the former vice president dick cheney was urging congress to do something to avoid those

pentagon cuts. democrats insist that any compromise to avoid cuts have to include tax hikes. more grim assessments of the u.s. economy are expected as ben bernanke returns to capitol this morning. alison burns is in our washington, d.c. newsroom with why bernanke says the u.s. could enter another recession next year. alison. >> reporter: ben bernanke begins his second round of testimony in a little less than an hour. he's warning congress must act to deal with those tax increases and steep automatic budget cuts that kick in in january or he says the u.s. will face another recession. >> congress is in charge here not the federal reserve. >> how many jobs he says will be lost next year if congress doesn't act. during my next update in about

an hour. reporting live from washington, d.c. alison burns ktvu channel 2 news. time now 6:15. a small plane was carrying a very bold message about penn state university. it flew over the campus yesterday. there it is. the banner that read take the statue down or we will. it's a reference to that statue there opinion the statue of former head football coach joe paterno. a report released showed that joe paterno helped to cover up child sex abuse by jerry sandusky. a spokesperson for penn state says a decision will be made in the next couple of days. >> decision about the penn state possible program will be made as well. penn state says it respond in a matter of days to the ncaa demand for information about possible penalties. all of it stemming from the sandusky child sex abuse scandal. the head of the ncaa says he's not ruled out the possibility of shutting down penn states

football program. four people charged with murdering a man they say was pimping a teenage girl are due back in a san francisco courtroom in three hours. the girls parents are accused of hunting down calvin sneed and killing him last month. two other suspects helped the couple. all four defendants have pleaded not guilty. bay area apartment rental costs are at their highest levels ever. that is according to a new study the rental information service real facts. palo alto is the most expensive place to live. the average rent there is close to $2,770. san francisco is a close second and redwood city is third on the list with just over $2100. they say there is higher demand for rentals because of jobs.

pg&e crews will start pipeline safety work today and it will effect traffic. crews will be installing a automatic gas shut off valves under ground. pg&e is making all these safety changes since the deadly pipeline disaster in san bruno. almost two years ago. the city of oakland is endorsing the bus rapid transit program. this will improve bus service and reduce commute times in one of the east bays. the rapid transit route is almost fen miles long. it will go from san leandro bart through downtown oakland. the two year construction project will cost about $150 million. it's supposed to create at least 700 jobs. the time is 6:18. we are going to send it over to sal. you mentioned a little bit of delays at sfo and taking a look

at the roads how are things going? >> the low clouds are not as severe as they were yesterday. steve will tell you that. it means fewer planes will come in late. still an hour and a half or hour delays. for some flights. we'll see how that shakes out. sometimes they are wrong on the good side. this is a look at highway 4 as you come up to the willow pass grade. we have seen more cars coming up and joining us for this mornings commute. no major problems. also the morning commute looks good if you are driving to the bay bridge toll plaza so far any way it is a nice drive with no major problems here. some congestion there for sure in some of the lanes. and we're looking at the commute here in livermore. traffic continues to look good from livermore to castro valley. if you are driving from hayward to free mob, that traffic is off to a good start. no problems in the santa clara valley as we mentioned.

looking a the the road sensors you see a lot of green here. that's the way we like it. now let's go to steve. >> thank you. a very good morning. well, temperatures san jose yesterday 76 degrees. they are low clouds this morning. in fact most locations have low clouds. yesterday was that was the coolest day. we had the drizzle. about a tenth of an inch for some. really good amounts to the north. and also record low max yum -- maximum temperatures all over the place. ukiah was only 73. the low responsible right up there near eureka and ukiah. slightly warmer. there is a little calf yacht. there always is in weather. if you like low clouds they are coming up to the south. mostly sunny. high clouds to the south. not as windy. the wind seems to turn more northwest. low 50s for some to 60s for others. some of the temperatures are very mild.

good morning. low clouds. a few high clouds as well manely toward the south bay and east bay. it will be a little warmer today. police in antioch have arrested a teenage aeroaccuse -- teenager accused of impersonating a detective. kelsey scales and another man went to a house in partial police uniforms. they told the homeowner they had a search warrant. the homeowner was suspicious kept asking a lot of questions so scales and the other man left the house. investigators later found scales after finding a connection between volunteer at an unnamed agency and uniforms that were never returned. police are still out there

searching for that other suspect. in a 4-1 vote last night alameda city council approved a new controversial new zoning rule. it will allow 2 dozen housing. some residence don't like it. voters passed measure a back in 1973. that banned construction of multiunit housing units. >> by my calculations that is two cars per unit which means we are talking we are looking at anywhere from 8,000 to 10,000 new vehicles on this island. city leaders say the project will have to go through an approval process. 6:26. two more dead birds have tested positive for the west nile virus in contra costa county. one was on viking drive in pleasant hill. the other on sunset road.

since april six birds have test the positive for the virus. county officials are asking you to check properties for standing water. if you see any signs that you may be breeding mosquitoes, contact the authorities. great wall of china may be a lot longer than first thought. the l.a. times reports a retired culture heritage official discovered huge rocks on is a 27 high foot bridge last fall. and just last month china estimated the great wall is just over 13,000 miles long. that is more than double an estimate from 2009. however are some are accusing china of trying to rewrite history and its borders. china sighs it's just try -- says it's just trying to confirm the new discoveries. let's get you on the road now. sal is watching the commute. sal. >> we are looking at traffic that is not that bad. if you are driving around the

pictures. here is video that was taken earlier. a 12-inch water main busted open early this morning. 200,000 gallons of water spilled on to the city streets and then on to the highway. we understand that repair crews have stopped the flow of water but they are still trying to pump all of that water from the road. we'll keep an eye on that situation. time now 6:33. a foal -- a female bicyclist was hurt in emeryville after being hit by a transit bus. that damaged bicycle that one there was recovered at the scene from police. the bus we are told was making a left hand turn and ac transit says the bike was coming from the opposite direction. the driver reportedly never saw the cyclist. just a couple hours from right now uc regents will debate the cost of college tuition. and protestors say they will be there to give them a r an ear

democrats and now some republicans too continue to call for romney to release more tax returns. today governor brown will sign the funding bill for the high speed rail project. earlier this month state lawmakers approved $18 billion for construction of bullet trains that are supposed to run between the bay area and southern california. the whole project is estimated to cost $69 billion. the first stage will break ground in the central valley of early next year. >> less than three hours from right now placer county residence that had to evacuate because of the robbers wild fire they will be allowed to go back home. cooler weather has allowed firefighters to make progress on that fire. full containment could come as soon as saturday. it has burned 2600 aches and destroyed one home. at one point 170 homes were threatened. also it's cow verses goat in

if you are driving -- 6:39 let's go to steve. >> sal, thank you. another overcast morning. we continue have too many reports of drizzle. yesterday that was front and center. some of the maximum temperatures were only 76 in redding. 77 in stockton which is unheard of. and 70s and 60s up in mendocino. the culprit or right there that low it looks like it will stop. the low clouds are still in place. has not maxed that out. temperatures yesterday again san francisco was warmer than santa rosa. you don't see that for often in july. 66. we will go 67 today. san jose 76-77. a lot of low clouds down there today. 65 santa rosa. we will go 73 today. not much of a breeze. few high clouds drifting up

study this issue further. it's not clear if this tax would eventually replace local gas lean taxes. a couple of drivers say that idea sounds a little more reasonable switching out one tax for another. live in fremont allie rasmus. the time is 6:47. tomorrow is the deadline for people in the san jose homeless encampment to leave. the city is ordering people to move out of kelly park as they clean up the coyote creek area. fliers were posted saying people that do not leave will face criminal prosecution. the city says at least a dozen people are staying in the encampment. police plan to be there tomorrow to make sure everyone moves out. time now 6:48. critics of arizona's new immigration law want to stop it before it starts. yesterday they applied for a court order to block the police from checking the documents of people they consider suspicious. critics say the show me your papers provision will lead to racial profiling. they are hoping the court order

will block the provision before it takes effect which could happen in the next couple of days. police in redwood city are testing out a new program. it's the first of its kind in the whole nation. coming up at 7:08. how you can interact with a police officer without having them come to you. there is a battle brewing in walnut creek over animals that help mitigate fire danger by grazing. two years ago the city stopped using cows because of complaints of damage cause the by the animals. and even attacks on people. some residence now say the cows cover far more land than the goats and they would like to see them brought back. >> interesting. time now 6:49. sal is back. everybody behaving themselves out on the roads? >> i would say so, dave. we are doing pretty well. today has been a better day than yesterday. we still have a couple fender benders here and there.

for the most part i would give it a b plus for this time of the morning any way. let's take a look at what we have. highway 24 westbound. no major problems driving up to the caldecott tunnel. as a matter of fact this commute looks pretty good. bay bridge toll plaza it is backed up for a 15 minute delay. that is typical for this time of morning. if you are driving to the san mateo bridge that traffic looks good. i will move the maps down to the south bay. there is a hit and run accident with no injuries. that car has been pulled off -- >> another overcast morning. fog is up 2200 feet. it's way up there. it has no trouble clearing the coastal hills. another mild to cool morning. not as much drizzle. yesterday was ridiculous.

happening right now there is major flooding throughout parts of the south part of sacramento. we have some tape that came in straight from sacramento. apparently they had a section of highway 99 that has been closed down at this hour. there is a 12-inch water main that broke open early this morning. about 200,000 gallons of water reportedly spilled on the city streets. you can see what a mess it made. it then went on to the highway. we understand prepare crews have stopped the flow of water at this hour but they're still trying to pump a lot of the water from the road. time now 6:56. a new exercise study says too many people are not physically active. the study was published yesterday in the medical journal. lack of exercise kills as many people as smoking. the study claims eight out of ten teenagers and a third of adults are just not active enough and that could lead to

fatal health problems like diabetes and heart disease. oakland police radio system still having big problems. last year the city installed a new $18 million system after years of complaints about dead spots and service problems. a new report commissioned by the city finds the new system also has bad reception and won't work properly inside of building. z bart is considering an extension of the bay point line. it's already being extended to stops in pittsburgh and antioch. scheduled to open in 2016. now bart is thinking about a possible third station. several locations along the highway 4 corridor are up for discussion. barts board of directors has put $300,000 toward studying possible locations. there is no funding liked up for any environmental studies. station planning or construction. time now 6:57. sal, take care of us. how are we doing particularly on the bridges? >> you know we are doing okay.
